ITEM 1 ADOPTION OF THE AGENDA (103 EX/ 1 Rev. and Add. )

The Executive Board adopted the agenda set out in documents 103 EX/ 1 Rev. and Add. ,with the exception of item 5 which it decided not to include in this agenda. Atits sixteenth meeting, the Executive Board decided to postpone consideration ofitems 3. 3. 2. 1 and 4. 3 to its 104th session.

The Executive Board decided to refer to the Commissions the following items ofthe agenda:

1. 1 Replacement of members during their term of office (103 EX/NOM/ 1 to 3)

1. In accordance with Article V. 4 (a) of the Constitution, the Executive Boardappointed Mr. Fran$ois Valery (France) to occupy the seat which had be-come vacant as a result of the death of Mr. Jean de Broglie for the remain-der of the latter’s term of office.

2. The Executive Board accepted the resignation of Mr. Porfirio Muiioz Ledo(Mexico) and, in accordance with Article V. 4 (a) of the Constitution,appointed Mr. Luis Echeverrfa Alvarez to replace him for the remainderof his term of office.

3. The Executive Board accepted the resignation of Mr. Robert B. Kamm(United States of America) and, in accordance with Article V. 4 (a) of theConstitution, appointed Mr. Henry E. Kerry to replace him for the remain-der of his term of office.

designed to improve still further the working methods of the GeneralConference;

3. Requests the Director-General, in drawing up the draft plan for the organi-zation of the work of the twentieth session of the General Conference, whichwill be submitted to the Board at its 104th session, to take account of theopinions expressed in the course of the discussion;

4. Decides to constitute a working party based on the membership of theBureau to examine in depth the “Draft plan for the organization of the workof the twentieth session” submitted by the Director-General;

5. Requests this working party to report to it on this subject at its 104thsession.

3. 2 Executive Board

3. 2. 1 Working methods of the Executive Board (103 EX/3 and Add. 1 and 2)

The Executive Board considers that, in order to enable it to perform its multi-ple functions with more efficiency, all or some of the following modificationsof its working methods might be applied at future sessions:

1. At the opening of each session, the Board should decide, following a pro-posal of the Bureau, which questions could be approved without prior dis-cussion, either in commission or in plenary meeting.

2 . _ _ _Bureau

The part played by the Bureau of the Board in the preparations for eachsession should be enhanced. While the Bureau does not, of course, haveany decision-making power, it can facilitate the Board’s discussions, parti-cularly by indicating in advance specific questions for discussion under eachitem of the agenda.

(a) For this purpose, the Bureau could be convened a few days before eachsession.

(b) The most important task falling to it is to ensure a more balanced dis-tribution of agenda items among the different sessions and to organizethe work of its sessions in such a way as to ensure that examination ofthe problems relating to the preparation, implementation and evalua-tion of the Programme and Budget and the Medium-Term Plan takes acentral place and is consequently given high priority. The Board musthave the necessary time for this examination.

(c) Questions relating to invitations to conferences and the conclusion ofagreements with international organizations or other matters which donot appear to require debate should be studied by the Bureau, whichwould transmit to the Board suggestions as to the required decision.Any member could at that time request a discussion of any item forwhich the Bureau had suggested adoption of decisions without disucssion.

(d) At the end of each session the Chairman should, after consulting theBureau, submit to the Board a provisional list of the matters which theBoard would probably have to discuss at its next session, taking careto ensure, as far as possible, that the same subjects are not dealt withseveral times under different items of the agenda.

3. Reports, methods of work

(a) It would be very useful for the Director-General to submit at each ses-sion an oral report, followed by a written summary, on the activities

of the Organization and on events of concern to it since the precedingsession. An item should be included for this purpose in the agenda.

Whenever the Board requests a report from the Director-General ona specific question, it should specify whether it desires a written oran oral report.

It is desirable for the main lines of the report on the activities of theBoard submitted by the Chairman at each session of the General Con-ference to be submitted to the Board for consideration at its sessionimmediately preceding the General Conference.

On a proposal of the Bureau, the Board should set up a working party,chosen to represent a balanced geographical distribution, which wouldbe instructed to examine: (1) the Rules of Procedure, with a view tomaking any suggestions that may seem necessary regarding amendmentsto those Rules; and (2) problems facing the Secretariat in the prepara-tion of sessions of the Executive Board, including that of documents andtheir distribution.

The Board should review its methods of work whenever it considersthis to be necessary.

4. Working parties

Temporary working parties on specific subjects should be used more often.The Bureau should select questions to be dealt with by those working partiesand as soon as possible propose their constitution to the Board, with dueregard to equitable geographical distribution. The Chairman should call onthe various members of the Board to chair these working parties. Regularconsultation among the Chairmen of these working parties on the wording ofresolutions would be particularly useful.

