Basic principles• Goods cannot be removed from or introduced into the
sealed part of the vehicle or container without leaving obvious traces of tampering or without breaking the Customs seal
• Customs seals can be simply and effectively affixed to them
• There exist no concealed spaces where goods may be hidden
• All spaces capable of holding goods are readily accessible for Customs inspection

• The most vulnerable and frequently manipulated element
• Must be clearly visible at its entire length
• Must be made of steel of at least 3 mm diameter or hemp or sisal of at least 8 mm diameter. Nylon ropes are not permitted!
• Must be made of one piece only - no repairs, joints, etc.!
• Must have a hard metal end-piece at each end (p.162 of the Handbook)
• Length shall correspond exactly to what is required for each individual truck or trailer - no extra length shall be hidden anywhere, i.e. as loops between the TIR-rings

DOORS, OTHER CLOSING SYSTEMS AND CUSTOMS SEALING DEVICES
• Doors and all other closing systems shall be fitted with a device on which Customs seals can be fixed
• This device cannot be removed and replaced from the outside without leaving obvious traces, or the door or fastening be opened without breaking the Customs seals
• The sealing device must be secured by welding, or by not less than two special joining devices
• The sealing device must incorporate holes of not less than 11 mm in diameter or slots of at least 11 mm in length by 3 mm in width, and afford equal security whatever type of seal is used

SECURE CUSTOMS SEALING
• TIR wire is not longer than necessary and is properly tightened
• Customs seals are affixed as tight as possible
• In a combination “sheeted vehicle - rear doors” both the TIR wire and door closing system should be secured. If the TIR wire does not pass through the pivoting device/ manoeuvre handle, extra seals are required
• Due to wear and tear of sealing device details, the security of Customs sealing can go down
