AThe General Assembly,H aving met in special session at the
request of
the mandatory Power to constitute and instruct aspecial
committee to prepare for the considerationof the question of the
future govemment ofPalestine at the second regular session;
H aving constituted a Special Committee andinstrl1cted it to
investigate ail questions and issuesrelevant to the problem of
Palestine, and to pre-pare proposaIs for the solution of the
problem,and
H avinll received and examined the report ofthe Special
Committee (document A/364)1 in-cluding a number of unanimous
recommenda-tions and a plan of partition with economic
unionapproved by the majority of the Special Com-mittee,
Considers that the present situation in Pales-tine is one which
is likely to impair the Reneralwe1fare and friendly relations among
nations;
T akes note of the dec1aration by the manda-tory Power that it
plans to complete its evacua-tion of Palestine by 1 August
1948;
Recommends to the United Kingdom, as themandatory Power for
Palestine, and to all otherMembers of the United Nations the
adoption andimplementation, with regard to the future gov-emment of
Palestine, of the Plan of Partition withEconomie Union set out
beIow;
Requests that
(a) The Security Council take the necessarymeasures as provided
for in the plan for its im-plementation;
( b) The Security Council consider, if circum-stances during the
transitional pcriod require suchconsideration, whether the
situation in Palestineconstitutes a threat to the peace.)f it
decides thatsuch a threat exists, and in arder ta maintain
in-ternational peace and security, the Security Coun-cil should
supplement the authorization of theGeneral Assembly by taking
measures, under Ar-ticles 39 and 41 of the Charter, ta empower
theUnited Nations Commission, as provided in this

Demande

breach f the peace or act of ag-gression, in accordance with
Article 39 of theCharter, any attempt to alter by force the
settle-ment envisaged by this resolution;

Appeals ta all Govemments and aIl peoples tarefrain from taking
any action which rnighthamper or delay the carrying out of these
recom-mendations, and
Authorizes the Secretary-General ta reimbursetravel and
subsistence expenses of the members ofthe Commission referred ta in
Part l, Section B,paragraph 1 below, on such ba~is and in suchform
as he may detennine most appropriate inthe circumstanes, and to
provide the Commissionwith the necessary staff to assist in
carrying outthe functions assigned ta the Commission by theGeneral
Assembly.

A. TERMINATION OF MANDATE,PARTITION AND INDEPENDENCE

purposes set forth in the lastparagraph of the resolution on the
future govern-ment of Palestine.

At its hundred and twenty-eighth plenarymeeting on 29 November
1947 the General As-sembly, in accordance with the terms of
th!!above resolution, elected the following membersof the United
Nations Commission on Palestine:
BoLIVlA, CZECHOSLOVAKlA, DENMARK, PA-NAMA and PHILIPPINES.

1. The Mandate for Palestine shall terminate assoon as possible
but in any case not later than1 August 1948.

2. The armed forces of the mandatory Powershall he progressively
withdrawn from Palestine, thewithdrawal to be completed as soon as
possible butin any case not later than 1 August 1948.
The mandatory Power shaH advise the Commis-sion, as far in
advance as possible, of hs intentionto terminate the Mandate and to
evacuate eacharea.
The mandatory Power shaH use its best endeav-ours to ensure that
an area situated in the territoryof the Jewish State, inc1uding a
seaport and hinter-land adequate to provide facilities for a
substantialimmigration, shaH he evacuated at the earliest pos-sible
date and in any event not later than 1 Febm-ary 1948.
3. Independent Arab and Jewish States and theSpecial
International Regime for the City of Jem-salem, set forth in part
III of this plan, shaH comeinto existence in Palestine two months
after theevacuation of the anned forces of the mandatoryPower has
been completed but in any case not laterthan 1 October 1948. The
boundaries of the ArabState, the Jewish State, and the City of
JerusalemshaH be as described in parts II and III below.
4. The period between the adoption by the Gen-eral Assembly of
its reconunendation on the ques-tion of Palestine and the
establishment of the inde.pendence of the Arab and Jewish States
shan be atransitional period.
B. STEPS PREPARATORY TOINDEPENDENCE
1. A Commission shan be set up consisting of onerepresentative
of each of five Member States. TheMemhers represented on the
Oommission shaH beelected by the General Assembly on as broad a
basis,geographicaHy and otherwise, as possible.
2. The administration of Palestine shaH, as themandatory Power
withdraws ite anned forces, heprogressive1y turned over to the
Commission; whichshaH act in conformity with the recommendationsof
the General Assembly, under the guidance of theSecurity CounciI.
The mandatory Power shaH tothe fuHest possible extent co-ordinate
its plans forwithdrawal with the plans of the Commission totake
over and administer areas which have beenevacuated.
In the discharge of this administrative responsi-bility the
Commission shaH have authority to issuenecessary regulations and
take other measures asrequired.
The mandatory Power shan not take any actionta prevent, obstruct
or delay the implementation bythe Commission of the measures
recommended bythe General Assembly.
3. On its arrivai in Palestine the Commissionshan proceed ta
carry out measures for the establish-ment of the frontiers of the
Arab and Jewish Statesand the City of Jerosalem in accordance with
thegenerallines of the recommendations of the GeneralAssembly on
the partition of Palestine. Neverthe-less, the boundaries as
described in part 11 of thisplan are ta be modified in such a way
that villageareas as a rule will not he divided by state
bound-aries un1ess pressing reasons make that necessary.
4. The Commission, alter consultation with thedemocratic parties
and other public organizations

