Introduction• 1990-2006• Golf Cart injury rate increased more than 130%• From 5,772 cases in 1990 to 13,411 IN 2006•Most common injuries occurred from • Falling & jumping from a golf cart• Ejection resulting in head injuries

For the efficient & economic transportation of persons & equipment to various campus locations

Golf Cart Policy • Tulane University Uptown Campus only• Approved by the TU President’s Cabinet• Applies to use of golf carts & other 3 or 4 wheeled
cart-type vehicles• Powered by electric or internal combustion
engines• Operated by TU employees, students & university-
approved contractors

Golf Cart Policy • Limited to Valid Business Use• Transporting personnel, equipment, supplies for TU• Transporting employees or students with temporary or
permanent disability needs
• Office of Insurance & Risk Management to maintain a master list of TU depts approved to operate golf carts• Number of carts, registration numbers & operators
• University-approved contractor may be approved to use a university-owned golf cart
• Prohibits personal use other than disability-related needs

Golf Cart Policy • Operators• Only authorized employees, contractors, & students• Must have a valid driver’s license• Must receive a copy of the Golf Cart Policy• Your dept must ensure employee compliance with license
& policy distribution & documentation.
• Prohibited operators• Dependents of authorized operators• Non-affiliates of TU except for approved contractors• Anyone without a valid driver’s license

• Do not park in non-designated areas• Soft surfaces • Landscaping, unpaved surfaces, natural covered areas
with mulch, pine bark or straw• In front of building entrances, stairs, handicap ramps or
main thoroughfares• Sidewalks

• Safety - Vehicular• Do not operate in a manner that may endanger
passengers, others or damage property• Obey all campus traffic regulations & signs• Travel in the direction of the flow of traffic when on a
campus street • Do not exceed posted speed limits for motorized vehicles
on campus streets

• Safety – Pedestrian & Cyclists• Pedestrians and cyclists have the right of way• Stay at least 10 feet behind any pedestrian or cyclist• Do not exceed the speed of pedestrian traffic present on
campus sidewalks• Do not pass pedestrians or cyclists at any time• If a pedestrian or cyclist is traveling in the opposite
direction• Come to a complete stop• Wait until the pedestrian or cyclist passes

• Safety - Personal• Do not exceed the passenger limit or load capacity for the
cart• Passengers must keep their heads, legs & arms inside the
cab• Do not stand on the back of the cart• Do not modify a cart without the permission of Facilities
Services. Only Facilities Services can modify a cart.

• Safety - Personal• While the cart is moving, an operator cannot• Use a cellphone• Write, read or send text messages
• Operate the audible alarm and strobe while the cart is moving.• Use the headlights for operation after dark. Do not use a
cart after dark if not equipped with headlights that operate.

Golf Cart Policy • Enforcement by TUPD
• For the safe operation, registration & parking of carts• Citations to be issued to the operator• For parking, speeding and other operational violations
• Citations to be issued to the responsible dept or contractor• If the operator cannot be identified
• Copies of citations to be sent to the dept, Office of Insurance & Risk Management and SVP for Operations/CFO.
• If a contractor is issued a citation, the dept hiring the contractor is responsible for the fine if it is not paid.

• Routinely inspect & maintain the cart as per manufacturer
• Inspect no less than annually• Maintenance to be performed by Facilities Services• Depts to be charged for this service
• Securing of carts• Lock or secure when not in use or after hours• Responsibility of the dept for property damage or
bodily injury
