PHS – INSTRUCTION SHEET

I. INTRODUCTIONYour application to the United Nations Volunteers(UNV) will be appraised on the basis of the contentof the Personal History Statement (PHS) form.Therefore, please fill out all items on the form,giving full information in the space provided, andensuring that all gaps in the periods of study and/oremployment are accounted for. The informationmust be typed or written in black ink using blockcapital letters. The PHS form should be dated,signed and accompanied by the requireddocumentary evidence (see III. below).

II. INSTRUCTIONS FOR COMPLETING THE PHSFORM

A) Item 1: Family namePlease type or print in block capital letters your familyname and other names, as used in officialcorrespondence.

B) Item 4: NationalityIndicate your present nationality (including dualcitizenship, if applicable), or “stateless”, or “refugee”, asappropriate

C) Item 10: Period of assignmentThe usual UNV assignment is for a two-year period.However, contract renewals can be requested by hostinstitutions if agreeable to the UNV specialist. Short-termassignments of less than two years are also available inareas such as relief/emergency/ rehabilitation work andother technical specialization.

D) Item 11: Reporting timeIf you are selected for a UNV post you will be required totake up your assignment within 6 weeks from the date ofreceipt of notification by UNV Headquarters of finalacceptance for a specific post.

E) Item 13: LanguagesA UNV applicant must be fluent in at least one of thefollowing languages: Arabic, English, French,Portuguese, Russian or Spanish. The PHS form must becompleted in English, French or Spanish. Due to thesmall number of placements available in Arabic orRussian speaking environments, Arabic/Russian-speaking candidates should also have a workingknowledge of one of the other languages. In such casesthe PHS form should be filled out in English, French orSpanish, with a one-page typed resume or curriculumvitae in Arabic/Russian attached.

F) Item 14: EducationApplicants must possess either: (i) a university degreeand a minimum of five years relevant work experience; or(ii) a technical diploma and a minimum of three years

relevant work experience; or (iii) extensive workexperience which may, in certain skilled trades,substitute specific educational qualifications.

G) Item 15: Work experienceThe detailed information required on your employmentrecord enables UNV to carry out the necessary andcomprehensive assessment of your suitability as a UNVcandidate. It also allows UNV to match your workexperience with that required by the host government/institution requesting the services of a UNV specialist.

H) Item 17: Volunteer workA UNV assignment demands from all candidates acomplementary mix of professional expertise andvolunteer spirit, dedication and motivation to sharingtechnical knowledge, skills and commitment. Previousvolunteer experience would therefore be beneficial.

I) Item 18: TrainingThe job descriptions of a large number of UNVassignments include some form of training of nationals(for example on-the-job training of co-workers,workshops, direct counterpart training etc.) to ensurecontinuity and sustainability of the technical contributionsmade. Therefore, prior experience in training orvocational/technical teaching would be an asset.

J) Item 21: Driving licenseIn many instances UNV specialists are called upon todrive light passenger cars or motorcycles for which avalid and appropriate driving license is required.

K) Items 23 - 26: Dependants

(i) The UNV programme undertakes to pay the travel,repatriation and medical insurance of only threerecognized dependants who may be joining the UNVspecialist in the country of assignment. The recognizeddependants are a spouse (one) and the applicant’s ownor legally adopted, unmarried children up to 21 years ofage. This group (maximum three) is referred to as thePrimary Family Unit (PFU). Hence, please note thatother family members (such as brother, sister, mother,father) and fiancé(e), are not considered as dependantsby UNV.

(ii) However, the travel of the PFU to the duty station isgoverned solely by the requirements of the post. In manyinstances, because of the nature of the assignment,security concerns or the non-availability of certainservices, recipient governments and UN agencies givepreference to single or unaccompanied UNV specialists.Therefore, carefully consider whether you are prepared toserve on an unaccompanied basis, if necessary.

(iii) In many duty stations, the educational facilitieswhich candidates desire for their children may not beavailable. Further, since UNV does not provide education

grants, applicants with school-age children shouldcarefully consider whether they should join at the dutystation.

(iv) Because of arrangements involved in securinghousing in most duty stations, UNV specialists arenormally required to travel alone initially, with dependantsjoining as soon as permanent housing is secured.

