It is my pleasure and a matter of privilege to present the Annual Report of the th

National Academy of Indian Railways for the year 2016 on the occasion of its 66 Foundation Day Details of various training activities undertaken and important events taken place during the year 2016 are given in this Report Some of the Important Seminars and events during the last year were ndash

1 Two International Programmes on ldquoIntegrated Transport amp Logisticsrdquo amp ldquoTrans Asian Network and Connectivityrdquo respectively for 35 executives of Railways and other transport sectors from BIMSTEC and Mekong-Ganga co-operation and allied countries from 08-03-2016 to 16-03-2016 and from 26-09-2016 to 05-10-2016 respectively in association with AITD New Delhi

2 Special training program for the 18 Executives of Ms NTPC Ltd from 19th to 23rd September 2016

3 A two day Workshop on ldquoOnline Indenting and Recruitment Management Systemrdquo on 241016 amp 251016 Around 100 participants including CPOsDyCPOs and ChairmenRRBs along with the Resource Persons from Railway Board and outside attended the workshop

4 Two Workshops on New Financial Initiatives on IR from 16th to 18th May 2016 and from 8th to 10th Aug 2016 attended by 19 and 18 SAG Ofcers of Accounts department respectively

5 Two Strategic Management Programmes for Chief Medical Directors of Indian Railways from 080216 to 120216 and from 220816 to 240816 for 12 amp 15 CMDs respectively

6 An MOU for MBA Program for the Indian Railway Stores Service (IRSS) Indian Railway Accounts Service (IRAS) and Indian Railway Personnel Service (IRPS) trainee Ofcers has been signed with MSUVadodara on 17082016 at Sayaji Nagar Gruh Vadodara in presence of Honble Minister for Railways Honble Deputy Chief Minister Govt of Gujarat Member Staff Member Engineering Advisor Training and other senior ofcials from Railway Board Government of Gujarat Western Railway and the Academy

7 Dr VK Saraswat Member NITI Ayog amp Chairman Advisory Group of Experts on Upgradation of Technology and Leveraging Make in India on Railways chaired a discussion on Role of Research and Training Institutions in building a world class railway through development of indigenous technology and manufacturing systems on 1st April 2016

8 Rail Hamsafar Saptaah was celebrated from 26th May to 1st June 2016 to highlight Indian Railways achievements over the last two years

9 Rail Vikas Shivir ndash With focus on ldquoImproving through training mentorshiprdquo on the theme ldquoFoster collaborative agile and innovative culture in Railwaysrdquo the Academy received a total of 502 EOIs DGNAIR along with 11 members participated in the Rail Vikas Shivir organized from 18-20 November 2016 at Surajkund Delhi and presented ve ideas which were very well appreciated by the Jury members Apart from the ve ideas twenty seven patents were also registered by Team NAIR and other CTIs

The young probationers trained at the Academy are our change agents for the future Our mid career ofcers are provided with knowledge and skills so that they become superior managers and leaders As teachers we learn as we teach and as we learn we grow towards excellence On this 66th Foundation Day let us rededicate ourselves to excellence in training of our Ofcer Trainees

National Academy of Indian Railways (formerly Railway Staff

College) Vadodara is the apex training institute of Railways The

Academy caters to the training needs of railway ofcers in

Administration and Management Besides initiating

probationers of all railway services into railway management the

Academy acts as the Centralized Training Institute for four

railway services ndash IRAS IRPS IRSS and IRMS The Academy provides training to in-

service ofcers at different stages in their career till they reach the highest levels We also

train ofcers of other Government Departments PSUs and Foreign Railways

NAIR is committed to quality training We were accredited with ISO 9001 ndash 2000 in

2004 Since 28112016 the Academy is certied under ISO 9001 ndash 2015

Initially founded in 1930 at Dehradun the Academy was established at its present regal

sylvan surroundings in 1952 It is housed in the renaissance style Pratap Vilas Palace

