• UN Conference on Environment and Development (UNCED), held in Rio de Janeiro in

1992 has initiated the Ballast Water Working Group, established by the MEPC in 1994 for

preparing the convention.

• The convention applies to a vessel of any type whatsoever above 400 GRT operating in

the aquatic environment and includes submersibles, floating craft, floating platforms,

FSU’s and FPSO’s

• With the latest ratification of Finland on 8 September 2016, 52 states with a combined

gross tonnage of 35.1441% have ratified.

• More than 70 makers have submitted to IMO and 50+ of which have been approved, but

USCG has approved nine. However, the US allow only the vessels with AMS (Alternative

Management System) installed i.e. IMO approval for petitions to enter to US waters within

5 years from 2016 onward.
