Talks that DPW is in the process of transfer-ring the huge tract of land (Erf 1117) to thecity are apparently false.Siyabulela Mamkeli, mayco member for
human settlements, says the city is not in-volved in matters relating to this land.“DPW owns the land on which the Happy
Valley informal settlement and a number ofother structures are situated; therefore, allmatters pertaining to this land and the occu-pants must be referred to them,” says Mam-keli.“Should DPW require the occupants to va-
cate the land, it will be their responsibilityto obtain a court order, normally carried outby the sheriff of the court, and to provide al-ternative accommodation for those affected,if the nature of the order requires this.”At the timeofwriting,DPWhadmore than
100 hours to answer eight questions askedby TygerBurger and missed two newspaperdeadlines.
Thursday, they only started giving attentionto it on Tuesday, over 10 hours past the firstdeadline.The only information from DPW at the
time of going to print was that the people liv-ing in the informal dwellings were removed“a long time ago”.DPW therefore “only now concern them-
selves with Happy Valley”.Sihle Ngobese, the spokesperson for West-
ern Capeminister of social development, Al-bert Fritz, says they contacted this group ofresidents after they were invited in July bythe Concerned Residents of Blouberg(CROB).“After an assessment by our social work-
ers, the team went door-to-door to reach outto the informal dwelling residents, and of-fered services to thosewho expressed the de-sire for assistance.“Thekey services soughtwere in assisting
many of the residents to reconnectwith fam-
ily and relatives, and toverify if childprotec-tion serviceswere required.Thedepartmentprioritised assistance to the children whowere found at this site,” says Ngobese.To this effect, 11 families were assessed on
15 July and were all found to have family inAtlantis.“Among the 11 families, only two families
were found to be living with their children.Social workers from the department, withassistance fromthe local councillor, assistedin relocating the children from the two fami-lies to Atlantis,” he said.If the children were relocated, then they
must have returned to Tokkietown.
Cries unansweredAccording to Ngobese the team of social
workers returned for a follow-up visit on 5November. He said they will remain in con-
tact with the dwellers through their MetroNorth regional office and be available if fur-ther assistance is needed.“Who will help us?” asks one of the resi-
dents.They have been approached by different
departments, councillors and members ofthe community, but their cries for help re-main unanswered.Jarrett visits the dwellers regularly.On the one hand he responds to the objec-
tions from the residents in sector 1 and helpsafeguard them against crime that seeming-ly originates from Erf 1117, and on the otherhe hears the children cries from Tokkie-town, anddowhathe can fromahumanitari-an perspective.“Whose responsibility is it to care for
them,” asks Jarrett.“It simply cannot go on like this.”

den, painted a room and built a big closetfor items such as the residents’ boardgames.
Highest honourAccording to the home’s manager, Alet
Bosman, it was quite a sight to see the di-minutive King drilling holes in the wall
like a professional.The Springbok Scout Award is the high-
est honour a scout can get.“It takes quite long (to get the award),”
laughs King.“You can start at around the age of 11 and
must complete it before you’re 18.”It is given to scouts who change their
community for the better.Before one can earn this award one must
have completed numerous other steps.“It ranges from doing survival courses,
first aid, map reading and so forth. I’ve gotone thing left to do, which is my hike onthe last week of November inGrootWinter-hoek. It is about 47 km,” she continues.Even though King is very happy to soon
qualify for the award, this wasn’t the rea-son she helped those in need over the years.“We were all rejuvenated and energised
by the changewe havemade at EricMiles,”
she adds.Bosman was extremely impressed by
King.“She had to work 40 hours, but she defi-
nitely worked longer than that. She is anamazing kid and somature! Her leadershipskills are amazing and she is the keenestworker I have ever come across,” exclaimsBosman.
Helping othersKing’s message to other teenagers out
there is that helping others is the ideal op-portunity to learn more about yourself.“It’s not only about helping others, but al-
so yourself, since so few people know whothey truly are.”Suffice it to say, after all thehours of com-

Die dood van ’n sewentiende bejaardeinwoner van Huis Serendipity sedertJunie het nou aan die lig gekom.
