EL PASO, TEXAS – Durante su visita al Parque Nacional Chamizal en El Paso, Texas, el presidente Barack Obama dijo que necesita la ayuda del pueblo para lograr que el Congreso apruebe una reforma migratoria integral. Sin embargo, no se comprometió a hacer de esto una prioridad, por lo que muchos consideran que es solo un acto de campaña para ganar votantes hispanos para las elecciones presidenciales de 2012.

“Necesitamos que Washington sepa que existe un movimiento para la reforma que está ganando fuerza de costa a costa”, dijo Obama el 10 de mayo sobre la necesidad de que la gente ponga presión. “Esto es como lo vamos a lograr. Así es como podemos asegurar que en los años venideros demos la bienvenida a los talentos de todos los que pueden contribuir a este país y que estamos viviendo en base a la idea americana de que usted puede lograrlo si lo intenta”.

En su discurso el presidente hizo mención que su administración ha hecho todo lo que los republicanos habían pedido para apoyar una reforma migratoria, incluyendo aumentar la seguridad en la frontera al enviar más tropas para patrullaje, aumentar el número de agentes de la Patrulla Fronteriza, además de que el muro fronterizo está casi terminado y se ha triplicado el número de analistas de inteligencia trabajando en la frontera, demás de que se tiene una colaboración con México para luchar contra las organizaciones

transnacionales del crimen.“Hemos ido más allá de lo

solicitado por los republicanos quienes dijeron que apoyaban una reforma más amplia si nos poníamos serios con el cumplimiento. Todo lo que pidieron, lo hemos hecho, pero aunque hemos respondido a sus preocupaciones, tengo que decir que sospecho que todavía van a haber algunos que van a tratar de cambiar las metas una vez más”, dijo.

Estos comentarios han hecho que analistas cuestionen si este discurso fue más un acto de campaña de reelección para obtener el voto hispano que un verdadero compromiso para lograr una reforma migratoria.

En su discurso no mencionó ninguna propuesta en concreto para lograr una reforma migratoria, solo la necesidad de que el electorado participe activamente para lograr este objetivo.

El presidente dijo que una reforma migratoria integral incluiría asegurar las fronteras y hacer cumplir la ley; hacer responsables a los negocios si explotan a trabajadores indocumentados; los que se encuentran en el país de forma ilegal deben pagar impuestos, una multa y aprender inglés, además de someterse a un profundo análisis de sus antecedentes; y reformar el sistema para inmigrar de forma legal al país.

En su discurso mencionó que van a continuar peleando para lograr la aprobación del Acta DREAM, que beneficiaría a jóvenes que fueron traídos a este país de forma ilegal por sus padres, y la reforma.

“Así que vamos a continuar luchando por el Acta DREAM. Vamos a continuar luchando por la reforma. Y ahí es donde ustedes intervienen. Voy a hacer lo que esté de mi parte para guiar un debate constructivo y civil sobre estos asuntos. Y ya hemos tenido una serie reuniones sobre este tema en la Casa Blanca en semanas recientes”, dijo el presidente.

“Pero este cambio a fin de cuentas tiene que ser promovido por ustedes, los americanos. Ustedes tienen que ayudar a presionar para que se de una reforma migratoria integral, y ustedes tienen que identificar qué pasos podemos tomar ahora, como el Acta DREAM, como una reforma de visas, áreas en las que podemos

encontrar un punto en común entre demócratas y republicanos y empezar a arreglar lo que está descompuesto”.

El presidente puso así el peso de lograr una reforma migratoria en manos de los electores y activistas, quienes le piden que haga más.

“Algunas veces, cuando hablo con defensores de inmigrantes, ellos desean que yo pudiera pasar por encima del Congreso y cambiar la ley por mi mismo. Pero la democracia no funciona así. Lo que realmente necesitamos hacer es mantener la lucha para pasar una reforma auténtica e integral. Esa es la última solución a este problema. Yo estoy comprometido a hacer eso”, dijo.

EL PASO, TEXAS – During his visit to the Chamizal National Memorial Park in El Paso, Texas, president Barack Obama said he needs the help from the people to make Congress pass a comprehensive immigration reform. However, he didn’t make a commitment to make of this issue a priority , prompting many to describe the event as a campaign maneuver to get the Hispanic vote during the 2012 presidential elections.

“We need Washington to know that the re is a movement for reform that’s gathering strength from coast to coast. That’s how we’ll get this done,” Obama said during his visit on May 10, about the need for people to put pressure. “That’s how we can ensure that in the years ahead we are welcoming the talents of all who can contribute to this country and that we’re living up to the basic American idea that you can make it here if you try.”

During his speech the president mentioned that his administration has done everything the Republicans have asked for to support immigration reform, including an increase in border security by sending more troops to patrol the border, increase

the number of Border Patrol agents, also the border fence is almost complete and they have triplicate the number of intelligence analysts working on the border, also they have a partnership with Mexico to fight against transnational crime organizations.

“We have gone above and beyond what was requested by the very Republicans who said they supported broader reform as long as we got serious about enforcement. All the stuff they asked for, we’ve done. But even though we’ve answered these concerns, I’ve got to say I suspect there are still going to be some who are trying to move the goal posts on us one more time,” he said.

These comments have made analysts question if the speech was more a reelection campaign speech to secure the Hispanic vote and less a true commitment to reach immigration reform.

In his speech he didn’t mention a concrete proposal to pass immigration reform, only the need for people to become actively involved in the process to reach this goal.