ITEM 4 POSSIBLE ADJUSTMENTS TO THE MEDIUM-TERM PLAN FOR 1977-1982(20 C/ 4) AND DRAFT PROGRAMME AND BUDGET FOR 1979- 1980 (20 C/ 5)

4. 1 Examination of a document on possible adjustments to the Medium-Term Plan(103 EX/4)

The Executive Board,

1. Considering resolution 35. 1 adopted by, the General Conference at its nine-teenth session, and particularly paragraph 2 concerning document 20 C/4 -proposed adjustments to the Medium-Term Plan,

2. Having considered document 103 EX/4 concerning possible adjustments tothe Medium-Term Plan,

3. - Notes with satisfaction the analyses presented by the Director-General indocument 103 EX/4;

4. Confirms that a 20 C/4 document containing proposed adjustments to theMedium-Term Plan should be prepared for submission to the GeneralConference;

-5 . Stresses that the Medium-Term Plan, which was approved by the GeneralConference at its nineteenth session was particularly well received by theinternational community and continues to be widely supported;

6. Considers that, in consequence, adjustments to the Medium-Term Planshould be limited so as to conform with the major lines of emphasis of theMedium-Term Plan which have received a wide international response;

7. Recommends that document 20 C/4 include:

(a) a general section consisting of a study on the evolution of the worldsituation in Unesco’s fields of competence since the finalization of theMedium-Term Plan (19 C/4), it being understood that this study, whichshould be concise and forward-looking, could be one of the major ele-ments for the general policy debate at the twentieth session of theGeneral Conference and would constitute a stage on the way to the pre-paration of the next Medium-Term Plan of the Organization (22 C/4);

(b) a new presentation of the following objectives:

extension of Unesco’s contribution to integrated rural development(Objective 6. 2);

improvement of the status of women and promotion of participationby women in economic, social and cultural development (Objec-tives 1. 3 and 6. 3, which would be merged);

development of the role of youth in educational, social and culturalactivity (Objective 6. 4);

it being understood that these objectives would constitute separateelements which would not be linked to any of the existing chapters ofdocument 19 C/4, that Objective 6. 1 (Intensification of the struggleagainst illiteracy) would be linked, without any modification of thepresent text, to Chapter V (Educational action) and that Objective 6. 5(Contribution to the working out of concerted approaches to the problemsof social disharmony) would be deleted, its aspects related to the strug-gle against drug abuse being however incorporated into Objective 5. 4(Improvement of educational content, methods and techniques);

(c) the presentation of a new objective on the promotion of technical andvocational education, which would be added to the existing objectivesof Chapter V (Educational action);

Invites the Director-General, in elaborating document 20 C/4, to take intoconsideration the foregoing recommendations as well as the ExecutiveBoard’s discussions on this item;

Notes that the results of the work of the International Commission for theStudy of Communication Problems will not be available in time to be incor-porated in document 20 C/4;

Invites the Director-General to take appropriate measures to ensure thatdue stress is laid in 20 C/4 on the importance of special education pro-grammes for the mentally or physically handicapped and on the desirabilityof integrating such programmes, as far as possible, into general education;

Stresses the need to pursue vigorously the studies undertaken on programmeevaluation, of which document 103 EX/10 gave a preliminary view, in orderto allow, within the shortest possible time, assessment material on theimplementation of the programme to be taken into account for the prepara-tion of adjustments to the Medium-Term Plan;

Observes that the implementation of the provisions contained in para-graph 28 (b) of 19 C/Resolution 100, mentioning the problem of basic needsrequires a clarification of the concept of basic human needs and of its impli-cations in Unesco’s fields of competence;

Recommends therefore that the Director-General prepare, in addition tothe draft of document 20 C/4, a study in depth on the concept of basic humanneeds in relation to various ways of life and its possible implications for theaction of the Organization, taking into account the main lines of emphasisof the Medium-Term Plan, the requirements of Unesco’s contribution tothe establishment of a new international economic order and the ThirdDevelopment Decade, as well as the other relevant directives of the GeneralConference, and the debate of the Executive Board at its present session;

Invites the Director-General to submit this study to the Executive Board atits 105th session.

