Cluster 1 Terms of ReferenceOverall goal:
• To promote a joined-up understanding of current and future spectrum needs across UK users, thereby assisting in maximising associated benefits (social and economic) and by ensuring spectrum supply can be efficiently matched to those needs.
Specific Aims• To identify and characterise the UK private and public sectors which have distinct
dependencies on spectrum • To determine the current needs and usage of spectrum and associated technology• To determine the expectations of change in sector service needs and associated usage of
spectrum• To determine the potential level of flexibility for modes of spectrum access amongst
licenced, licence-exempt and intermediate modes (e.g. licensed shared access, cognitive access etc.)

Cluster 1: Spectrum Applications & DemandProgress summary: September ‘14
• Cluster 1 has gathered views on spectrum needs from: space, broadcast, PMR, energy utilities and PMSE, plus a cross-sectoral examination of long-term UHF policy issues
• Scheduled meetings will address transportation, mobile, defence and short-range applications
• A deliverable report is planned to record these inputs, identify ‘pinch points’ and areas for progress, and to drive the work of the other clusters
• A subgroup led by Simon Pike with cross-sectoral inputs and supported by Ofcom has generated a UK vision for the needs of 5G, which has been presented to WP5D. The resulting diagrams have been incorporated in the working document and a further input is planned.
Cluster 1 Deliverable• Scope:
• Sectoral summary of UK spectrum needs• Identify ‘pinch points’ and ‘opportunities for
collaboration’ as input to SPF’s 2015 work programme
• Audience:• Government to inform future spectrum and
infrastructure policy• Spectrum users to foster mutual understanding
and cooperation• Cluster 3 to inform analysis of social and
economic benefits in common framework• First draft circulated to SPF Steering Board:
