Riddles, chairman of the Community Law and Order Foundation and a resident of Scottsville for two decades, says there has been a sharp rise in violent crime in Scotts- ville and the community have lost faith in the police. “Last weekend seven murders were com- mitted in Kraaifontein, with one victim be- ing shot more than 20 times. And this, only a week after a another gang-related shooting that killed a young man and injured three more. When is this all going to end? A few months after two high school girls were shot in cold blood, the community continues to live in fear and yet the police visibility in Scottsville is to be increased,” he says, add- ing that more special operations are critical- ly needed, especially with school holidays coming up at the end of the month, “when the lives of the youth are especially endan- gered”.Van Niekerk also disputes this state- ment, in part. “Every sector in Kraaifontein receives policing,” she says. partment of community safety’s safetykiosks is still underway and the communityof Scottsville’s application is part of a num-ber of applications received.“Training and support of neighbourhood
watches are continuously done on a needsbasis and on either request from the neigh-
bourhoodwatch or on instruction by the de-partment,” he says.He added the annual policing needs and
priorities (PNP) consultation workshopsare currently taking place across theprovince and that the PNP for the Kraaifon-tein police cluster is scheduled for earlyNovember.“For the first time since the PNPs were
considered in the Western Cape, this yearmarks the start of a newly structured two-dayPNPconsultationworkshop,whichwillsee a practical and implementable safetyplan drafted that is aligned to the safetyneeds within the community,” he says.The national crime statistics released in
September last year, indicated that themur-der rate in Kraaifontein had increased from87 in 2005 to 112 in 2014, with relative fluctu-ations in the years between.In the category for crimes detected as a
result of police action, the increase was ex-ponential.Only 337 drug related crimes were regis-
tered in 2005, while 2 516 of the same crimeincidence was registered in 2014.

A local musical production featuring 24members of the Bloekombos Second-ary School choir in Kraaifontein, was
recently nominated for a Jeunesses Musi-cales International YAMA Award for BestOpera of 2015.
The 24-piece ensemble ofBloekombosSec-ondary choir performed alongside eightprofessional singers and actors as well as abaroque chamber orchestra in this piecethat encompasses several choruses and ari-as from Handel’s Messiah.
The production premiered at Artscape inMarch this year.
“We are one of four finalists selected fromapplications fromall over theworld, includ-ing New York, Brussels, and Berlin,” saiddirector Shirley Apthorp from Umculo Pro-ductions.
TheproductionComfortYe,which took itsname from a famous line in Handel’s epicmasterpiece, was inspired by real stories asexperienced by children who grew up in thedusty streets of Bloekombos.
The autobiographical texts of these youngpeople were captured during a 10-day work-shop in December 2013.
“They penned their stories and I used itas material to write the text,” stage directorand librettist Robert Lehmeier told Tyger-Burger.
The main story revolves around one dayin the life of a young man in Bloekombos.
“It is a dark story, full of ambiguity andshadow, but finds its way to an optimisticconclusion,” says Lehmeier, also associatedto Umculo Productions, an internationalmusic organisation that supports lasting so-cial change through music in South Africa.
He further described the piece as heart-wrenching and gripping, with a deeply spir-itual undercurrent.
“It is a story of love and death in themidstof abject poverty, substance abuse and teen-age pregnancies, and the title Comfort Yebrilliantly encompasses the theme of theproduction - how to overcome and find hopewhen everything seems so desperate,” hesaid.
Apthorp adds that they are immenselyproud of this recognition of the artistic andeducational quality of their work.
Winners will be announced on 14 Septem-ber at the YAMA Awards Ceremony in Bu-charest.
“We hope that Umculo’s success in thisyear’s YAMA Awards will give us a boostin terms of international recognition thatwill help with our future work in South Af-rica. We also feel that the talented youngparticipants of Comfort Ye deserve thisaward!”
Choirmaster Siyabulela Sulelo says he isvery excited about this nomination.
“It is almost unreal to know that we wentup against big opera houses worldwide andmanaged to be among the four finalists,” hesaid.

