    The World of TRUBA MANUNGGAL

    Coal

     The Company provides EPC services through its subsidiaries,

    PT Manunggal Infrasolusi. PT Manunggal Infrasolusi deals with

    EPC work related projects to power infrastructure as well as

    other industrial EPC such as the oil and gas sector. PT Manunggal

    Infrasolusi operates two other companies under its management

    in the form of PT Truba Jaya Engineering and PT Manunggal

    Engineering. Over the years, through its subsidiaries, The Company

    has constructed about 90% of PLN’s coal-fired and gas-fired

    power plants, or roughly 15,000 MegaWatt capacity, including the

    construction of some of the largest power plants in Indonesia for

    the state-owned company PLN, such as:

    - 2 x 660 MW CFPP (coal-fired power plant) Paiton, East Java- 3 x 600 MW CFPP Suralaya, West Java

    - 2 x 660 MW CCFP Tanjung Jati B, Central Java

    - 740 MW GTCC (gas-turbine combined cycle) Cilegon, West Java

    - 1500 MW GTCC Gresik, East Java

    Integrated Engineering, Procurement and Construction (EPC)

    Domestic demand for electricity in Indonesia is still considered

    largely unmet; particularly in areas outside Java. In addition, the

    presence of adequate infrastructures and utilities such as electricity,

    is one of the factors that induces favorable environment for

    investments. In response to this need, the Government opened

    up the power generating sector to private sector participation in a

    bid to overcome the power supply shortage. Truba Manunggal has

    responded positively to the Government’s call, and is well on its

    way in constructing several power plants which it will subsequently

    operate and maintain.

    Power Generation

    Indonesia holds significant amounts of coal reserves that could

    meet the demand for energy fuel in Indonesia for many years to

    come. This offers the opportunity for coal to serve as a much more

    affordable source of energy. Truba Manunggal recognizes this

    opportunity and set its sight on securing concessionaires with

    proven coal reserves as well as obtaining the rights for exploratory

    works.

     Truba Manunggal is also engaged in industrial projects in and outside of Indonesia, including: Installation of gas turbine for

    Arabian Bemco, Tank works for Qatar Petroleum, Gantry Cranes for Laem Chabang and Structural works for Siemens. Truba’s

    industrial projects in Indonesia includes: NSO phase A field for Exxon Mobil, Nickel smelter plant for INCO, Aromatic plant for

    Pertamina and Urea fertilizer storage for PT Pupuk Kaltim.

     Truba Manunggal views its EPC services as an integral

    part of a one-stop solution for the development and

    commissioning of electricity power plants, transmission

    and other industrial works.

     To achieve this, the Company has established wholly-

    owned subsidiaries, namely PT Manunggal Infrasolusi.

    EPC (Manunggal Infrasolusi) which is engaged in powerplant and industrial EPC.

     The three subsidiaries of Manunggal Infrasolusi are

    PT Truba Jaya Engineering (TJE), which is engaged

    primarily in construction activities, and PT Manunggal

    Engineering and PT Suar Alam Engineering, both of

    which are engaged in engineering and procurement

    activities.

     TJE has implemented a number of installations that

    include power plants, machinery for industrial as well

    as the oil and gas sector. Whereas ME and SUE provide

    technical assistance for power plant construction

    projects, through feasibility study, detail engineering, as

    well as procurement of machinery and equipment. All

    three companies crucially support the Company in its

    venture to operate in an integrated manner.

    With over 30 years experience in EPC, we are one of

    Indonesia’s leading EPC contractors for a wide variety of

    power and industrial plants. We estimate that, through

     TJE, we have built more than 90% of the coal-fired

    and gas-fired power plants in Indonesia, with unitcapacities ranging from 25 MW to 660 MW and a total

    installed capacity of more than 15,000 MW. We have

    also successfully completed a large number of industrial

    plant EPC projects, including cement plants, fertilizer

    plants, chemical and petro-chemical plants, oil and

    gas processing facilities and pulp and paper plants. In

    addition to our existing EPC capabilities, we are also

    currently expanding into the construction of renewable

    energy power plants.

     The Company’s procurement services includes access

    to raw materials and construction equipment, building

    materials, and imported goods needed for construction,

    mechanical or electrical works.

    The Company is an integrated Engineering, Procurement, and

    Construction (EPC) services include the construction of power plants

    and industrial plants.

    Overseas Project – Truba Arabia

     Truba Arabia is a Joint Venture between PT Truba

    Jaya Engineering (TJE), a wholly owned subsidiary of

    “Truba Manunggal”, and Arabian Bemco Contracting

    Co. (BEMCO) a leading EPC contractor in Saudi Arabia. Truba Arabia started operation in 2002 to serve Electrical

    and Mechanical installation of the power generation

    industry, oil & gas and industrial plants projects in

    Saudi Arabia and the Middle East region. Truba Arabia

    has a dedicated team of professional and highly skilled

    workforce of over 1,000 personnel. The company has

    already been contracted to install more than 40 gas &

    steam turbines in Saudi Arabia

    with a combined generating capacity of 4,000 MW.

     Truba Arabia’s Quality and Safety is built upon TJE’s

    system that is internationally certified - ISO 9000:2000,OHSAS and ASME. TJE provides support to Truba Arabia

    by mobilizing experienced key project supervision

    personnel and provides technical assistance in all

    aspects of the management of projects.

    Certification

     Truba Manunggal, through TJE, is accredited by the

    American Society of Mechanical Engineering (ASME) for

    the design and assembly of power boilers. TJE has also

    obtained the International certifications in the form of

    ISO 9001 (Quality Management System) from Llyod’s, ISO

    14001 (Environmental Management System) and AHSAS

    18001 (Occupational Management) from Sucofindo

    International. These certifications testify the Company’s

    strength in human resources; the skills and experiences

    of the Company’s personnel and ability to meet vigorous

    standards of quality control.

    Electricity power in Indonesia is currently in short supply.

     The problem is more acute in areas outside Java where

    infrastructure development has lagged behind those in

    Java.

     The enactment of regional autonomy laws has meant

    that Indonesian provinces have to generate their own

    revenues by stimulating local industries and businesses.

    But with the prevailing power shortage, neither business

    nor investments can be expected to take roots, much

    less grow.

     The Government is fully aware of the power crisis

    situation. Hence, the Government of Indonesia has

    embarked on an accelerated program to construct new

    power plant that will produce about 10,000 MW ofelectricity from coal-fired power plants. The program is

    termed the 10,000 MW Fastrack program that is slated

    to be completed within 3 years, beginning construction

    in 2007. The move by the government to utilize coal

    as fuel for power generation is due to the abundant

    coal reserves that Indonesia has, which would provide

    a cheap solution for power generation to an emerging

    country like Indonesia. This program is open for private

    sector participation.

    Responding to this opportunity, the Company positions

    itself to undertake not only the EPC for power plants,

    but to build, own and operate these power plants as the

    so-called Independent Power Producer (IPP).

    As an IPP, the Company will supply electricity to PT PLN

    (Persero) as well as to private industries, regulated by

    terms and conditions agreed upon by the Company and

    the purchaser through a Power Purchase Agreement

    (PPA).

     Truba Manunggal IPP projects will focus outside of Java

    Island. Allowing the Company to step in to provide

    the unmet needs coming from more than 20 millions

    consumers.

    More than three decades of hands-on expertise in the engineering,

     procurement and construction of major power plants in Indonesia have

    made Truba Manunggal a front-runner in the unfolding market for the

    so-called Independent Power Producer.

     The Company’s key competitive advantages are:

    1. Long and extensive experience and role as EPC

    contractor for power, will allow effective control over

    quality standards and construction management.

    2. Construction of the IPP are mainly undertaken by the

    Company itself, minimizing execution and

    construction risk.

    3. Access to semi-captive coal supply.

    4. IPP sites located in areas that will ensure access to

    water catchments as well as ease of logistics.

    “At present, the Company is operating 3 power plants

    with total capacity of 170 MW, which consist of:

    1. 130 MW CDE Diesel in Lampung

    2. 20 MW Tanjung Batu, East Kalimantan

    3. 20 MW Karang Joang, East Kalimantan

    “Truba Manunggal currently has 4 Power Purchase

    Agreement (PPA) with PLN and 1PPA with a private

    company, with total generating capacity of 414 MW:

    1. 2x12MW Bangka, Bangka Island

    2. 2x30MW Pontianak, West Kalimantan

    3. 2x30MW CP Bahari, Lampung

     The Company is also in the business of operating coal

    mines and the trading of coal. These activities are carried

    out in line with efforts to provide fuels needed to power

    coal-fired power plants that are currently being build in

    Indonesia as well as potential foreign market.

