In the latest incident that hap- pened last week police revealed that a three-year-old child was raped by a person known to the family. The 35-year-old mother reported that she worked night-shift and left the child in the care of her sister. While she was at work the father of the child came to fetch the child and when she returned home in the morning she made the horrifying discovery that the child had been raped. The 32-year-old suspect was ar- rested and is being detained at Ravensmead Police Station. Police recovered a bloody T-shirt and child’s panties as evidence. This latest incident of child abuse has angered residents who are call- ing on communities and social serv- ices organisation to work harder to stop this scourge in our communi- ties. Roland, a community social worker from Belhar, who did not want his surname published, said that incidents like this were becom- ing more commonplace in commu- nities where drugs and gangsterism were rife. “I don’t know all the particulars of this case, but you hear about these horror stories all the time,” he said. “These men get high, and they can’t control themselves or just don’t care. “But, this is no excuse for what happens, the law must take its full course and these monsters must be put away for life. “We need to fight for our chil- dren, for their safety and get to the root of this problem because it is getting out of hand.” Chantel De Kock, a mother from Delft agreed that this type of crime was an evil that must be stopped and blamed it on children not get- ting proper role models in their communities and the effect of pop culture on the minds of youth. “I listen to young girls talk about their sexual exploits openly on tax- is and buses, and you realise that they don’t even know that they are being abused,” she said. . The death toll of the raging fire whichgutted a Ravensmead home last weeknow stands at three – two adults also diedfollowing the death of a toddler.
TygerBurger recently reported that an 18-month-old girl died in the fire which hap-pened on Sunday 25 March (“Toddler dies inRavensmead house fire,” 28 March.)
Linda Deweer (38) and Neil Solomons (34)died in hospital due to their injuries, Angel-ique Solomons (18 months) died when the in-cident happened.
The cause of the fire is still being investi-gated, but it is alleged that a candle fell over.
On Sunday 1 April the paper visited thehome which has been built onto, and divid-ed into two homes with two families resid-ing in each section.
The reporter found the families were liv-ing inside the damaged house that has noelectricity, no doors, all the windows wereshattered and the smell of burnt and dampgoods lingered in the air.
The City of Cape Town’s building inspec-torate previously declared the dwellingstructurally unsafe, but Catherine Deweersays they have nowhere else to go and there-fore they are forced to live in the housewhich has been destroyed by the fire.
“When the fire happened we were sleep-ing. When we awoke we saw smoke every-where,” she says.
“The fire spread so quickly and in min-utes everything was on fire. It’s devastatingthat we lost people we love. The fact that welost everything is sad, but the people weloved is a trauma we need to deal with.”
Ivan Alexander who also lives at thehouse says they need to put their lives backtogether now.
“It’s difficult to be in this situation havingto start from scratch when our lives weresettled.”
The family now also have financial diffi-culty to bury their loved ones.

“Look carefully at all this music that theyouth watch, its all about ‘dirty’ sex, andthey learn from it and believe that it is right.Somehow we must try to find a way to getpositive role models into their minds.
“Our young men are also influenced, andcan’t relate to having proper relationshipswith women, and then think nothing of evenabusing their children in their own fami-lies,” she said.
Justin Abrahams, from Bonteheuwel, feltthat there needs to be a new unity withincommunities to fight the root causes.
“There should be no mercy for crimes like
these,” he said.“Unfortunately there will be more incidents
like these until we work at destroying the rootcause of this type of behaviour and it startswith the education of our children.
“The government must start playing theirpart in creating an educational environmentwhere all our children are able to achievetheir positive potential.
“Too many of our children fall through thecracks and drop out of school, even at primaryschool level. You see it all the time, you seethese children wandering around duringschool time.
“What happens to them as they grow older,they have no chance at getting employment sothe only option for them is crime, drugs andsoon that road leads to them becoming abus-ers of partners, and even their own children.
“If we can start stopping this at the root, wecan start winning our fight against this typeof abuse in society.”

