The R-THS Speech team brought home another State Champion-ship. Competition was held in Mandan on April 25th. The following are the places received by the students: Marshall Ziegler placed third in Hu-morous Interp.; Shelby Floberg placed sixth and Arcilla Davis placed sec-ond in Serious Interp.; Arcilla Davis also placed fifth while Maycee Hance placed third in Dramatic Interp.; Bailey Isaak and Lizzi Bohn placed eighth and Shelby Floberg and Josie Wicks placed third in Serious Duo; Payton Berg and McKinley Hoselton placed fifth and Marshall Ziegler and Bryon Beams placed second in Humorous Duo; and Rachel Goetz received a Su-perior Medal in Humorous. Individual state championships went to May-cee Hance in Poetry Interpretation and Charlee Scott in both Serious In-

terpretation and Dramatic Interpretation.

The team took first place honors in the sweepstakes. Congratula-

tions to the team and coaches for another successful season.

Some of these team members will be representing the state of North Dakota at a National Forensics Tournament to be held in Dallas TX this summer. Charlee Scott, Arcilla Davis, Josie Wicks, Maycee Hance, and Marshall Ziegler will all be attending this exciting event. Congratula-

tions to them as well and best of luck in Dallas!

Operation and Maintenance Update

We have almost completed the HVAC upgrade at RTHS, with only a few minor details left to finish up. The air quality has improved tremendously by abandoning the old underground tunnels. The new system also has air conditioning, which will be extremely beneficial during those hot days. This project was accomplished by assessing 12 additional mills for the 2014 tax year. NDCC allows school districts to assess up to 12 additional mills for specific eligible projects. This project would not have been possible without the ability to generate these additional dollars. It was unfortunate for our tax payers that

we were twice denied energy impact infrastructure dollars to pay for the project, but so it goes.

Our next priority project is to upgrade the HVAC for the south wing of TRE. Once again we will attempt to secure any grant dollars, if available, to pay for the project. However, we may have to assess an additional 12 mills again to finance the upgrade. We would like to eliminate the boiler that services the lower classrooms and gymnasium. The upper class-rooms currently have rooftop units that provide both heat and air, so on hot days only half of the school is air condi-

tioned.

We are doing all we can to maintain and efficiently operate the facilities that we have. However, our facilities are begin-ning to show their age and have outlasted their longevity. TRE is currently structurally sound with the main problems being the boiler, roof, and lack of space. However, the high school has serious structural issues. I encourage you to take a stroll down the hallways and take note of the cracks in the cinder blocks below the roof beams. The building has settled considerably throughout the years, and as a result stress fractures are appearing and growing throughout the building. We are constantly monitoring these cracks and have had them inspected by structural engineers to ensure we are doing all we can at this point to maintain the structural integrity of the building. Thus, the board began looking at the possibility of

constructing a new facility with the help of an architectural firm.

The board has worked diligently to come up with a facility design that would meet our needs and be feasible. Our latest facility design was for building a new building in Richardton that would be for grades 4-12. This building would be built south of the high school, which would allow us to utilize the current building until construction is complete. We would then move into the new building and the old building would be demolished, except for the gymnasium. This would elimi-nate additional costs for portable classrooms during the construction phase. The new building would be a two story building, which also helps reduce some costs. The new building would be then connected to the Tech building and our current gymnasium. The estimated price tag for this is 14.1 million dollars. If we housed everybody on one campus, this would add about an additional 2.6 million dollars to the project for more classrooms. The biggest problems we have right

now is our limit of indebtedness and funding the project without over burdening our tax payers.

According to NDCC, we are only allowed to borrow 5% of the total assessed value of the district. We can increase this to 10% with voter approval, but this still does not allow us to borrow enough money to fund the project. Below are the

assessed values and debt limit for our district:

Stark County 2014 AV (Assessed Valuation): $90,121,593

Dunn County 2014 AV: $26,187,690

Total RTPSD AV: $116,309,283

10% of RTPSD AV: 11,630,928

So how do you fund a project when you cant even borrow enough money to finance it? Well, we are eligible for a 10 million dollar, low interest (1.75%) construction loan from the state. However, the construction loan dollars allocated during the last legislative session were gone rather quickly. If you didnt receive the dollars you requested you were then

put on a waiting list until further funding was available.