Maar Sharon Roberts, eienaar van dié te-huis vir bejaardes in Panorama, sê die 88-ja-rige Lana van Zyl was tegnies nie een vanhul inwoners nie, omdat sy vir weke in diehospitaal was voor sy gesterf het.
“Die dag toe my ma in Panorama-hospi-taal opgeneem is, het dit vier ure geneemom haar bedwonde skoon te maak. Die dok-ter het aan ons gesê dit is die ergste gevalvan verwaarlosing van ’n bejaarde wat synog by dié hospitaal gesien het,” sê LindaBurger, Van Zyl se dogter.
Oproep“Ek het op Saterdagoggend 23 Augustus
’n oproep van een van die werkers by dieouetehuis gekry om my te vra of my skoon-ma se begrafnisgoed reg is, want dit lyk nieof sy dit gaan maak nie,” vertel Frank Bur-ger.
Hulle het hom ingelig Van Zyl het hart-versaking. “Ek sê toe vir hulle Ouma moethospitaal toe en teen die tyd dat ons van diePaarl af daar aankom, het die ambulans pasopgedaag,” sê hy.
“Die paramedikus het vir ons gesê dit isdie hoeveelste mens wat hy daar gaan haal.Hy het dadelik ’n EKG in die ambulans ge-doen en bevind daar is niks met haar hartfout nie, maar ons het gehoor hoe een vandie versorgers sê ‘as die dokter die been siengaan hy hoogs ontstoke wees’,” sê Linda.
“My ma was vuil, haar doek ’n dag laasgeruil.
Ondervoed“Sy het verskriklik geruik. Haar een been
en voet was vol bedwonde. Op een plek wasdit 4 cm diep. Haar liggaam was deurtrekmet septisemie.
“Sy moes twee bloedoortappings kry, sywas ondervoed, gedehidreer. Die vloeistofhet uit haar liggaam geloop. Die dokterswas skepties oor haar toestand. Hulle hetgesê om haar lewe te red, moes haar beenafgesit word, maar sy was in daardie stadi-um te swak,” sê Linda.
“In daardie stadium was die been volgens
die dokter nog net met een tendon aan haarliggaam geheg. Deel van haar enkel wasweg. Haar liggaam was in ’n erge spasmaineengetrek en hulle het vir ons gesê dit lykasof sy selfs so lank as twee weke in dieself-de posisie gelê het,” sê Linda.
Maar die 88-jarige Lana van Zyl het terug-geveg en binne ’n week in die hospitaal,buisvoeding en daaglikse fisioterapie, hetsy haar kleur begin terugkry en gewig beginoptel. Ná drie weke was sy sterk genoeg dathaar been bo die knie kon afgesit word. Diewond het, volgens haar dogter, verbasendgoed herstel. Maar kort daarna het Van Zylvog op die longe opgedoen en is op 14 Okto-ber oorlede aan septiese skok.
“Ons het die bewerings oor die slegte kosen misbruik van medikasie by Huis Seren-dipity in die koerant gelees, maar ons weetniks daarvan nie. My ma het Alzheimers ge-had en kon nie meer met ons kommunikeernie. Maar ek het nie van die plek gehou nieen ek kon haar nie betyds daar uithaal nie.
“Ons het elke twee weke by haar gaan kui-er,” sê Linda.
Roberts sê dit is nonsens. Volgens haarhet Van Zyl se kinders in die vyf jaar watsy in Serendipity gewoon het, net ’n paarkeer kom kuier en moes sy hulle smeek ompleisters vir Van Zyl se wonde te stuur.
“Ons kon haar nie hospitaal toe stuur nie,want ons kon nie die familie in die handekry nie,” sê sy.
Mediese fondsDie Burgers sê egter Van Zyl het ’n uitste-
kende mediese fonds gehad en Roberts hetdit geweet. “Waarom is sy nie beter behan-del nie? Waarom is sy nie vroeër opgeneemnie? Waarom het ons nie van hierdie wondegeweet nie?” wil hulle weet.
