IntroductionTheSQUAREproject(shortforSystemofQualityAssurancefortheRecognitionNetworks)aimstoincreasethevisibilityoftheENICandNARICnetworksandtostrengthentheirpositionasastakeholderintheEuropeanHigherEducationArea(EHEA).WithintheSQUAREproject,thistypologyhasbeendevelopedtoincreasetransparencyregardingtherolesandtasksofENICandNARICcentres.ItgivesaschematicoverviewoftheactivitiesofnationalENICandNARICcentresandtheservicestheyprovideintheirfunctionasrecognitioncentres.MakingmorevisiblewhatitisthenationalENICandNARICcentresdo,andshowingboththedifferencesandthecommonalitiesbetweenthem,canfacilitatecooperationandexchangewithinthenetworks.Inadditionitcansupporttheaccessibilityofthecentresforexternalstakeholders,likehighereducationinstitutions,(international)studentsoremployers.
ScopeoftheTypologyBeforegoingtotheExplanationofTerms,itshouldbenotedthatthetypologyislimitedinthesensethatitcontainsactivitiesandservicesrelatedtothefunctionofENICsandNARICsasrecognitioncentres.Dependingonnationalpolicyandthecentre’spositioninthenationalhighereducationsector,themandatesofindividualENICandNARICcentresintheEHEAmaydifferstrongly.Therefore,inreality,manyENICandNARICcentreshaveabroaderplayingfield:somecentresarealsoresponsibleforqualityassuranceofhighereducationinstitutions,theymaybeinvolvedinlobbyandadviceonnationallegislationand/ortheymayprovidesupporttohighereducationinstitutionsintheirinternationalundertakings,etc.However,theseadditionalrolesandresponsibilitiesarebeyondthescopeofthistypology.

ExplanationofTermsThisExplanationofTermsbrieflyexplainsthetermsusedintheschematicoverviewtodescribetherolesandtasksofnationalENICandNARICcentresintheirfunctionofrecognitioncentres.
Legalstatus
HeretheformalorganisationalstandingoftheENIC-NARICofficeisdescribed:
• MinistryindicatesthattheENIC-NARICofficeispartoftheMinistryresponsibleforhighereducationandfunctionseitherasaseparateunitwithintheMinistry,orasanintegralpartoftheMinistry(whereENIC-NARICfunctionsareassignedtostaffalongsideothertasks).
• AnAgencyisapublic(government)bodythatoperatesundertheauspicesoftheMinistryresponsibleforhighereducation,butisnotadirectpartofthatMinistry.
• SeparateorganisationsrefertoENIC-NARICsthatarenon-governmentalorganisations.Note,however,thateventheseparateorganisationscanbehighlydependentonMinistry/governmentfundingtofinancetheiractivities,andoftenarenon-profitorganisations.
Recognitionpolicy
TheextenttowhichENIC-NARICcentrescanorganiseanddefinetheirownrecognitionpolicyandprocedures:
• Autonomousmeansthat,withintheoverarchingframeworksoftheLisbonRecognitionConventionandnationallegislation,thecentrehasthefreedomtodevelopitsownpoliciesonthewayrecognitiondecisionsaretakenandcommunicated.
• Partlyregulatedmeansthatthecentrehastoabidetorestrictiveexternalregulations,butdoeshaveamandateofitsowntodeveloppoliciesonthewayrecognitiondecisionsaretakenandcommunicated.
• Fullyregulatedmeansthathecentreimplementspoliciesthataredevelopedelsewhere(e.g.atMinistrylevel,orwithinanotherministerialdepartmentifthecentreispartoftheMinistry).

Size
Thesizeofacentreismeasuredaccordingtothenumberofstaffavailable(infull-timeequivalent).Thisincludesmanagement,credentialevaluators,financialandadministrativesupportand/orprojectstaff.IftheENIC-NARICispartofalargerorganisation(e.g.theMinistryofEducation),onlystaffthatispartoftheinternationalrecognitiondepartment/involvedinworkprocessesrelatedtointernationalrecognition,istakenintoaccount.Wedistinguish3sizes:
• Smallcentres(1-5fte)• Mediumsizecentres(6-10fte)• Largecentres(>10fte)
Statusoftheevaluation
Credentialevaluationscanbe‘Advisory’or‘Legallybinding’:
• Advisorymeansthat,inthelastinstance,HigherEducationInstitutions/employers/competentauthoritiesarefreetomaketheirownrecognitiondecisionanddonothavetoabidebythejudgementoftheENIC-NARICcentre.
• LegallybindingmeansthattherecognitiondecisionoftheENIC-NARICshouldbefollowed.• Sometimesnationallegislationrequireslegallybindingrecognitionofforeigndegreesonlyforcertainpurposes(e.g.recognitiondecisionsforregulated
professionsarelegallybinding,whereasrecognitionforfurtherstudyismerelyadvisory).Inthetypologythisislabelled‘Advisory&Legallybinding’,andthesetwocategoriesareaddedtotheentry‘Purposeoftheevaluation’(seebelow).
• Noevaluations:AlimitednumberofENIC-NARICcentresdoesnotevaluatecredentialsatall.Theyoftenprovidegeneralinformationonrecognitionofforeigndegreesand(foreign)educationsystemsinstead.
Purposeoftheevaluation
• Furtherstudy:AccesstofurtherstudyinthecountrywheretheENIC-NARICcentreislocated.• Regulatedprofessions: Accesstoaprofessionwhichisrestrictedbynationallawtothoseholdingspecificqualifications.Eachcountydeterminesitsown
nationalsystemofeducationandtraining,andidentifiesitsownregulatedprofessionsandthespecificpathwaystopursuingtheregulatedprofessions.• Employment:AccesstoemploymentinthecountrywheretheENIC-NARICcentreislocatedandwherenospecificqualificationisrequiredbylaw.

• Onlinedatabase:Anonlinedatabasecontaininginformationabouttherecognitionofforeignqualificationsandusuallyprovidingspecificinformationpercountry/region.Anonlinedatabasecanbeusedbyapplicants(priortotheadmissionprocedure,tomakearealisticestimationoftheoutcomesoftherecognitiondecision)and/orbyprofessionalbodieslikeeducationalinstitutesoremployers(tohelpthemmaketheirownrecognitiondecisions).SomeENIC-NARICcentreshaveadatabasethatisfreelyaccessibleforageneralaudience,whereasothersprovideaccessforhighereducationinstitutionsand/oremployersonlyanduponsubscription.
N.B.DatabasesthatallowENIC-NARICcentrestokeeptrackofrecognitiondecisionsofindividualapplicantsarenottakenintoaccounthere.Althoughtheyareavaluableinstrumentforinternalqualityassurance,themainaimofthisentryistoassesstheservicedeliveryoftheENIC-NARICcentrestotheirexternalstakeholders.
• Training:TheENIC-NARICcentreofferstrainingontopicsrelatedtorecognitionofforeignqualificationsforadmissionofficersathighereducationinstitutions,publicauthoritiesand/oremployers.