(built in 1914) that was designed by CF Stevens The campus comprising 55 acres of

garden and wooded land enlivened by the calls of peacocks and migratory birds

originally belonged to Gaikwads ndash the erstwhile rulers of Vadodara

Centralized Training of Probationers

Indian Railway Accounts Service (IRAS)

IRAS probationers undergo 78-week centralized training at NAIR with Professor Accounts

Management (PAM) as their mentor Centralized training is a mix of classroom inputs and

eld trainings Thirty four IRAS Probationers have completed their Centralized Training

during the year and are posted at their allotted zonal railways Thirty four IRAS Probationers

are currently undergoing training

Indian Railway Personnel Service (IRPS)

IRPS probationers undergo 78-week centralized training at NAIR with Professor Relations

Management (PRM) as their mentor The training encompasses a wide range of theoretical

sessions and case studies on various aspects of HR and labour laws The institutional training

is supplemented by eld trainings at various Railway establishments Thirteen IRPS

Probationers have completed their Centralized Training during the year and are posted at

their allotted zonal railways and thirty three IRPS Probationers are currently undergoing

training

The training of IRMS probationers was centralized for the rst time at NAIR in 2012 with

Professor Health Management (PHM) as mentor The 14-week training period comprises

Health Unit levels and two-week Induction Programme at NAIR This year a total of two

hundred twenty nine IRMS probationers joined at NAIR out of which seventy eight

probationers have completed their training and remaining ninety eight are undergoing eld

Training Programme for Probationers

Group A Foundation Programme

The Foundation Programme is a ten week combined programme for probationers of all

Railway services The objective of the programme is to familiarize the probationers with the

general systems of railway working develop team working ethos build camaraderie and

instill a sense of discipline dedication and pride Foundations of public service good

governance development ethics and social inclusiveness are laid in this programme

Classroom inputs are given on all subjects related to railway working Apart from

academics a number of extracurricular activities such as book review debate quiz group

Discussion instructional study tours sports and cultural programmes are also conducted as a

part of the course Four week Foundation programme is also conducted for Medical

Probationers Total of eight hundred and eighty seven probationers of various services

Group A Induction Programme

The Induction Programme is a four-week combined (module) programme for probationers

of all railway services The objective of the programme is to prepare and equip the

probationers for working post Emphasis is laid on team building and development of

leadership qualities The inputs include various technical and management subjects and

relevant soft skills required in their working posts

Areas of Concern is a forum for brainstorming and free amp frank exchange of ideas on

various issues agitating minds of the young probationers A mock PNM and disaster

management simulations are being organized to give a feel of real life situations in working

posts Various activities like sports quiz book review debates cultural programmes and

tours are also organized

Two week Induction Programme is also conducted for Medical Probationers which includes

various administrative and management issues in healthcare and relevant soft skills

Advanced Management Programme

This is a mandatory mid-career programme for promotion to Senior Administrative Grade

The objective of the course is to give structured inputs on subjects of topical interest to senior

ofcers for facilitating the conceptualization and formulation of appropriate policy

interventions Each programme is of four-week duration with two weeks in the Academy and

one week each at INSEADSingapore and ICLIFMalaysia Five programmes were held

during the year in which 114 ofcers participated

Management Development Programme

Management Development Programme is a four-week mandatory programme for

promotion to Junior Administrative Grade The programme focuses on developing Group

working Interpersonal and managerial skills to enable the ofcers evolve from

implementers of Action Plans as Junior and Senior Scale ofcers to their formulator as

branch ofcers During the year nine programmes were organized that were attended by 217

This is a four-week mandatory programme for newly promoted Group B Ofcers The

Department in Railways Drafting of Charge sheets Common mistakes in DAR Railway

Service Conduct Rules Preventive checks Role of CBI and its co-ordination with Railways

One-week course on DAR was organized for ofcers in various grades to equip them to

One-week course on Safety is conducted to reinforce the management of various aspects of