3. Les Etats indpendants arabe et juif ainsi quele Rgime
international particulier prvu pour laVille de Jrusalem dans la
troisime partie de ceplan, commenceront d'exister en Palestine
deuxmois aprs que l'vacuation des force~ annes de laPuissance
mandataire aura t acheve et, en touscas, le let octobre 1948 au
plus tard. Les frontiresde l'Etat arabe, de l'Etat juif et de la
Ville de Jru-salem seront les frontires indiques aux: deuximeet
troisime parties ci-dessous.
4. La priode qui s'coulera entre l'doption parl'Assemble gnrale
de ses recommandations surla question palestinienne et
l'tablissement de l'ind-pendance des Etats juif et arabe sera une
priode detransition.
B. MESURES PREPARATOIRES AL'INDEPENDANCE
1. On instituera une Commission compose de!>reprsentants de
cinq Etats Membres, raison d'unreprsentant par ~tat. Les Membres
reprsents ausein de cette Commission seront lus par l'AS'Sem-ble
gl'lrale, sur une base, gographique ou autre,aussi large que
possible.
2. A mesure que la Puissance mandataire retirerases forces
annes, elle transmettra progressivementl'administration de la
Palestine la Commissionqui agira conformment aux recommandations
del'Assemble gnrale et sous la direction du Conseilde scurit. La
Puissance mandataire coordonneradans toute la,mesure du possible
son plan de retraitavec le plan tabli par Je Commission pour
prendreen main et administrer les rgions qui auront tvacues.
Pour assurer les fonctions d'administration dontla responsabilit
lui est confi6ll, la Commission auraautorit pour promulguer les
rglements ncessaireset prendre toutes autres mesures utiles.
La Puissance mandataire ne se livrera aucunacte de nature gner,
empcher ou retarder J'ex_cution par la Commission des mesures
recomman-des par l'Assemble gnrale.
3. Ds son arrive en Palestine, la Conun.issionprendra des
dispositions en vue de fixer les fron-tires des Etats juif et arabe
et de la Ville de Jm-salem,.en se conformant d'une manire gnrale
auxrecommandations de l'Assemble gnrale relativesau partage de la
Palestine. Nanmoins, le trac desfrontires, tel qu'il est indiqu
dans la deuximepartie du plan, doit tre modifi de manire qu'enrgle
gnrale, les territoires des villages ne soientpas coups par la
ligne frontire entre les deux Etats, moins que des motifs pressants
ne rendent nces-saire une telle mesure.
4. Aprs consultation avec les partis dmocra.tiques et les autres
organisations publiques des Etats

of the Arab and Jewish States, shaH select and estab-lish in
each State as rapidly as possible a ProvisionalCouncil of
Government. The activities of bath theArab and Jewish Provisional
Councils of Govem-ment shaH he carried out under the general
direc-tion of the Commission.
If by 1 April 1948 a Provisional Council of Gov-ernment cannot
be se1ected for either of the States,or, selected, cannot carry out
its functions, theCommission shaH communicate that fact to
theSecurity Council for such action with respect to thatState as
the Security Council may deem proper, andto the Secretary-General
for communication to theMembers of the United Nations.
5. Subject to the provisions of these recommen-dations, during
the transitional period the Provi-sional Councils of Govemment,
acting under theCommission, shaH have fuH authority in the
areasunder their control, inc1uding authority over mat-ters of
immigration and land regulation.
6. The Provisional Council of Govemment ofeach State, acting
under the Commission, shaH pro-
gre~sively receive from the Commission fuH respon-sibility for
the administration of that State in theperiod between the
tennination of the Mandate andthe establishment of the State's
independence.
7. The Comm\ssion shall instroct the ProvisionalCouncils of
Government of both the Arab and Jew-
is~ States, after their formation, to proceed to
theestablishment of administrative organs of govem-ment, central
and local.
8. The Provisional Council of Government ofeach State shaH,
within the shortest time possible,recruit an anned militia from the
residents of thatState, sufficient in number to maintain
internaiorder and to prevent f~ontier clashes.
This armed militia in each State shaH, for oper-ational
purposes, be under the command of Jewishor Arab officers resident
in that State, but generalpolitical and military control, induding
the choiceof the militia's High Command, shaH be exercisedby the
Commission.
9. The Provisional Council of Government ofeach State shaH, not
later than two momhs afterthe withdrawal of the armed forces of the
manda-tory Power, hold elections to the Constituent Assem-bly which
shall he conducted on democratic !ines.
The election regulations in each State shall bedrawn up by the
Provisional Council of Govern-ment and approved by the Commission.
Qualifiedvoters for each State for this election shaH be per-sons
over eighteen years of age who are: (a) Pal-estinian citizens
residing in that State and (b)Arabs and Jews residing in the State,
although notPalestinian citizens, who, before voting, have signeda
notice of intention to become citizens of suchState.
Arabs and Jews residing in the City of Jerusalemwho have signed
a notice of intention to becomecitizens, the Arabs of the Arab
State and the Jewsof the Jewish State, shaH be entitled to vote in
theArab and Jewish States respectively.
Women may vote and be e1ected to the Constitu-ent
ASliemblies.
During the transitional period no Jew s1taH bepermitted to
establish residence in the area of theproposed Arab State, and no
Arab shaH be permitted

5. Pendant la priode de transition, et sous r-serve des
dispositions des recommandations susdites,les Conseils provisoires
de gouvernement, agissantsous la direction de la Commission, auront
pleineautorit dans les zones qui dpendent d'eux, notam-ment en
matire d'immigration et de rglementationfoncire.
6. Le Conseil provisoire de gouvernement dechaque Etat, agissant
sous la direction de la Com-mission, se verra progressivement
confier par celle-cil'entire responsabilit de l'administration de
cetEtat pendant la priode qui s'coulera entre lacessation du mandat
et l'tablissement de l'ind-pendance dudit Etat.
7. Une fois les Conseils provisoires de gouverne-ment des Etats
arabe et juif constitus, la Commis-sion leur donnera mission de
procder h~ crationdes organes administratifs du gouvernement
centralet des autorits locales.
8. Le Conseil provisoire de gouvernement dechaque Etat recrutera
dans le plus bref dlai pos-sible, parmi les rsidents de cet Etat,
une milicearme assez nombreuse pour maintenir l'ordre dansle pays
et pour prvenir les incidents de frontire.
Dans chaque Etat, cette milice arme oprerasous les ordres
d'officiers juifs ou ara.bes rsidant encet Etat, mais la direction
gnrale, politique etmilitaire de la milice, notamment la dsignation
duHaut commandement, sera exerce par la Com-mission.
9. Deux mois au plus tard aprs le retrait desforces armes de la
Puissance mandataire, le Con-seil provisoire de gouvernement de
chaque Etat or-ganisera des lections l'Assemble
constituante,lections qui devront tre conformes aux
principesdmocratiques.
Dans chaque Etat, les rglements concernant leslections seront
tablis par le Conseil provisoire degouvernement et approuvs par la
Commission.Pourront participer ces lections, dans chaqueEtat,
toutes personnes de plus de dix-huit ans quiseront: a) citoyens
palestiniens rsidant dans cetEtat ou b) Arabes ou Juifs rsidant dam
l'Etat etqui, sans tre citoyens palestiniens, auront, avant levote,
sign une dclaration affirmant expressmentleur intention de devenir
citoyens dudit Etat.
Les Arabes et les JuiEs rsidant dans la Ville deJrusalem qui
auront dclar sous cette forme leurintention de devenir citoyens
-les Arabes, citoyensde l'Etat arabe et les Juifs, citoyens de
l'Etat juif -aj.lront le droit de vote dans l'Etat arabe et
dansl'Etat ju. respectivement.
Les femmes auront le droit de vote et seront li-gibles aux
Assembles constituantes.
Pendant la priode de transition, aucun Juif nepourra tablir sa