L) Item 27: Travel documentAll UNV specialists and recognized dependants travel onnational passports and must obtain all necessary visas.

M) Item 28: Physical or other illness/ disabilityUNV abides by the UN regulations on non-discriminatoryemployment practices. However, in certain cases, therequirements and demands of a specific assignment maybe criteria for determining a candidate’s suitability for thatpost.

N) Item 31: ReferencesPlease indicate the full name, address and telephonenumber of your referees. Should you already haverecommendation letters (in English, French or Spanish)in your possession, please include them. If not, you mayuse the blank reference form enclosed.

III. DOCUMENTARY EVIDENCE

(a) True photocopies certified by a local authority of thefollowing documents (translated into English, French orSpanish) must be attached to the PHS form (ORIGINALDOCUMENTS will not be returned):

(i) Copies of degrees, diplomas and other certificatesrelated to your education, training and work experience;

(ii) If married, a copy of your marriage certificate, or anAffidavit sworn before a court of justice;

(iii) Copies of the birth certificates of your unmarried,dependant children (own or legally adopted) up to 21years of age, or an Affidavit sworn before a court ofjustice.

(b) Two recent passport size photographs with yourname written on the back should be STAPLED to thefront of the PHS form in the space provided.

IV. FORWARDING OF THE PHS FORM

(a) Duly completed (all questions answered), dated andsigned PHS forms, together with the requireddocumentation (see III. above) should be forwardedaccording to the FORWARDING INSTRUCTIONSenclosed herewith.

(b) Serving and former UNV specialists who wish to beconsidered for a new UNV assignment should forward anupdated PHS form, not earlier than three months before

their date of availability and accompanied by relevantdocumentary evidence not yet on file.

V. CONDITIONS OF SERVICEUNV specialists work under modest conditions of servicewhich include the following (please refer to theCONDITIONS OF SERVICE for details):

(i) A volunteer living allowance (VLA);

(ii) A settling-in grant (SIG PLUS);

(iii) A resettlement allowance (RSA);

(iv) Life, health and permanent disability insurance;

(v) Return travel to duty station

VI. CONSIDERATION OF YOUR APPLICATION

Applications will be processed only when UNV hasreceived ALL the information and documentaryevidence mentioned above.

a) UNV will respond to all incoming duly completed PHSforms informing applicants whether or not they have beenincluded on the UNV roster. In either case, PHS formsand documentary evidence will not be returned toapplicants.

b) Submission and selection of candidates for particularposts may take several months. Therefore, you must notresign from your current employment on the basis ofinformation from UNV that you have been included on ourroster.

c) Candidates retained for a UNV post will be requestedto attend a personal interview at the office of thecooperating organization in their country or at the localUNDP office. This may include or precede a technicalinterview.

d) A candidate who is accepted by a recipientgovernment is normally required to take up the UNVassignment (i.e. to commence work at the duty station)within six weeks of being notified of his/her final selectionfor the post. Failure to do so may result in withdrawal ofthe offer.

e) It is the accepted candidate’s responsibility to obtainthe necessary travel documents (including visas ifapplicable), medical clearance and release from thepresent employer. In some circumstances s/he can beassisted by the local UNDP office or the cooperatingorganization in obtaining these documents.

CONDITIONS OF SERVICEfor International UNV Specialists

Duration of Assignment

UNV assignments usually last 24 months. However, assignments of shorter duration between 3 to12 months are more and more common.

Settling-in-Grant Plus (SIGPLUS)

The Settling-in-Grant Plus (SIGPLUS) entitlement is intended to provide the UNV specialist with alump-sum grant to help in the purchase of basic household items including furniture, kitchenutensils, bed linen, curtains etc. at the time when the UNV specialist establishes residence in thecountry of assignment. The whole package of SIGPLUS is calculated based on the duration of theassignment and includes provision for temporary accommodation and transportation needs. It ispaid at the beginning of the assignment.

Volunteer Living Allowance (VLA)

The Volunteer Living Allowance (VLA) is intended to cover basic needs and should not beconsidered as a salary. It is paid each month. The VLA has two components: a living allowancecomponent and an accommodation component which covers the cost of housing and utilities. TheVLA ranges from US $ 750 to US $ 2,500, depending on the country of assignment and thenumber of dependants of the UNV specialist. It is not negotiable.

