Specified Bank Notes (Cessation ofLiabilities) Act, 2017 Notifiedl The Central government has notified the Specified

Bank Notes (Cessation of Liabilities) Act, 2017 onMarch 2, 2017.

l Section-5 of the Act bars any person fromknowingly or voluntarily, holding, transferring orreceiving any specified bank note after the expiry ofgrace period Holding not more than ten notes intotal, irrespective of the of the denomination is notprohibited. If it is for the purposes of study, research or numismatics, up to twenty-five notes canbe held.

l Section-7 states that whoever contravenes theprovisions of Section-5 shall be punishable with fine which may extend to ` 10000 or five times theamount of the face value of the specified bank notes involved in the contravention, whichever is higher.

Union Government Showed Improved SexRatio, Decline in Infant Mortality Ratel A latest survey by the government has shown positive trends in

key health indicators, including an improvement in sex ratio at birth and a decline in infant mortality rate during 2015-16 onFebruary 28, 2017.

l The National Family Health Survey-4 (NFHS-4) for 2015-16unvield by the Health Ministry was conducted after collectinginformation from 6 lakh households, 7 lakh women and1.3 lakh men, and for the first time provide districtlevel estimates.

l Infant Mortality Rate (IMR) declined from 57 to 41 per1000 live births between NFHS-3 (2005-06) and NFHS-4. IMRhas declined substantially in almost all the States during thelast decade. It dropped by more than 20 percentage points inTripura, West Bengal, Jharkhand, Arunachal Pradesh,Rajasthan and Odisha.

l IMR substantially declined over the period from 79 per1000 live births in NFHS-1 (1992-93) to 41 per 1000 live birthsin NFHS-4.

Union Government Framed Infra Policy toCheck Challenges of Urbanisationl The Union government has formulated a policy to promote

living close to mass public transport corridors like metro,monorail and Bus Rapid Transit (BRT), a move aimed ataddressing the challenges of urbanisation.

l The National Transit Oriented Development Policy seeks topromote Transit-Oriented Development (TOD)—a type ofinfrastructure development which enables people to live within walking or cycling distance from transit corridors which arebeing undertaken in India at a large scale.

l The TOD is considered a viable solution to urban challengeslike haphazard growth, mobility problems, congestion due torising private vehicles on roads and pollution, among others.

Indian Railways Unveiled theAntyodaya Expressl Indian Railways has unveiled the Antyodaya Express, a new train

for the unreserved passengers, on February 23, 2017.l Antyodaya Express was announced as a part of Railway Minister

Suresh Prabhu’s Railway Budget 2016 speech and has beenenvisioned as a long-distance, fully unreserved, superfast trainservice that will be operated on dense routes.

l The train aims to provide enhanced passenger comfort. The seatsof the Antyodaya Express are more comfortable compared to thegeneral sleeper class ones.

l Antyodaya Express boasts of modern amenities such as waterpurifiers, toilet occupation indication display boards, bio-toilets,fire extinguishers with anti-theft arrangement, cushionedluggage racks with coat hooks, LED lights, more mobile chargingpoints and enhanced capacity dustbins.

India Launched ‘Cyber Swachhta Kendra’ toProtect Citizensl The government through its Computer Emergency Response

Team (CERT-in) launched ‘Cyber Swachhta Kendra’ — a newdesktop and mobile security solution for a secure cyber space inthe country, on February 22, 2017.

l The new solution will notify, enable cleaning and secure systemsof end-users to prevent further infections.

l India joined the distinguished club of countries that havemalware-cleaning systems for the use of its citizens. As of now,we have 13 banks and internet service providers usingthis facility.

l This centre will work in coordination with the Internet ServiceProviders (ISPs) and Industry. This Kendra will also enhanceawareness among citizens regarding botnet and malwareinfection along with measures to be taken to secure their devices.

Health Ministry Launched ‘Saathiya Kits’ toImprove Adolescent Health

l The Health Ministry launched ‘SaathiyaResource Kits’ aimed atimproving knowledgeon adolescent healthissues among teenagerson February 20, 2017.

l Health Secretary CKMishra launched the‘Saathiya Resource Kits’ along with the ‘Saathiya Salah’ (a mobile app for

adolescents) under the Rashtriya Kishor Swasthya Karyakram(RKSK) programme.

l The ‘Saathiya Resource Kits’ is a nationwide programme underwhich 1.6 lakh boys and girls will work as peer educators toadolescents and respond to their queries on key health issuesincluding mental and physical changes, nutrition and addiction.

l The initiative also aims to bring down the apprehensions anddoubts among growing adolescents about the body relatedchanges that they undergo during puberty.

