WHO DEFINITION OF HEALTH
(…a complete state of physical, mental, and social well-being and not merely the absence of disease or infirmity.)
RESOURCES
Definition of Public Health
(…one of the efforts organized by society to protect, promote, and restore the people’s health. It is a combination of multidisciplinary sciences, with concepts, skills, practices and beliefs that are directed to the maintenance and improvement of the health of all the people through collective social action….) John Last with some modifications!.

EVOLUTION OF PUBLIC HEALTH-I
Started with the first days of humanity on earth as humans began to explore what is harmful and what is helpful to health.
Disease prevention was entrenched in different cultures.
Started to develop as a discipline In the 19th century for example, John snow’s studies in London and the establishments of public health departments in the US.
RESOURCES
EVOLUTION OF PUBLIC HEALTH-II
Historically developed as infectious diseases control measures after microbes were discovered. It allowed communities to develop policies, laws and regulations to protect the health of the public and to EMPLOY people (sanitarians) to enforce these laws (safe water, quarantine, ..etc).
This was the old public health, centralized, non-democratic, but effective, and focused on microbes and epidemics.
RESOURCES
EVOLUTION OF PUBLIC HEALTH-III
Now with epidemiological transition the major causes of suffering and death especially in the developed world are chronic/non-communicable diseases.
Understanding the multiofactorial causes of ill health such as genetic, environmental and life style related factors and appropriate prevention is a main task of this discipline .

What is public health?
1. The science and art of protecting and improving community health through health education, promotion, research, and disease prevention strategies.
2. Knowledge and application of multidisciplinary, interdisciplinary population-based methods of research, teaching, service, and practice involving various academic disciplines.

BELIEFS
Health is a social construction. Social justice and an ethical and equitable
distribution of resources are of the essence. All members of society should have access to
health promotion and disease prevention services, needed for good health to be maintained ,and lastly, illness care services when needed
RESOURCES
SCIENCE
(The scientific basis for public health rests on the study of risks to the health of populations including risks related to the environment and on the systems designed to deliver required services)*
RESOURCES
SKILLS
The most important skill is the capacity to develop a vision of the potential for health that exists within a community.
Other skills include: conceptual and analytical skills, and proficiency in applying the techniques required for a particular public health specialization, as well as monitoring and evaluation.
RESOURCES
ASSOCIATED DISCIPLINES-I
Preventive medicine:(.. The application of preventive measures by clinical practitioners…)Community medicine: (..the study of health and disease in the population of a defined community..)
RESOURCES
ASSOCIATED DISCIPLINES-II
Epidemiology Statistics Nutrition Health education ( debatable if separate or part of
PH) Environmental health Population and demography Medical sociology Anthropology Health ethics Behavioral sciences/health education Health services administration
RESOURCES
AGAIN, WHAT IS PUBLIC HEALTH?
Public health clearly includes some elements of medical practice, preventive medicine, community medicine. It also includes other disciplines such as nutrition, environmental health, and anthropology
However, it is greater than the sum of all theses parts.
RESOURCES
AREAS OF CONCENTRATION
Health promotion:(...the process of enabling people to increase control over and improve their health...) Disease prevention:(...the goals of medicine are embodied in the word prevention: to promote health, to preserve health, to restore health when it is impaired, and to minimize suffering and distress)

Mission
Promote physical and mental health and prevent disease, injury, and disability.
RESOURCES
The fundamental obligation of agencies responsible for population-based health is to:
Prevent epidemics and the spread of disease Protect against environmental hazards Prevent injuries Promote and encourage healthy behaviors and mental
health Respond to disasters and assist communities in
recovery Assure the quality and accessibility of health
services

ASSESSMENT
“The Committee for the Study of the Future of Public Health “recommends that every public health agency regularly and systematically collect, assemble, analyze, and make available information on the health of the community, including statistics on health status, community health needs, and epidemiological and other studies of health problems."
RESOURCES
THE TEN ESSENTIAL SERVICES - ASSESSMENT
1. Monitor health status to identify community health problems
2. Diagnose and investigate health problems and health hazards in the community
3. Evaluate effectiveness, accessibility, and quality of personal and population-based health services
RESOURCES
POLICY DEVELOPMENT
"The committee recommends that every public health agency exercise its responsibility to serve the public interest in the development of comprehensive public health policies by promoting use of the scientific knowledge base in decision-making about public health and by leading in developing public health policy. Agencies must take a strategic approach, developed on the basis of a positive appreciation for the democratic political process"

THE TEN ESSENTIAL SERVICES - POLICY
4. Inform, educate, and empower people about health issues
5. Mobilize community partnerships to identify and solve health problems
6. Develop policies and plans that support individual and community health efforts
RESOURCES
ASSURANCE
"The committee recommends that public health agencies assure their constituents that services necessary to achieve agreed upon goals are provided, either by encouraging actions by other entities (private or public sector), by requiring such action through regulation, or by providing service directly”.

THE TEN ESSENTIAL SERVICES - ASSURANCE
7. Assure a competent public health and personal health care workforce
8. Enforce laws and regulations that protect health and ensure safety
9. Link people to needed personal health services and assure the provision of health care when otherwise unavailable

SOCIAL ISSUES
Public health implications for new problems that require a new level of understanding for effective intervention.
Examples: epidemics of drug abuse, smoking, violence, teenage pregnancy, mental health problems,…etc.
We must expand our understanding of culture, belief systems, society, community and family structures and their interaction with each other.
RESOURCES
NEW PUBLIC HEALTH
Old public health
+Decentralization, human rights, laws and
regulations, community participation in decision making and bearing responsibility, ethics, assessment of health status and needs, policy development, and assurance of people’s right to good health and quality of services which is a basic human right.