The president said that a comprehensive immigration reform would include securing the border and law enforcement; making businesses accountable if they abuse undocumented workers; making undocumented immigrants pay a fine, taxes, learn English and undergo an extensive background check; and change the legal immigration system.

During his speech Obama said he is going to

continue fighting to get the DREAM Act approved, which would benefit young people who were brought to the U.S. by their parents, and immigration reform.

“So we’re going to keep fighting for the DREAM Act. We’re going to keep up the fight for reform. And that’s where you come in. I’m going to do my part to lead a constructive and civil debate on these issues. And we’ve already had a series of meetings about this at the White House in recent weeks,” he said.

“But this change ultimately has to be driven by you, the American people. You’ve got to help push for comprehensive reform, and you’ve got to identify what steps we can take right now, like the DREAM Act, like visa reform, areas where we can find common ground among Democrats and Republicans and begin to fix what’s broken”.

By saying this, the president placed the heavy load of an immigration reform on the hands of voters and activists, who have been asking him to do more.

“Sometimes when I talk to immigration advocates, they wish I could just bypass Congress and change the law myself. But that’s not how a democracy works. What we really need to do is to keep up the fight to pass genuine, comprehensive reform. That is the ultimate solution to this problem. That’s what I’m committed to doing,” he said.

Cuando una persona obtiene la residencia permanente por medio de su matrimonio con un ciudadano estadounidense o un residente permanente, si ellos han estado casados por menos de dos años cuando se aprueba la residencia permanente, reciben una tarjeta de residencia condicional de dos años de duración.

Si usted hubiera estado casado por más de dos años cuando su tarjeta de residencia original fue aprobada, entonces usted hubiera recibido una tarjeta de residencia válida por 10 años.

Si usted recibió el estatus de residencia condicional por medio de su matrimonio con un ciudadano estadounidense o un residente permanente, necesita llenar la forma I-751 para remover la base condicional para su estatus de residente permanente.

Si todavía está casado, la petición I-751 debe ser sometida de forma conjunta entre usted y su esposa por medio de quién obtuvo el estatus condicional.

I have a two-year permanent residency green card and it is about to expire, what do I need to do?

When a person obtains permanent residency through marriage to a U.S. citizen or permanent resident, if they are married less than two years when their permanent residency is approved, they receive a conditional two-year permanent residency card.

If you were married more than two years when your original permanent residency was approved, you should have received a 10-year permanent residency card.

If you were granted conditional residency status through marriage to a U.S. citizen or permanent resident, you need to file form I-751 to remove the conditional basis of your permanent residence status.

If you are still married the I-751petition should be filed jointly by you and your spouse through whom you obtained conditional status. However, you may apply for a waiver of this joint filing requirement if, 1) you entered the marriage in good faith but your spouse subsequently died; 2) you entered the marriage in good faith, but the marriage was later terminated due to divorce or annulment; 3) you entered the marriage in good faith and have remained married but you have been battered or subject to extreme cruelty by your U.S. citizen or permanent resident spouse; or the termination of your status or removal would result in extreme hardship.

If you are filing the petition jointly with your spouse, you must file the I-751 during the 90 days immediately before the

second anniversary of the date you were accorded conditional residence status. This is the date your conditional residency card expires.

If you are filing with a request that the joint filing requirement be waived, you may file the I-751 petition at any time after you are granted conditional residence status and before you are removed in deportation proceedings.

If the I-751 petition is not filed, you will automatically lose your permanent residency status as of the second anniversary of the date in which you were granted conditional status. You will then become removable from the United States.

When filing the I-751 petition you must submit evidence of your relationship. You need to submit copies of documents indicating the marriage was entered in good faith and was not for the purposes of circumventing immigration laws.

You need to submit copies of as many documents as you wish to establish this fact and to demonstrate the circumstances of the relationship from the date of the marriage to the present day.

The documents should cover, but are not limited to: 1) birth certificates of any children born to the marriage; 2) lease or mortgage contract showing joint occupancy and/or ownership of your residence; 3) financial records showing joint ownership of assets and joint responsibility for liabilities such as checking accounts, tax returns, insurance policies, joint utility bills or joint installments or other loans; 4) any other documents you consider relevant to establish that your marriage was not entered into in order to evade U.S. immigration laws; and 5) affidavits sworn-to or affirmed by at least two people who have known you since your conditional residency was granted and have personal knowledge of your marriage and relationship.

Along with the filing fee, totaling $590, a person must submit a copy of the front and back of their current conditional permanent residency card and if you have ever been arrested or detained by law enforcement, certified copies of the court documents.

In some circumstances you and your spouse will be required to attend an interview in Chicago. In some circumstances the immigration service would approve your petition and send you a new I-90 permanent residency card with a validity period of 10 years in the mail.

So, to summarize, you are required to file an I-751 petition to remove the conditional basis of your residency 90 days before your current two-year card expires; then you will be sent to the application support center for fingerprints. In some circumstances your card will be approved, while in other circumstances you will be required to attend an interview at the immigration service in Chicago and then receive your permanent residency card shortly thereafter.

Automovilistas de Aurora enviados a la cárcel por manejar ebrios

GENEVA – Dos residentes de Aurora han sido sentenciados a cuatro años en prisión por su participación en accidentes de tránsito mientras manejaban borrachos.