elbow grease, and you have a school.Well, sort of.These were the “ingredients” used by
workers at the Metro Evangelical Servi-ces’s (MES) office in Bellville up to lastFriday, to help a local church build aschool in the missionary village ofGreyton.YvetteConradie ofMESheard theBell-
ville Presbyterian Church was planningto build a school using entirely recycledmaterial, so she offered the clients atMES’s office an opportunity: Help makethe ecobricksneeded, andget a daily freemeal and coffee out of the deal.“I just felt we needed to give the clients
something to do and to keep them out ofmischief, while helping others and theenvironment. With this project, we weretrying to educate them about plastic dis-posal.”Yvette said the project ran for three
months.“The project was to be finished by Sep-
tember when the church will take all thebottles to Greyton – it’s a ‘nine-eleven’project,” she laughed.Thebricks aremadeof two-litre plastic
bottles filled to the brim with pieces ofplasticwaste and sometimes sand,whichwere all pressed deeply into the bottle us-ing sticks.“You can find all sorts of information
about the bricks on the internet. It’s real-ly interesting how they put it all togeth-er.“But I have to say: It requires a lot of
elbow grease to get the plastic in thereand make the bricks really strong, thento fill it with sand.”
She said the workers brought the bot-tles to the centre filled, using wheelbar-rows. Then they continued working in aspecial space that was created for theproject on the MES grounds.“At first I had seven workers – every-
one was excited about putting the plasticinto the bottles. Then we had four, andI ended up with a team of just two work-ers. It is understandable, because it wasreally hard to get the plastic to fit and ithurt their hands,” she said.Theworkerswere rewardeddailywith
ameal voucher for a free lunch and a cupof coffee when they returned the nextmorning to finish off theworkday endingat 16:00.“I’m not sure how many bricks were

Readers declare war against taxisDESIRÉE RORKE

A “reign of terror”, “anarchy”, a“growing epidemic of lawless inva-ders” and “absolute lawlessness”
are but a few of the terms used by fed-upmotorists to describe the general behavi-our of taxi drivers in the northern su-burbs.
In response to an article published inlast week’s edition (“City to get tough ontaxis”), dozens of readers responded withstrongly worded letters pleading with lo-cal and regional authorities to intervenespeedily.
The story referred to local city council-lor Roxanne Hoorn, who two weeks agobrought a motion to the City’s transportauthority to strategise plans to protectother road users from reckless taxidrivers after yet another serious inci-dent.
Hoorn herself was recently the victimof intimidation, nearly assaulted aftershe was forced to overtake a taxi on OldPaarl Road between Brackenfell andKraaifontein.
Taxi nightmareThe following are excerpts from some
of these letters:Hennie Cloete says the route on Old
Paarl Road between Kraaifontein andBellville is a nightmare.
“The public has complained about thisad nauseum, but nothing gets done. I’mhappy to hear that Ms Hoorn escaped in-jury, but why must a city councillor firstbecome a victim before the issue is putunder the spotlight?” he says.
Lean Sadie, from Bonnie Brae in Kraai-fontein, says she is sick and tired of thecontinuing lawlessness of taxi drivers.
“Theyblatantlydisregard the rules andsafety of all other roadusers. Taxi ownersshould drive their own taxis. This waythe owner can be the only responsibleperson and therefore be more carefulwith his very expensive vehicle.”
She makes no bones when she says:“The powers that be should grow a back-bone and be more vigilant with traffic of-fenders, especially drivers in possessionof a Public Drivers’ Permit.
“We need more traffic officers doing re-al traffic work and not sitting behindspeeding cameras. We need traffic offi-cers that continuously hold roadblockschecking vehicle roadworthiness and en-forcing the rules of the road. We are tax-payers and we demand that the powersthat be ... do what they are paid to do.”
Ian Coetzee feels it’s imperative for thecommunity to unite against the mayhemcaused by taxi drivers.
“Not longafter the saddeathof a daugh-ter of our community (in Brackenfell), weare back in the rat race with only a faintmemory of that terrible morning.
“Motorists are being blamed for racingdown Frans Conradie (Road), where per-manent speeding cameras are expected toregulate driving behaviour ... while taxidrivers are given a free pass to do whate-ver they feel right in order to performtheir ‘service’ to commuters,” he says.
“No respect is shown for other moto-rists, or even pedestrians, and when youtry to ‘correct’ them, theybecomeviolent,swinging their arms and swearing at youwhile your children are in the car.
“When is the City’s Law Enformentgoing to clamp down on this?” he asks.
Juliet Luthango from Kuils River, whouses Van Riebeeck Road on a daily basis,says she is happy that something mightfinally be done to reign in taxi driverswho without regard to the law have “ta-ken the roads for themselves.”
Amanda Smith says what happened toHoorn, must have happened to herselfabout 10 times already.
“The worst was when I was with myson. I can tell you with no hesitation thatif I (didn’t have a child in the car), I wouldhave done something that I would haveregretted terribly.
“Please, please, please, for the upteenthtime, stop these these taxi drivers whoare giving all a bad name!” she says.
ChantelleMinnaar suggests that trafficofficers be deployed on Old Paarl Roadduring peak hours, and Mariethie Hay-ley, who has used Old Paarl Road for thelast 15 years, agrees with her.
“The taxis are a major problem in theKraaifontein area, especially on OldPaarl Road turning into Northpine,” shewrites.
“They just burst in front of you to turnright into Northpine Drive, coming fromthe lane next to you, and there are neverany cops around,” says Minnaar.
One Lynette from Brackenfell, who re-gularly uses the route, says Old Paarl Ro-ad is very risky and not a pleasantdriving experience.
“You never know when you will be thenext victim of road rage, but you expectit at all times,” she says.
She adds most female drivers, especial-ly those with a child in the car, must have
felt intimidated or threatened at one timeor another.
“I have been in a situation more thanonce where I had to violate the rules ofthe road in order to ‘accommodate’ aruthless taxi driver.”
Often overloadedOne L Cloete agrees:“I drive on Old Paarl Road daily on my
way to work and you battle to keep calmbehind the steering wheel.
“What happened to councillor Hoorn isexactly what happens daily on this road.Commuters are forced to use taxis and donot have a choice. They cannot make useof trains, because the trains are constant-ly late and overcrowded,” she says.
Taxi commuter Amanda Gerds fromBellville adds that taxis are often overloa-ded.
“At the Bellville taxi rank, the ‘peoplein charge’ threaten you with your life orshout other obscenities. We once commu-ted in a taxi inwhich theyused chipboardto cover a hole in the floor so that youdon’t fall through.”
She reckons the traffic department is“useless” when it comes to clampingdown on dangerous and reckless taxidrivers. “They need undercover trafficcops and roadblocks. The taxi drivers be-come clever and do their best to avoid get-ting stopped.”
Marietjie Haye sums it up aptly whenshe says: “As taxpayers who pay the sala-ries of traffic officers and Law Enforce-ment (officers), we demand help from thegovernment that we voted into power inthe Western Cape.”