Hospital Management Programme

Hospital Management Programme is a two-week programme for Medical Ofcers working

in JAGSG The objective of the programme is to expose doctors to the modern concepts of

hospital management Two such Programme was organized during the year in which thirty

ve doctors participated

Management Orientation Programme for Medical Ofcers

One week programme is organized for ADMOs and DMOs with two to eight years of

experience One such programme was organized during the year in which total of nine

ADMODMO participated

Workshop for Chairman RRBs

A two day Workshop on the topic of ldquoOnline Indenting and Recruitment Management

Systemrdquo was organized from 241016 amp 251016 at NAIR CPODyCPO and

ChairmenRRB along with the Resource Persons from Railway Board and outside attended

the workshop IRPS Probationers undergoing training also participated in the Workshop

EDRRB Railway Board co-ordinated the Workshop and Chairman RRB Bangalore made

a detailed presentation Total number of participants was around 100 Member Staff and

AMStaff presided the workshop

In the Workshop detailed presentation was made regarding the different stages in the

vacancy assessment leading to preparation of the indents Detailed discussions were held to

clear the doubts regarding the mapping of the post standardization of designations and

uploading of the vacancy position in the system There were separate sessions specically

for the Chairpersons of the RRB to review the position regarding publication of the result of

the last NTPC Graduate level recruitment The main objective of the Workshop was to make

the decision making in the vacancy assessment and placement of indents and formation of

the panel simpler without taking away any laid down requirement for the same

A one week workshop on Programme for International Procurement was conducted for

various services like Engineering Stores amp SampT The course content covered various topics

like payment to foreign supplier Goods and Services tax Global Supply Chain Marine

Insurance International Procurement and Arbitration Port clearance etc Lectures were

delivering by both Railways and non-Railway Ofcials All the session were interactive

and participants had expressed their view that such course should be conducted at regular

intervals

BIMSTEC Courses

National Academy of Indian Railways in

association with Asian Institute of Transport

Development New Delhi recently conducted two

International Programmes for executives of Railways and other transports sectors from

BIMSTEC and Mekong-Ganga co-operation and allied countries

The two such courses were conducted and were attended by 35 participants from 11

countries (Bangladesh Bhutan Cambodia Malaysia Myanmar Nepal Pakistan Sri Lanka

Thailand and Vietnam) including ofcers of Indian Railways

Accommodation

NAIR welcomes trainee ofcers as Guests The Academy has three hostels appropriately named as

Pahune Mehman and Atithi hostel to accommodate ofces in total 215 rooms There is a Music

Room in the Pahune Hostel where different types of musical instruments are available for the

recreation of Guest Ofcers All the hostels are

SPORTS FACILITIES

The newly constructed sports complex was inaugurated by

honourable Minister of Railways on 16-08-2016

thThe 39 All India Railway Bridge Championship was t h thsuccessfully organized by NAIR from 9 to 11

September16 in which 40 players participated The

tournament was inaugurated by DGNAIR and consisted of

team events Board A matches and pairs tournament NAIR

organized an inter-railway tournament after more than 16 years

The sports facilities in hostels have been upgraded by provision of tread mill and pool table for the

use of GOs Three additional TT Tables and three new fuss ball tables have been provided in the

hostels and sports complex During the month of

September16 football has also been started for GOs in the

Oval ground by leveling of the ground and xing of new

goal posts

A new cricket practice pitch with nets in the Oval ground

has been developed A new gym trainer has been hired to

make the gym experience better and meaningful for the

GOs Biweekly Aerobics classes are also being organized

for the GOs

In order to improve the sports infrastructure an open air gymnasium has been set up for use by

ofcers and staff of NAIRBRC As a trial measure a new

beginning has been made by letting out the sports facilities

of Tennis during day time to the Kendriya Vidyalaya

Vadodara for use of their national team on payment of

requisite charges

SWIMMING POOL amp YOGA

The Academy has a swimming pool with Sauna bath and

provides an opportunity to learn swimming Yoga facility

is also available in badminton court from 0600 hrs to 0800 hrs

Mess Faculty Members are nominated as Chairman Secretary and other Members for providing