Alejandro López Herrera, 32 años, de la cuadra 900 de North Avenue en Aurora, fue sentenciado el 5 de mayo. Él se declaró culpable de un cargo de manejo agravado bajo la influencia con gran daño corporal, una felonía clase 4, el 24 de marzo.

Alrededor de las 7 p.m. del 15 de agosto de 2010, López herrera manejaba en dirección oeste por Grove Street, acercándose a la esquina con Beach Street.

López Herrera se encontraba atrás de un vehículo que estaba preparándose para detenerse en la esquina, siguiendo los señalamientos de alto.

El segundo convicto es David López Castillo, de 40 años y residente de la cuadra 500 de East New York Street en Aurora, quien fue sentenciado el 6 de mayo.

Él se declaró culpable el 17 de abril de un cargo de manejo agravado bajo la influencia con gran daño corporal, una felonía clase 4, y de un cargo de dejar la escena de un accidente con heridos, una felonía clase 4.

Alrededor del as 4 p.m. del 30 de julio de 2010, López Castillo manejaba una camioneta GMC Sierra blanca modelo 2002 en dirección sur en el carril derecho de la Ruta 31 en North Aurora.

De acuerdo a la policía, cuando López Castillo se acercaba a la esquina con Airport Road, se encontró con un vehículo que estaba tratando de dar vuelta a la derecha.

López Castillo se cambió al carril izquierdo para evitar el vehículo, pero al hacerlo su vehículo se movió bruscamente e invadió el carril opuesto, chocando con una camioneta minivan 2000 Mazda MPV, detenida en el carril izquierdo en dirección norte, esperando a dar vuelta a la derecha hacia Airport Road.

El condenado escapó a pie del lugar del accidente, pero lo encontraron y fue arrestado poco después.

Un aparato de grabación de información en el vehículo de López Herrera indicó que dos segundos antes del choque la camioneta viajaba a 65 millas por hora, en una zona de 35 millas por hora. De acuerdo a las autoridades, la investigación arrojó que el nivel de alcohol en la sangre de López Herrera al momento del choque era de cuando menos .151 por ciento.

Aurora drivers sentenced to jail for drunk driving

GENEVA – Two Aurora men have been sentenced to four years in jail for their involvement in traffic accidents while driving drunk.

Alejandro Lopez Herrera, 32, of the 900 block of North Avenue in Aurora was sentenced May 5. He had pleaded guilty to one count of aggravated DUI with great bodily harm, a class 4 felony, on March 24.

At about 7 p.m. Aug. 15, 2010, Lopez Herrera was driving west on Grove Street, approaching the intersection with Beach Street.

Lopez Herrera was behind a vehicle that was preparing to stop at the intersection in accordance with the posted stop sign.

Because he was traveling at an excessive speed, Lopez Herrera swerved to the left to pass the vehicle and struck the passenger side of the victim’s vehicle, which was northbound on Beach Street.

The victim’s vehicle had three passengers and a driver. One of the passengers was thrown from the vehicle and suffered injuries to her hip after sliding on the pavement; one passenger suffered lacerations to her face and a separated shoulder, while one passenger suffered a head injury and has difficulty breathing. The driver was not seriously injured.

Lopez Herrera admitted to police that he had ingested cocaine about an hour before the crash. At the time of the crash, his blood-alcohol concentration was at least .186 percent, more than twice the legal limit in Illinois of .08 percent.

David Lopez Castillo, 40, of the 500 block of East New York Street, Aurora, was sentenced May. 6.

He had pleaded guilty on April 17 to one count of aggravated DUI with great bodily harm, a Class 4 felony, and one count of leaving the scene of an injury accident, a class 4 felony.

At about 4 p.m. July 30, 2010 Lopez Castillo was driving a 2002 white GMC Sierra pickup south in the right lane on Route 31 in North Aurora.

According to police, as Lopez Castillo approached the intersection with Airport Road, he encountered a vehicle ahead of him that was attempting to turn right.

Lopez Castillo moved to the left to avoid the vehicle and in doing so, swerved his vehicle into oncoming traffic and struck a 2000 Mazda MPV minivan that was stopped in the left northbound lane waiting to turn left onto Airport Road.

He fled on foot from the scene, but was found and taken into custody a short time later.

A vehicle data recorder recovered from Lopez-Herrera’s vehicle indicated that two seconds before the crash the Sierra was traveling at 65 mph in an area where the posted speed limit is 35 mph.

According to authorities, the investigation discovered that Lopez Castillo’s blood alcohol concentration at the time of the crash was at least .151 percent.

The victim suffered multiple broken bones and continues to recover with therapy.Both men were given credit for time served in the Kane County jail.

Aurora approves butcher shop, slaughterhouse

AURORA – Aurora City Council approved the conditional-use permit to establish a poultry slaughterhouse in Aurora.

The council voted in favor of this business on May 10, two weeks after the project was apparently approved by the tie-breaking vote of the Mayor. However, upon reviewing the city code, it turned out the project had been defeated because it didn’t have the majority of the votes of city council members.

On April 26 two councilmen were absent and the final vote was 6-5. But city officials then found out that they needed at least seven votes for the measure to be approved. The project was brought out to be voted again by councilmen Rick Lawrence and Juany Garza.

In this second vote, the conditional-use permit was 8 votes in favor and 4 votes against. This time around two councilmen who voted against the measure two weeks ago changed their votes. They were Bob O’Connor and Richard Irvin.

The slaughterhouse, to be named Fermin’s Poultry, will be located at 629 S. River Street, across the street from the city’s Animal Control facility.

