administration and management of Korean National (KN) employees of the United States

Summary of Change. This revision includes the following changes:

Civilian Personnel Operations Center is changed to Civilian Human Resources
Agency throughout the regulation.

The ROK Long-Term Care Insurance Plan for the Elderly (LTCIP) is included
(Chapter I, subparagraph 1-5e).

In accordance with the KSC Agreement between the US and ROK Governments on
the Status of the KSC, placement consideration of RIF-affected employees into

Minimum advance notice period to terminate noncompeting employees prior to the

It is clarified that the maximum overtime hours for fire fighters during the hours of

Provisions for part-time childcare leave are included in conformance with the

Employees on long-term LWOP may not receive tuition assistance; Reimbursement
of college tuition per semester is determined by dividing the total amount
authorized per year by two (Chapter 8, subparagraphs 8-19a(1) and (4)).

Employees who have been employed for less than three months during the trial
period will be given a 7-day advance notice of termination; employees who have
been employed for three months or more will receive a 30-day advance notice of

Reduction in grade and pay is included as one of the disciplinary actions for
misconduct or delinquency committed by an employee (Chapter 12, paragraph 12-9;

It is clarified that each appeal file for Korean Employees Appeals Board must
contain a table of contents with tabs before being forwarded to the CPD for review

It is clarified that an employee may be appraised by the losing supervisor when
he/she changes the position after the employee has been in the position for at least
six months, and leaves the position within six months from the end of his/her
annual rating period (Chapter 14, subparagraph 14-4b).