The Executive Board,

1. Having examined document 103 EX/5 and Add. and Corr. containing ananalysis of the results of the consultation with Member States, AssociateMembers and international non-governmental organizations in Cagetory A,on the preparation of the Draft Programme and Budget for 1979-1980(20 C/5), a preliminary programme outline for 1979-1980 by the Director-General, as well as the proposals of the Director-General concerningbudgetary techniques, the probable requirements for 1979-1980 and thepresentation of document 20 C/5,

Consultation of Member States, associate membersand international non-governmental organizations

in Category A for the preparation of document 20 C/5

Emphasizes the interest and the usefulness of the information contained inthe first part of document 103 EX/5 and Add. and Corr., which gives anoverall view of the positions and suggestions of Member States and inter-national non-governmental organizations which replied to the questionnaires;

Notes with satisfaction the objectivity with which Member States and inter-national non-governmental organizations’ points of view were set out, whileobserving that the inclusion of interpretative analyses would have made thedocument easier to use;

Reaffirms its support to the Director-General in his endeavour to associateMember States and international non-governmental organizations moredirectly with the preparation of the programme and budget through consulta-tions, of which questionnaires are important elements;

Observes however that the questionnaires that were used in 1977, althoughconforming in their intentions and in their main features with the guidelinespreviously drawn up by the Executive Board, have given rise, because oftheir complexity and the short time allocated for the preparation of thereplies, to many difficulties of interpretation as well as problems of apractical nature for Member States;

Considers that, in consequence, the quantitative analysis of the replies setout in document 103 EX/5 and Add. and Corr., in spite of the merits of themethod used, should be considered with caution, especially as it is basedon a limited number of replies;

Invites, however, the Director-General to refer to the criteria proposedin document 103 EX/5, Part I, paragraph 46, with a view to the concentra-tion and renovation of the programme, it being understood that thesecriteria would be applied with flexibility and judgement taking into accountall the other elements on which the programme should be based and with-out losing sight of the reservations expressed in paragraph 7 above;

Considers that -in future the methods -and procedures of consultations shouldbe better adapted to their purpose and approves the Director-General’sproposal to call a meeting at the beginning of 1978 of a group of consultantswho would be requested to evaluate the consultations by questionnaire carriedout in 1975 and 1977 and to make suggestions on future methods of consulta-tion concerning the preparation of the programme and budget;

Recalls that, in any case, the results of the consultation must only consti-tute for the Director-General one of several means of collecting the neces-sary elements of information with a view to the preparation of the programmeand budget;

Stresses the necessity of involving the Permanent Delegates both in thesearch for a new method of consultation and in the carrying out of the con-sultation once the procedure has been established;

Invites the Director-General to report to the Executive Board at one of itssessions in 1978 on the work of the group of consultants mentioned in para-graph 9 above;

Preliminary outline of a programme for 1979- 1980

Considers that the preliminary programme outline given in Part II of document103 EX/ 5 corresponds satisfactorily to the directives of the Executive Board onthe structure of the future C/ 5 document as laid down in 102 EX/Decisionl4.1;

14. Notes that the presentation of the programme by sector and, within eachsector, by objective and theme, seems to constitute a notable improvementas regards clarity and coherence;

15. Reaffirms the necessity of complementing such a presentation, when elabo-rating document 20 C/5, by an overall presentation by objectives, accordingto the modalities indicated in 102 EX/Decision 4. 1, quoted above;

16. Considers that the proposals contained in the preliminary programme outlineprepared by the Director-General satisfactorily reflect the main lines ofemphasis of the Medium-Term Plan and should enable the directives of theGeneral Conference to be followed up, in particular those which are con-tained in the general resolutions adopted at its nineteenth session(19 C/Resolutions 9. 1, 9. 2, 12. 1, 13. 1, 16. 1);

17. Stresses the interest of the rich exchange of ideas which took place duringthe debate on this matter, the main aspects of which are mentioned hereafter;

18. Approves the emphasis, in the field of education, put on the strengtheningof the links between education and society, in particular the relationshipbetween education and productive work, co-ordination and the complemen-tarity of formal education and out-of-school education, and the need topromote future-oriented thinking on the development of education within thecontext of lifelong education;

19. Stresses the importance of the activities concerning technical and vocationaleducation as well as systematic training in connection with population andthe environment;

20. Confirms the need to pursue vigorously action towards the democratizationand the renewal of education and to pay particular attention to the educationalneeds of underprivileged individuals and groups;

21. Notes with satisfaction the interdisciplinary approach on which proposals inthe field of education are based:

22. Wishes to reaffirm the fundamental contribution which education should maketo the promotion of peace and human rights, to economic, social and culturaldevelopment and to the improvement of the status of women;

23. Considers that document 20 C/5 should take into account the results of the36th session of the International Conference on Education, in particular therecommendation concerning “the problem of information at the nationaland international level which is posed by the improvement of educationalsystems”;

24. Stresses the importance which should be given, in accordance with thereplies of Member States, to the natural sciences programme, which tendsto encourage:

(a) endogenous scientific and technological development by the establish-ment of research centres;

(b) the continuation and development of training activities;

(c) the support of scientific communities and the strengthening ofinfrastructures;

(d) the training of researchers and the stimulation of international co-operation on the basis of programmes designed to cater for develop-ment needs;

(e) the use of scientific and technological resources in the service ofdevelopment;

