This plan, which will be evolving over the next few years to 2019, is part of their com- munity outreach programme that will in- volve all stakeholders, private and public, aimed at advancing police and community partnerships. Belhar acting station commander Captain Hermanus de Jager said this was an impor- tant initiative for the mobilisation of com- munities against crime and criminality. “On the whole, this is part of strengthen- ing relationships with the public for the bet- terment of policing, not just in Belhar but the entire Western Cape,” he said. “Our mission is also to intensify public ed- ucation on crime and policing to make a con- tribution towards measures to address root causes of crime.” He also explained that the long-term goals of the initiative are the enhancement of vari- ous factors relating to the fight against crime. “Part of the plan is to improve the func- tionality of the community police forum, as well as sector policing,” he said. “To reduce crime there must also be an im- provement of our relationship with the pub- lic through various forms of structured part- nerships so that the public is confident of our role in the community.” The master plan will focus on five pillars to achieve our goals. “Our first focus will be through arts and culture,” said De Jager. “This is where Safe Roads 4 Youth and Pre- co (Poverty Relief and Empowerment for Change Organisation), under the leadership of Faghmeeda Ameerodien, will play a vital role through their community theatre initia- tive, Project Harmony. “They will take their productions to com- munities, with plays focusing on aspects of crime prevention, especially road safety this festive season. “Their productions will also concentrate on peer pressure among youth, drug and al- cohol abuse, and other youth related prob- lems.” Sport and recreation is another important pillar, with the plan being to reclaim public spaces. “We will partner with organisations to host sport and games sessions in gang affect- ed areas so that our children can learn to play in peace and safety in public spaces.” Another facet of this programme relates to community and police safety with the estab- lishment of a Junior Commissioner for School Safety. Aunique project wants to take youth at riskoff the streets and into education.
Andre Morgan of the Metro Central Edu-cation Department heads the project whichis part of the President’s Award Initiativethat took some youth from Kalksteenfon-tein and provided a taste of what they cando with their lives.
He explained that these youth, who werenot attending school, were identified byBishop Lavis SAPS.
“Some of them were associated with thesnatch and grab groups that prey on motor-ists on the corner of Valhalla Drive and Ja-kkalsvlei Avenue,” he said.
“At the end of November we hosted theprogramme at the LangebaanwegAir Forcewhere they were taken through a series ofactivities to change their behaviour and at-
titude as well as instil some discipline intheir lives.
“We also wanted to encourage them to setpositive goals for themselves and equipthem with the skills to manage conflict ina non-violent manner.”
Morgan said the programme was also apartnership between the Department of Ed-ucationMetro Central District with officersofBonteheuwel SAPSandAirForce officersbased at the Langebaan Airforce Base.
“This exercise is also important becausethese youth are at risk of joining up withmore serious gangs and getting into sub-stance abuse,” continued Morgan.

This Sunday’s cele-bration will start at 16:00 with the build-upto the traditional switch-on and will featurea star-studded entertainment line-up on theGrand Parade.Mayor Patricia de Lille will ‘flick the
switch’ at 20:30 to light up the city, amid aspectacular laser and pyrotechnics display.To honour Nelson Mandela’s remarkable
contribution to the country and democracy,the event will be staged in front of the CityHall, where Madiba made his first publicspeech after his release from prison in 1991.
In keeping with the theme, 2 000 balloons, inthe colours of the South African flag, will bereleased at about 18:30.The free concert will feature a line-up of
performers including brand ambassador forthe Nelson Mandela Children’s Hospital, Za-hara, and local favourites such as AlistairIzobell, Alvon Collison, Emo Adams, and DrVictor and the Rasta Rebels. From her humble beginnings with the Bel-har Music Collective, Lana Crowster has be-come one of the most dynamic performerson the local scene.

The world-renowned Lego art exhibit, TheArt of The Brick, opens at theWatershed Ex-hibition Centre at the V&A Waterfront onFriday (12 December).

As people across the country are left in thedark due to scheduled load shedding, theCity of CapeTown is determined to success-fully and speedily implement energy sav-ing measures.
It aims to start with its internal energyefficiency programme, which has alreadyfitted 1 378 traffic signals with LED lights,a council statement reads.This saves about9 317 megawatt hours and 9 224 tonnes incarbon emissions annually.
It aims to eventually save 16 445 mega-watt hours per year and 16 281 tonnes in to-tal carbon emissions. The retrofittingproject also saw 41 500 incandescent andhalogen lamps in robots being replaced byLEDs at cost of R23m; a total of R11m is be-ing saved.
“About 26% of council buildings have al-so been part of the retrofitting project atR26m, while smart electricity meters arebeing installed at 90 city administrativebuildings,” says mayoral committee mem-ber for energy, environmental and spatialplanning, Johan van der Merwe.
Furthermore, 25 210 street lights havebeen replaced with energy efficient streetlights. The city also has a successful resi-dential energy savings programme. The best way to deal with the Eskom crisisis to set up a full-scale judicial commissionof inquiry to find out what went wrong andhow to fix it.
This is according to Cape Chamber ofCommerce and Industry president JanineMyburgh.
“We are getting so many conflicting sto-ries, allegations and denials, that the onlyway to find the truth is to hand the job toa judge assisted by independent technicaland managerial experts,” says Myburgh.
She says Minister of Public EnterprisesLynne Brown has “inherited an ongoingdisaster and she will not be getting manystraight answers from those involved. Weneed to get to the bottom of the mess be-cause there are important lessons to learnand apply to some of the other failing statebusinesses.”
An inquiry would also be the best way tohold decision makers accountable.
Myburgh says the first step should be tostop the voluntary retrenchment process.She says its the worst way to reduce num-bers.
“Itwill ensure that some of the best quali-fied – but most frustrated – staff take thepackage and go. This will bleed Eskom ofthe skilled hands and minds it desperatelyneeds.”
Peter Haylett, chairperson of the Cham-ber’s Industrial Focus Portfolio Commit-tee, says among the things to be investigat-ed were:
. The neglect of essential maintenancework.
. Eskom’s coal purchases and coal trans-port.