Resettlement Allowance (RSA)

The Resettlement Allowance (RSA) is intended to provide the UNV specialist, upon satisfactorilycompleting his/her assignment and fulfilling all personal and professional obligations, with a smallcash-grant to help with resettling costs in the home country or country of recruitment. The RSA willaccrue at the rate of $ 100 per month of satisfactory service and will be paid in full i.e. at 100 % inUS dollars at the duty station upon completion of assignment.

Insurance

Insurance coverage for life, health and permanent disability is provided free of cost to each UNVspecialist. Dependants authorized to join the UNV specialist at the duty station will be covered onlyunder the health insurance scheme.

International travel (on appointment and at the end of assignment)

This will be provided by the UNV programme or Cooperating Organization to the UNV specialistand recognized dependants (maximum of three) authorized to join the UNV specialist in the countryof assignment.

Annual Leave

The UNV specialist is entitled to annual leave at the rate of two and half working days a monthwhich s/he will be required to take during the assignment period. No payment in lieu of leave will bemade.

Termination of Contract

The assignment of a UNV specialist may be terminated either by the UNV programme or the UNVspecialist by giving, in writing, the required period of notice depending on the duration of thecontract. The UNV specialist who resigns during the initial contract will not be entitled to repatriationtravel.

Other Conditions

The United Nations Volunteers programme reserves the right to amend the conditions of eachassignment without prejudice to the rights acquired under it. The United Nations Volunteersprogramme also reserves the right to withdraw a UNV specialist from an assignment afterconsultation with the authorities concerned.

Special Remarks

The above provisions are only the abridged version of the Conditions of Service for InternationalUNV Specialists. Any divergence in the interpretation of the above from the Conditions of Serviceshould be clarified with UNV Headquarters.

FEQUENTLY ASKED QUESTIONS

When should I receive a response tomy application ?

As a general rule, you will receive a responsewithin four to eight weeks from the date yourapplication is received by the CyprusOffshore Processing Centre.

If accepted, how long will myapplication remain on the UNV rosterof candidates?

A maximum of two years or until we receiveinformation that you are no longer availablefor a UNV assignment.

How long does it take to be assignedas a UNV?

The waiting period can vary from two monthsto two years. You will be informed as soon asyour application has been selected for a UNVpost. Please note that inclusion on the rosterof candidates does not guarantee a UNVassignment.

I was included on the UNV rosterbefore, but my file has since beenarchived. Can I re-submit anapplication?

Yes, but you must wait until your file hasbeen closed for a year. To re-apply, simplysend an updated Personal History StatementForm (PHS) accompanied by any requireddocuments that reflect changes in yourpersonal and/or professional situation.

If your file was closed two years ago or more,please enclose all certificates, diplomas andreferences.

Will I be included automatically on theroster of candidates at the end of myUNV assignment?

No. To be included on the roster again, you

must re-apply by sending an updated PHSForm accompanied by any requireddocuments regarding changes in yourpersonal and/or professional situation.

If your last UNV assignment ended fouryears ago or more, please enclose allcertificates, diplomas and references.

What is the role of the CyprusOffshore Processing Centre?

The Cyprus Offshore Processing Centreappraises applications and maintains thedatabase of eligible candidates. The Centreis not in a position to provide informationabout the specific UNV posts.

How will my application be updated?

Each piece of information received on yourbehalf is recorded in the candidatedatabase. Unfortunately, the CyprusOffshore Processing Centre cannotacknowledge receipt of such information.

Can I request additional informationfrom someone in my country ofresidence?

If you are a national of the countries listed inthe Forwarding Instructions, you maycontact the corresponding organization. Ifyou are a national of another country, youmay contact either the UNV ProgrammeOfficer of the local UNDP Country Office orthe Cyprus Offshore Processing Centre.

I speak French and/or Spanish.Should I fill a UNV Personal HistoryStatement in this/these language(s)?

No, it is sufficient to enclose a CurriculumVitae in this/these language(s).