“My ma het gely,” sê Linda. “Ons het ge-dink in die Kaap gaan my ma beter versor-ging kry as in die Paarl en by Serendipitykon sy Tafelberg sien. Dit was die grootstefout van my lewe.”
Sy sê hulle het R5 300 per maand betaalvir haar bed, versorging en etes. Huis Se-rendipity mag 28 mense huisves en versorg.
Volgens Roberts is die aantygings oorwanvoeding en die misbruik van medikasieby Huis Serendipity wat deur ’n voormaligewerknemer, Lozita Benjamin, aan die me-dia gemaak is, gemeen. Maar, sê sy, dit isook ’n bedekte seën.
“Nou is ons bewus van ’n paar goed watons kan verander, wat ons nie eens van ge-weet het nie.
“Ons moet byvoorbeeld ’n konstitusie hê,geregistreer wees by die Demensie-raad en’n bestuurskomitee kry,” sê sy.
Sy sê sy het ook klaar gereël dat die perso-neel nog opleiding kry en die geverfde se-mentvloer in die eetsaal geteël word.
Sy sê dit is waar dat die huis nie heeltemalklaar geregistreer is nie, maar meeste vandie goedkeurings is reeds gedoen. Hulle wagnog op een sertifikaat, waarvoor hulle al in2008 aansoek gedoen het.
“Die plek moet aan ’n sekere standaardvoldoen, maar ek gaan nie mense wegwyswat my nodig het nie. Hierdie was my roe-ping. Serendipity was nog altyd ’n lieflikehuis. Kry mense partykeer jeuksiekte (sca-bies)? Ja. Maak mense ander mense hierseer? Nee. Bedien ons ou kos? Nee. Gebeurongelukke partykeer? Youth participants, who joined teacherHeinz Geiger and Blaauwberg Nature Re-serve’s conservation student Dale Slabbert,were Sarah Metelerkamp and Shaun No-thard, both from Elkanah High School.
Sarah, who has responsibility for herschool’s Oystercatcher Project (under theumbrella of the school’s environmental ac-
tivities portfolio), said one of the first thingsparticipants learn during the walks is thatoystercatchers don’t catch oysters at all,they eat mussels.
An avid devourer of knowledge, one ofShaun’s extra-mural activities involvesworking in their school library. Participa-ting in an OCC for the first time, he was ex-hilarated to be on the beach and learningso much whilst having fun.

A group of local domestic violence organi-sations and volunteers have found a novelway to raise awareness on domestic violen-ce and to support victims of abuse.
Write Yourself Free is a stop motion ani-mation project, but the organisations invol-ved first need to find the funding to createthe awareness film. They’ll be doing thisthrough the crowd funding site www.thun-dafund.com, where donors can pledge a do-nation in exchange for a reward.
The awareness film revolves around thevictim falling in love, but experiencing se-veral kinds of abuse and either doesn’tknow it is a form of abuse or needs guidanceto get help. Eventually, the victim writesthemself free and gets the necessary help.The story will run alongside a poem beingrecited, which will reinforce the film’s mes-sage. The end of the animation will showca-se organisations and provide informationon how to seek help.
All major pledgers will be given a three-second showcase before the ending credits,which will include the names of the people who pledged funding.
Other rewards include name recognitionof film and website, a notebook and pen, aDVD of the whole campaign, and other goo-dies. Donors can even get their very ownpersonalised stop animation film.
Fundraising ends on Sunday 30 Novem-ber and once funding has closed the projectcreator, Jowyn du Plessis, domestic violen-ce organizations involved and volunteerswill start working on the stop animation aswell as all the rewards for the pledgers/bac-kers.

It was anothermemorable day for everyoneat Eric Miles Cheshire Home’s recent fete– especially for Rita Barnard.
Rita celebrated her 25th year as fete vol-unteer, which is a remarkable achieve-ment.
Cheshire Home’smanager, Alet Bosman,heaped praise on Rita, who is the motherof a resident.