25. Recommends that due attention be given to the contribution of science andtechnology to rural development;

26. Reaffirms its support for the strengthening of the intergovernmental scienceprogrammes and for the measures taken to increase their operationalefficiency and their contribution to development, particularly through theiractivities in training and regional co-operation;

Notes with satisfaction that the proposed activities in culture and communi-cation are inspired by a desire to encourage greater democratization andfree access to, and active participation in, these fields by the largestnumber of individuals, groups and peoples, and that due consideration isgiven to the pre-servation of cultural values, the needs of the people andthe requirements of development centred on man;

34. Also notes with satisfaction the attention given to relations between culturaldevelopment and communication media;

35. Emphasizes the need for an increased contribution to the reinforcement ofcommunication infrastructures in developing countries;

36. Expresses the conviction that the international commission for the study ofproblems of communication, which the Director-General has decided to create,will contribute in a most useful way to the development of the programme;

37. Notes with satisfaction that the proposals concerning the general informationprogramme constitute a significant step forward in the implementation ofthe guidelines adopted by the General Conference at its nineteenth sessionand lead to a greater concentration of activities along the lines it approved;

38. Recommends that the Director-General pay particular attention, from anintersectoral point of view, to the reinforcement of activities related to thestatus of women and to the participation of women in development, taking intoaccount the endeavours of the United Nations system as a whole in theframework of the Decade for Women: Equality, Development and Peace;

39. Approves the main lines of emphasis as regards Unesco’s contribution tothe International Year of the Child, stressing theimportance to be attributedto all measures likely to foster the child’s full development and happiness,including educational action and activities deriving from the social sciencesand culture programmes, with a view to promoting optimum opportunitiesfor all children to attain human dignity in all its forms;

Notes with satisfaction the measures taken to ensure the participation ofUnesco at the United Nations Conference on Science and Technology forDevelopment and to make certain that the Organization will be in a positionto contribute fully to the implementation of its decisions;

Considers: (a) that the conclusions of the regional conferences of ministersresponsible for the application of science and technology to developmentwhich have been organized by Unesco represent an important contributionto the preparation of the United Nations Conference on Science and Tech-nology for Development; (b) that such regional conferences may play amajor role in the implementation of the resolutions of that Conference;

Endorses the main lines of emphasis of the social sciences programme,which aims at: favouring the advancement of social sciences throughoutthe world; extending the use of tools of socio-economic analysis; promotingand encouraging clarification, by the social sciences, of development prob-lems as well as of environmental and population problems; putting socialsciences at the service of peace and human rights; and promoting the roleof women and youth in social and international life;

Notes with interest the new trends in the programme relating to humanrights;

Stresses the importance of the contribution which philosophical thinkingshould make to overall studies of the major problems of mankind, parti-cularly to the programme on man and his environment;

Considers that historical studies should be regarded as falling within thepurview of the social sciences;

Notes with regret that, because of the lack of time, it has not been ableto examine, during this session, the Preliminary Report of the Director-General on Studies carried out concerning Evaluation of ProgrammeActivities (103 EX/ 10);

Recalls the decision on evaluation in 19 C/Resolution 35.1, paragraph 3,and notes the wide stress placed on the need for a strengthened evaluationfunction in various debates during this session;

Proposes to examine this document at its 104th session, as well as docu-ment 103 EX/9 (Reports of the Joint Inspection Unit - Report on Evaluationin the United Nations system (JIU/REP/77/1)), and, possibly, other docu-ments which the Director-General might prepare;

Recommends the Director-General to continue studies initiated and, fromnow on, to undertake, in the framework of the Programme and Budget for1977-1978, the necessary preliminary steps to that effect, and to includein document 20 C/5 provisions for the setting up of a system of evaluationlinked with the planning, programming and budgeting process;

Budgeting technique and probable requirementsfor 1979 - 1980

Taking note of the working hypotheses used by the Director-General withregard to the calculation of the 1979-1980 budget,

Noting furthermore, that the budgetary requirements resulting from theseworking hypotheses will have to be adjusted in the light of the situationprevailing when the Draft Programme and Budget for 1979-1980 (20 C/5)is drawn up,

Inviting the Director-General to take into account the Report of the Financeand Administrative Commission (103 EX/33) on these matters,

Requests the Director-General to prepare document 20 C/5 applying thesame budget techniques as used for document 19 C/5, namely:

( a) use of the “constant dollar” value;

(b) calculation of the inflation cost on the overall basis of the 1979-1980programme budget and on the understanding that the principle of“semi-full budgeting” will be maintained;

(c) separate treatment of currency fluctuation;

Notes the indicative nature of the resource estimates and the averagebiennial growth rates given in Annex I to resolution 100 adopted by thenineteenth session of the General Conference and recalls from para-graph 23 (b) (i) of resolution 10.1 adopted by the eighteenth session ofthe General Conference on the relationship between documents 19 C/4and 19 C/5 that “document 19 C/5 will be the only legally bindingdocument, both in terms of programme and of the correspondingbudget, for Member States as well as the Director-General”;