The city’s fight against drug abuse is get-ting world recognition with anotherclinic getting a major award.
Last week the City of Cape Town’s mayor-al committee member for health, LungiswaJames, officially received a Certificate ofExcellence from the USA Matrix Institutewhich was awarded to the Delft South Ma-trix Clinic.
This was in recognition of the city’s excel-lence and achievement in programmesbased on the Matrix Model.
The Matrix Programme is a partnershipbetween the Health and Social and EarlyChildhood Development Directorates aspart of Council’s alcohol and drug minimi-sation strategy.
This programme was started in the USAin 1984 to promote a greater understandingof addiction disorders and to improve thequality and availability of addiction treat-ment services.
Their mission is to improve the lives ofindividuals and families affected by alcoholand other drug use through treatment, edu-cation and training, research, and promot-ing a greater understanding of addictiondisorders.
Another approach is to emphasise the useof outpatient techniques focusing on life-style changes, training in relapse preven-tion, education about dependencies andfamily involvement.
“This is the second city clinic to be certi-fied, the first being the Tafelsig Matrix Clin-ic which was awarded in April 2010,” saidJames at the ceremony.
“These milestones are practical indica-tors that the city is compliant with worldstandards and is putting practical steps inplace to assist those affected by drug and al-cohol abuse.”

A seminar for the disabled has shown theway forward for entrepreneurs.
Last week a seminar was held at the RiverClub in Observatory spearheaded by theSmall Enterprise Development Agency (Se-da) and organised by Disability WorkshopDevelopment Enterprise (DWDE).
At this seminar entrepreneurial opportu-nities for persons with disabilities were un-packed for relevant stakeholders.
Seda wants to create awareness of their of-ferings to specifically the disability sectorand reinforce inclusivity in the economy.
The seminar was geared towards creating
stable partnerships between DWDE and oth-er organisations in the disability sector. Per-sons with disabilities also had access to en-gage with Seda and other business develop-ers and investigate how they can start theirown businesses.
A database of persons with disabilities, es-pecially entrepreneurs, was also establishedto create a network of opportunities.
Another exciting activity is that there wassome lucky draws to win tools to kick-starta business; 10 free mentorships on offer onthe day.
DWDE’s project partners to ensure work-place success for disa-bledpersons include theWestern Cape Networkon Disability, DisabledPeople South Africa,and Institute for thePromotion of DisabledManpower, Cape Men-tal Health Society,DEAFSA and CapeTown Society for theBlind.

Some 80 young girls were given inspira-tion to “Be The Change” in their commu-nities last week.
They were part of a unique life skills work-shop at the Metro North Education Districtof the Western Cape Education Department,and it ended on more than a high note whensome very important celebrities popped in tomotivate them to achieve their positive po-tential in life.
Co-ordinator of the workshop, LatashaStorm from Help2Care (SA), said the partici-pants were from Bloemkombos High Schooland Masibambane High from Kraaifontein,Hindle High in Delft and Elsies River HighSchool.
“The main goal of this workshop was tomake them aware of their potential to be thebest that they can be in any circumstances,”she explained.
Storm said the first three days were usedto make the learners acknowledge pride andself-esteem within themselves, and to takeresponsibility for what they want to achieve.
“We wanted them to realise that they must
have pride within themselves even in cir-cumstances where all around them were try-ing to push them down.”
The highlight of the week was on the lastday of the event when the girls were visitedby singers Vicky Sampson and BiancaLeGrange, actress Euodia Samson, and busi-nesswoman Enid de Vries.
While the singers had the girls screamingfor more, the important part of their visitwas motivating these youngsters to be partof a change in their communities.
Each of the guest speakers was passionateabout letting them know that they have thepower to be in charge of their lives.
All of them were very frank about the girlsstarting by having pride about their bodies,especially when it came to sex.
Speakers also spoke about overcoming cir-cumstances to be the best in what they do,but warned that this could only come withtaking responsibility for their lives.
Storm concluded by saying that the work-shop has really inspired the participants.
“I think that they have seen and experi-enced a lot this week. I hope that they takethese lessons into these lives with them tostart the change in their communities.”

Sy en Belinda het op pad na dieoop terrein, ’n klompie jeugdigesnadergehark om te kom help en diéjong spiere en lewenslus het dié ver-skil gemaak.
Die sypaadjie aan Oldhamstraat
se kant is ontbos en skoongemaaken die gedeelte al langs die omhei-ning van die huise tussen Oldham-en Bedfordstraat, is ook gepak. Diemeeste gemors is opgetel en opge-stapel in ’n reuse-hoop – baie maan-de se tuinvullis.
’n Ander hoop het stukkendevloerteëls, ’n yslike stuk ondermat,bourommel en wat nog ingesluk.

