June 2015 This round of negotiations took place during a difficult economic climate for Bombardier Aerospace. It is no secret that this is a tough period in the business jet market. Bombardier came into these talks determined to cut costs through wages and benefits, and determined to outsource much of the work done at Downsview to Mexico and China. Your bargaining team, while recognizing a need for cost reductions in certain components, would not and did not agree to allow work to be sent offshore. Instead, Unifor pursued a Made in Canada solution to address costs for these components. This issue will continue to be discussed over the life of the agreement. The company wanted your bargaining team to agree at the outset that some work would be moved offshore. Bombardier did not achieve this goal. Despite the challenges faced by your bargaining team, this new contract brings with it wage increases and a significant boost to your pension. I join with your Master Bargaining Committee in recommending this tentative agreement for approval. Message from Unifor National President Jerry Dias We entered this round of bargaining just as the company announced major layoffs at its aerospace divisions. To cap it off, the Paris airshow proved to be a total disappointment for Bombardiers order book. As bargaining commenced, your committee was faced with the company’s demands for concessions on our benefits and a demand to have new employees contribute to the pension plan. We made it clear that they would be faced with a work disruption if their demands were not removed from the table. As we bargained beyond the deadline, your bargaining committee emerged with an agreement that contained no concessions. An agreement that provides retirement incentives to our members that includes; a $6 up-front increase to our pension plan along with benefit improvements to the agreement. One of the most significant achievements in this agreement is the sweeping in of all the complimentary workers in our Local, who will now enjoy the full rights and benefits under the collective agreement as the rest of us do. All of this could not have been accomplished without the guidance and leadership of our National President Jerry Dias, our Aerospace Director Dawn Cartwright and the determination of your bargaining committee and the full, unwavering support of our entire membership. Your bargaining committee fully endorses this tentative agreement. Highlights of the tentative agreement between Unifor Local 673 and Bombardier.

This round of negotiations took placeduring a difficult economic climatefor Bombardier Aerospace. It is nosecret that this is a tough period inthe business jet market.

Bombardier came into these talks determined to cutcosts through wages and benefits, and determined tooutsource much of the work done at Downsview toMexico and China. 2 Years of Pension Indexing for Current Retirees and Surviving SpousesEffective January 1, 2016 and January 1, 2017 the monthlyBasic Pension of members retiring prior to June 23, 2015 will beadjusted by 70% of the increase in the cost of living, to amaximum of 3% per year. These increases will also apply tosurviving spouse pensions.

HIGHLIGHTS

Bereavement Leave• The leave was increased to 5 days from 4 in the event

of the death of a sister or brother.

Substance Abuse • Substance abuse loan available of up to $5,000.

Safety Shoe Allowance• The safety shoe allowance has been increased from

$125 to $140.

Health Care Benefits• No employee contribution to benefits.• All benefits levels maintained.

Dental Plan• One year lag on the ODA Fee Schedule has been

maintained.

Group InsuranceSickness and Accident Benefits• Sickness and Accident weekly benefit rate

increased by $25.

Job Classification• Both Laboratory Technician Chemical (Group 1014)

and Laboratory Technician Metallurgical (Group 1015)were upgraded to Group 1255.

• A new classification of 1255L was established.

Job Security • Complimentary workers as at the date of ratification

to be classified as permanent.

Special Retirement Incentive• The union has negotiated a total of 13 packages to be

offered to retirement eligible Local 673 memberswithin 60 days of ratification. The retirementpackages will be made available plant wide on anelection by seniority basis. Employees retiring underthis offer must retire within 90 days of ratification,subject to requirements for the transfer of skills andknowledge. The amount of the retirement allowanceoffered under the program is $40,000.

Technical Group• The union was successful in obtaining a commitment

to the posting of 13 new positions in Group 1220. • Job requirement language for the 1220 classification

has been improved to provide enhanced accessibility.
