Inter Association Directors ReportDecember 2, 2017

Blue Ribbon Coalition general meeting was held on Sunday, October 29th. We were one of the two member groups that attended PNW and Nevada. They

struggle with the same issues that all the organizations do—declining membership and $$$$$.

This years NAMRC (North American Motorized Recreation Council) was not as well attended as last year. There were 28 attendees representing California,

Colorado, Nevada, PNW and Partners in Conservation and Blue Ribbon Coalition. Todd Ockert, president of BRC facilitated the meeting with help from

Rebecca Antle and Matt Westrich.

SEMA welcomed us and reminded us that “outdoor recreation is an industry.” With the changes in Washington DC it’s a little more friendly to our uses.

The Antiquities Act may pass the house before the end of the year –probably filibuster in the Senate. Let your Senators know what you think about the

legislation—give them logic.

The NAMRC mission state remains the same:

The North American Motorized Recreation Council (NAMRC) meets once a year to promote motorized recreation and our interests in motorized recreation.

NAMRC is an alliance of organizations, which facilitates communications: shares information, expertise and resources to enhance unity. NAMRC helps the

organized motorized recreation community and other interested groups become more effective in their efforts to maintain, improve and expand opportunities

and experiences in our many forms of recreation.

We divided into 4 groups:

Group 1-Discuss lead time on permits. Encourage agencies (Forest Service and BLM) to cooperate in an effort to streamline permits. The inability to

distinguish between a poker run and a race. Keep your own records, you can’t depend on the agencies.

Group 2- Declining membership. Youth demographics and the perception of necessity of club membership. Promotion of clubs/organization/associations

with visibility and involvement.

Group 3 – Volunteering—Social is taking away from others. Ageing volunteers. How to get boots on the ground.

Group 4 – UTV-ATV Agency acceptance validates. State and local laws change. Design trail systems to accommodate multi machines. Shared ownership.

That is a very brief summary of several hours of discussion. Don participated with Group 4 and Carol with Group 3.

The ORBA (Off Road Business Association) “One Voice” was going to meet on Thursday. We came home Wednesday. The Thursday meeting was a speaker

sharing ideas to improve your business.

In the October issue of the NOHVCC newsletter, there was a very nice article about the Spanaway Moonshiners. A special club that truly cares for others.

Utah Representative Bishop is working to invalidate the Endangered Species Act. It will be a battle but we’ll keep our eyes on it.

Secretary Zinke has hired a former Navy Seal to oversee outdoor recreation. His job will be to evaluate public lands and look for recreation opportunities.

HR3990 the “National Monument Creation and Protection Act,” would be the first major reform to the Antiquities Act since it was adopted more than a

century ago. It would limit the size of new monuments.

HR3400 Recreation not red tape act. Monitoring this bill at the request of the Washington State Director. Committee hearing were held on October 3. Will

continue to monitor.

President Dan Morris (County Line Offroad) called the meeting to order at 9 AM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed.

President Dan thanked everyone for coming and he asked that all cell phones be silenced. He thanked Don and Carol Jensen ( IAD #1 & #2, PNW Individual Member Club and Sand Fleas) for making the arrangements to have the meeting at the Merk. Don said they would have sandwiches, chips and cookies for lunch and water and soda was in the ice chest by the door. Restrooms were down the hall on the left. Also we will have our Christmas gift exchange during lunch.

MINUTES: A motion was made by Carol Jensen seconded by Earl Nettnin (Desert Rats) that we approve the minutes from our June 17, 2017 Teleconference meeting; motion carried.