• Die omskrywing van bruto maandelikse huishoudelike inkomste wordgewysig om skenkings en party ongespesifiseerde vorme van finansiëlesteun uit te sluit, en om die ander inwoners op die eiendom wie seinkomste in aanmerking geneem moet word, te herdefinieer.
2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% moet by die volgende dienste bygevoeg word: water,elektrisiteit, sanitasie en vaste afval.
2.1 WATERDrie stelle watertariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Hoogtepunte van voorgestelde wysigings• HULPTARIEF: Kliënte op die hulptarief wat die maandelikse toegelate
verbruik van 450 kWh weens massa-aankope of seisoensvariasiesoorskry, sal teen die huishoudelike tarief vir blok 4 gehef word.
• GRATIS 50 kWh: Kliënte op die hulptarief wat minder as 450 kWhper maand ontvang, sal steeds die gratis basiese toevoer van 50 kWhontvang.
• NUWE TYDSPESIFIEKE TARIEF: ’n Nuwe tydspesifieke tarief vir hoëspanning word ingestel vir toevoer van 66 kV of 132 kV, na gelang vandie beskikbare netwerk. Hierdie tarief het dieselfde tydperke, diensfooi envraagheffing as die herdoopte tydspesifieke tarief vir mediumspanning,maar die energieheffings is onderworpe aan ’n 3%-korting weens diekleiner verliese op dié spanningsvlakke.
• Vanaf 1 Julie 2012 sal die kategorie ‘Klein kragverbruiker 1’ met diebuitespits-kombinasie tot slegs bestaande kliënte beperk word. Diebuitespits-komponente neem ook met ’n bogemiddelde bedrag toe aseerste stap in die uitfasering van hierdie tarief.

A 10-year-old in Belhar is set-ting his sights on birdies andbeating the best in golf.
Tristan Gallant has just re-turned from playing the FishRiver Sun Challenge, an inter-provincial competition for un-der-12 players from across thecountry, where he finishedthird.
This was the second time thathe represented Western Prov-ince at this level, and he feelsthat he is getting better withmore experience at this level.
In some ways he is helped bycoming from a golfing family,his father Martin, is a respectedcoach and works with the SouthAfrican Golf DevelopmentBoard to develop golf amongyouth.
There is also his uncle,Mervyn, who was one of the first“coloured” golfers to turn pro inthe 1980s.
“I owe a lot to the coachingand encouragement from mydad and uncle,” says the younggolfer.
“Learning from them hashelped my game a lot, and withtheir support I am confidentthat I can achieve my dreams inthis game. And that dream is tobecome a professional and playinternationally,” he said.
Tristan, who is in Grade 5 atErica Primary in Belhar, whoplays off a 12 handicap, was veryproud of his achievement at theFish River competition.
“The competition was verytough, even at this age level butI knew that the hard work thatI had been putting in in practisewould pay off,” he said.
“I really enjoy the game andI am proud to represent theprovince, I also enjoy playing atthe different courses as it alsogives me the chance to see therest of our country.”
Dad, Martin is also veryproud of his son’s achievement.
“He is being given the oppor-tunity that many of us did notget when we were young,” hesaid.
“With hard work he knowsthat he can get to the top and wewill be there to support him.”
Tristan practises at leastthree times a week, and takespart in a schools’ league onMonday afternoons.
Mom, Allison, is also proud ofwhat her son is doing butstressed that his educationcomes first.
“I am happy that he is doingwell, but sometimes I have towatch these two,” she saidabout her husband and son’sgolfing activities.
“He knows that he must applythe same dedication to hisschoolwork as to his golf. I won’tallow him to continue if he doesnot do well in his education, andso far he is keeping that side ofthe bargain,” she smiled.

The last day of the 11th annu-al Kensington AFC YouthCup went right down to thewire on Sunday as penaltieswere required to find cham-pions in both the plate andwinner’s sections of the Un-der-15 tournament.
The Youth Cup featuresbothanu-11 andau-15 compe-tition and started on Fridaywith the 16 teams from eachage group divided in fourgroups of four.