Invites the Director-General, in preparing document 20 C/5, to take intoaccount the indicative resource percentages appearing in Annex I to19 C/Resolution 100, as well as the debate at the 103rd session of theExecutive Board under item 4.2 regarding the working hypotheses forthe growth of the budget for 1979-1980 and notes the desirability ofobtaining the widest possible support by Member States for budgetlevels;

Invites the Director-General to consult with the other agencies within the United-Nations system with a view to establishing a common approach concerningthe financing of administrative and overhead costs for fund-in-trust projects;

Having examined the Report of the Director-General on the Activities of theOrganization in 1975-1976 (20 C/3), and having heard the Director-General’soral presentation of the activities of the Organization since the nineteenthsession of the General Conference,

Recalling its decision 5.1.1 adopted at the 100th session, by which itapproved new guidelines for the Director-General in drawing up hisReport,

Considering that the Reports on the Activities of the Organization (C/3), bythe light they shed on past efforts, constitute useful instruments for theexamination, by the Executive Board and by Member States, of the Director-General’s proposals concerning future activities, and in particular the DraftProgramme and Budget (C/5),

Recommends, that, at future sessions of the Executive Board where theyare to be examined, such reports should be discussed as early as possibleafter the beginning of the session;

Congratulates the Director-General on his Report on the Activities of theOrganization in 1975-1976 (20 C/3);

Commends him for the frankness and objectivity as well as the precision ofthe analyses presented;

Notes with satisfaction the improvements he has made to the format and thelayout of the Report;

Welcomes in particular the inclusion of numerous tables and graphs on themain aspects of the work accomplished by the Organization, which make forincreased clarity and easier reading, and allow also for greater concisenessof the narrative sections;

Expresses to the Director-General its appreciation for the courageous andtireless efforts he has made to overcome the various difficulties with whichUnesco has been confronted during the period under review;

Expresses also its profound gratitude to Member States which, in responseto the Director-General’s appeal, speeded up the payment of their contribu-tions or granted the Organization interest-free loans which enabled it tocope with serious cash difficulties;

Recalls that non-payment of contributions is a breach of the obligationsdevolving upon Member States under the Organization’s Constitution andFinancial Regulations;

Notes that the programme for 1975-1976 has been carried out satisfactorilyin spite of the difficulties encountered and stresses that, in line with thetrends which emerge from the Report, special attention should be given tothe major issues raised by the Director-General in his reports and bymembers of the Board in the debate which followed; and without prejudiceto the implementation of other resolutions of the General Conference or anyattempt to determine priorities, the following issues may be mentioned:

in its fields of competence, Unesco must pursue and strengthen itsaction for the strengthening of peace, the furthering of human rightsand the elimination of colonialism, racialism, apartheid and all formsof discrimination;

every opportunity must be taken in the programmes of the Organizationto encourage equal access by women and girls to education in all itsforms and their full participation in development;

the fullest support must be given to Unesco’s programme in the fieldof science and technology, in order to enable the Organization not onlyto contribute, as already foreseen, to the United Nations Conferenceon Science and Technology for Development, but also to play its properrole in the follow-up to that Conference, as the leading SpecializedAgency of the United Nations system in the field of science andtechnology;

cultural development must be regarded as a central element in, and asan essential prerequisite for, truly endogenous and harmonious develop-ment; Unesco has a fundamental part to play in promoting the conditionsfor balanced development based on the appreciation of cultural valuesand encouraging the fulfilment of the individual and the progress ofsocieties;

in the field of communication, the Organization has an essential taskto accomplish in the present situation which is characterized by theefforts of developing countries to provide themselves with infrastruc-tures in this connection and by the search for a “free and balanced flowof information” at the international level (19 C/Resolution 4. 141);

13. Expresses satisfaction with the vigorous way in which the Director-Generalhas initiated action to implement the resolutions adopted by the GeneralConference at its nineteenth session, -and in particular:

(a) to prepare a revised preliminary Draft Declaration on Race and RacialPrejudice (19 C/Resolution 3. 173);

(b) to submit to Member States a Draft Declaration on Fundamental Prin-ciples Governing the Use of the Mass Media in Strengthening Peaceand International Understanding and in Combating War Propaganda,Racialism and Apartheid (19 C/Resolution 4. 143);

(c) to send a fact-finding mission in the near future to the Arab territoriesoccupied by Israel (19 C/Resolution 15. 1);

(d) to establish an International Commission for the study of communicationproblems;

14. Takes note with satisfaction of the changes made in the structure of theSecretariat and looks forward to an assessment by the Director-General ofthe first results of these changes; .

