Actual Statehood Delayed Conceding that the statehood bill will bo in force within a few days it will be necessary for the territories to hold constitutional conventions, which will require many weeks, submit the consti- tution 10 the people of the territories for adoption and then return them to Washington. Provision is made against joint elec- tions for the adoption- of the constitu-* lion and for the nomination or election «»f .-tate officers. It is impossible, there- fore, to specify when the people of the two territories will enjoy the benefits of statehood, and many believe that it will not bA before the presidential election Scope of Railroad Bill The railroad bill is substantially in accordance with the president's mes- sage demanding amendments to the in- terstate commerce laws. About the only exceptions are that it does not le- galize holding agreements made by railroads, permit mergers or regulate the issuance of stocks and bonds. A big celebration has been planned for Monday night, when speeches will be made around a bonfire by republican and democratic ieaders. Mayor Ixister has requested all .mer- chants and others to display flags on Monday when President Taft signs the Margaret Marshall Doyle A few figure studies in oil by Miss Susan Watkins, the New York portrait painter -who is spending: a few months r in this city, are displayed this week at the -Vickery, Atkin« & Torrcy gal- leries In Putter street, and are strong samples of the artist's style, showing, as they do, her force, power and depth, together with her * exquisiteness'; >of touch and minute attention to all of the dainty details. \u25a0 One painting -represents \u25a0 a young, sweet faced woman in old fashioned dress "of flowered silk, with black lace shawl and mittens and quaint green and lavender bonnet of a bygone day. She is seated on a sofa, the. soft gold and yellow tones of which throw into relief her figure - with its ; graceful lilies. The pose is one of rest and tranquillity, and the face, framed ;with its rich silk and pink rosebuds, is one of deep beauty, serene. ' happy ' and sweet with abiding content. To the left of the sofa a door* opens into an outer room, warm with sunlight, a room In soft oriental tones, that are emphasized by the- low tea table, set with a gleaming copper service. From the* pictures and miniatures on " the wall to the branched candelabra, from the inlaid table with its ornaments and bric-a-brac to the rugs of.wonderful weave, even to the fold in the near- est one whicira'hasty foot. has turned in passing, the attention to detail is marvelous.. It gives to the whole scene a delightful touch of home, . as if' one were looking into the inmost privacy of- a- real home and accepting some of its peace and life. This same effect the artist has given in herd painting called "The Miniature" and in "The Silent- Room," which took the' Julia Shaw memorial prize in New York last winter.- \u25a0 f The lady with the fan is another por- trait shown at Vickery's. The. figure in this Is almost- life size, garbed r in a heavy brocade dresp, with a black lace shawl thrown carelessly "back from her bare shoulders and her lavender bonnet strings half untied. In her , hand she holds an open fan, upon which her at- tention is centered. Itis an easy, un- affected pose, caught apparently by the painter when in a moment of abstrac- tion the outer world was forgotten, and shows again Miss Watkins' strong and vigorous handling..