    Positive business prospects

     To address the power crisis that Indonesia is in, the

    Government of Indonesia put into plan of building

    10,000 MW of coal-fired power plants. The decision

    to use coal as fuel for power is mainly due to the fact

    that coal is presently the cheapest form of fossil fuel. In

    addition to that Indonesia is blessed with the abundant

    coal reserves, which would be of strategic importance

    for the Government of Indonesia.

     The fact that Indonesia is also considered as anemerging market, the demand of power would kept on

    increasing, because it not only need to meet the pent up

    demand, but to add more affordable power capacity to

    fuel the economic growth of the country.

     This situation provides positive and ample growth

    opportunities for the coal industry for the next decades

    to come. In terms of the composition of energy sources

    currently utilized by power plants in Indonesia (which

    includes coal, gas, geothermal, water, and oil) coal

    comprise as the largest type used and its composition is

    expected to increase from 43% in 2006 to become 54%

    by 2015.

    With potentially strong businesses in both EPC and IPP, it makes

    strategic sense for Truba Manunggal to secure its own supply of coal.

    Securing this, will shape us into a fully integrated, coal-fired power plant

    developer, operator and maintenance company.

     The Company projects that the domestic consumption

    of coal is expected to increase to as much as 30 to 40

    million tons per year with the 10,000 MW coal-fired

    power plants coming on-stream. The Company intends

    to best utilize market opportunities in line with its

    businesses in the ownership of power plants, and

    integrated supplier of energy required by power plants.

    Securing Coal Sources and Supply 

    At present, Truba Manunggal owns 2 exploitation

    licences which includes Manunggal Multi Energi (MME)

    at Muara Enim regency, South Sumatra, and Panimax Inti

    Mining (PIM) at Tanah Bumbu, Kalimantan.

     The Company plans to start producing from its coal

    reserves, which at present estimate has about 140

    million tons.

    As a result, human resources counseling and

    development within the Company are both carefully

    planned and continuously implemented to ensure

    that each employee contributes their best to

    the Company’s performance. In addition to this,

    management’s policy on human resources seek to,

    among others, fulfill and move in accordance withGovernment prescribed labor regulations and norms

    such as its participation in the Labor Social Guarantee

    (Jaminan Sosial Tenaga Kerja) or JAMSOSTEK scheme.

    In terms of improving work quality and productivity,

    the Company provides opportunities for its employees’

    access to education and training as a means of

    refreshment from work as well as to enhance one’s skill

    sets. In implementing this, a program is developed

    involving employees to identify skill sets that would

    be needed to enhance the effectiveness of Truba’s

    people in achieving Company’s goal, which in

    workforce. This program could include the typical

    internal or external update seminars, workshop and

    courses, but also scholarship for advanced studies.

    Occupational Health and Safety

    In its quest to ensure occupational health and safety,

    the Company implements an onsite inspection of the

    workplace of the work methods and impending issues as

    well as job safety analysis. This process eventually results

    in a Standard Operating Procedure (SOP) that is referred

    to as the Work Safety Instruction (WSI). The instruction

    incorporates work systems that must be implemented

    by every employee to avoid work-related accidents.

    In this respect, the Company’s subsidiary, Truba Jaya

    Engineering (TJE), has successfully been certified by the

    National Council on Occupational Safety and Health

    Administration (OSHA) of the US. The certification

    internationally recognizes that the Company’s business

    activities are deemed to be both occupationally healthy

    and safe. In addition to the OSHA certification, TJE alsosecured the OHSAS 18001 (for Occupational Health and

    Safety Management System-Requirements).

    Environmental Conservation

    In addition to the OSHA and OHSAS, TJE was also

    internationally recognized for its effort in environmental

    conservation through the ISO 14001. The Company

    seriously seeks and implements efforts to conserve the

    environment and protect the ecosystem that reside with

    it, so as to ensure that the Environment is sustainably

    and continuously perform its natural functions as well

    benefits to the inhabitants. To reduce its environmental

    footprint, Truba Manunggal put into service a very

    efficient waste recycling facility that is operated to

    ensure that it is stringently in accordance with the waste

    recycling system.