The conditional-use permit for this business was controversial because people didn’t like this type of business located so close to Animal Control and also were uneasy about having a business like this near a residential area.

However, the council imposed several conditions to make sure the business follows all the regulations from the Kane County Department of Health and the Illinois Department of Agriculture.

The business proposal was made by Fermin Benitas, who has a similar business in Chicago. At this place he plans to slaughter and sell chickens, turkeys and other poultry.

Benitas said he hoped to open his business in four months and hire three employees.

AURORA – El concilio de la ciudad aprobó el permiso para que un rastro donde se matarán pollos y otras aves sea establecido en Aurora.

El concilio votó a favor de este negocio el 10 de mayo, dos semanas después de que aparentemente fuera aprobado por un voto de desempate del alcalde, pero que no contó porque no se tenían los votos a favor de la mayoría de los miembros del concilio.

El 26 de abril dos concejales estuvieron ausentes y la votación fue de 6 personas a favor y 5 en contra. Pero oficiales de la ciudad se dieron cuenta que necesitaban cuando menos siete votos para ser autorizado el permiso especial, por lo que fue sometido a votación de nuevo, a petición de los concejales Rick Lawrence y Juany Garza.

En esta segunda oportunidad, la votación final fue de 8 votos a favor y 4 en contra.El rastro, llamado Fermin’s Poultry estará ubicado en el 629 S. River Street, enfrente del

Departamento de Control Animal de la ciudad.El permiso para uso condicional en este negocio fue controversial porque la gente no

estaba de acuerdo en que se abriera este tipo de negocio enfrente del Departamento de Control Animal, además de estar cerca de una zona residencial.

Sin embargo, el concilio de la ciudad impuso condiciones para asegurarse que el negocio siga todas las regulaciones del Departamento de Salud del Condado de Kane y del Departamento de Agricultura de Illinois.

En esta ocasión dos de los concejales que anteriormente habían votado en contra de otorgar el permiso a Fermin’s Poultry, ahora decidieron votar a favor. Ellos fueron Richard Irvin y Bob O’Connor.

El rastro fue propuesto por Fermín Benitas, quien ya tiene un negocio similar en Chicago. En este lugar, a llamarse Fermin’s Poultry, va a matar y vender pollos, pavos y otras aves.

Benitas dijo que espera abrir su negocio en cuatro meses y dar empleo a tres personas.

SPRINGFIELD – El gobernador de Illinois Pat Quinn ha anunciado que el estado dejará de participar en el programa Comunidades Seguras, que permite al departamento de inmigración revisar el estatus migratorio de las personas arrestadas por la policía local y estatal.

El gobernador suspendió la participación del estado en el programa Comunidades Seguras con el argumento que las deportaciones de personas indocumentadas contradecía el acuerdo firmado con el Departamento de Seguridad Nacional (DHS) en el año 2009.

En una carta enviada por el gobernador Quinn a DHS el 4 de mayo, el gobernador dijo que la implementación del programa en 26 condados “es contraria a lo que se estableció” en un memorándum de entendimiento.

Bajo el programa Comunidades Seguras, una vez que una persona es arrestada, la policía local puede tomar sus huellas digitales y enviarlas a una base de datos de inmigración mantenida por DHS para determinar si se encuentran en el país de forma legal.

De acuerdo a estadísticas recopiladas por el Servicio de Inmigración y Aduanas (ICE) y mencionadas por el gobernador, solamente el 20 por ciento de las personas que fueron deportadas del estado habían sido encontradas culpables de crímenes mayores.

Es por esto que el gobernador dijo que ningún otro condado en el estado será incluido en el programa y los condados que se incorporaron originalmente a este acuerdo “deben ser desactivados y retirados”.

“Después de un análisis, no estamos satisfechos y hemos llegado a la conclusión de que el programa Comunidades Seguras tiene fallas y no funciona” dijo el gobernador.

La carta enviada por el gobernador iba acompañada de un aviso del director de la Policía Estatal de Illinois (ISP) Hiram Grau, informando a ICE que debido a su uso indiscriminado del programa de deportaciones, Illinois estaba dando por terminado un Memorándum de Entendimiento (MOA) entre ISP y ICE.

“El propósito del programa, como se estableció en el MOA, es el de ‘identificar, detener y remover de los Estados Unidos a

extranjeros que han sido encontrados culpables de ofensas criminales serias y están sujetos a

remoción”, dice la carta. “LA estadísticas de ICE del programa Comunidades Seguras, recopiladas hasta el 28 de febrero de 2011, revelan que la implementación del programa Comunidades Seguras en Illinois es contraria al objetivo expresado en el MOA: más del 30 por ciento de los deportados de los Estados Unidos bajo el programa nunca han sido encontrados culpables de ningún crimen, mucho menos de un crimen severo. De hecho, en base a las propias estadísticas de ICE, menos del 20 por ciento de los que han sido deportados de Illinois bajo el programa ha sido encontrados culpables de un crimen severo”.

De acuerdo a ICE, jurisdicciones locales y estados no pueden dejar de participar en el programa Comunidades Seguras porque es un programa en el que se comparte información. Esto significa que una vez que las huellas digitales son comparadas con al base de datos del FBI, son enviadas automáticamente a la base de datos de inmigración. Lo que sí pueden hacer es decir que no quieren recibir información sobre los resultados de la revisión de inmigración realizada por oficiales de inmigración.

