Issue 20 - May 2019 Brussels Privacy Hub Newsletter In June, the Brussels Privacy Hub will host its 4th European Data Protection Law Summer School , entitled " Advancing (with) EU data protection". During five days, participants will explore primary and secondary EU law, and engage with a variety of stakeholders ranging from practitioners with worldwide privacy expertise, representatives of key EU institutions including the European Commission and the European Parliament, data protection authorities among which the European Data Protection Supervisor (EDPS), digital rights advocates, and leading academics from Europe and beyond. They will also have a unique opportunity to network with, and learn from, equally interested participants. Combining lectures by internationally recognised speakers, hand-on practical cases, and role-playing, students will be brought directly into the heart of European Union’s legal and policy-making and given a full-fledged vision of the challenges and opportunities of EU’s data protection, and its global role. The programme includes institutional visits and evening networking events. Debate with Dr Jef Ausloos (KU Leuven/Amsterdam University),authorofadoctoralthesisentitled“TheRight toErasure:SafeguardforInformationalSelfDeterminationinaDigitalSociety?”TheauthornotesthattheInternet–originallydesignedtomakeitveryhard to monitor or control individual behaviour – has become thebreedingground for someof themost important information andpowerasymmetriesofourtime.Oneofthemainelementsenablingthese asymmetries, primarily playing out between individuals andcommercialentities,istheprocessingof(personal)data.Thethesis investigatestheroleof individualempowermentoverpersonal data in countering power asymmetries online. Thepurposeof thisworkshop is topresentandgather feedbackonthepreliminaryresultsoftheEUfundedresearchprojectPERSONA.PERSONA’smaingoalistodesignandestablishaunifiedandtailoredimpact assessment method to appropriately evaluate the societalconsequencesof state-of-the-artborder-controlling technologiesandto ensure that these solutions meet the requirements andexpectations of both, governments, including law enforcementauthorities,andindividualscrossing(external)Europeanborders.The project’s consortium periodically seeks feedback by, inter alia,organizingthreeworkshops.During the first workshop, the participants will attend two keynotespeeches by experts in the area of ethics and technology. Protecting personal data while usingartificial intelligence in the humanitarianactionOn 2 and 3 April 2019, the Brussels Privacy Hub (BHP) and theInternationalCommitteeof theRedCross (ICRC)hostedaworkshopaddressingdataprotectionissuesinartificial intelligenceusecasesinthehumanitariansector.Representatives of humanitarian organisations, national dataprotectionauthorities,scholars,technicalexpertsandrepresentativesof the private sector presented and discussed challenges related topersonal data processing in artificial intelligence solutions forhumanitarianprograms.Thediscussionshighlightedchallengesrelatedto machine bias, transparency of systems, data quality, ethicalquestions related tomachine learninganddataprotectionconcerns,such as dataminimisation and the right not be subjected to a fullyautomateddecision-making.Thetwo-dayworkshopwasheldattheVUB’s InstituteforEuropeanStudiesinBrusselsandwaspartofthe2ndworkingseriesthataimsat updating and extending the scope of the Handbook on DataProtection in Humanitarian Action (Handbook), which was firstpublished in 2017. The revised and more extensive version of theHandbookwillbepublishedbyJanuary2020.
