General Information UD Pulau Mas is implementing a responsible fishing practice by having a private supply chain scheme or only buying fish from their members. By this system,

the company has an easier scheme to monitor their total production and control the fishers selling fish to Fish Management Unit. Besideds, UD Pulau plans

to implement a quota system for its fisher members. The preliminary concept proposed by the head of UD Pulau Mas is by considering to number of total

catch in the previous year.

“If a fisher sell his fish to a non-member fisher, automatically he will decrease his own quota,” said Heru Purnomo, the owner of UD Pulau Mas.

Along with WWF-Indonesia, UD Pulau Mas implements the fisheries improvement program by conducting a Better Management Practices (BMP)-grouper

training for one of fisher group assisted by WWF in Wakatobi, South and Eastern Sulawesi Subseascape/SESS. The fisher group is Antapulo which is dominated

by fishers live in Tomia. This group provides 40% of UD Pulau Mas total production in Wakatobi. The training is held on June 206 for its 20 fishers. According

to the result of pre and post-test, the knowledge of them increases 15.61%.

In order to monitor the fishing practice towards the conservation principles in BMP, an assessment of compliance level is conducted to the fishers in ANtapulo

group on February 2017 with the preliminary value (t0) is 71.22%. Based on the assessment, the major aspects needed to be improved are catch result and

fishing vessel data.

Regarding to catch result data, UD Pulau Mas has already implemented a digital base data record using IBM software. However, the fishers need to

independently know the grouper and other catches result as an effort to contribute to the fishery management in Wakatobi. Therefore, after the compliance

assessment, WWF team conducts a training of logbook record to the Antapulo’s fishers. This aims to provide a deeper understanding on catch result and the

fishers are being familiar with the form of data.

Meanwhile, based on the policy stating that all size fishing vessels are obliged to have small pass and fishing vessel permit if the product is exported to the

US and Europe. Based on the observation in the site, all fishing vessel have not been registered to the Fisheries Offices of Wakatobi District. IN the process

of registration, WWF-Indonesia encourages the company and guides the fishers.

Besides those two aspects, the fisher group implements positive activities such as holding group legality, using responsible fishing gear and deciding the

minimum size catch.

Reef fish fishing in Wakatobi, particularky the grouper fishing has shown a decreasing number. For gaining a deeper and a more scientific information, a

historical catch study is conducted by involving all related stakeholders in Wakatobi. The data collection is led by WWF-Indonesia aiming to find out the

historical grouper catch in Wakatobi. The history will be the baseline of grouper harvest strategy document in Wakatobi.

Besides Tomia Island, on June 2017 the WWF in Wakatobi altogether with UD Pulau Mas also implemented fisheries improvement in Wanci Island to two

fisher groups which are Sangeh Kami and Mitra Suni groups, the supplier of D Pulau Mas in Wakatobi District. Throughout the BMP-grouper and snapper to

those two fisher groups coming from Bajo tribe in Mola sub-district, the WWF team informed them about regulation and the responsible fishing practice.

Based on the pre- and post-test in the training, the knowledge of fishers was increasing 15.62%.

Several improvement activities implemented to the two fisher groups are group strengthening and legality to encourage the independency, catch result

record using logbook scheme and updated information about grouper and snapper fishing practice. Based on the observation in the site, the fishing practice

done by members of Mitra Sunu and Sangeh Kami is already implementing the responsible fishing manners using hand line and considering the minimum

catch size instructed by UD Pulau Mas.

The technical assistant is also gained from the Fisheries Office of Wakatobi District from the monthly meeting scheme. The meeting becomes a platform for

fishers to discuss any related activities in grouper snapper fishing practice and a media to share the updated information to government of the current and

future fishing practice.

The main issue found is the lack of quota in the Fisheries Management Plan. In order to solve it, we draft a protocol of fish stock estimation with the National Committee on Fish Stock Assessment.