SPRINGFIELD – Illinois Governor Pat Quinn has announced that the state will opt-out of the Secure Communities program, which allows immigration authorities to check the immigration status of people arrested by local and state law enforcement agencies.

The governor suspended the state’s participation in the program, arguing that the deportation of undocumented people was against the agreement signed wit the Department of Homeland Security (DHS) in 2009.

In a letter sent by Governor Quinn to DHS on May 4, the governor stated that the implementation of the program in 26 counties “is contrary to what was established” in the memorandum of understanding signed.

Under the Secure Communities program, once someone is arrested, local police can take their fingerprints and send them to a DHS database to determine if they are legally in the country.

According to statistics compiled by the U.S. Immigration and Customs Enforcement (ICE) and mentioned by the governor, only 20 percent of people who have been deported from the state have been convicted of severe crimes.

This is why the governor said no other county in the state will be included in the program and the counties that were originally incorporated to this agreement “must be deactivated and retired.”

“After an analysis, we are not satisfied and we’re coming to the conclusion that the Secure Communities program has faults and doesn’t work,” the governor said.

The letter sent by the governor included a notice from the Illinois State Police Director (ISP) Hiram Grau, informing ICE that due to the indiscriminate use of the deportation program, Illinois was putting an end to the Memorandum of Agreement (MOA) between ISP and ICE.

“The stated purpose of the program, as set forth in the MOA, is to ‘identify, detain and remove from the United States aliens who have been convicted of serious criminal

offenses and are subject to removal,’” the letter states.“ICE’s statistics on the Secure Communities program,

complied through February 28, 2011, reveal that the implementation of the Secure Communities program in Illinois is contrary to the stated purpose of the MOA: more than 30 percent of those deported from the United States, under the program, have never been convicted of any crime, much less a serious one. In fact, by ICE’s own measure, less than 20 percent of those who have been deported from Illinois under the program have ever been convicted of a serious crime.”

According to ICE, local jurisdictions and states cannot opt-out of the Secure Communities program, because it’s an information-sharing program. This means that once the fingerprints are compared to the FBI database, they are sent automatically to the immigration database. What states can do is choose not to get information back about the results of the immigration search on that person status conducted by immigration officials.

DURANGO – Las 188 personas encontradas en cinco fosas en la ciudad de Durango podrían ser víctimas de secuestros y venganzas, dijo el gobernador del estado de Durango, Jorge Herrera Caldera.

El estado de Durango ha superado a Tamaulipas en el número de personas encontradas en fosas comunes. En Tamaulipas se encontraron 183 cadáveres en 40 fosas clandestinas.

En Durango las fosas comunes fueron localizadas en cinco lugares diferentes de la ciudad capital.

En una entrevista el gobernador dijo que “Aquí en el caso de Durango no somos un estado donde haya tránsito de migrantes… prácticamente las posibilidades apuntan a ajustes de cuentas… y gente que ha sido secuestrada”, aunque también mencionó que algunas de las víctimas pudieron ser personas secuestradas por las que sí pagaron el rescate pero que de todas maneras fueron ultimadas. También mencionó que puede haber “policías que han sido víctimas de los grupos del crimen organizado”.

El mandatario dijo que las fosas comunes encontradas son el resultado de enfrentamiento entre grupos del crimen organizado.

Herrera dijo que en los próximos días habrá un trabajo en conjunto entre autoridades estatales y federales para lograr la identificación de las 188 víctimas.

El gobernador indicó que es terrible la incertidumbre que viven muchas familias con familiares desaparecidos, por lo que la identificación de los restos es una prioridad.

El dijo que “una vez que se identifiquen y se dé una certeza a las familias que están desesperadas, vayamos al siguiente paso, que es una investigación a fondo y que se puede hacer justicia”.

Los últimos ocho cadáveres fueron localizados la noche del 10 de mayo por personal militar, aunque se informó que las excavaciones continúan y el número de víctimas puede aumentar.

El subsecretario de la Secretaría de Seguridad Pública (SSP) de Durango informó que al parecer algunas de las víctimas han estado muertas por más de cuatro años, pero no se reveló el posible motivo de los asesinatos.

El vocero del gobierno en materia de Seguridad, Alejandro Poiré, dijo que las causas de los asesinatos en Durango parecen ser distintas a las de Tamaulipas, donde el gobierno ha señalado al cártel de Los Zetas como el responsable de las muertes en dicho estado.

DURANGO – The 188 people that were

found in five body pits in the city of Durango could be the victims of kidnapping and revenge, according to Durango Governor Jorge Herrera Caldera.

The state of Durango has surpassed the state of Tamaulipas in the number of bodies found in body pits. In Tamaulipas authorities found 183 bodies in 40 illegal graves.

The body pits were found in five different spots throughout the state capital.

In an interview, the governor said that “Here in the case of Durango, we are not a state where there is migrant flow… practically all the possibilities point to the settling or scores… and people who have been kidnapped,” but he also said there is a possibility that some of the victims were kidnapped and killed after the ransom had been paid.

Herrera also said that there may be “police officers who have been victims of organized crime groups.”

The governor said that the body pits found are the result of clashes between organized crime groups.

He mentioned that in the next few days

federal and state authorities will be working to identify the 188 victims.

Herrera said that it is terrible the uncertainty that some families of disappeared people live with, and identifying the bodies is a priority.

He said that “once they are identified and we can give certainty to the families that are desperate, we are moving to the next step, which is an in-depth investigation and that justice could be done.”

