• Directed in 6 May 05 SecDef memo

– Initially done for the 21 tier 1 JCAs

– Allowed many-to-many mapping

– Not staffed due to JCA re-baselining decision

Mapping Revelations

• Overall, good results, especially given the UJTL and JCAs were developed at different times by different communities for different reasons.

• Not all tasks map cleanly to just one JCA -- adjusted ROE and JCAMS functionality to allow primary and supporting JCA mappings (e.g. ST 1.3.7 – Conduct Unconventional Warfare)

• 57 critical comments (56 resolved – 1 pending) primarily concerning UJTs that are the basis of JMETs mapped to “broadly worded” tasks

• 46 tasks are so broadly written (elements from several different tier 1 JCAs) they could not be mapped to a primary JCA.

• 9 tasks had no apparent JCA home, these are “gaps” in the JCA framework.

UJTL and Missions

(U) ST 9 Conduct Combating Weapons of Mass Destruction (CWMD) Activities in Theater

Task Description: To plan, execute, integrate, and coordinate CWMD activities at the theater level to dissuade, deter, and defeat those that seek to harm the United States, its Armed Forces, allies, coalition partners, and interests through WMD use or threat of use. (CJCSI 3110.16A, CJCSI 3125.01A, CJCSI 3214.01C, CJCSI 3500.01D, CJCSI 3520.02A, CJCSI 6731.01B, CJCSM 3122.01A, CJCSM 3122.03C, DODD 2060.02, DODI 2000.18, JP 2-0, JP 2-01, JP 3-0, JP 3-01, JP 3-05, JP 3-07, JP 3-08, JP 3-10, JP 3-11, JP 3-40, JP 3-41, JP 3-68, JP 4-01.5, JP 5-0, JP 6-0, NMS-CWMD)

Note: Activities include all actions taken to: defeat and deter WMD use and subsequent use; protect, respond, and recover from WMD use; defend, dissuade, or deny WMD proliferation; and to reduce, destroy, or reverse WMD possession. Theater CWMD activities should be integrated with the activities of other USG departments/agencies and allies and partners across the spectrum of the 8 CWMD mission areas (offensive operations, elimination, interdiction, active defense, passive defense, WMD CM, security cooperation and partner activities, and threat reduction cooperation).

Shaping activities are performed to dissuade or deter potential adversaries and to assure or solidify relationships with friends and allies.

NP activities are those actions taken to prevent the proliferation of WMD by dissuading or impeding access to, or distribution of, sensitive technologies, material, and expertise.

CP activities are those actions taken to defeat the threat and/or use of WMD against the United States, our forces, allies, and partners.

WMD CM activities are those actions authorized by the President or Secretary of Defense (SecDef) to mitigate the effects of a weapon of mass destruction attack or event and provide temporary essential operations and services at home and abroad.

WMD security cooperation and partner activities (activities to improve or promote defense relationships and capacity of allied and partner nations to execute or support the other MMAs to combat WMD through military-to-military contact, burden sharing arrangements, combined military activities, and support to international activities);

Threat reduction cooperation (activities undertaken with the consent and cooperation of host nation (HN) authorities in a permissive environment to enhance physical security, and to reduce, dismantle, redirect, and/or improve protection of a state’s existing weapons of mass destruction program, stockpiles, and capabilities);

WMD interdiction (operations to track, intercept, search, divert, seize, or otherwise stop the transit of WMD, its delivery systems, or related materials, technologies, and expertise. In peacetime, WMD interdiction operations are planned and executed in order to intercept dual-use materials and expertise in transit aboard nonmilitary transports);

WMD offensive operations (actions to disrupt, neutralize, or destroy a WMD threat before it can be used, or to deter subsequent use of such weapons improves or promotes relationships and capacity);

WMD elimination (actions undertaken in a hostile or uncertain environment to systematically locate, characterize, secure, and disable, or destroy WMD programs and related capabilities);

WMD active defense (active measures to defeat an attack with chemical, biological, radiological, or nuclear weapons by employing actions to divert, neutralize, or destroy those weapons or their means of delivery while en route to their target);

CBRN passive defense (passive measures taken to minimize or negate the vulnerability to, and effects of, chemical, biological, radiological, or nuclear attacks causing a high order of destruction or mass casualties. This mission area focuses on maintaining the joint force’s ability to continue military operations in CBRN environments);

WMD consequence management. (actions authorized by the SecDef to mitigate the effects of a WMD attack or event and restore essential operations and services.)

JCAs – The Basis for Further Refinement & Integration

• Problem is disconnect between MET-based Readiness Reporting and Capability-based requirements process

• Proposal is not intended to replace MET-based assessments at the COCOMs, but rather facilitate multiple aggregations of the assessments including into the JCA bins, allowing other communities to understand the readiness issue

• Strategy-to-task analysis will be possible with UJTL to JCA mapping, but current way of aggregating sub-optimizes feedback loop through Portfolio Managers since “mission-like tasks” don’t distinguish function that are deficient

• JCA are being incorporated into the C2 system (APEX) and the GFM system (JCRM)

• Capability is done by Service or Agency, not Jointly

• Capability area has no “champion” in the UJTL community

• Mission oriented, broadly written tasks cover all of the component pieces of the JCAs written with more detail

• Potentially went too far with the JCA decomposition level, but detail may be useful to other users (i.e. FCBs trying to identify gaps)