15. Stresses that the Secretariat can only fulfil its mission if there is full com-pliance, as regards its members, with the provision of the Constitution(Article VI. 5) which stipulates that: “In the discharge of their duties theyshall not seek or receive instructions from any government or from anyauthority external to the Organization. They shall refrain from any actionwhich might prejudice their position as international officials. Each Statemember of the Organization undertakes to respect the international

Takes note of the fact that although countries in one geographical regionmay differ in their educational, cultural, linguistic, economic and socialsystems, these differences can be enriching and valuable;

Emphasizes that the aim of a co-operative international and regional net-work is to be of use to national authorities and to grass-roots practitioners,that key features must therefore be self-evaluation and flexibility to meetthe needs and changing priorities of members, but that its ultimate successdepends on the Member States’ exploiting its potentialities;

Agrees that Unesco should give support to the establishment of networkssimilar to APEID for other regions when the Member States of a regionclearly demonstrate the desire therefor;

Recognizes the role of IBE as the focal centre within Unesco for provisionof information services for education;

Decides in view of the importance of this topic and Unesco’s interest inestablishing new networks in support of national development, to examineit again at a subsequent session of the Special Committee in time to allowthe Executive Board to make recommendations to the twenty-first sessionof the General Conference;

Higher education

Recognizes that growing international and regional co-operation in the fieldof higher education can be assisted by Unesco particularly by:

(i) promoting technical co-operation among developing countries;

(ii) intensifying the exchange of information on national experience regard-ing the various models and innovations in the field of higher education;

(iii) ensuring wide circulation of the studies and reports of Unescomeetings;

Believes it important to develop and stimulate studies on the cost of usingmodern technology and multimedia instruction in higher education, in thelight of its qualitative aspects and results;

Invites the Director-General, when preparing the Draft Programme andBudget for 1979-1980, to take account of the special interest expressed inthe contribution of higher education to the democratization of education andto development, including rural development and basic human needs;

Decides, in view of the importance of this topic, to examine it again at asubsequent session of the Special Committee;

Science and technology

Welcomes the evidence that Unesco’s science and technology programmesare increasingly being directed in a selective manner so as to have a greaterimpact on the progress of developing countries and the improvement of thecondition of all mankind;

Agrees that the application of science and technology to integrated ruraldevelopment and basic human needs should receive increased attention;

Considers it important to pursue the establishment of regional and interna-tional networks for science and technology so that the interchange of infor-mation and development of links between institutions can be mutuallyreinforcing and promote innovative research and applications;

Reaffirms the continued importance, as one of Unesco’s main objectives, ofassisting Member States to develop infrastructures in science and technology,

Recognizing that the social sciences can make a greater contribution tosolving the major problems of our time - characterized as it is by anexceptional increase in social dynamism - and more especially to promot-ing peace and human rights and studying and improving the position ofwomen and young people in society,

Noting with satisfaction the establishment in the Secretariat of a Sector ofSocial Sciences and their Applications and the growing importance andrelatively high priority which they enjoy both in the Medium-Term Plan andin the Approved Programme and Budget for 1977-1978,

Noting also with satisfaction that the Director-General has already begunimplementation of an interdisciplinary programme for peace under resolu-tions 3.172 and 12.1 adopted by the General Conference at its nineteenthsession by urging Member States to undertake research in this sphere andto strengthen university, school and out-of-school education in respectthereof,

Considers that respect for human rights and fundamental freedoms and theelimination of colonialism, racialism and apartheid and all forms ofdiscrimination are inseparable from the maintenance and strengtheningof peace;

Believes that the teaching of human rights at all levels, for which Unescohas tremendous possibilities, should receive all the attention it deserveson the occasion of the thirtieth anniversary of the Universal Declarationof Human Rights, thus contributing to the implementation of resolution 3(XXXIII) of the United Nations Commission on Human Rights;

Emphasizes the need to press forward with the development of the pro-gramme devoted to improving the status of women, more especially in thedirection of practical achievements, which entails a multidisciplinaryapproach to the problems that arise and involves, in particular, givingeffect to all international legal norms concerning the status of women;

Considers that Unesco should take greater advantage of the important partwhich young people could play in the efforts undertaken on behalf of peaceand international understanding;

Invites the Director-General to strengthen and develop still further theOrganization’s programmes relating to peace and human rights and to thestatus of women and young people;

Participation Programme

Taking into consideration the experience which has been acquired concern-ing the running of the Participation Programme,

Bearing in mind the previous resolutions regarding the Participation Pro-gramme, especially those of the twelfth, eighteenth and nineteenth sessionsof the General Conference,

Invites the Director-General to undertake, as soon as possible, an evalua-tion of a certain number of projects from the 1975-1976 biennium so as todetermine to what extent the sums allocated under the Participation Pro-gramme to Member States and National Commissions enable the Organiza-tion to contribute effectively to carrying out the activities of Member States;