The last eight bodies were located the night of May 10 by military troops, but it was reported that they are still working on some excavations and the number may climb.

The undersecretary of the Ministry of Public Safety (SSP) in Durango said that it seems some of the victims died over four years ago, but no details were given as to the reasons for their murders.

The federal government spokesman for security, Alejandro Poire, said the reasons for the Durango murders seem to be different from the murders in Tamaulipas, where the government has blamed Los Zetas for their deaths.

Norma Vázquez, directora ejecutiva de la cámara, dijo que este taller, a realizarse en español, está dirigido a restauranteros para darles herramientas en las áreas de mercadotecnia, servicio al cliente, productos y servicios entre otras, que les permitirán mejorar su negocio.

“Lo que queremos hacer es ayudarles a mejorar lo que están haciendo ahora, al traer a un presentador que les diga cómo mejorar su negocio para estar al nivel de su competencia o sobrepasar a sus

competidores” dijo Norma Vázquez.Ella mencionó que existe un gran

segmento de la población hispana que son dueños de negocios y al realizar este tipo de talleres se les está brindando un servicio para mejorar su empresa.

El taller se realizará en español y está dirigido particularmente a los dueños de negocios ya establecidos, pero está abierto a las personas interesadas en abrir su propio restaurante.

“Esperamos que sea un taller trimestral, pero depende de cuántas personas asistan”, dijo.

La primera sesión de este taller gratuito se realizará el 18 de mayo a las 6 p.m.

AURORA – The Aurora Hispanic Chamber of Commerce is providing a free workshop to area restaurateurs to provide them with information and tools to help them make their businesses more successful.

AHCC Executive Director Norma Vazquez said this workshop, to be held in Spanish, is geared to restaurateurs to provide them with tools in the areas of marketing, customer service, products and service among others, to help them grow their business.

“What we want to do is help them enhance what they are doing now, by bringing a facilitator to tell them how to better their business, and how to be on par with their competitors or be better than

them,” she said.Norma Vazquez said there is a large

segment of the population that are Hispanic business owners and by conducting these workshops the chamber is providing them with a service to help their companies grow.

The workshop will be in Spanish and is geared particularly to established restaurant owners, but it’s also open to people who are thinking about opening a restaurant.

“We are hoping it will be a quarterly workshop, but it depends on how many individuals come,” she said.

The first session of the free workshop will be held at 6 p.m. May 18.

Temblores en España dejan 10 muertos

LORCA – Dos temblores de tierra azotaron la región sureste de España el 11 de mayo, causando grandes daños a edificios y dejando cuando menos 10 personas muertas y docenas de heridos.

Este ha sido el mayor número de muertos causados por un terremoto en este país desde hace más de 50 años.

El epicentro de los temblores, que se dieron rápidamente y fueron de magnitud 4.4 y 5.2, estaba en los alrededores de Lorca.

Autoridades regionales en Murcia dijeron que alrededor de 270 pacientes habían sido evacuados de un hospital de Lorca, ya que el edificio había sufrido daños menores.

De acuerdo a las autoridades de Murcia, las muertes fueron causadas por el segundo temblor, que fue de mayor intensidad, y entre ellas se encuentra un menor de edad.

Imágenes transmitidas por la televisión estatal mostraron grandes pedazos de piedra y ladrillo cayendo de la fachada de una iglesia. También había una gran campana de una iglesia entre los escombros. Otras imágenes mostraron carros parcialmente sepultados por escombros y grandes cuarteaduras en edificios.

Reportes informativos dijeron que residentes de Lorca se habían ido a los parques de la ciudad, temerosos de estar cerca de edificios en caso de una réplica, mientras que otros habían salido de la ciudad para evitar ser aplastados por los escombros.

De acuerdo a algunos testigos “las calles del centro urbano están desiertas y los automóviles vacíos, muchos de ellos sepultados por escombros”.

El servicio telefónico era esporádico y una compañía de cemento tuvo que detener su producción debido a interrupciones en la energía eléctrica.

El primer temblor se sintió alrededor de las 5:05 p.m. hora de España (10:05 a.m. hora de Chicago) y el segundo y más fuerte sucedió a las 7 p.m. (12 p.m. hora de Chicago).

Este ha sido el temblor más mortal en España desde 1956, cuando 12 personas murieron y alrededor de 70 resultaron heridas en un temblor en Granada, también en el sur del país.

Spain earthquakes leave 10 people dead

LORCA – Two earthquakes hit the southeastern section of Spain May 11, causing major damage to buildings and leaving at least 10 people dead and dozens injured.

It was the highest quake-related death toll in over 50 years in Spain.The epicenter of the quakes, which happened in quick succession and were magnitude 4.4 and

5.2, was close to the town of Lorca. Regional authorities in Murcia said about 270 patients had to be evacuated from a Lorca

hospital after the building sustained minor damage.According to Murcia authorities the deaths were caused by the second earthquake, which was

the strongest, and included one minor.Images broadcast by state TV showed large chunks of stone and brick falling off the façade

of a church. A large church bell was also among the rubble. Other images showed cars partially crushed by falling debris and large cracks in buildings.

News reports stated that Lorca residents took city parks by storm, afraid of being near buildings in case of an aftershock, while others left the city to be as far away as possible from buildings.

According to some witnesses “the downtown streets are empty and the cars too, many of them are covered by debris.”

Telephone service was spotty and a cement company had to stop their production because of problems with electricity supply.