except by special leave oC the Com-mission.
10. The Constituent Assembly oC each State shaHdrait a
democratic constitution Cor its State andchoose a provisional
government to succeed theProvisional Council oC Government
appointed bythe Commission. The constitutions oC the Statesshall
erobody chapters 1 and 2 oC the Declarationprovided Cor in section
C below and include interalia provisions Cor:
(a) Establishing in each State a legislative bodyelected by
universal suffrage and by secret balloton the. basis of
proportional representation, and anexecutlve body responsible to
the legislature;
(b) Settling aIl international disputes in whichthe State may he
involved by peaceful means in Bueh~ m~nner that international peace
and security, andJustice, are not endangered;
(c) Accepting the obligation oC the State to re-Crain in its
international relations Crom the threat oruse of Corce against the
territorial integrity or polit-ical independence oC any State, or
in any other man-ner inconsistent with the purposes oC the
UnitedNations;
(d) Guaranteeing to aH persons equal and non-di!criminatory
rights in civil, political, economicand religious matters and the
enjoyment of humanrights and fundamental freedoms, including
Cree-dom of religion, language, speech and publication,education,
assembly and association;
(e) Preserving freedom of transit and visit Cor aIlresidents and
citizens of the other State in Palestineand the City oC Jerusalem,
subject to considerationsoC national security, provided' that each
State s\:1allcontrol residence within its borders.
Il. The Commission shaH appoint a preparatoryeconomic commission
of three members to makewhatever arrangements are possible Cor
economicco-operation, with a view to establishing, as soon
aspracticable, the Economic Union and the Joint Eco-nomie Board, as
proviaed in section D bdow.
12. During the period between the adoption ofthe recommendations
on the question of Palestineby the General Assembly and the
termination of theMandate, the mandatory Power in Palestine
shallmaintain full responsibility for administration inareas from
which it has not withdrawn its armedCorces. The Commission shaH
assist the mandatoryPower in the carrying out of these
Cunctions.Similarly the mandatory Power shall co-operate withthe
Commission in the execution of its functions.
13. With a view to ensuring that there shall becontinuity in the
functioning of administrative serv-ices and that, on the withdrawal
of the armed forcesoC the mandatory Power, the whole
administrationshaH be in the charge of the Provisional Councilsand
the Joint Economic Bo~rd, respectively, actingunder the Commission,
there shall he a progressivetransfer, Crom the mandatory Power to
the Com-mission. oC responsibility for ail the functions
oCgovernment, including that of maintaining law andorder in the
areas from which the forces of the man-datory Power have been
withdrawn.
14. The Commission shall be guided in its activ-ities by the
recommendations of the General Assem-

corpslgislatif;
b) Permettant de rgler, par des moyens pacifi-ques, tous
diffrends internationaux dans lesquelsl'Etat pourrait tre impliqu,
de telle manire quela paix et la scurit internationales et la
justice nesoient pas mises en danger;
c) Portant acceptation, par l'Etat, de l'obligat ionde
s'abstenir, dans ses relations internationales, detout recours la
menace ou l'emploi de la forcesoit contre l'intgrit territoriale ou
l'indpendancepolitique de tout Etat, soit de toute autre
manireincompatible avec les buts de l'Organisation desNations
Unies;
d) Garantissant toutes personnes, sans discri-mination, des
droits gaux en matire civile, poli.tique, conomique et religieuse
et la jouissance desdroits de l'homme et des liberts fondamentales,
ycompris la libert de culte, de langue, de parole etde publication,
d'instruction. de runion et d'association;
e) Garantissant la libert de transit et de "Visiteen Palestine
et dans la Ville de Jrusalem tous lesrsidents et citoyens de
l'autre Etat, sous rserve deconsidrations de scurit nationale et
conditionque chaque Etat exerce le contrle de la rsidence
l'intrieur de ses frontires.
Il. La Commission dsignera une commissionconomique prparatoire
de trois membres chargede conclure tous arrangements possibles pour
raliserla coopration conomique, en vue d'tablir aussittque possible
l'Union conomique et le Conseilconomique mixte prvus la section D
ci-dessous.
12. Pendant la priode qui s'coulera entrel'adoption par
]'Assemble gnrale des recomman-dations relatives la question
palestinienne et lacessation du Mandat, la Puissance mandataire
dePalestine conservera l'entire responsabilit de l'administration
des rgions dont elle n'aura pas retirses forces a.rmes. La

1. Existing rights in respect of Holy Places andreligious
buildings or sites shall not he denied orimpaired.
2. .In so far as Holy Places are concemed, the lib-erty of
access, visit and transit shaH be guaranteed,in confonnity with
existing rights, to aIl residentsand citizens of the other State'
and of the City ofJcrusalem, as weIl as to aliens) without
distinctionas to nationality, subject to requirements of
nationalsecurity, public order and decorum.
GENERAL PROVISION
The stipulations contained in the declaration arerecognized as
fundamentallaws of the State and nolaw, regulation or official
action shall conflict orinterfere with these stipulations, nor
shall any law,regulation or official action prevall over them.
Similarly, freedom of worship shaH be guaran-teed in confonnity
with existing rightsJ subject tothe maintenance of public order and
decorum.
3. Holy Places and religious buildings or sitesshaH be
preserved. No act shall be permitted whichMay in any way impair
their sacred character. If atany time it appears to the Government
that any par-ticular Holy Place, religious building or site is
inneed of urgent repair, the Government may calIupon the community
or communities concerned tocarry out such repair. The Govemment may
carryit out itself at the expense of the community orcommunities
concemed if no action is taken withina reasonable tme.

