• Oxygen, heat/ignition source, & fuel must be present for fire to occur.

• Fuels can be in form of solid, liquid or gas.• Ignition sources: ex., smoking materials, candles,

appliances

• Fire safety policies – Use only permitted appliances.– Candles, incense, etc. are prohibited.– Refrain from tampering with fire safety

equipment (fire extinguishers, smoke detectors, sprinklers, etc.)

– Evacuate the building when the fire alarm sounds.

• Report/address unsafe conditions.– Exit signs: not illuminated, missing or

damaged– Room doors: poor repair, not latching – Stairwells: doors blocked open or not

latching, storage– Corridors: trip hazards, obstructions– Fire alarm pull stations: poor repair, blocked

• Know actions to take.

• Know exit locations (at least two ways out).

• Learn to use/locate fire extinguishers.

Emergency Action Plan– Assists in conducting

safe/effective evacuations – Developed for each

residence hall– Designates an assembly

location for each hall– Staff trained by

Departmental Safety Representatives (DSR)

Fire ResponseIf you discover the fire, use the acronym

ESCAPE. • Evaluate the situation. • Secure the Area - Remove occupants from

immediate area. • Close the doors to contain the fire/smoke.• Activate the fire alarm – using manual pull station.• Phone public safety:

– Uptown campus - 865-5200 (ext 5200), TUDPS– Downtown campus - 988-5555 (ext 55555), TUHSC

Police

• Extinguish the fire – using a portable fire extinguisher, as appropriate.

Portable Fire Extinguishers

• – To use them, remember PASS– Pull the pin– Aim the nozzle at the base

of the fire– Squeeze the handle, and– Sweep the fire from side to

side

Fire extinguisher classifications correspond to the classes of fire that can be extinguished by that extinguisher.

A – ordinary combustibles B – flammable liquids

C – energized electrical equipment D – combustible metals

Fire Response

• When you hear the fire alarm:– Staff

• Follow your procedures.

• Check fire alarm panel which will indicate floor/zone in alarm.

• Evacuate building using the nearest stairwell or ground floor exit.

• Account for all persons – make sure that everyone is out of the building.

Fire Response

• Report to First Responders – TUDPS or TUHSC Police, Facilities Services, or Fire Dept

– Location of fire/alarm activation

– Conditions – smoke, flames, heat

– Evacuation status

• Assemble at the designated location.

• Do not re-enter until “All Clear” is issued by TUDPS or TUHSC Police.

– Students - Evacuate immediately.• Use the nearest stairwell or ground floor

exit.• Assemble at the designated location. • Once out stay out.

– Do not re-enter until “All Clear” is issued by TUDPS or TUHSC Police.

• In Student Training, inform residents of:– Recognizing/preventing/correcting potentially

hazardous situations– Emergency preparedness– Actions to take during fire alarm

Fire Safety Programming

• Fire Drills– Why are they done? Practice for occupants.

Educates occupants on building fire safety features, egress facilities, & evacuation procedures. Required by LA State Fire Marshal

– How often?• 5/year (2/semester, winter and fall; 1/summer

semester; 2 at night when residents are sleeping)

– Coordinated and documented by OEHS

Failure to Evacuate – Is it worth the risk?

• Perception: It won’t happen to me.

• Results in increased risk from fire.

• Fires occur in college environments.

Reporting• Report all fires immediately to Campus Police

– Uptown Campus: Call 865-5200 or use emergency phones.– Downtown Campus: Call 988-5555 or ext. 55555.

• Do not dial 911; Campus Police will contact the Fire Department

• Staff must document all fire alarm activations– HRL staff use the form, “Tulane University Fire Alarm

Activation Report” – Send a copy to OEHS