The first quake was felt at about 5:05 p.m. Spain time (10:05 a.m. Chicago time), while the second and strongest was registered at 7 p.m. Spain time (12 p.m. Chicago time.)

This has been the deadliest quake in Spain since 1956, when 12 people died and about 70 were injured in a quake in Granada, in Southern Spain.

WASHINGTON – Tres legisladores reintrodujeron en el Senado estadounidense la propuesta llamada DREAM Act, con el objetivo que en esta ocasión sí sea aprobada.

Los senadores Richard Durbin, Harry Reid y Robert Menéndez presentaron el Acta de Desarrollo, Alivio y Educación para Menores Extranjeros, conocida como el DREAM Act o el Acta del Sueño, el 11 de mayo en Washington, para beneficiar a unos 850 mil estudiantes indocumentados.

La propuesta DREAM Act fue aprobada el otoño pasado en la cámara de representantes y obtuvo el apoyo de una mayoría en el senado, pero fue derrotada cuando no se procedió a debatir esta ley en el senado.

Para ser aprobada, el acta necesita un mínimo de 60 votos en el Senado (de 100) y 218 en la Cámara de Representantes (de 435).

Ahora los patrocinadores esperan usar ese apoyo que tuvieron en el otoño para continuar recalcando la importancia de utilizar al máximo el talento y el potencial de miles de jóvenes, quienes fueron traídos a Estados Unidos a una corta edad, se han criado en este país, hablan inglés y tienen pocos nexos con sus países de origen.

El DREAM Act fue presentado por primera vez el 2001, para abordar el pedido de jóvenes inmigrantes que habían sido criados en los Estados Unidos pero no tienen un estatus legal. La propuesta ofrecería un camino la legalización para quienes se gradúen de preparatoria, hayan estado alejados de problemas y planeen asistir a la universidad o servir en el ejército estadounidense por cuando menos dos años.

La legislación fue introducida por tres senadores demócratas, pero necesitan del apoyo del partido republicano para lograr su aprobación.

Un análisis de cómo podrían votar los congresistas y

senadores indica que no existen los votos necesarios para lograr su aprobación.

En la Cámara de Representantes los republicanos ocupan 242 escaños y los demócratas 193. Para la aprobación del acta se necesitan 218 votos a favor.

En el Senado las cosas tampoco se ven muy positivas. Los demócratas ocupan 51 asientos, pero cuando menos cuatro de estos congresistas no han dicho si apoyarán el acta y dos de ellos votaron en contra del acta en el otoño pasado.

El voto del senador Rubio de Florida, un senador republicano, sería clave para convencer a algunos republicanos de votar a favor del acta. Rubio representa al movimiento Tea Party que se opone no solo al DREAM Act, sino también a la reforma migratoria. Si él votara a favor, algunos legisladores republicanos harían lo mismo.

Sin embargo, Rubio dijo la tarde del 11 de mayo que votaría en contra del acta.

WASHINGTON – Three legislators have reintroduced in the Senate the bill known as the DREAM Act, with a goal of getting in approved.

Senators Richard Durbin, Harry Reid and Robert Menendez introduced the Development, Relief, and Education for Alien Minors Act, known as DREAM ACT, on May 11 in Washington, which would benefit about 850,000 undocumented students.

The DREAM Act was passed the House of Representatives and garnered the support of a majority in the Senate, but was defeated when the Senate failed to proceed to debate it.

To be approved, the act needs at least 60 votes in the Senate (out of 100) and 218 in the House of Representatives (out of 435).

Now the sponsors are hoping to build on the momentum

created last year and continue to highlight the importance of fully utilizing the talent and potential of thousands of young people who were brought to the United States at a young age, speak English and have little attachment to their country of birth.

The DREAM Act was introduced for the first time in 2001, to address the plight of young immigrants who have been raised in the U.S. but have no legal documentation. The proposal would offer a path to legal status to those who have graduated from high school, stayed out of trouble and plan to attend college or serve in the U.S. military for at least two years.

The legislation was introduced by three Democratic Senators, but need the support of the Republican party to pass it.

An analysis of how the congressmen and senators could vote indicates that the votes needed to pass this legislation are

not there.In the House of Representatives the Republicans have

242 seats and the Democrats 193. To pass, the act needs 218 votes.

In the Senate things are not that encouraging either. Democrats have 51 seats, but at least four of these congressmen haven’t said if they support the act and two of them voted against it last fall. At least 60 votes are needed to pass.

The vote of Senator Rubio from Florida, a Republican senator, would be key to convince some Republicans to vote in favor.

Rubio belongs to the Tea Party, which opposes the DREAM Act and the immigration reform. If he were to vote in favor, some Republican senators would do the same.

However, Rubio said the afternoon of May 11 that he would vote against the act.

CANCUN – About 200 prisoners in the Cancun jail were part of a riot that has resulted in at least one prisoner dead by gunfire.

The riot took place the morning of May 11, at about 7 a.m. and it seems to be motivated by the prisoners being displeased with the way the distribution of food is going to be handled.

The prisoners started throwing stones from inside the prison. The spokesperson for the Secretary of Public Safety in the State, Gerardo Campos, said the riot was started by 200

prisoners who wanted to keep control of the food supply, something that will not be allowed, as a company has a concession to do so.

“They are prisoners, delinquents, not guests,” he said, stressing that since there was a change in prison administration several irregularities have been found, including hand guns and knives in prisoner’s hands, something that is being taken care of.