6. The State shall ensure adequate primary andsecondary
education for the Arab and Jcwish mi-nority, respectively, in its
Qwn language and its cul-tural traditions.
The right of each community to maintain its ownschools for the
education of its own members in itsown language, while conforming
ta such educa-tional requirements of a general nature as the
Statemay impose, shaH not be denied or impaired. For-eign
educational establishments shaH continue theiractivity on the basis
of their existing rights.
7. No restriction shaH be imposed on the free useby any citizen
of the State of any language in priMvate intercourse, in commerce,
in religion, in thePress or in publications of any kind, or at
publicmeetings.'
8. No expropriation of land owned byan Arab inthe Jewish State

financial
obligations1. CitizlJnship. Palestinian citizens residing in
Palestine outside the City of Jerusalem, as weIl asArabs and
Jews who, not holding Palestinian citi-zenship, reside in Palestine
outside the City of Jem.salem shaH, upon the recognition of
independenc~,become citizens of the State in which they are
J'eS1-dent and enjoy full civil and politica1 rights. Per-sons over
the age of eighteen yean may opt, withinone year from the date of
recognition of indepen.dence of the State in which they reside, for
citizen-ship of the other State, providing that no Arabresiding in
the area of the proposed Arab State shaHhave the right to opt for
citizenship in the proposedJewish State and no Jew residing in the
proposedJewish State shall have the right ta opt for citizen-ship
in the proposed Arab State. The exercise ofthis right of option
will he taken ta include the wivesand cIiiIdren under eighteen
years of age of personsso opting.
Arabs residing in the area of the proposed JewishState and Jews
residing in the area of the proposedArab State who have signed a
notice of intention taopt for citizenship of the other State shall
he eli-
~ble to vote in the elections ta the Constituent As-sembly of
that State, but not in the elections to theConstituent Assembly of
the State in which theyreside.
2. International conventions. (a) The State shallbe bound by ail
the international agreements andconventions, both general and
special, to which Pal-estine bas hecome a party. Subject ta any
right ofdenunciation provided for therein, such agreementsand
conventions shali be respected by the Statethroughout the period
for which they were con-cIuded.
(b) Any dispute about the applicability and con-tinued validity
of international conventions or treat-ies signed or ndhered ta by
the mandatory Poweron hehalf of Palestine shall he referred to the
Inter-national Court of Justice in accordance with theprovisions of
the Statute of the Court.
3. Financial obligatio7lS. (a) The State shall re-spect and
fulfil aIl financial obligations of whatevernature assumed on
hehalf of Palestine by the man-datory Power during the exercise of
the Mandateand recognized by the State. This provision includes
~e right of p1;lblic seIVants ta pensions, compensa-tion or
gratuities.
(b) These obligations shali be fulfilled throughparticipation in
the Joint Economic Board in re-spect of those obligations
applicable to Palestine asa whole, and individually in respect of
those ap-plicable to, and fairly apportionable between,
theStates.
(c) A Court of Claims, affiliated with the JointEconomie Board,
and composed of one memherappointed by the United Nations, one
representa-tive of the United Kingdom and one representativeof the
State concerned, should he established. Anydispute between the
United Kingdom and the Staterespecting daims not recognized by the
latter shouldbe referred to that Court.
(d) Commercial concessions granted in respect ofany part of
Palestine prior to the adoption of theresolution by the General
Assembly shall continueto be valid according to their tenns, unless
modifiedby agreement hetween the concession-holder andthe
State.
CHAPITRE 3Citoyennet, conventions internationales et

2. Conventions internationales. a) L'Etat sera lipar tous les

3. Obligations financites. a) L'Etat respecteraet excutera
toutes les obligations financires, dequelque ordre qu'elles soient,
assumes au nom dela Palestine par la Puissance mandataire au counde
l'exercice du mandat et reconnues par l'Etat.Cette disposition
comprend le droit des fonction-naires des pensions, indemnits ou
primes.
b) L'Etat remplira celles de ces obli~tions quisont applicables
l'ensemble de la Palstine, enparticipant au Conseil conomique
mixte; il rem-plira individuellement celles qui, applicables
auxEtats, peuvent tre quitablement rparties entreeux.
c) Il conviendra de crer une Cour des revendi-cations, rattache
au Conseil conomique mixte etcomprenant un membre nomm par
l'Organisationdes Nations Unies, un reprsentant du Royaume-Uni et
un reprsentant de l'Etat intress. Tout dif-frend entre le
Royaume-Uni et l'Etat concernantles revendications non reconnues
par ce dernier,sera soumis cette Cour.
d) Les concessions commerciales acordes pourune partie
quelconque de la Palestine avant l'adop-tion de la rsolution par

CHAPTER 4
Miscellaneous provisions
1. The provisions of chapters 1 and 2 of thedeclaration shall be
under the guarantee of theUnited Nations, and no modifications shaH
be madein them without the assent of the General Assemblyof the
United Nations. Any Member of the UnitedNations shall have the
right to bring to the attentionof the General Assembly any
infraction or dangerof infraction of any of these stipulations, and
theGeneral Assembly may thereupon make suchrecommendations as it
may deem proper in the cir-cumstances.
2. Any dispute re1ating to the application or theinterpretation
of this declaration shaH he referred,at the request of either
party, to the InternationalCourt of Justice, unless the parties
agree to anothermode of settlement.
D. ECONOMIe UNION AND TRANSIT
1. The Provisional Council of Government ofeach State shaH enter
into an undertaking with re-spect to Economie Union and Transit.
This under-taking shall be drafted by the Conunission providedfor
in section B, paragraph 1, utilizing to the great-est possible
extent the advice and co-operation ofrepresentative organizations
and bodies from eachof the proposed States. It shall contain
provisions toestablish the Economic Umon of Palestine and pro-vide
fur other matters of common interest. If by1 April 1948 the
Provisional Councils of Govern-ment have not entered into the
undertaking, theundertaking shaH he put into force by the
Com-mission.
The Economie Union of Palestine2. The objectives of the Economic
Union of Pal-
estine shaH be:(a) A customs union;(b) A joint currency system
providingfor a single
foreign exchange rate;fc) Operation in the common interest on a
non-
discriminatory basis of railways; inter-State high-ways; postal,
te1ephone and telegraphic services,and ports and airports involved
in internationaltrade and commerce;
(d) Joint economic deve1opment, especially inrespect of
irrigation, land rec1amation and soil con-servation;
(e) Access for both States and for the City ofJerusalem on a
non-discriminatory basis to waterand power facilities.
3. There shaH be estahlished a Joint EconomicBoard, which shaH
consist of three representativesof each of the two States and three
foreign membersappointed by the Economie and Social Council ofthe
United Nations. The foreign members shaH beappointed in the first
instance for a term of threeyears; they shaH serve as individuals
and not asrepresentatives of States.
4. The functions of the Joint Economie BoardshaH be to implement
either directly or by delega-tion the measures nccessary to realize
the objectivesof the Economie Union. It shaH have aH powers
oforganization and administration necessary to fulfilits
functions.
5. The States shaH bind themselves to put into