Further invites the Director-General, in consultation with Member States,to prepare a clear and precise guide which will help them to submit realis-tic requests with priority status;

Recalls that, under the provisions of Article IV of the Charter of the UnitedNations University, the Council of the University is the sole body compe-tent to formulate the principles and policies governing the activities andfunctioning of the University and to approve its programme of work;

Encourages the University to continue its efforts to reflect its originalityand distinctive character in research and training activities for the benefitof institutions, scholars and peoples, particularly in the developingcountries;

Stresses the need for the University to inform itself concerning the pro-grammes of the institutions belonging to the United Nations system, parti-cularly of Unesco, and to maintain a continuing consultation with thoseinstitutions;

Lays emphasis on the importance of continuing consultation and strengthen-ing co-operation with the university institutions and scientific researchbodies of Member States;

Recognizes that the University requires and deserves a far more significantmeasure of financial support than it has received to accomplish the objec-tives stated in the University Charter in order to maintain and ensure itsacademic freedom and autonomy;

2. Takes note of the innovations proposed by the Director-General for theapplication of the “Directives on Unesco’s publications policy” adoptedby the General Conference at its nineteenth session;

3. Recalls the suggestion it made to the Director-General at its 94th session(decision 5.l), which was confirmed by the General Conference at itseighteenth session (resolution 7.11, paragraph 3), to consider transfer-ring the budgetary provisions of the Office of the Unesco Press “as anelement of the programme operations and services”, from Part IV toPart II, “thus linking it more closely to the different sectoral and inter-sectoral programmes”;

4. Approves the establishment of a publications schedule going beyond theframework of the two-year plan and based on the Medium-Term Plan,comprising works intended for a wider public;

The work of the Office of the Unesco Press should be performedin close linkage with the implementation of programmes forachieving the medium-term objectives of Unesco. Accordingly,the preparation of a publications plan must take into account theincreasingly intersectoral character of the programme.

In regard to periodicals and series, critical examination shouldbe made in order to determine whether or not to continue publica-tion of each title. In case the relevance of any title is found tohave been lessened, its publication should be discontinued. Amedium-term programme of publication should be prepared forperiodicals and series on the basis of the general principles andpractices of book publication and distribution and in the light ofthe objectives contained in the Medium-Term Plan of Unesco.

In a publication plan, emphasis should be placed upon publishingbooks containing valuable and useful information and data in thefields of competence of Unesco, collected by Unesco, mobilizingits global sources of information.

Unesco’s publishing activities should be centred on attainment ofthe goals assigned to the Organization by its Constitution and onapplication of the resolutions of the General Conference.

In regard to periodicals and series, Member States which haveconcluded contracts for publications with the Organization shouldbe invited to observe well established Unesco procedures toensure that the information content for all language editions isidentical.

Particular care should be taken to select in Member States theauthors and scientific institutions best qualified to prepare studiesand monographs; the fact that Unesco’s membership is composed ofcountries having different socio-economic systems should be takeninto account when authors are selected.

The Executive Board endorses the Director-General’s suggestion(paragraph 35) regarding a coherent publication programme aimedat eliminating duplication and improving the effectiveness ofpublishing activities from the standpoint of the totality of theprogramme.

The Executive Board,

1. Recognizing the need for an authoritative social and cultural historyof mankind which is written by scholars and which can be made avail-able to the general public in cheap editions in as many languages aspossible,

2. Appreciating the great services and sustained effort of the editors andauthors who, working under the guidance of the International Commis-sion appointed by Unesco, have written the history of the cultural andscientific development of mankind which has been published byUnesco,

3. Noting that considerable advances have been made in both research andmethodology since the publication of those volumes,

4. Requests the Director-General to constitute an International Commissionunder the presidentship of Professor Paulo de Berredo Carneiro, so asto include distinguished scholars from all relevant disciplines and tomake the Commission representative of all regions of the world; and

5. Requests him to direct such a Commission to revise the scientific andcultural history of mankind published by Unesco, from the viewpoint offactual accuracy and in the light of recent advances in methodology andresearch, and to publish as early as possible a new and cheap editionin many languages.