Supreme Court Introduced MiddleIncome Group Schemel The Supreme Court of India has introduced the

Middle Income Group Scheme. It is a selfsupporting scheme which provides legal servicesto the middle income group citizens i.e., citizenswhose gross income is not exceeding ` 60000 permonth or ` 750000 per annum.

l Under the scheme, middle class people who can’tafford the expensive litigation in the SupremeCourt can avail the services of the society for anominal amount. The person desirous of availingthe benefit of the Scheme shall have to fill up theform prescribed and accept all the terms andconditions contained therein.

l As per the scheme, contingent fund will becreated to meet the miscellaneous expenditure inconnection with the case under the scheme byrequiring the applicant to deposit upto the stageof admission, a sum of ` 750 in addition to thecharges required to be deposited with the society,out of this contingent fund.

l As per the Supreme Court rules, it is only through advocates on record cases can be filed before it.

Union Government Launched‘TAMRA’ Portal and Mobile Appl Power, Coal and Mining Minister Piyush Goyal

launched Transparency, Auction Monitoring andResource Augmentation (TAMRA) portal andmobile application on February 15, 2017.

l The TAMRA will be an interactive platform for allthe stakeholders to compress the timelines forstatutory and other clearances as it would helpminimise the gestation period forcommencing production.

l The TAMRA will send triggers to the concernedauthority so that the remedial steps can be takenimmediately by those responsible.

l The Ministry of Mines will also receive triggersgenerated by TAMRA and will facilitate inexpediting clearances. This portal also enablessuccessful bidder to give suggestions/inputs.

India’s First Floating ElementarySchool Inaugurated on Manipur’sLoktak Lakel Loktak lake, the largest freshwater lake in the

country, has now become home to first-of-its-kind loktak floating elementary school on February 12,2017.

l The Loktak lake is referred as the ‘lifeline ofManipur’ as it is highly productive and many lives depend on the lake for endurance. The lake is also an Important Bird Area as it’s a potential breeding site for waterfowl and is a staging site formigratory birds.

FSSAI set-up Panel to FinaliseLaws on Food Fortificationl Food regulator FSSAI set-up a scientific

panel to frame final regulations onfortification of foods and preparestrategies to address malnutrition problem on February 11, 2017.

l The Food Safety and Standards Authorityof India (FSSAI) has already issued thedraft guidelines on fortification for fivefood items like salt, milk, wheat flour, rice and edible oil to boost production andconsumption of fortified foods.

l Fortification means deliberately adding orincreasing the content of essential micronutrients in food items to improve quality.

l The Panel will identify critical nutritionalgaps in the Indian diet in general as wellas in specific target groups based on dietsurveys and credible scientific evidence.

Union Government Launched‘Mission XI Million’l The Union Sports Ministry launched

‘Mission XI million’, the biggest schoolsports outreach programme on February 9, 2017.

l A first-of-its-kind, the programme willencourage children to play football and the approach is to work with school principalsand sports teachers and encourage andincentivise them to make children playfootball games on a regular basis.

l It aims to instil the passion for football in11 million children from every part ofthe country.

l It is divided into three phases : Seminarsfor teacher and educators, in-schoolactivities and football festivals, which willrun-up to September, 2017.

Union Government formedCommittee to ExpediteNamami Gange Programmel The Union government formed a

Committee to expedite theimplementation of its ambitious NamamiGange programme under which it plans to free the Ganga river on February 8, 2017.

l The Secretaries of Ministries of WaterResources, Environment and Forest, andDrinking Water and Sanitation will bemembers of the panel, which will meet atleast once every fortnight.

l More than two thousand 700 villages have been declared as open-defecation free outof four thousand 291 marked villagesalong the main stem of the river.

Parliament Passed Payment of Wages (Amendment) Bill 2017l The Parliament passed a bill seeking to enable the centre and State

governments to specify industrial units which will have to pay wagesonly either through cheques or by transferring into bank accounts onFebruary 7, 2017.

l The Payment of Wages (Amendment) Bill 2017, which was passed byvoice vote in Rajya Sabha also enables the employers to pay wages toworkers through cheque or by transferring into their bank accountwithout their written authorisation.

l The Bill replaces the Payment of Wages (Amendment) Bill 2016, whichwas introduced in Lok Sabha on December 15, 2016 and repeals thePayment of Wages (Amendment) Ordinance 2016 promulgated onDecember 28, 2016.

