NOTICE OF INTEREST N24443 INFORMATION FOR REDEVELOPMENT OF FORMER INDIAN SPRINGS MALL SITE
The Unified Government of Wyandotte County/Kansas City, KS (UG) is Seeking Information from Development Firms on plans to redevelop the former Indian Springs Mall site into a retail center, and should include mixed use and power center concepts. The UG is excited to present this opportunity for the redevelopment of a vital property in one of the most visible corridors of our community. This 100+ acre site, owned by the UG, is located at the NW corner of I-635 and I-70 and has daily vehicle traffic counts of over 150,000. Additionally, within a 5 mile radius of the site, there are over 120,000 residents, currently underserved in the retail arena. The site has an approved TIF District and TIF Plan, and the UG is willing to work to modify that plan if needed. The UG has begun reinvestment at the site with completed Environmental studies, demolition of outlying buildings, and the construction of an $4.5M, 11,000 square foot Midtown Metro Center, which will also house the Kansas City, KS Police Department’s Midtown Unit, and the Area Agency on Aging. We welcome you to join a community that has fostered and welcomed many of the area’s most successful development over the last decade. Those developments include retail developments such as The Legends/Village West, Plaza at the Speedway, Prescott Plaza, Livestrong Sporting park, Hollywood Casino and is about to welcome 4,000 new jobs at a new Cerner campus. The Unified Government team along with Sporting Kansas City worked together to propose, design and build the finest Major League Soccer Stadium in the US, in about two (2) years. This type of teamwork will also be applied to this project. Telephone conversations must be confirmed in writing by the interested party. Submission of qualifications and selection process: Interested parties shall submit a statement of qualifications and industry designations/ certifications. Submissions shall include a general section containing a letter of interest regarding type of redevelopment envisioned for the site; a brief description of the firm, the size of its various divisions, project management, quality assurance programs, headquarters location, corporate structure, size, location and history of its Kansas City office, and references of similar redevelopments and partnerships with local communities. The length of the general section shall be limited to 12 pages.

All statements of qualifications will be reviewed by committee, but Respondent’s will be contacted immediately upon receipt of Letter of Interest. UG reserves the right to ask for clarifications or expansion of information submitted by any or all respondents. Selection will be based on the written qualifications and performance data including any written amendments, as well as interviews conducted in-person. One hard copy letter of interest and statements of qualifications are to be clearly marked

Qualifications Evaluation The Unified Government intends to review the response upon receipt. The responses submitted will be the primary document on which each Respondent will be evaluated. The Unified Government may conduct interviews or enter into individual discussions following their review of submitted materials. The Unified Government reserves the right to select or reject any or all responses submitted, waive any formal response requirements, investigate the qualifications and experience of any respondent, reject any provisions in any response, obtain new responses, negotiate the requested services and contract terms with any respondent, and/or proceed to do the work otherwise. The Unified Government is not responsible for any costs incurred by respondents in preparing responses or attending meetings during the selection process. The Unified Government reserves the right to retain all responses and information submitted and to any idea or concept contained in any submitted information, regardless of whether that firm is selected. Submittal of a response indicates acceptance by the respondent of all these terms and conditions.
