LEGAL IMPACTS
Lack of clarity around registration, suspension and dissolution of NGOs
Severe barriers to the operation of foreign NGOs
Limitations to the operation of community-based organizations (CBOs)
No Glossary of Terms to ease implementation and common understanding
Failure to observe and comply with other major organic laws such Cambodia’s Civil Code and the new Penal Code and
An infringement on freedom of association.
LEGAL IMPACTS
Increased work burden and loss of productivity of the NGO Sector as well as within Government departments that administer to them because of lack of clarity and therefore confusion around registration, dissolution and suspension of NGOs
Increased expenditures for both NGOs and Government associated with registration, dissolution and suspension of NGOs because the LANGO is open to interpretation and therefore confusion
ECONOMIC IMPACTS
Arbitrary closure of NGOs, which may include some INGOs
Loss of employment opportunities to thousands of Cambodians if NGOs become less productive or are terminated
Loss of programs that impact upon health, education, women’s rights, sanitation etc if NGOs become less productive or are terminated, which in turn result in a loss of partnership opportunities in working together with government on these issues
ECONOMIC IMPACTS
Loss of numerous INGOs, which currently bring significant funding, capacity building and programs to Cambodia
Loss of capacity building and collaboration in both metropolitan and rural areas
An infringement of Cambodian’s rights to freedom of association
ECONOMIC IMPACTS
Less opportunity for attracting business to invest in Cambodia
Loss of opportunity with Cambodia’s ability to realize its development goals in jeopardy due to a poor enabling environment for CSOs.