TREASURER’S REPORT was given by Treasurer Dave McMains (Hurtin’ Units and Columbia Basin Sand Commandos), he had a written report. Dave said he had received a copy of the proposed budget for the WA State Executive Director’s office from Arlene Brooks (PNW Individual Member Club), he noted this was the only one that he received. Dave also stated that the Board is very frugal and has not gone over what had been budgeted in past years. Dave also said he had a breakdown on money spent for Trail Jamboree and he would email it to the Board. He couldn’t print a copy at the meeting because he didn’t bring the power cord with him for his printer. A few questions were asked about the report. Trail Counter batteries should come out the the State Executive Directors budget. Expenses with the Trail Counters, batteries postage costs to ship them etc will come out of the State Directors budgets. The PNW has a new copier that we are leasing and it is cheaper than what we were paying for use of our old copier.30% of the profits from Trail Jamboree will be transferred to the Scholarship Fund before Winter Convention. Some money from the Scholarship Fund will be transferred to an account that will make better interest for us. A question on the proposed budget on the amount of insurance was asked. It includes the Board of Directors Liability Insurance as well as the event insurance; Dave will make a drop down line under insurance showing that. A question was asked if the Competition money was part of the PNW’s money, answer yes it is, they do have a checking account but the treasurer gets a copy of their bank statements. This works like the money in the Trail Jamboree’s account. This way the treasurer is aware of everything. The region’s money/clubs money is not a part of this. Don Jensen made a motion seconded by Brandon Marek (Renegade Offroad) that we accept the Treasurers report as presented; motion carried. Brandon Marek made a motion seconded by Earl Nettnin that we approve the 2018 proposed budget with permission to reallocate; motion carried.

MEMBERSHIP: Kristin Smith (Flat Broke & 4-Wheelin’, Hubs in 4-Wheelers, Sand Fleas, and Mud-a-Rama) had a written report. Kristin said she had some corrections to her report, they were Region 1 has 11 clubs and 336 total members; Region 2 has 765 total members; Region 3 has 319 total members; Region 4 has 15 clubs and 367 total members; Region 6 has 274 total members; and Region 7 has 9 total members. Three clubs in Region 2 have not paid their 2017 dues, they have had a dozen reminders. Region 2 Director Brandon Marek will reach out to those clubs. Kristin said all membership renewals have been sent out. Discussion followed on clubs not paying their dues – according the the By-Laws if dues haven’t been paid by March, they will be dropped from the membership; however, we are still reaching out to them as we really don’t want to lose anyone. Kristin asked Region Directors to be sure and stress at their meetings the importance of updating their contact information. Kristin will try texting clubs to make contact. Brandon Marek said he had some luck with Facebook to locate people. Kristin said we had an increase of 59 members since her last report. Kristin said she will be looking at dropping some of the Individual Members who haven’t paid, she will have an update at Winter Convention. While we are on the subject of updating club contacts we need to be sure that the clubs/contacts are updated on the Web Site as well.

SECRETARIES REPORT: Sande Nettnin (Desert Rats) had a written report. Sande reminded everyone the Kathy Sterner nominations are due to the State

Directors by January 15th and Scholarship applications are due to the Secretary before the gavel drops at Winter Convention. She also said since we had not

had Fall Delegates none of the PNW officer positions for 2018 had nominations except the COMPETITION Chairman who should have been elected at Fall

Delegates. However, President Dan Morris appointed Steve Zentner to fill that position until he could be voted in at Winter Convention. Sande also stated that

she has been secretary since 2007 and it is time for someone else to enjoy this job. Another qualification for this job is you really need to be a mind reader, that

way you can be one step ahead of the game.

STATE DIRECTOR’S REPORTS

OREGON – neither Dan Haak (Deschutes County 4-Wheelers and Harney County High Desert Wheelers) or his assistant Randy Drake (Deschutes County

4-Wheelers and Harney County High Desert Wheelers) were present. They did send word that an Oregon State meeting would take place at WARN on

January 20th at 12900 SE Capps Road, Clackamas, OR. Lunch will be provided by Region 6. For those who email Randy Drake at [email protected] you

will receive a formal announcement for the meeting and directions after Christmas. Mona Drake (Deschutes County 4-Wheelers and Harney County High

Desert Wheelers) was elected to the Blue Ribbon Coalition Board of Directors.