    Social Responsibility

    As a responsible corporate citizen, the Company is

    committed to take active role in the effort to improve

    the general welfare of communities where the Company

    is operating, as well as striving to be an environmentally

    friendly in its activity, which in the long run would

    benefit every one of us.

    Presently the Company is revisiting its CSR program, to

    enhance and focus the program to be as effective as

    possible as well as in line with the Company’s vision and

    values.

     As power plants are known to have significant impact on environmental andcommunity well-being, Truba Manunggal takes its Corporate Social Responsibilities

    (CSR) seriously. The Company has developed a comprehensive policy guideline andmanual for the undertaking of CSR activities in the communities surrounding its

    operations.

    In the past, Indonesia has, as we all know, experienced

    number of natural disasters that have taken its toll on

    numerous lives. In response to these natural disasters,

     Truba Manunggal had proactively formed special teams

    to directly provide vital assistance and support. The

    assistance extended by the Company are in the form of

    cash, medicines, clothes, blankets, food and water, as

    well as providing medical team to assist in the disaster

    affected areas.

    Other forms of social-related assistance provided bythe Company include a blood donation program that is

    routinely implemented once every three months. Blood

    donation does not merely seek to extend vital medical

    support to its recipients but it also has positive health

    benefits for the donor as well.

    In terms of education and religion, the Company extends

    a scholarship program to children from less fortunate

    families to ensure that their education continues and

    strive to achieve success. The Company also builds

    religious facilities, particularly within the vicinity of its

    projects. The construction of the religious facilities are to

    provide the local community as well as our employees to

    ease access to conduct their prayers.

    Going forward Truba Manunggal will focus its CSR

    activities on education. The Company strongly believes

    in contributing to the “enlightenment of the Nation”.

    Hence, presently the Company is developing programs

    to achieve this goal.

    President DirectorPresident Director, hold a Master of Science from Stanford University, California, USA and a Bachelor of

    Science from University of Washington, USA. Prior to 2001, Mr. Sidik had worked for several companies in

    Indonesia such as PT NTT Indonesia, Artha Graha Group as well as in overseas NTT Group-Japan and ATKearney, Inc-USA. He currently also serves as President Commisioners in PT Truba Jaya Engineering

    Shi Hong Chao

    Director

    Director, received a Bachelor’s Degree and a Master’s Degree in Thermal Power Engineering fromShanghai Jiaotong University and an MBA from China-Europe International Business School. Apart from

    serving as a Director, Mr. Shi also serves as President Director of ME since November 2006. During the

    period of June 1996 up to October 2006, he worked for CHEC and his latest position was OperationDirector in charge of business operations

    Andre Purnawan

    DirectorDirector, recieved his Master of Business in Administration (MBA), majoring in Finance and Marketing

    in 1988, from Indiana University, Indiana USA. Since 2006, aside from being appointed as a Director at

    PT Truba Alam Manunggal Engineering, he was also appointed as Commisioners both at PT Manunggal

    Engineering and PT Truba Jaya Engineering. During his career days from 1995 to 2006, he also served asDirector for the Sinar Mas Group.

    FX. Agus Edyono, S.Ip

    Unaffiliated DirectorUnaffiliated Director, has a military background and his last active post was Colonel. During his militarycareer he served in East Timor, the Middle East, Morocco, Cambodia and Australia. Before his military

    career, Mr. Edyono was part of the operational staff of PT Brajamusti Citra Nusantara and operational staff

     Julius Edi WibowoDirectorIndonesian citizen Received his Master of Science in Electrical Engineering majoring in wirelesscommunication in 1995 from Delft University of Technology – Delft, The Netherland. Upon his graduation,

    Mr. Wibowo also served as researcher at Rheinisch-Westfälische Technische Hochschule (RWTH) Aachen,

    Germany. Currently serves as Director of Truba Manunggal. Previously worked for several companiesincluding Booz-Allen & Hamilton Inc. and Deputy Director of Business Strategic & Planning in Truba

    Manunggal.