Invites the Director-General to take the necessary steps for appropriateUnesco participation in the observance of this Year, if it is proclaimed, inco-operation with the United Nations, especially its Special Committeeagainst Apartheid, in the light of the provisions and plans adopted by theUnited Nations, and bearing in mind the suggestions made during discussionin the Executive Board concerning ways in which activities of the ApprovedProgramme can be related to the Year and to general continuing UnitedNations activities in favour of the victims of apartheid;

Invites the Director-General to take the necessary steps to give effect,within the limits of Unesco’s competence, to the recommendations of theAction Plan adopted by the United Nations Water Conference (Mar del Plata,15-25 March 1977), including paragraph 37 (V) (c) of these recommendations,which requests the appropriate international organizations “to identify andprotect water-scapes of international significance within the framework ofthe Unesco Convention for the Protection of the World Cultural and NaturalHeritage”;

Reiterates its concern at the persistent violations of human rights and funda-mental freedoms, especially those resulting from colonialism, neo-colonialismapartheid and racialism in all its forms and manifestations, aggression andthe policy of interference in the domestic affairs of States, and calls uponall Member States of Unesco to assist, by all possible means, in endingthese violations;

Invites the Director-General to take all necessary steps within Unesco’sfields of competence and within the limits of present budgetary resources,to give effect to resolution 3 (XXXIII) of the Commission on Human Rightsconcerning the celebration of the thirtieth anniversary of the UniversalDeclaration of Human Rights and in particular to follow up the invitationmade to Unesco by the Austrian Government to organize a congress (Cate-gory IV) on human rights education, in Vienna, in September 1978;

Again calls upon all Member States of Unesco which have not yet done so toratify all the international agreements on human rights, in particular theCovenant on Economic, Social and Cultural Rights, the Covenant on Civiland Political Rights, the Convention on the Prevention and Punishment of theCrime of Genocide, the International Convention on the Elimination of allForms of Racial Discrimination and the Convention on the Suppression andPunishment of the Crime of Apartheid, and to take all possible measuresfor their implementation;

Stresses the important part that Unesco should play in activities connectedwith the United Nations Conference on Science and Technology for Develop-ment, and invites the Director-General to continue taking all necessarysteps to ensure that Unesco participates in an appropriate way in the prepar-ation and organization of this Conference and in the activities which willresult from it;

Notes resolution 2108 (LXIII) of the Economic and Social Council, requeststhe Director-General to continue to press for the celebration of an inter-national year for science and technology for development centred moreespecially on the needs of the developing countries, and invites the Director-General to include, in the Programme and Budget for 1979-1980, suitableproposals for the successful celebration of that Year by making a substantialcontribution to activities connected with the United Nations Conference onScience and Technology for Development.

The Executive Board,

1. Having considered document 103 EX/36 submitted to it by the Director-General concerning the possibility of establishing effective working relation-ships with the Regional Council for Adult Education and Literacy in Africa(CREAA),

2. Authorizes the Director-General to enter into negotiations with the PermanentSecretary of the Regional Council in accordance with Article XI, paragraph 1,of Unesco’s Constitution, with a view to drawing up a draft agreement betweenthe two organizations in order to establish effective working relationsbetween them;

3. Invites the Director-General to submit the draft agreement to the ExecutiveBoard, for approval, at a subsequent session.

Having examined the Director-General’s report on the budgetary and financialsituation of the Organization for 1977-1978 (103 EX/29 and Add. ) and thereport of its Finance and Administrative Commission thereon (103 EX/33),

Takes note of the information contained in Part I of the document on thebudgetary status;

Expresses its gratitude to the Member States which, in response to theDirector-General’s appeal, have speeded up the payment of their contribu-tions as well as to those who have already paid all or part of their contribu-tions for 1978;

Renews its expression of gratitude to the Member States which have grantedinterest-free loans to the Organization, thus enabling the Director -Generalto meet the cash requirements during a particularly difficult period;

Notes with satisfaction the marked improvement in the treasury situation ofthe Organization and approves the financial measures taken by the Director-General;

Recognizes nevertheless that this situation will remain precarious as longas a large portion of the contributions for 1977 remains unpaid;

Appeals to Member States which are behind with their contributions to paytheir arrears without delay, including the remainder of their contributionfor 1977;

Takes note of the Director-General’s intention to cancel the arrears due asat 31 August 1977 in respect of contributions to the International Bureau ofEducation and the local costs for assistance provided under the Programmeof Participation in the Activities of Member States.

8 . 2 Tribute to Mr. John E. Fobes

The Executive Board,

1. Recalling that Mr. John E. Fobes, who joined the Unesco Secretariat in1964 in the position of Assistant Director-General for Administration, hadbeen closely associated with international organizations and bilateraldevelopment assistance activities since the creation of the United Nationsand related organizations,

2. Recalling further that he was appointed Deputy Director-General of theOrganization in 1971,

3. Considering that, in the discharge of his high responsibilities, he has servedthe Organization and the international community with great devotion andenergy, working untiringly for the cause of development and internationalunder standing,

4. Expresses the high esteem it has for Mr. Fobes, conveys its warm grati-tude to him, and expresses the hope that his retirement will provide himwith further opportunities to promote the aims of Unesco and of internationalco-operation for which he has done so much.

At the private meeting on 20 September, the Executive Board adopted adecision in which it reiterated its entire solidarity with the Director-General.

After receiving reports on the most recent developments, the Board decidedto authorize its Chairman to make a statement on this matter at a plenary meeting.
