Keeping those involved up to date
The Energy Market Authority organised two events on
production subsidies in late autumn 2010: one for verifiers
and the other for interested stakeholder representatives.
In March 2011 two current issues events, in Helsinki and
Jyväskylä, were organised for producers seeking access to
the scheme.
The features of the production subsidy scheme were cove-
red at the events, and guidance was provided regarding the
application and payment procedure. More training events
will be organised in autumn 2011.
Extensive information about production subsidies can be
found on the Energy Market Authority website at www.
energiamarkkinavirasto.fi. Also available on the site are
a proxy form that can be used by enterprises to authori-
se their representative to use the SATU system and basic
details forms used by the Energy Market Authority to create
the enterprise and power plant home pages in the system.
Relevant guidelines can also be found on the website: SATU
user instructions, monitoring instructions for electricity pro-
ducers, and verifier instructions.

the Finnish Emissions Trading System was utilised in the related deci-sionmaking process.
The annual stakeholder survey conducted by the Energy Market Au-thority also covers emissions trading regulation, with respondents rat-ing the functioning of the system as excellent.
Preparations underway for next period
The preparation of two new regulations regarding the requirements set for the monitoring and verification of emissions for the 2013–2020 period was launched by the European Commission in late 2010. Both regulations will be prepared during 2011 and their adoption is due to take place in December 2011. This is a very tight schedule as all the language versions will also need to be completed by the time voting takes place.
Both regulations are being prepared in cooperation with Member States. This work is carried out in working groups led by the Commis-sion and containing representatives of Member States. In addition to these meetings, the year will see stakeholder events intended for en-terprises and professional organisations. These events will enable en-terprises to comment on and influence the contents of the regulations. The Energy Market Authority and the Finnish Ministry of Employment and the Economy are both represented in preparatory working groups.
Malfeasance detected in emissions trading
• VAT fraud
Failure to make VAT payments in crossborder
emissions trading. Amounts involved are large,
totalling billions of euros.
• Phishing and scam sites
Criminals attempt to obtain identification
codes and passwords related to emissions
trading registries. Scam attempts have taken
place in many Member States, including Finland.
The value of stolen emission allowances is
considerable, amounting to several million euros.
Illegal registration fees have also been charged.
One of the scams took place in Germany in February
2010, with cyberthieves gaining access to emission
allowances worth €3 million.
• Attacks against registries
Cybercriminals either attempt to disturb the
operations of emissions trading registries by
overloading online traffic or intruding into the
registry system through the firewall. It is apparent
that the perpetrators have specific information about
the system and that they seek to gain access to
information and new methods to enable intrusion.
• CER recycling
In 2010 a case was detected where a Member State
included in the EU ETS had resold certified emission
reductions (CERs) that had already been used for
EU ETS compliance. The CERs were resold by
Hungary and ended up with parties that were
unaware of their nature.