WASHINGTON – Arlene Brooks (PNW Individual Member Club) was not present but she did have a written report. She also had an additional update to

her original report. Arlene has been very busy letting all the clubs know that she has been appointed the WA State Executive Director until Winter Convention.

She has also made contact with the organizations we work with, letting them know who she is and how to contact her. She had several concerns, one being

the seasonal closure of the Naches Trail from the 15th of November to the 9th. The White River Ranger District seems to be slow in answering the question

on the new closure date. Don Jensen said perhaps we should use the Freedom of Information act to get information from the White River Ranger District on

the Naches Trail closure. Lots of discussion on the Freedom of Information Act took place. Trail Counters are a concern, we need to have a way to keep track

of them, as they were a big investment for us. She is working on a Trail Counter request form with Earl Nettnin and Ron Rutherford (Jeepin’ Nomads), they

plan to have something ready to present to the Board at the March Board meeting. A ruff draft was handed out and discussion followed. Things to be added to

the request form; the trail and number, the name of the person returning the counter along with date and who it was returned to. Arlene was concerned that the

membership contacts on the Web Site didn’t seem to be current; our Tri-Folds need to be updated; she would like to know if everyone has paid for the insurance

for their events. - answer yes except the two that haven’t been held yet. Arlene also wanted to have a financial report on Trail Jamboree, this was covered under

the Treasurer’s report. Arlene has attended several meetings. The WOHVA meeting November 12th; had 40 people attend and 8 were from the PNW. Arlene

said the WA State Trails Coalition (WSTC) conference in 2018 will be held in Wenatchee (usually in October) place and time will be announced. Arlene also

wanted to remind the Board that in February of 2020 the PNW will celebrate our 60th Anniversary; so planning should be started soon. The Forest Service is

also going to raise the price of their maps. Earl Nettnin said when Travel Management is passed the maps will be free (this is mandated from congress, and you

have to know where you are at even though the maps don’t have trail numbers on them). Lots of discussion followed on this subject too.

Marty Tilford (Region 3 Director and Vancouver 4-Wheelers) asked a question about grants. The Yacolt Burn trails for the current grant cycle that just ended

were not officially opened. Marty said he thought that once the grant money was there the trail was to be built and opened prior to the end of the grant cycle.

He said when trails are done and they aren’t officially opened what happens? Discussion followed and everyone said this would be a good question to ask DNR

(Department of Natural Resources) since they were working with Piston’s Wild creating the trails. There is a DNR meeting next week.

IDAHO - Lolli Anderson (Region 8 Director and Rocky Mountain Rebels 4X4) did not have a written report and was not in attendance. Lolli has been very ill

and hospitalized several times. She posts information on Facebook.

INTER ASSOCIATION DIRECTORS #1 & #2 (IAD) - Don and Carol Jensen had a written report. Carol said they had received an update from the Western

One Voice meeting (this is the ORBA group representing California, Nevada and Colorado), it had a summary of the 5 submittals for Club recognition and

Piston’s Wild Motorsports was one of them. Carol was a little disturbed that the PNW and Region 3 was not mentioned in the information from Piston’s

Wild as we had donated quite a bit of money for their project. They had quite a list of organizations who had helped them and the PNW and Region 3 was not

not one of them. Discussion followed and Carol will write to the Western group letting them know how much the PNW and Region 3 had contributed to the

success of the Yacolt Burn Trails also. Carol said they had attended the NAMRC (North American Motorized Recreation Council) meeting and brought back

a lot of good information that they will be sharing in the coming months.

COMPETITION – Chairman Steve Zentner (Push & Pulls and RPM Racing) had a written report. Steve said the race in Astoria was very successful. Steve

said they had made a decision that if you wanted to race you had to join the PNW and they signed up 5 new members. Steve said races at Ethel for 2018 have

been scheduled, and he is working on putting the 2018 race schedule together. Steve said we need to have someone put in a bid for Summer Convention, the

August date will be announced.