Government Approved ‘Pradhan Mantri GraminDigital Saksharta Abhiyan’l The Union Cabinet approved ‘Pradhan Mantri Gramin Digital Saksharta

Abhiyan’ (PMGDISHA) to make 6 crore rural households digitallyliterate on February 7, 2017.

l PMGDISHA is expected to be one of the largest digital literacy programmesin the world. Under the scheme, 25 lakh candidates will be trained in theFY 2016-17; 275 lakh in the FY 2017-18; and 300 lakh in the FY 2018-19. Toensure equitable geographical reach, each of the 250000 Gram Panchayatswould be expected to register an average of 200-300 candidates.

l The implementation of the scheme would be carried out under theoverall supervision of Ministry of Electronics and IT in activecollaboration with States/UTs through their designated StateImplementing Agencies, District e-Governance Society (DeGS), etc.

l As per the 71st NSSO Survey on Education 2014, only 6% of ruralhouseholds have a computer. This highlights that more than 15 crore ruralhouseholds (@ 94% of 16.85 crore households) do not have computers anda significant number of these households are likely to be digitally illiterate.

Measles-rubella Vaccination Campaign Launchedl The Union Health Ministry launched Measles Rubella (MR) vaccination

campaign in the country on February 5, 2017.l The single vaccine will replace the currently given two doses of measles

vaccine at 9-12 months and 16-24 months of age.l The new single shot vaccine will be given to all children aged between

9 months and less than 15 years irrespective of their previous measles orrubella vaccination status or measles or rubella disease status.

Expert Panel Constituted by AYUSH to Prepare aYoga Protocoll A 16-member Committee of experts constituted by Ministry of AYUSH to

prepare a Yoga Protocol for Diabetes Control. The Committee is headedby Dr. HR Nagendra, Chancellor, S-Vyasa University on February 4, 2017.

l A total of 49 proposals on Diabetes Mellitus under EMR Scheme of Ministry of AYUSH have been received to verify the efficacy of Yoga on DiabetesMellitus from various government and non-government organisation.

l The Ministry of AYUSH through its three research organisations, namely, Central Council for Research in Ayurvedic Sciences (CCRAS) and Central Council for Research in Homoeopathy (CCRH) and Central Council forResearch in Unani Medicine (CCRUM) has launched a programme tointegrate Ayurveda, Homoeopathy and Unani with National Programmefor Prevention and Control of Cancer, Diabetes, Cardiovascular Diseasesand Stroke (NPCDCS).

CBDT Signed 10 moreUnilateral APAswith Taxpayersl The Central Board of Direct Taxes

(CBDT) has signed 10 more unilateralAdvance Pricing Agreements (APAs)with Indian taxpayers as it looks toreduce litigation by providing certainty in transfer pricing on February 28,2017.

l The 10 APAs signed in the past oneweek pertain to sectors like telecom,pharma, banking and finance, steel,retail and information technology.

l With this, the total number of APAsentered into by the CBDT hasreached 140. This includes 10 BilateralAPAs and 130 Unilateral APAs.

FDI Inflow grew 18% to $ 46 Billion in 2016 DIPPl The Foreign Direct Investment (FDI)

in India grew 18% during 2016 totouch $ 46 billion, as per data releasedby the Department of Industrial Policyand Promotion (DIPP) showed onFebruary 26, 2017.

l The country attracted FDI of $ 39.32billion in 2015. Bulk of the FDI camein from Singapore, Mauritius, theNetherlands and Japan.

l The main sectors which attracted thehighest foreign inflows includeservices, telecom, trading, computerhardware and softwareand automobile.

India and ADB Signed $ 375 Million Pact for Loansl India and ADB have signed $ 375 million pact for loans and grants to

develop 800 km Visakhapatnam-Chennai Industrial Corridor, which is thefirst phase of a planned 2500 km East Coast Economic Corridor onFebruary 26, 2017.

l It approved loans comprising a $ 500 million multitranche facility to buildkey infrastructure in the four main centers along the corridor—Visakhapatnam, Kakinada, Amaravati, and Yerpedu-Srikalahasti inAndhra Pradesh.

l The first tranche of $ 245 million that was signed will finance subprojects todevelop high-quality internal infrastructure in 2 of the 4 nodes of thecorridor— Visakhapatnam and Yerpedu-Srikalahasti.

l Another component of the approved ADB funds that the signatories signedwas a $ 125 million policy-based loan that will be used for capacitydevelopment of institutions engaged in corridor management.