chaque Etat signera un engagement relatif l'Unionconomique et au
transit. La Commission prvue auparagraphe 1 de la section B rdigera
le texte de cetengagement en faisant appel dans la plus largemesure
possible au concours et aux conseils des ins-titutions et
organismes reprsentatifs de chacun desEtats dont on envisage la
cration. Cet engagementcomprendra des dispositions crant l'Union
cono-mique palestinienne, et rglera galement d'autresquestions
d'intrt commun. Si, le 1er avril 1948, le!Conseils provisoires de
gouvernement n'ont passign l'engagement, c'est la Commission qui
promul-guera cet engagement.
L'Union conomique palestinienne2. L'Union conomique
palestinienne aura pour
buts:a) La cration d'une union douanire;b) L'tablissement d'un
systme montaire com-
mun prvoyant un taux de change unique;c) L'administration, dans
l'intrt commun et sur
une base non discriminatoire, des chemins de fer,des routes
communes aux deux Etats, des servicespostaux, tlgraphiques et
tlphoniques, et desports et aroports qui participent aux changes et
aucommerce internationaux;
d) Le dveloppement conomique commun, par-ticulirement en ce qui
concerne l'irrigation, la miseen valeur des terres et la
conservation des sols;
e) La possibilit, pour les 'deux Etats et pour laVille de
Jrusalem d'utiliser, sur une base non dis-criminatoire, les eaux et
les sources d'nergie.
3. Il sera cr un Conseil conomique mixte,compos de trois
reprsentants pour chacun desdeux Etats et de trois membres trangers
dsignspar le Conseil conomique et social de l'Organisa-tion des
Nations Unies. Les membres trangers se-ront nomms pour une priode
initiale de trois ans;ils exerceront leurs fonctions titre
individuel et nonpas en tant que reprsentants d'Etats.
4. Le Conseil conomique mixte aura pour fonc-tions de mettre en
uvre, directement ou par dl-gation, les mesures ncessaires pour
atteindre les ob-jectifs de l'Union conomique. Il sera investi
detous les pouvoirs d'organisation et d'administrationncessaires
l'accomplissement de sa tche.

6. In the event of failure of aState to take thenecessary action
the Board may, by a vote of sixmembers, decide to withhold an
approriate portionof that part of the customs revenue to which
~eState in question is entitled under the EconomicU mon. Should the
State persist in its failure to co-operate, the Board may decide by
a simple majorityvote upon such further sanctions, inc1uding
dispo-sition of funds which it has witlilield, as it may
deemappropriate.
7. In relation to economic development, the func-tions of the
Board shaH he the planning, investi-gation and encouragement of
joint developmentprojects, but it shaH not undertake such
projectsexcept with the assent of bath States and the City
ofJerusalem, in the event that Jerusalem is directIyinvolved in the
development project.
8. In regard ta the joint currency system the cur-rencies
circulating in the two States and the City ofJerusalem shaH he
issued under the authority of theJoint Economie Board, which shall
he the sole issu-ing authority and which shaH determine the
reservesto he held against such currencies.
9. Sa far as is consistent with paragraph 2 (b)above, each State
may operate its own central bank,control its own fiscal and credit
policy, its foreignexchange receipts and expenditures, the grant
ofimport licenses, and may conduct internationalfinancial
operations on its own faith and credit.During the first two years
after the termination ofthe Mandate, the Joint Economic Board shaH
havethe authority to take such measures as may he nec-essary to
ensure that-to the extent that the totalforeign exchange revenues
of the two States fromthe export of goods and services permit, and
pro-vided that each State takes appropriate measuresto conserve its
own foreign exchange resources-each State shall have available, in
any twe1vemonths' period, foreign exchange sufficient to assurethe
supply of quantities of imported goods and serv-ices for
consumption in its territory equivalent to thequantities of such
goods and services consumed inthat territory in the twelve months'
period ending31 December 1947.
10. Ail economic authority not specifically vestedin the Joint
Economic Board is reserved to eachState.
Il. There shail be a common customs tariff withcomplete freedom
of trade hetween the States, andhetween the States and the City of
Jerusalem.
12. The tariff schedules shaH he drawn up by aTariff Commission,
consisting of representatives ofeach of the States in equal
numhers; and shall hesubmitted to the Joint Economic Board for
approvalby a majority vote. In case of disagreement in theTariff
Commission, the Joint Economie Board sha11arbitrate the points of
difference. In the event thatthe Tariff Commission fails to draw up
any sched-ule bya date ta he fixed, the Joint Economic BoardshaH
determine the tariff schedule.
13. The following items shaH he a fint charge onthe eustoms and
other common revenue of theJoint Economie Board:

7. En ce qui concerne le dveloppement cono-mique,.le Conseil
aura pour fonctions de prparer,tudier et favoriser des programmes
communs auxdeux Etats, mais il ne pourra pas excuter ces
pro-grammes sans l'assentiment des deux Etats et de laVille de
Jrusalem dans les cas o la Ville de Jru-salem sera directement
intresse aux programmesde dveloppement.
8. En ce qui concerne le systme montaire com-mun, les monnaies
circulant dans les deux Etats etdans la Ville de Jrusalem seront
mises sous le con-trle du Conseil conomique mixte qui sera la
seuleautorit mettrice et qui fixera les rserves con-server pour la
garantie de ces monnaies.
9. Dans la mesure o le permettra le paragraphe2 b) ci-dessus,
chaque Etat pourra possder Ba pro-pre banque centrale, assurer
lui-mme le contrlede sa politique fiscale et du crdit, de ses
recettes etdpenses en devises trangres, de l'octroi des licen-ces
d'importation, et procder des oprations fi-nancires internationales
sur la base de son crditpersonnel. Pendant les deux annes qui
suivrontimmdiatement la cessation du Mandat, le Conseilconomique
mixte aura autorit pour prendre toutesles dispositions qui
pourraient tre ncessaires pourque - dans la mesure o le pennettra
la sommetotale des revenus en devises trangres tirs par lesdeux
Etats de l'exportation des biens et services, etpourvu que chaque
Etat prenne les dispositions ap-propries pour conserver ses propres
ressources endevises trangeres - chaque Etat ait sa disposi-tion,
pour n'importe quelle priode de douze mois,une somme de devises
~trangres suffisante pourgarantir au territoire lui-mme une quantit
debiens et services imports quivalente . la quantitde biens et
services requis par le territoire pendantles douze mois finissant
au 31 dcembre 1947.
10. Chaque Etat jouira de tous les pouvoirsconomiques qui ne
sont pas expressment confisau Conseil conomique mixte.
Il. Il sera tabli un tar douanier commun pr-voyant une libert de
commerce complte entre lesEtats, ainsi qu'entre les Etats et la
Ville de Jru-salem.
12. Les tarifs seront tabliJJ par une Commissiontarifaire,
compose de reprsentants de chacun desEtats en nombre gal, et seront
soumis au Conseilconomique mixte pour approbation . la majoritdes
voix. En cas de dsaccord au sein de la Com-mission tarifaire, le
Conseil conomique mixte tran-chera les questions en litige. Au cas
o la Commis-sion tarifaire ne parviendrait pas . ~tablir un
tarifdans le dlai fix, le Conseil conomique mixtel'tablira
lui-meme.
13. Les recettes des douanes et autres recettes or-dinaires du
Conseil conomique mixte seront affec-tes en priorit aux catgories