The local singer has achieved considera-ble success with his newest album, Aries,and even has a song, “Quality Time” chart-ing on Heart 104.9 fm’s top 30.Brilynn named the album after his own
star sign, saying that he often looks to starswhen it comes to interacting with others.Not that he believes in astrology whole-
heartedly, but he does like the idea of whatit represents.The music itself is a combination of soul,
R ‘n B and hip-hop with a touch of rock. “Iwrite a lot about personal experience andthings I feel the world needs, and mainlythat’s love. I don’t think there’s anythingbetter to sing about.”Brilynn wrote, produced and composed
most of the songs on Aries himself, and it’shis first album to have a charting single.He started out as a rapper, and being
drawn to the “meanings behindwords”, dab-bled in poetry.“I actually wanted to publish a poetry
book, but I was the only person at that stagewho didn’t know that people don’t reallyread poetry books here,” he says, referringto South Africa.So poetry became rap and rap became
singing, and Brilynn decided there was nopoint in attempting a music career if hewasn’t going to put everything into it.He left his retail management job about

Cape Town band Trentonand Free Radical have re-cently released the music
video for their song, “Don’t YouWorry”.The band feels the song is agood example of how they usecatchy tunes to present mean-ingful lyrics.One example is actually in thesong, which was first releasedin 2012 on the band’s Giant Stepalbum, where front man Tren-ton Birch sings: “...Wish theJapanesewould stop theirwhal-ing.” They eventually did earli-er this year when Japan was or-dered by the United Nations’ In-ternational Court of Justice tostop hunting whales off Antarc-tica.
Fun with filmBut the band say the most im-portant message they want fansto take from the song is that nomatterhowhard life gets, thingswill always endupalright. “Justlook how the Japanese have‘stopped their Whaling’.”Trenton and Free Radical saythey’ve alwayswanted to recorda music video for the song, butnever really had the time until

Eezy My Kinnes ended their last gameat home before the break with a stun-ning 2-1 over neighbours Santos at
Philippi Stadium on Friday evening.As expected, it was a high tempo encoun-
ter between rivals Milano United and San-tos, filled with crunching tackles and afierce battle in the middle of the park.
The Kinnes came close to opening up thescoring in the third minute after DevonSaal and Deniro Stanley teamed up superb-ly on the edge of the area, but Saal’s finalshot was blocked by the oncoming FaganMuller.
At the other end, Muller made no mistakefrom close range when he gave the People’sTeam an early lead in the seventh minutewith their first chance of the game.
Muller was in the right place at the righttime and tapped in a loose ball following adead-ball situation, after goalkeeper LeeLangeveldt made the initial save.
Minutes later, the former Santos attackerStanley was on the end of a through-passand attempted to lob the ball over the headof Gambian International goalkeeper PaDembo Touray, but was denied by the wood-work.
The visitors started off strong as antici-pated and did a great job in the midfieldwhere captain Tyren Arendse and SizweNyambi were closing down all the spaces.Their quick pressing midfield were re-stricting Milano from building up play intothe final third, yet, the Kinnes persisted andshowed signs of an equaliser.
A quarter way in, Brandon Theron camenarrowly close to levelling matters, but wasdenied by Touray from a one-on-one situa-tion. Milano repeatedly harassed CheslynJampies down the right-hand side throughthe speedy Ganief Stellenboom, who contin-

Santos captain Arendse attempted fromdistance in the 38th minute after 30-minutesof play without a shot on goal. A frustratedFagrie Lakay also attempted from range,but his uncontrolled shot was off target aswell.
Nasief Morris came up for a corner set-piece and came close to scoring what couldhave been the goal of the season, but he wasunfortunate to see his overhead-kickcleared off the line by Sachin Dawood. Be-fore the break Stanley rattled the wood-work yet again with a ferocious shot follow-ing an exquisite one-two play on the edgeof the 18-yard area.
The visitors were eager to start the sec-ond period strong, but shots from both Su-hayl Allie and Arendse went high and wide.
Meanwhile, at the opposite end, Stanleybeat shot-stopper Touray for a third timebut was denied once more by the upright.
Santos’ Lakay was well contained by thelanky Taariq Fielies who minimised hisdaunting runs in the final third. Fielies,who enjoys attacking down the line, had aphenomenal game as he cut off the danger-ous Santos attacker.
Lakay and Santos’ top goal-scorer Alliewere nowhere to be found in the last halfhour of the match as the home side keptthings compact.
In the 75th minute super-sub Brent Adon-is found the back of the net with a headedattempt from a Nazier Jacobs set-piece, af-ter just six minutes on the pitch.