“She is such a great example to others,especially other parents. Her stall at thefete brought in the most money,” says Alet.
“Everyyearher stall has brought inmoreand more money. This year she madeR28 000 by selling everything from usedclothes to white elephant goods. And if shemakes R28 000.01, then the home will getR28 000.01,” she says.
Alet says when Rita started 25 years ago,her sonwas still inhis cradle. Sheapparent-ly had to juggle breast-feeding him with
selling items.This year her son helped Rita at the stall,
while incredibly, her son’s child now alsohelps.
This yearly fete is one of the highlightson the home’s calendar, and the biggestfund-raiser of all.
The fete was apparently not quite as suc-cessful as last year, but they nonethelessraised R112 000.
All of this will be used for much-neededoperational costs.
“There were plenty of people and the at-mosphere was great! The residents werepart of it and everyone were so friendly toeveryone else,” smiles Alet.
The home is always in need of outsidehelp or donations, so Alet uses the opportu-nity to ask someone to donate a prize thatcould be raffled soon.
Residents sell tickets, andnot onlymakesmoney for the home, but for themselves aswell. Thewinning raffle ticketwill thenwinthe donated prize.

Since the introduction of the Implanon con-traception device at public health facilitiesin February, city health has trained nearly200 staff members on the insertion techni-que.More than 15 000 devices have been im-planted since the newmethod was introdu-ced.The City of Cape Town is now increasing
its capacity to provide Implanon to womenat public health facilities amid increasingdemand.Implanon is a device that provides con-
traception for women for three years afterinsertion. The device is a rod that is inser-tedunder the skinwith a preloaded applica-tor. After pregnancy is excluded, a trainedpractitioner makes a small incision in theupper arm to insert it. It stays there, relea-sing a progesterone-like hormone for up tothree years to prevent pregnancy.“This method of contraception differs
from the more established methods in thatwomen do not have to remember to take apill every day or return for an injection eve-
ry few months. It gives them more controlover their health, well-being and reproduc-tive choices, especially women for whomunplanned pregnancy is undesirable or ahealth risk.“However, it is important to note that
while the device protects against pregnan-cy, like other contraceptive methods, wo-men must still take the necessary precauti-ons to prevent sexually transmitted infecti-ons,” said the city’s mayco member forhealth, Benedicta Van Minnen.The device is provided free of charge to
clients at public health facilities. The sideeffects are rare and generallymild, with on-ly a small percentage of women requiringremoval of the device. Forwomenwhowishto conceive, fertility is restored within twoweeks after the removal of the device.Between February and September 2014,
city health has observed amarked increasein requests for the Implanon device, asshown in the number of implants comple-ted at clinics across the metropole.

A fargreater proportion of New YorkState citizens live in cities,whereas in Texas the popula-tion is largely rural.As crime tends to be more
prevalent in cities than thecountryside, the inference canbe drawn. There are other

SURPLUS APPORTIONMENT - UPDATE
As advised in Surplus Communication Number Four, the Trustees have submitted theproposed project plan to the Financial Services Board to complete a SurplusApportionment Scheme (detailing how the surplus is to be distributed amongsteligible stakeholders).
The Actuary appointed by the Fund to assist the Fundwith its Surplus Apportionmenthas analysed the data required for the surplus calculations and has requested that theadministrator of the Fund provides additional data in order to complete the surplusapportionmentcalculations.
Since most of the data required were not stored electronically as the data is requiredfrom January 1980, the administrator is in the process of extracting the data frompaper records which has significantly lengthened the process of finalising the data forthesurplusapportionment.
The Trustees have thus submitted a revised project plan to the Financial ServicesBoard to complete a SurplusApportionment Scheme(detailinghowthe surplus is tobedistributedamongsteligible stakeholders).
The Actuary needs to finalise the calculations before the Trustees of the Fund canconsider theSurplusApportionmentScheme.
As mentioned earlier, the Actuary has requested additional data required forcalculating the proposed distribution of surplus and to identify thememberswhowillbeeligible for surplus.