14. After these obligations have been met in full,the surplus
revenue from the customs and othercommon services shaH he divided
in the followingmanner: not less than 5 per cent and not more
than10 per cent to the City of Jerusalemj the residueshaH be
allocated to each State by the Joint Eco-nomic Board equitably,
with the objective of main-taining a sufficicnt and suitable level
of governmentand social services in each State, except that
theshare of cither State shaH not exceed the amount ofthat State's
contribution to the revenues of the Eco-nomie Union by more than
approximately fourmi\lion pounds in any year. The amount grantedmay
he adjusted by the Board according to the pricelevel in relation to
the priees prevailing at the timeof the establishment of the Union.
After five years,the principles of the distribution of the joint
rev-enues may be revised by the Joint Economic Boardon a basis of
equity.
15. Ali international conventions and treaties af-fecting
custorns tariff rates. and those communi-cations services under the
jurisdiction of the JointEconomie Board, sha\l be entered into by
bothStates. In these matters, the two States sha\l hebound to act
in accordance with the majority voteof the Joint Economie
Board.
16. The Joint Economic Board shall endeavourto secure for
Palestine's exports fair and equal accessto world markets.
17. Ali entcrprises operated by the Joint Eco-nomie Board shaH
pay fair wages on a uniform basis.
Freedom of transit and visit18. The undertaking shaH contain
provisions pre-
serving freedom of transit and visit for all residentsor
citizens of both States and of the City of Jeru-salem, subject to
security considerations; providedthat each State and the City shaH
control residencewithin its borders.
Termination, modification and interpretation of
theundertaking
19. The undertaking and any treaty issuing there-from shaH
remain in force for a period of ten years.It shall continue in
force until notice of tennination,to take effect two years
thereafter. is given by eitherof the parties.
20. During the initial ten-year period, the under-taking and any
treaty issuing therefrom may not hemodified except by consent of
both parties and withthe approval of the General Assembly.
21. Any dispute relating to the application or theinterpretation
of the undertaking and any treaty

de Jrusalem; le Con-seil conomique mixte attribuera le reste de
faonquitable aux Etats juif et arabe afin de maintenirles services
gouvernementaux et sociaux de chaqueEtat un niveau suffisant et
convenable; toutefois,aucun des deux Etats ne pourra, en une
anne,se faire attribuer une somme dpassant de plus dequatre
millions de livres environ le montant de sacontribution aux
recettes de l'Union conomique.Le Conseil pourra rviser les sommes
accordes encomparant le niveau des prix au niveau existant aumoment
de la cration de l'Union. A l'expirationd'un dlai de c~nq ans, le
Conseil conomique mixtepourra procder une rvision des principes de
r-partition des recettes communes en s'inspirant deconsidrations
d'quit.
15. Tous les accords et traits internationauxrelatifs aux tarifs
douaniers, ainsi qu'aux servicesdes communications placs sous
l'autorit du Con-seil conomique mixte, seront signs par les
deuxEtats. Dans ces domaines, les deux Etats seront tenusd'agir
conformment la dcision de la majoritdu Conseil conomique mixte.
16. Le Conseil conomique mixte s'efforcerad'obtenir pour les
exportations de la Palestine unaccs juste et gal aux marchs
mondiaux.
17. Toutes les entreprises gres par le Conseilconomique mixte
devront payer des salaires qui-tables sur une base uniforme.
Libert de transit et de visite18. L'engagement devra contenir
des dispositions
garantissant la libert de transit et de visite tousles rsidents
ou citoyens des deux Etats et de laVille de Jrusalem, sous rserve
des ncessits descurit; tant entendu que chaque Etat et la
Villeassureront le contrle des personnes rsidant l'int-rieur de
leurs territoires respectifs.
Dnonciation, modification et interprtation del'engagement
19. L'engagement ainsi que tout trait s'y ratta-chant resteront
en vigueur pendant une priode dedix ans. Pass ce dlai, il restera
en vigueur jus-qu' ce que l'une des parties les dnonce,
laditednonciation prenant effet aprs une priode dedeux ans.
20. Au cours de la priode initiale de dix ans,l'engagement et
tout trait s'y rattachant ne pour-ront tre modifis que du
consentement des deuxparties et avec l'approbation de
l'Assemblegnrale.

E. ASSETS
1. The movable a'lsets of the Administration ofPalestine shall

above. Immovable assets shaH hecome thepropt:rty of the government
of the territory in whichthey are situated.
2. During the period between the appointment ofthe United
Nations Commission and the tennina-tion of the Mandate, the
mandatory Power shall,except in respect of ordinary operations,
consultwith the Commission on any measure which it Maycontemplate
involving the liquidation, disposaI orencumbering of the assets of
the Palestine Govem-ment, sucb a! the accumulated t:reasury
surplus, theproceed! of Government bond issues, State lands orany
other asset.
F. ADMISSION TO MEMBERSHIP IN THEUNITED NATIONS
When the independence of either the Arab or theJewish State as
envisaged in this plan has becomeeffective and the dec1aration and
undertaking, asenvisaged in this plan, have heen signed by either
ofthem, sympathetic consideration should he given taits application
for admission to membership in theUnited Nations in accordance with
Article 4 of theCharter of the United Nations.