REGION DIRECTOR’ S REPORTS

Region 1 Director - Dave Taylor (Outdoor 4X4’s) had a written report. Dave said a couple members of his Region are still expressing that they intend to

bring up free memberships to the PNW again at Winter Convention. This was voted down at Winter Convention last year and brought up again at the 2017

March Board meeting where a committee was appointed to put something together and bring it to the Board at the June Teleconference meeting – nothing was

presented and the ones who were appointed to be on that committee have not had a meeting to put anything together. Dave also said this group of members

want to present something on the Scholarships that we give out, telling the recipients what they have to get their degrees in to be eligible to receive a scholarship.

Members in his region have also said they cannot get things put in Tri-Power or on the Web page. Our Tri-Power Editor has asked for an article on the

Northwest Off-Road Expo and has had no response. Discussion followed and it’s up to us to submit articles for Tri-Power and the Web site; write something up

and get it to the proper place. Dave said his region had their 2018 elections. They do not have a PR or Membership Chairman at this time, nobody wants to step

up and fill those positions.

Region 2 Director - Brandon Marek (Renegade Offroad) had a written report. Brandon said they had, had their 2018 officer nominations and they would vote

on them in January. Their COMP Chairman has been elected already. Brandon said as far as their trails, Naches is already closed; Evans Creek is closing down

in a couple of days, the main road into Evans Creek has washed out, this has been on Facebook; the trails are still open but you can’t get to the campground

unless you run the trails. The trails are still accessible from the staging area by running the 311 trail up to the campground. Trails close for the season on

December 15th. The road will be repaired next year after the snow is gone. They need to appoint a PR person.

Region 3 Director – Marty Tilford (Vancouver 4-Wheelers) did not have a written report. Marty said region attendance is low. They had their 2018 region

officer nominations. Marty called attention to the article that was submitted by Carol Jensen that they had received from Western One Voice that we talked about

during the IAD’s report. Discussion followed on attendance at all region meetings, nobody had any great ideas on how to solve the problem. Carol Jensen had

an article from the NAMRC meeting on declining membership that we will scan and send to the Board. Carol said we have an outstanding organization and we

need to sell ourselves better than we do.

Region 4 Director - Earl Nettnin had a written report. The Ahtanum Short Cut trail that the PNW had donated funds for is complete and the seasonal gates have

been installed; we will have an official ribbon cutting to open the trail in the spring. We will have a plaque at the trail site showing PNW, Region 4, and the

snowmobile involvement. There will be a TWIG (Trails Wilderness Interest Group) meeting December 5th at the Naches Ranger Station. The Trail Partners

meeting date was changed to December 19th. Trail Counters draft request form was handed out and discussed. Things to be added to the draft: the name of the

trail and number of the trail; date and who returned it and who it was given to. Also who will download and collect the data. We will have a revised draft for the

March Board meeting for approval.

Region 6 Director – Rick Horner (Strawberry Hill 4-Wheelers) was not present and didn’t have a written report.

Region 7 Director – Mique Kardell (Spokane 4-Wheelers)was not present and didn’t have a written report.

Region 8 Director – Lolli Anderson (Rocky Mountain Rebels 4X4) was not present and didn’t have a written report.

Club Power/We Did It Chairman – Kathy Greenwood (Offroad Animals) was not present, she had a written report. Once again she said she has trouble getting

paperwork turned in, discussion followed so if anyone has any ideas let her know. Carol suggested that the Region Directors turn in to Tri-Power the things

that happen by clubs in their region. Tri-Power could have a section where this information could be printed. It is very important that we keep track of hours

worked as that information is used when grants are applied for. Brandon Marek made a motion seconded by Dave Taylor that we add in the SOP’s to the list of

approved projects: All races and trail work parties for all regions; motion carried.

