    Summary. This regulation is to establish policies and procedures for the uniform

    administration and management of Korean National (KN) employees of the United States

    (USFK KEU) ,

    Summary of Change. This revision includes the following changes:

    Civilian Personnel Operations Center is changed to Civilian Human Resources

    Agency throughout the regulation.

    The ROK Long-Term Care Insurance Plan for the Elderly (LTCIP) is included

    (Chapter I, subparagraph 1-5e).

    All announcements to include Korea-wide announcements will remain open for a

    minimum of 7 days (Chapter 2, subparagraph 2-5b(3)).

    It is clarified that mandatory placement to continuing positions occupied by

    noncompeting employees is only conducted within the same fund source, i.e., APF

    or NAF (Chapter 2, paragraph 2-5; Chapter 4, paragraphs 4-8 and 4-35).

    In accordance with the KSC Agreement between the US and ROK Governments on

    the Status of the KSC, placement consideration of RIF-affected employees into

    KSC vacant positions may be restricted (Chapter 2, subparagraphs 2-11b and 2-

    Minimum advance notice period to terminate noncompeting employees prior to the

    established termination date is changed from 7 or 14 days to 30 days (Chapter 2,

    Exception to the 30-day advance notice of termination is added (Chapter 4,

    It is clarified that the maximum overtime hours for fire fighters during the hours of

    2200 to 0600 will not exceed 8 hours (Chapter 6, subparagraph 6-3d).

    One type of Compressed Work Schedule will be established within one organization

    (Chapter 6, subparagraph 6-3f).

    Provisions for part-time childcare leave are included in conformance with the

    Employees on long-term LWOP may not receive tuition assistance; Reimbursement

    of college tuition per semester is determined by dividing the total amount

    authorized per year by two (Chapter 8, subparagraphs 8-19a(1) and (4)).

    Employees who have been employed for less than three months during the trial

    period will be given a 7-day advance notice of termination; employees who have

    been employed for three months or more will receive a 30-day advance notice of

    termination (Chapter 10, subparagraph 10-3g(3)).

    Reduction in grade and pay is included as one of the disciplinary actions for

    misconduct or delinquency committed by an employee (Chapter 12, paragraph 12-9;

    Chapter 13, paragraph 13-5).

    It is clarified that each appeal file for Korean Employees Appeals Board must

    contain a table of contents with tabs before being forwarded to the CPD for review

    (Chapter 13, subparagraph 13-6d).

    It is clarified that an employee may be appraised by the losing supervisor when

    he/she changes the position after the employee has been in the position for at least

    six months, and leaves the position within six months from the end of his/her

    annual rating period (Chapter 14, subparagraph 14-4b).

    Applicability. This regulation applies to the following organizations with exceptions noted:

    a. All Department of Defense (DOD) components and agencies in Korea that employ

    direct-hire KN civilians paid from funds appropriated by the Congress of the United States

    (U.S.) or from funds generated by U.S. nonappropriated fund instrumentalities (NAFI).

    Lodge (DHL).