Elements of the Mexican Army the Mexican Navy, state and local police departments are inside the prison trying to take control of the situation.

El motín se realizó alrededor de las 7 a.m. del 11 de mayo, y parece ser causado por la inconformidad de los prisioneros en la forma en que se va a manejar el suministro de alimentos.

Los prisioneros empezaron a aventar piedras desde el interior de la cárcel.El vocero de la Secretaría de Seguridad Pública en el estado, Gerardo Campos, dijo que

el motín empezó con 200 prisioneros, quienes querían mantener el control del suministro de comida, algo que no será permitido, ya que hay una compañía que tiene la concesión para hacerlo.

“Ellos son reos, son delincuentes, no huéspedes2, dijo, recalcando que desde que se dio un cambio en la administración del penal se han detectado varias irregularidades, entre ellas la posesión de armas blancas y de fuego por parte de prisioneros, algo que se está abordando.

Elementos del Ejército Mexicano, de la Secretaría de la Marina y Armada de México, así como de la policía estatal y municipal están tratando de tomar control de la prisión.

DE MÉXICO – Después de una oleada de rumores en los últimos meses, respecto a que William Levy era demasiado cariñoso con sus compañeras de telenovela, y de que probablemente el actor cubano tuvo un hijo fuera del matrimonio, su pareja sentimental Elizabeth Gutiérrez informó que se separa del actor.

Gutiérrez envió un comunicado de prensa el 9 de mayo, informando que daba por terminada su relación con Levy, después de ocho años y dos hijos en común.

“Siempre me mantuve firme al lado de William, a pesar de los insistentes rumores, a los cuales resté importancia pues entonces no tenía motivos para dudar de la fortaleza de nuestra unión”, dijo la también actriz en el comunicado. “Tomo la determinación de ponerle fin a esta relación por el bien de mis hijos y el mío propio. Confieso que la decisión no ha sido nada fácil, pero me debo respeto ante todo como persona, mujer y madre”.

Durante su relación de ocho años Levy y Gutiérrez tuvieron dos hijos, Christoper Alexander de cinco años y Kailey de uno. Ellos nunca se casaron, pero hasta hace poco hablaban de que se encontraban en preparativos para su boda religiosa, algo que ambos parecían desear.

No están claros los motivos por los que se da el anuncio de separación a unos días de que la pareja estuviera muy amable y atenta durante la presentación de los 50 más bellos de la revista People en Español. Incluso hay personas que dicen que el 7 de mayo los vieron muy cariñosos compartiendo un momento con su familia.

Algunos apuntan a que la separación se debió a que hubo algo más que amistad entre Levy y Maité Perroni, su coprotagonista en la telenovela El Triunfo del Amor.

Otros dicen que la ambición de Levy por entrar en Hollywood es muy fuerte y ahora que ha grabado un video con JLO, cree que es el momento justo para lograr este objetivo, por lo que no deja de hablar de la estrella boricua.

Sin embargo, un rumor muy fuerte dice que alguien contactó a Gutiérrez la noche del Día de las Madres en Estados Unidos (8 de mayo) para decirle que estaba embarazada de Levy, aunque otros afirman que el bebé ya nació y la madre busca que su hijo sea reconocido.

Ante el inesperado anuncio de separación, Levy envió su propio comunicado a través de su publicista, sobre esta situación.

“A través de estas líneas, deseo hacer de su conocimiento que estoy profundamente agradecido con Elizabeth, la madre de mis dos hijos, por el tiempo que compartimos juntos”,

MEXICO CITY – After putting on a brave face for several months of rumors that William Levy was too cozy with his soap opera co-stars and that the actor may have a love child, his significant other, Elizabeth Gutierrez has issued a statement about their split.

Gutierrez sent a press release to the media May 9, saying that she was putting an end to his relationship with Levy, after eight years and two children together.

“I always stood firm beside William, despite persistent rumors, which I downplayed since I didn’t have a reason to doubt the strength of our relationship,” she wrote. “I made this determination of ending the relationship for the sake of my children and myself. I confess that the decision has not been easy, but I have to respect myself as a person, as a woman and as a mother.”

During their eight-year relationship Levy and Gutierrez, both actors, had two boys, Christoper Alexander, five, and Kailey, one. They never got married but lately had been talking about making preparations for their religious wedding, something both seemed to want.

The reasons behind the announcement of their split just days after they were seen happy during the People en Espanol 50 Most Beautiful People presentation

are not clear. There are some people that say they saw them together, very in-love, while meeting with family members.

Some say the split was caused by a relationship that went beyond friendship with Levy’s co-star Maite Perroni during the taping of El Triunfo del Amor.

Others say Levy’s ambition to get into Hollywood is very strong and now that he has made a video with singer JLO he thinks this is the breakthrough moment he needed to reach his goal and he hasn’t stopped talking about the Puerto Rican star.

However, a strong rumor states that someone contacted Gutierrez the night of Mother’s Day in the United States (May 8) to let her know she was carrying Levy’s baby, while others say the baby is already born and the mother wants the actor to acknowledge his paternity.

After the unexpected announcement Levy issued a statement through his publicist about this situation.

“Through these lines I want to inform you that I am deeply grateful to Elizabeth, the mother of my two sons, for the time we spent together,” the actor said. “I want to stress that I keep the best memories of our relationship and that while life is taking us in different directions, I hope this decision is for good.”

Both asked the media to have respect for the situation and said they would not make any more comments about this issue.