Once we have secured the school construction loan, we could then use lease revenue bonds to fund the additional dol-lars needed. However, the lease revenue bonds can only be used if we can show an operational savings from the new construction that would pay for the bonds. In other words, you cannot levy additional mills for these type of bonds. Lease

revenue bonds also have a higher interest rate.

It appears to me that the current school construction laws are written to benefit the larger school districts and to force smaller district to consolidate or simply disappear. It would be very beneficial to our district tax payers if the state would finance our total project with low interest construction loans. This would be more bang for our tax payers buck by pay-

ing less in interest over the 20 year span of the loan.

I will be creating a school construction website, so patrons can stay up-to-date with where we are at. A link will be posted on the school website in the near future to view construction information. We still have a lot of work and obstacles ahead of us, but we are determined to continue our tradition of academic excellence for

It is that time of year to complete all the reports for the state and federal departments of educa-tion. At the moment we are working on the Title I Schoolwide Plan. As part of that plan we have to survey three key stakeholders; students, staff, and parents. Parents, please go to the following internet address and complete the survey on-line. If you do not have access to the internet please let us know and we can send a paper copy of the survey home with your child. The students will complete their survey at school

along with the staff.

I would also like to send a huge congratulations to the Richardton-Taylor Speech team for their 1st place victory at the State Meet! CONGRATULATIONS to all the students and coaches. Your hard work and dedication really paid off! Good luck to the students who have qualified and are attending the National Forensics League. The fine arts are also not complete for the year. The State Music Festival will be happen-ing on Saturday May 2nd, 2015. Good Luck to all of the students involved and also to Mrs. Bemis and Mrs. Hoselton. This year the fine arts department is also putting on the musical Cinderella. Please keep on the

lookout for the dates and time of that performance. As always it will be fantastic!

R-THS Drama and Music Department to present Cinderella

The R-THS Drama department, in collaboration with the Music department, will be present-ing Rodgers and Hammersteins Cinderella May 15th, 16th, and 17th at the R-THS Gymnasium. We all know the story of the love-struck maid that falls for the handsome prince. Only with a little help from her Fairy Godmother is she able to attend the ball and fall in love. Of course, her step-

mother and stepsisters have other plans for her.

Bailey Isaak will be portraying the timid yet beautiful Cinderella. She, of course, falls in love with the Prince played by Marshall Ziegler. Arcilla Davis and Elizabeth Bohn portray the King and Queen in the play. Adding a bit of humor to the situation are the Stepmother, played by Charlee Scott, and the two stepsisters, played by Shelby Floberg and McKinley Hoselton. No Cinderella would be complete without her Fairy Godmother. Maycee Hance portrays this important character. Bryon Beams plays the Town Crier, Rachel Goetz portrays the chef, Rose Kuntz is the Lady-in-Waiting, and Drake Davis plays the Footman. Along with these characters are a group of actors that take up the parts as needed in an ensemble. These ensemble include: Mikayla Aluise, Erica Belzer, Sheena Biel, Nim Raven, Destiny Wallace, Sierra Kelley, Eden Bartz, Ava Bartz, Evelyn Kuntz, Gracee Kuntz, Shombe Robinson, Ben Bohn, Cole Carazzo, Reece Biel, Cheyden Paulson, Robby Bartz,

Mack Hoselton, and Nolan Kuntz.

Please join us in May for two fun-filled evenings and an afternoon. The performances will be held at 7:30 both evenings of the Friday the15th and Saturday the16th and at 2:30 on Sunday after-

noon the 17th.

The final month of the school year is upon us. Students are beginning to show signs of their eager anticipation for the date of May 29th, the final day of school. The school year has been a suc-cess due to the committed staff and the ongoing efforts of stu-dents. Id also like to once again thank our parents and communi-ty members for the continued

support of our district.

PAWS will once again be hosting the Spring Fling. The scheduled date for this is Friday, May 1st. The theme this year will be in honor of Dr. Suess and titled Spring Fling Thing. The events for the evening will run

from 5:30 8:00.

Teacher and Staff Appre-ciation Week is May 4 through 8. I would encourage everyone to express their appreciation to the teachers and staff members of our district. The countless sacrifices and dedication to your children is evident each and eve-ry day. Thank you to all the staff