Please note that registration as a formermember of the Fund is not a guaranteethatanysurpluspayment isdue,as thiswill onlybe finalisedoncetheauthoritieshaveapprovedthescheme.
The Surplus Apportionment Scheme has to be formally approved by the FinancialServices Board before any payments can start. This approval process can take manymonths, and isnot likely tobe finalisedbefore theendof2015.
Therearesixmainpoints tounderstandat this stage:1. The process is going to take a long time to complete. This is not the fault of the Trustees or the
Administrator of the Fund, but simply due to the complexity of all the required steps, as prescribed inlegislation. It isnotpossibleat this stage togivean indicationofwhentheprocesswill becompleted.
2. It is unlikely that there will be much money, if any, to distribute to active Fund members as formermemberswhodid not receive both their and the Employer's contributionswhen they left the Fundhavetobepaidbeforeanysurpluscanbeawarded toactivemembers.
3. Nocashpaymentscanbemade toanyonewhois still anactiveFundmember.4. No payments will be made until the required approvals from the authorities have been obtained and
the surplus process is completed. As the surplus process will not be completed this year no paymentstoanypotentiallyeligiblepastmemberswill bedone thisyear.
5. Once the surplus apportionment process has been completed every past memberwho has registeredwith the Fund will receive a letter from the Fund advising them whether they have qualified for asurplusbenefit ornot.
6. Similarly every active Fund member will also be advised by the Fund in writing as to whether theywill benefit fromthesurplusapportionmentornot.

Western Province golfer VanessaSmith celebrated her fifth nationalvictorywhen she lifted the SouthAf-
rican Women’s Mid-Amateur Champions-hip title with an impressive down-to-the-wi-re performance at Irene Country Club onWednesday (5 November).
The Milnerton mid-amateur took the leadwith an opening 74, but registered an unsa-tisfactory 84 in the second round that cut hereight shot advantage to just four strokes.
But Smith made the trip to Pretoria a me-morable one when she showed the chasingpack her heels with a closing 76 to seal a ru-naway nine stroke victory in the Champi-onship Division with a winning total of 14-over-par 236.
Smithwon the SA JuniorOpen and the SAWomen’s Amateur Match Play in 2000. Thesame year, she lifted the Jackie Mercer Tro-phy as the leading amateur in the SA Wo-men’s Open and the following year, won theSA Women’s Open in her rookie pro season.
Capping a solid seasonThe triumph followed closely on her re-
cent triumph at the Boland Women’s Mid-Amateur and caps a solid season for Smith.
“I’m absolutely delighted to add this titleto my national tally,” said the 36-year-old
former professional.“This victory means so much to me. I real-
ly wanted to win this title and I preparedwell for the championship. But the older youget, the harder it gets and it don’t think itcould get any harder than this week.”
Although her final total was well over thetarget she set herself at the start of the week,Smith was nevertheless thrilled with theoutcome.
“After the first round, I thought six overwas a reasonable target, but the secondround just killed me,” Smith said.
“I struggled to get going and was five overby the time she reached the turn. We werecalled off and sat around for nearly twohours towait out the lightning.After thebre-ak, I just couldn’t get things going and thebogeys just added up.
No mistakes“I still had a four shot lead, but I knew I
would have to limit my mistakes in the finalround. Liezl (Smit) and Jane (Mackenzie) ca-me at me hard on the front nine, but by thetime we reached the turn, I was pretty confi-dent that I could win it.
“The course played incredibly long and Istill had five bogeys on my card, but I can’ttell you how wonderful it was to finally
knock in a birdie putt at the 17th. And finis-hing with a par at the 18th was just the icingon the cake. This is a victory I will cherishfor a very long time to come.”
Smith from Prince’s Grant closed with an81 to take second on 243 and finished fivestrokes clear of defending champion SonjaBland and fellow KwaZulu-Natal player,Mackenzie.
Bland closed with an 81, while former pro-fessional Mackenzie from Ladysmith signedfor a final round 84.
