Commission on Higher Education (CHED)

Technical Education and Skills Development Authority (TESDA)

Commission on Higher Education A governing body covering

both public and private higher education institutions as well as degree granting programs in all tertiary educational institutions in the Philippines

Established in may 18, 1994 through R.A. 7722 (The Higher Education act of 1994)

Functions of CHED

Formulate and recommend development plans, policies, priorities, and programs on higher education;

Formulate and recommend development plans, policies, priorities, and programs on research;

Recommend to the executive and legislative branches priorities and grants on higher education and research;

Set minimum standards for programs and institutions of higher learning recommended by panels of experts in the field and subject to public hearing, and enforced the same;

Functions of CHED

Monitor and evaluate the performance of programs and institutions of higher learning for appropriate incentives as well as the imposition of sanctions such as, but not limited to, diminution or withdrawal of subsidy, recommendation on the downgrading or withdrawal of accreditation, program termination or school course;

Identify, support and develop potential centers of excellence in program areas needed for the development of world-class scholarship, nation building and national development;

Functions of CHED

Rationalize programs and institutions of higher learning and set standards, policies and guidelines for the creation of new ones as well as the conversion or elevation of schools to institutions of higher learning, subject to budgetary limitations and the number of institutions of higher learning in the province or region where creation, conversion or elevation is sought to be made;

Develop criteria for allocating additional resources such as research and program development grants, scholarships, and the other similar programs: Provided, that these shall not detract from the fiscal autonomy already enjoyed by colleges and universities;

Functions of CHED

Direct or redirect purposive research by institutions of higher learning to meet the needs of agro-industrialization and development;

Devise and implement resource development schemes;

CHED

In order to implement courses pertinent to Tourism and HRM, it sets guide lines via what they call as CMO 30- CHED Memorandum Order 30.

This order lays down the foundation of the different courses that are needed to be offered by he educational institutions.


An agency of the Philippine government under the Department of Labor and Employment responsible for managing and supervising technical education and skills development in the Philippines.

Established through the enactment of Republic Act No. 7796. AKA the "Technical Education and Skills Development Act of 1994"


TESDA is mandated by law to: Integrate, coordinate and monitor skills

development programs; Restructure efforts to promote and develop

middle-level manpower; Approve skills standards and tests; Develop an accreditation system for institutions

involved in middle-level manpower development; Fund programs and projects for technical

education and skills development; and Assist trainers training programs.


TESDA develops demand-based standards.

Government Sector

Sometimes called as the “Public Sector”

Before the creation of Government Entities, the Private sector was responsible for promoting Philippine Tourism.

In a nutshell, this sector provides the laws and regulations used by the entire industry in the course of their business activities.

Government Sector

The functions and responsibilities of the Government sector are the following:

Regulating the standard of facilities and services through licenscing, classification, qualification and accreditation systems and tourism awards.

Setting up general tourism policies Formulating and implementing tourism laws and regulations Represent the industry in hearings relating to the tourism

legislation Formulating and implementing tourism master plans Marketing and coordinating marketing efforts for inbound,

domestic and intra-bound tourism Promoting tourism through websites, collateral materials videos,

tourist information centers, representative offices overseas, supporting local travel fairs and participating in international tourism events.

Government Sector


Looking after tourists safety and security by operating tourist police units or by coordinating with the police authorities and 24 hour call center or hotlines

Collect tourism statistics Produce, manage and dissimenate tourism related

information Cooperating and liaising with international organizations,

LGU’s the private sector and the NGO’s Represent the national government in signing international

tourism agreements Promote tourism investments by establishing policies,

benchmarks and best practices

board of Travel and Tourist industry was created by law.

The primary agency responsible for encouraging, promoting and developing tourism as a major socio-economic activity to generate foreign currency and employment.

secretary with a cabinet rank. Its original functions include:

Effective removal of unnecessary barriers to travel

Integrating and simplifying travel regulations and enforcement

Review all tourism projects which could include loans from the government.

• The Marketing arm of the Department of Tourism.

• This is the agency responsible for international tourism marketing.

• Participates in trade missions and travel trade expositions.

• Produces sales collateral and trade advertising.

• Responsible for major international promotional campaigns:- Islands Philippines- Jeepney Island Adventure- Musical Islands Philippines

Tourism Infrastructure and Enterprise Zone Authority

• Formerly called the Philippine Tourism Authority.

• Mandated to designate, regulate and supervise the TEZ’s

• Develop, manage and supervise tourism infrastructure projects in the country.

To generate revenues to fund both national and corporate developmental needs and/or undertakings