Brett Herron, mayoral committeemember for Transport for Cape Town(TCT), the City’s transport authority,
on Friday announced the City has estab-lished a dedicated Transport EnforcementUnit (TEU) within the City’s directoratefor safety and security.
This announcement comes in the wakeof a motion made by local councillorRoxanne Hoorn for the City to clamp downon taxi drivers endangering the lives ofother road users.
“The City’s transport authority is wellaware of the need for a more focused strate-gy in addressing the issues Hoorn men-tions in the motion,” he said in a statementto TygerBurger.
Herron says the proposed unit is in theprocess of being adequately resourcedwith additional law enforcement officialsand the necessary technology to ensure itsefficiency.
“If all goes according to plan, this newunit should be deployed onto the City’sroads by October,” he says.
The TEU will focus on public transport,in particular operators without operatinglicences, operators who are contraveningthe terms of their operating licences, mini-bus taxis and private cars using the redMyCiTi lanes, as well as motorists who usethe bus and minibus taxi lanes on the N2freeway during the peak-hour periods.
The unit will initially consist of 136 offi-cials from the existing enforcement units.
“Apart from the 136 officials, it is pro-posed that an additional 20 traffic officersbe appointed to support the public trans-port system, including the removal of thelarge number of illegal taxis that are cur-rently operating on MyCiTi routes and de-priving the City of much-needed income,”he says.
The Transport Enforcement (TE) branchsituated within TCT will, together with theTEU, determine, monitor and review thetasks to be performed by the unit.
“The TE branch will use business intelli-gence such as accident data, surveys of theregulation department, complaints aboutthe MyCiTi service and other relevant sta-tistics to determine the TEU’s priorities, aswell as where and how the officials of theunit should be deployed in order to bestserve its transport enforcement mandate,”he says.
Herron is of the opinion that the forma-tion of the TEU will enhance the safety, se-curity and reliability of public transportand will reduce road accidents, deaths andinjuries.
“I am confident that the new model fortransport enforcement will pay off verysoon, and that this unit will make a signifi-cant difference to minibus-taxi driver be-haviour, speeding and general lawless-ness,” concluded Herron.
JP Smith, mayoral committee memberfor safety and security, added that taxisdisregarding the provisions of the Nation-al Traffic Act, cause problems all over thecity.
“The City’s Traffic Service conducts en-forcement operations in as many areas aspossible, including in the Kraaifontein andBrackenfell areas.
“However, given our finite resources, weare not able to be everywhere all of thetime,” he said in response to aTygerBurgermedia enquiry.
“Our enforcement efforts include issu-ing fines for transgressions in terms of theNational Road Traffic Act, but also check-ing for permits and ensuring that taxis onthe road are operating legally. As revealedrecently, our traffic officers regularly im-pound the vehicles of taxi drivers whohave no operating permits or are operatingin contravention of their permit condi-tions,” he says.