A. THE ARAB STATEThe area of the Arab State in Western Galilee
is
bounded on the west by the Mediterranean and onthe north by the
frontier of the Lebanon from Rasen Naqura ta a point north of
8aliha. From therethe houndary proceeds southwards, leaving
thebuilt-up area of Saliha in the Arab State, to join
thesouthernmost point of this village. Thence it followsthe western
boundary Une of the villages of 'Alma,Rihaniya and Teitaba, thence
following the north-em hou ndary line of Meirun village to join
theAcre-Safad sub-district boundary !ine. It followsthis line ta a
point west of Es Sammu'i village andjoins it again at the
northernmost point of Farra-diya. Thence it follows the
sub-district boundaryUne ta the Acre-Safad main road. From here it
fol-lows the western boundary of Kafr l'nan villageuntil it reaches
the TiberiasAcre subdistrict bound-arr line, passing to the west of

2. Au cours de la priode qui s'coulera entre ladate de
nomination de la Commission des NationsUnies et l'expiration du
mandat, la Puissance man-dataire devra, pour toutes les oprations
impor-tantes, se mettre d'accord avec la Commission surtoutes les
mesures qu'elle dsirerait envisager, no-tamment en ce qui concerne
la liquidation, la dispo-sition ou l'hypothque des avoirs du

The south-western boundary of the area of theArab State in
Galilee takes a line from this point,passing northwards along the
eastern boundaries ofSarid and Gevat to the north-eastern corner
ofNahalal, proceeding thence across the land of Kefarha Horesh to a
central point on the southern bound-ary of the village of 'Hut,
thence westwards alongthat village boundary to the eastern boundary
ofBeit Lahm, thence northwards and north-eastwardsalong its western
boundary to the north-eastern cor-ner of Waldheim and thence
north-westwards acrossthe village lands of Shafa 'Amr to the
south-eatserncorner of Ramat Yohanan:- From here it rens
duenorth-north-east to a point on the Shafa 'Amr-Hafaroad, west of
its junction with the road ta l'Billin.From there it proceeds
north-east to a point on thesouthern boundary of l'Billin situated
to the west ofthe l'BillinBirwa road. Thence along that bound-ary
to its westernmost point, whence it turns to thenorth, follows
across the village land of Tamra tothe north-westernmost corner and
along the westernboundary of J ulis until it reaches the
AcreSafadroad. 1t then runs westwards along the southern sideof the
Safad-Acre road to the Galilee-Hafa Districtboundary, from which
point it follows that bound-ary to the sea.
The boundary of the hill country of Samaria and ,Judea starts on
the Jordan River at the Wadi Malihsouth-east of Beisan and runs due
west to meet theBeisan-Jericho road and then follows the
westernside of that road in a north-westerly direction to
thejunction of the boundaries of the sub-districts ofBeisan,
Nablus, and Jenin. From that point it follows the Nablus-Jenin
sub-district boundary west-wards for a distance of about three
kilometres andthen turns north-westwards, passing to the east ofthe
built.up areas of the villages of Jalbun andFaqqu'a, to the
boundary oI the sub-districts ofJenin and Beisan at a point
north-east of Nuris.

paralllement la ligne horizontale 230 duquadrillage, jusqu' l'angle
nord-est du territoiredu village de Tel Adashim. Elle se dirige
ensuitejusqu' l'angle nord-ouest de ce territoire, puistourne au
sud et l'ouest pour englober dans l'Etatarabe les sources du
village de Yafa qui alimententNazareth. En atteignant Ginneiger,
elle suit leslimites est, nord et ouest du territoire de ce
villagejusqu' leur angle sud-ouest; elle se dirige ensuite,en ligne
droite, jusqu' un point de la voie ferreHafaAfula situ la limite
des territoires desvillages de Sarid et d'El Mujeidil. C'est l le
pointd'intersection.
La frontire sud-ouest de la partie de l'Etat arabecomprise dans
la Galile emprunte une ligne qui,partant de.ce point, se dirige
vers le nord en suivantles limites est de Sarid et de Gevat jusqu'
l'anglenord-est de NahalaI. De l, elle traverse le terri-toire de
Kefar ha Horesh jusqu' un point centralsit~ la limite sud du
village d'Hut, puis se dirigevers l'ouest en suivant la limite de
cesillage jusqu'la limite st de Beit Lahm. Elle s'inflchit
ensuitevers le nord et le nord-est, en suivant la limite ouestde

jusqu' l'anglesud-ouest de Ramat Yohanan. De ce point, elleoblique

the built-up area of Zir'in and thenwestwards to the Afula-Jenin
railway, thence north-westwards along the district boundary line to
thepoint of intersection on the Hejaz railway. Fromhere the
boundary runs south-westwards, includingthe built.up area and sorne
of the land of the vil-lage of Kh.Lid in the Arab State to cross
the Hafa-Jenin road at a point on the district boundarybetween Hafa
and Samaria west of El Mansi. Itfollows this boundary to the
southemmost point ofthe village of El Buteimat. From here it
follows thenorthern and eastem boundaries of the village ofAr'ara,
rejoining the Hafa-Samaria district b9und-ary at Wadi'Ara, and
thence proceeding. south-south-westwards in an approximately
straight linejoining up with the western boundary of Qaqun taa
point east of the railway line on the eastern bound-ary of Qaqun
village. From here it rons along therailway Une some distance to
the east of it to apoint just east of the Tulkarm railway
station.Thence the boundary follows a line half.way between the
railway and the Tulkarm-Qalqiliya-,Jaljuliya and Ras el Bin road
toa point justeastof Ras el Ein station, whence it proeeeds
alongtherailway sorne distance to the cast ,of it to the pointon
the raJ.1way line south of the ..lunction of theHafa-Lydda and Beit
Nabala lines, whence it pro-ceeds along the southern border of
Lydda airport10 its south-west comer, thence in:a
south-westerlydirection to a point just west of thebuilt-up areaof
Sarafand el 'Amar. whence it tumssouth, passingjust to the west of
the built-up area of Abu el Fadil10 the north-east corner of the

corner of Umm Kalkha, thence followiqg the northern boundaries of
Umm KalkhaJ Qazaza iand the northem and western boundaries
of;Mukhezin to the Gaza District boundary and thence .runs across
the village lands of El Mismiya, ElKabira, and Yasur to the
southern point of inter-section, which is midway between the
built-up areasof Yasur and Batani Sharqi.

