    In1999,theUNGeneralAssemblyendorseda

    proposaltoinstituteana nnualministeria l-level

    globalenvironmentalforum,inwhichparticipants

    thefieldoftheenvironment. TheGloba lMinisteria l

    EnvironmentForum(GMEF),whichmeetsannually

    aspartoftheUNEPGoverningCouncilsregular

    andspecialsessions,hasgreatlyenhancedUNEPs

    capacitytoidentifyandevolveconsensuson

    currentandemergingenvironmentalchallenges.

    UNEPwasestablishedafterthe1972UNConferenceontheHuman

    Environment,heldinStockholm,Sweden,proposedthecreationofaglobal

    bodytoact astheenvironmentalconscienceoftheUNsystem. Inresponse,

    theUNGeneralAssemblyadoptedResolution2997on15December,1972creating:

    togetheranunprecedentednumberofrepresentativesfrom

    governments,c ivilsociety, andtheprivate sector. Thepurposeofthe

    EarthSummitw astoexamineprogressma desinceStockholm,and to

    elaboratestrategiesa ndmeasurestohaltand reversetheeffectsof

    environmentaldegradationinthecontextofstrengthenednationaland

    internationaleffortstopromotesustainableandenvironmentallysound

    developmentinallcountries.

    TheEarthSummitgenerateda ta ngiblesenseofoptimismtha t

    momentumwa sa tlastbeingcreated forgloba lcha nge. Itga ve

    THE MILLENNIUM VISION: 2000 AND BEYOND

    Throughoutthe1990s, theprinciplesofsusta inabledevelopment

    werereaffirmeda tnumerousinterna tiona lconferences. Theimpetus

    ofAgenda21wasseenintheincreasedinvolvementofcivilsocietyin

    promotingsustainabledevelopmentandinprivatesectorinitiativesto

    improveenvironmentalperformance,suchastheGlobalCompactand

    theGloba lReportingInitia tive. However,thesameperioda lsosaw a

    measurableincreaseinglobaltemperaturesandweather-relatednatural

    disasters. Bytheturnofthemillennium,thehumanpopulationhad

    reached6billion,expertswerewarningofanimpendingwatercrisis,

    fisherieswerecollapsing,biodiversitydeclining,andglobalwarmingwas

    widelyacceptedasafact.

    In1972,andagainin1992,theworldsgovernmentshaddeclared

    theircommitmenttotheprinciplesofsusta inabledevelopment. Asthe

    newmillenniumapproached,thatcommitmentcameunderincreasingscrutiny. InMay20 00 , UNEP convenedthefirstGloba lMinisteria l

    EnvironmentForum, inMalm,Sw eden. OneoftheForumsfunctions

    wastosendastrongmessagetotheUNGeneralAssembly,whichwas

    duetorevisitthesustainabledevelopmentdebateattheMillennium

    SummitinSeptember2000.