BharatQR Code Launched to Push Less-cash Economyl BharatQR code, the world’s first interoperable payment acceptance solution,

was launched as part of efforts to move towards less-cash economy onFebruary 21, 2017.

l It Developed by National Payments Corporation of India (NPCI), Mastercard, and Visa, BharatQR code would require merchants to only display one QRcode instead of multiple ones.

l QR code or Quick Response code is a two-dimensional machine-readablecode made up of black and white squares and are used for storing URLs orother information. These can be read by the camera of a smartphone.

Second Gateway of India Geoeconomic Dialogue Heldl The Ministry of External Affairs co-hosted the Second Gateway of India

Geoeconomic Dialogue with Gateway House on February 13-14, 2017in Mumbai.

CBDT Signed Four more UnilateralAdvance Pricing Agreementsl The Central Board of Direct Taxes (CBDT),

Department of Revenue, Ministry of Finance hasentered into four more unilateral Advance PricingAgreements (APAs) on February 6, 2017.

l The four APAs signed pertain to the Manufacturing,Financial and Information Technology sectors of theeconomy. The international transactions covered inthese agreements include Contract Manufacturing,IT-enabled Services and SoftwareDevelopment Services.

l The APA Scheme was introduced in the Income-taxAct in 2012 and the ‘Rollback’ provisions wereintroduced in 2014. The scheme endeavors to providecertainty to taxpayers in the domain of transferpricing by specifying the methods of pricing anddetermining the prices of international transactionsin advance.

RBI’S ACTIVITYRBI Set-up Panel to Review Cyber Threatsl The Reserve Bank of India (RBI) announced the

setting-up of an Inter-disciplinary StandingCommittee on Cyber Security on February 27, 2017.

l The 11-member Committee, which will be chaired bythe RBI ED Meena Hemchandra has been entrustedto review the threats emerging form use oftechnology, study adoption of new technologystandards and suggest appropriate policyinterventions to strengthen cyber securityand resilience.

l Last year in June the the RBI had issued guidelines to banks mandating them certain cyber securitypreparedness rules for addressing risks emerging form new technology.

RBI Allowed Multilateral FIs to Investin Masala Bondsl The Reserve Bank of India (RBI), permitted

multilateral financial institutions to invest in rupeedenominated bonds popularly known as ‘masalabonds’ issued by Indian entities on February 16, 2017.

l The RBI has withdrawn the instruction regardingsubmission a fortnightly return on Forward RateAgreement (FRA) and Interest Rate Swap (IRS) toMonetary Policy Department with a copy to variousdepartments of the central bank.

l In order to provide more choices of investors toIndian entities issuing rupee denominated bondsabroad, it has been decided to also permit multilateral and regional financial institutions where India is amember country, to invest in these rupeedenominated bonds.

l The term is used to refer to rupee-denominatedborrowings by Indian entities in overseas markets.

Sixth Bimonthly Monetary PolicyReview Releasedl The Reserve Bank of India (RBI) kept the policy rate

unchanged at the sixth bimonthly monetary policy review onFebruary 7, 2017.

l The RBI maintained its key policy rate unchanged at 6.25%.The reverse repo rate stood at 5.75%. The RBI sees theinflation number at 4-4.5% during the April-Septemberperiod. GVA growth for 2016-17 is projected at 6.9%.

l The Current Account Deficit (CAD) is likely to remain mutedand below 1% of GDP in 2016-17. There will be no limit oncash withdrawal from March 13, 2017.

l The RBI will also raise the withdrawal cap to ` 50000 a weekfrom ` 24000 a week for savings accounts with effect fromFebruary 20.

BANKINGUnion Government Approved SBI Mergerwith 5 Associate Banksl The Union Cabinet on February 15, 2017 approved the merger

of State Bank of India with five of its associate banksincluding State Bank of Bikaner and Jaipur, State Bank ofHyderabad, State Bank of Mysore, State Bank of Patiala, andState Bank of Travancore.

l The merger is likely to result in recurring savings, estimatedat more than ` 1000 crore in the first year, through acombination of enhanced operational efficiency and reducedcost of funds.

MSU Researchers Developed First Stretchable Integrated Circuitl Engineering researchers at East Lansing-based Michigan