nord-ouest en suivant la limitedu district jusqu' sa rencontre avec
la voie ferredu Hedjaz. A partir de l, la frontire se dirige
endirection du sud-ouest, englobant dans l'Etat arabel'agglomration
et une partie du territoire du vil-lage de Kh.Lid et tr,averse la
route de Haifa Jenin en un point de la limite du district situ
entreHafa et Samarie, l'ouest d'El Mansi. Elle suitcette limite
jusqu' J'extrme sud du village d'ElButeimat. De l, elle suit les
limites nord et est duvillage d'Ar'ara, rejoint la limite des
districts deHafa et de Samarie l'oued'Ara et se dirige ensuiteen
direction sud-sud-ouest, et, presque en lignedroite, rejoint la
limite ouest de Qaqun en un pointsitu l',est de la voie ferre, la
limite est du villagede Qaqun. De l, elle suit le bord est de la
voiefene :sur 'Une certaine distance jusqu' un pointsitu
,exactement l'est de la gare de Tulkarm.Ensuite 'la frontire
emprunte une ligne mi-distance du chemin de fer et de la route
Tulkarm-
Qalqiliya~Jaljuliya.Ras el Ein, jusqu' un pointsitu juste l'est
de la gare de Ras el Ein; de l",elle suit le bord est de la voie
ferre sur une certainedistance jusqu'au point de la voie situ au
sud del'intersection des lignes Hafa-Lidda et Beit-Nabala;puis elle
suit la bordure sud de l'aroport de Liddajusqu' son angle
sud-ouest; de l, elle va en direc-tion du sud-ouest jusqu' un point
situ exactement l'ouest de l'agglomration de Sarafand el'Amar.Elle
tourne ensuite vers le sud, en passant exacte-ment l'ouest de la
zone btie d'Abu el Fadil et vajusqu' l~angle nord-est du territoire
de Beer Ya'Aqov (la frontire devra tre tablie de manire pennettre
d'accder directement l'aroport envenant de l'Etat arabe). Ensuite,
la frontire longeles limites ouest et sud du village de Ramie
jusqu'l'angle nord-est du village de El Na':ana. 'Puis
elles'enfonce en ligne droite jusqu'au point le plusmridional d',El

Elle se dirige ensuite vers Je sud-ouestjusqu' un point de la
grande route de llersabe Gaza, situ deux kilomtres au nord-ouest de
laville. Elle s'incline alors vers le sud-est pour atteindrel'oued
Sab' en un point situ un kilomtre l'ouest de Ja ville. De l, elle
s'incline vers le nord-est et suit l'oued Sab', puis la route de
Bersabe Hbron sur une distance d'un kilomtrej elle tourneensuite
vers l'est et se dirige en suivant un tracrectiligne jusqu' Kh.
Kuseifa, o elle rejoint lalimite des sous-distrirts de Bersabe et
d'Hbron,qu'elle suit cn direction de L'est jusqu' un pointau nord
de Ras Ez Zuweira, ne la quittant quepour traverser la base du
saillant situ entre leslignes verticales 150 et 160 du
quadrillage.
A cinq kilomtres environ au nord-est de Ras EzZuweira, elle
s'incline vers le nord pour sparer del'Etat arabe une bande de
territoire situe le longde la cte de la mer Morte, dont la
profondeur nedpasse pas sept kilomtres; elle arrive ainsi BinGeddi,
d'o elle s'incline directement vers l'est pourrejoindre la
f,rontire de la Transjorda~e la merMorte.

of Beit Daras and across thlands of Julis, Icaving the built-up
arcas of BatanSharqi and Julis to the westwards, as far as
thnorth-west corner of the lands of Beit Tima. Thencit runs cast of
El Ji)'a across the- village lands of EBarbara along the t'astem
boundaries of the villageof Beit Jirja, Ddr Suneid and Dimra. From
thsouth-cast corner of Dirnra the boundary passeacross the lands of
Beit Hanun, lenving the Jewislands of Nir-Am to the castwards. From
the southeast corner of Beit Hanun the lille runs south-west ta
point south of the paraUd grid Hne 100, then turnnorth-west for two
kilometres, tuming again insouth-westerly direction and continuing
in an almosstraight line to the north-west corner of the
village:lands of Kirbet lkhza'a. From there it follow5 theboundary
!ine of this village ta its southernmostpoint. It then rum in a
southerly direction along th(:vertical grid line 90 ta its junction
witl! the horiz..... ntal grid liue 70. It then tums
south-eastwards toKh. d Ruheiba and then proceeds in a
southerlydirection ta a point known as El Baba, beyondlwhich it
crosses the Beersheba-El 'Auja main roadlto the west uf Kh. el
MushriIa. From there it joinsWadi 'El Zaiyatn just to the west of
El Subeita.Jo'rom therc it tums ta the north-east and then to
th(:south-cast following this wadi and passes ta the eastof 'Abda
to join Wadi Nafkh. It then bulges to the:south-west along Wadi
Nafkh, Wadi Ajrim andWadi Lassan to the point where Wadi
Lassan':rosses the Egyptian frontier.

ligne se dirige vers le sud-ouest etatteint un point se trouvant au
sud de la ligne hori.zontale 100 du quadrillage, prend ensuite la
direc-tion nord-ouest pendant deux kilomtres, reprendla direction
sud-ouest et atteint l'angl nord-ouestdu territoire de Kirbet
Ikhza'a en suivant une lignepresque rectiUgn(". De l, elle suit la
linte de ceterritoire jusqu' son point le plus mridional. Ellelonge
ensuite, vers le sud, la ligne verticale 90 duquadrillage jusqu'
l'intersection de cette dernireavec la ligne horizontale 70. Elle
s'incline alors venle sud-est jusqu' Kh. el Ruheiba et prend
ensuitela direction sud jusqu'au lieu dit El Baha, au-delduquel
elle coupe la grande route de Benabe El'Auja, l'ouest de Kh. el
Mushrifa. De l, elleatteint l'oued El Zaiyatin inundiatement
l'ouestd'El Subeita. Elle s'incline alors vers le nord-est puisvers
le sud-est, en suivant l'oued El Zaiyatin, et passe11. l'est de
'Abda pour atteindre l'oued Nafkh. Elles'incurve alors vers le
sud-ouest en suivant l'ouedNafkh, l'oued Ajrim et l'oued Lassan ~t
