# The largest types of manufacturing business are manufacturing of computer, electronic and optical products (in terms of number of units) and manufacturing of basic metals, fabricated metal products and other non-metallist mineral products (in terms of GFA) (based on the Hong Kong Standard Industrial Classification Version 2.0 adopted by the Census and Statistics Department).
^ The largest non-manufacturing business is transportation, storage, postal and courier services (in terms of both number of units and GFA) (based on the Hong Kong Standard Industrial Classification Version 2.0 adopted by the Census and Statistics Department).
Area Assessment
The area (about 0.9 ha) comprises one industrial building, a piece of agricultural land and an electricity sub-station. To the immediate south of the area is a larger site zoned “OU” annotated “Comprehensive Industrial Development with Commercial and Community Facility” (Plan A24). No new development/redevelopment has been undertaken in the areas since the completion of the 2009 Area Assessments. The industrial stock retains at about 0.08 million m2
GFA. The industrial building in the area has 26 storeys. It is 21 years old, under multiple ownership and in fair condition.
The overall vacancy rate of the industrial building is about 3.9%, which is comparable to the 4.1% identified in the 2009 Area Assessments though slightly higher than the territorial figure of 3.5%. Such vacancy is also slightly higher than the average of 3.5% for the seven areas in the Northwest New Territories. One unit in the building was divided into subunits, involving about 0.2% of the GFA. In terms of usage, Warehouse/Storage is still the largest user, with a significantly increased GFA from about 44.5% in 2009 to about 64.7% in 2014. Office takes up about 9.8% of the GFA, which is higher than the 6.5% identified in 2009 Area Assessments. Only about 4.5% of the GFA is for Manufacturing/Workshop use which is lower than the 7.8% of the 2009 Area Assessments. “Other Uses” account for 0.2% of the GFA, which is the same as the 2009 Area Assessments. In terms of employment, about 722 workers are estimated to be engaged in the occupied non-subdivided units of the industrial building, including about 108 workers (15.0%) in the manufacturing business and about 614 workers (85.0%) in the non-manufacturing business. The overall figure only accounts for about 1.2% of the total of 61,763 persons engaged (other than those in the civil service) in various business/industries in the Tuen Mun District identified by C&SD in June 2014. So far, there is no planning approval or building plan approval for proposed new development in the area or proposed redevelopment/wholesale conversion of the existing industrial building in the area.

In view of the stable vacancy rate of the industrial building and its high usage for Warehouse/Storage, the area could be retained as “I”.
Recommendation
To retain the area as “I”.