PR Chairman – Angie Marek (Spanaway Moonshiners) presented a written report at the meeting. She said she is working on the PR Picture Board and she is

looking for any and all pictures for all types of wheeling, work parties, competition, family and ??? Please be sure that you identify the people in the pictures.

You can send them to her at [email protected] and put PR in the subject line. Tri-Folds are getting low and she would like to order more leaving the dues

amount off. Carol Jensen showed what was used for PR at a meeting they had attended. We would like to be able to use the little green boxes that had been

made for the Tri-Folds by Marty Tilford a few years ago. We could put all the information on the front and back of a one third piece of paper, (cut the long

way), this is called a slim jim. Angie said she will be looking for volunteers to man the PR Booth at the Moonshiners Swap meet. If you would like to volunteer

please contact her. Angie said her job as PR Chairman is to attend as many events as she can and to supply PR materials as needed to those putting on events.

She cannot make every event. Angie said she had attended the NOHVCC meeting in New Hampshire, she said she would be putting information she got at

the workshops to good use. Next year the conference will be held in Grand Rapids, Michigan August 14-18, 2018. Discussion followed on how to get the

millenniums involved; we need to work on this.

At the PNW event in Astoria, OR a winch raffle was held, the proceeds went to support the Wildfire efforts in the Pacific Northwest. Both WARN and 4-Wheel

parts donated winches for the raffle; the Spanaway Moonshiners matched the donations. Thank you Moonshiners for your generosity. Marty Tilford and Rob

Stafford (Cascade 4X4, County Line Offroad and Overbored Racing) thanked the PNW for everything that was donated for them to give out on their Alaska or

Rust trip. Marty said lots and lots of pictures were taken. Marty said that on their way back he and Rob met up with a German documentary film crew who

interviewed them and did some videos of them driving on the highway etc. This documentary should be coming out on German TV in January or February.

Angie said we (the PNW) have start up kits available for starting a new club and she also said that NOVAC has club start up kits available on line that are very

helpful. We might want to check it out.

Safety Education Director – Rob Stafford did not have a written report. He said it’s been really quiet.

Trail Jamboree Chairman – Adrian Valliere (The Hombres) did not have written report. The money was already discussed under the Treasurers report. A survey

was sent out to those attending Trail Jamboree and 56 were returned. A lot of positive comments and some negative ones were listed. Discussion followed

and we will see how improvements can be put in place for next year. Help is always needed, if you would like to volunteer to help, contact Adrian; his contact

information is listed in Tri-Power on the officers page.

Ways and Means Chairman – Kathy McMains (The Hurtin’ Units and Columbia Basin Sand Commandos) was not present and did not have a written report.

Some items we are asking her to see about adding to her inventory for sale: updated hoodies, vests (fleece), spare tire covers, hats and beanies, and bandannas.

Angie Marek said perhaps a small purse or man bag with our logo on it might be nice.

Web Master – Rich Holm (Happy Campers) did not have a written report. Discussion followed on things to put on the Web Site; Rich will put on a link to the

NW Expo. Rich said he needed a new lap top; discussion followed and a motion was made by Don Jensen seconded by Brandon Marek that we purchase a

new lap top with all programs Rich needs to do his job, the approximate cost $2500 (not limited to that amount); motion carried. A question was asked if we

could re-purpose the old lap top; answer probably not.

Tri-Power Editor – Kyle Wiebold (Our Gang Off-Road, Vancouver 4-Wheelers, Push & Pulls and RPM Racing) did not have a written report. Kyle said he is

working on a new format for Tri-Power for 2018. Dave McMains asked what the cost of a color front page would run; Kyle will look into it. Kyle said he needs

articles and pictures, the paper is only as good as the information he gets. He can’t /won’t write your article for you. Lots of discussion followed on what kinds

been taken care of. We currently use third class postage (the cheapest we can get) so if the postman has a lot of mail to deliver, he doesn’t have to deliver your

Tri-Powers. Marty Tilford said he had received a call from Rapid Print and they have lots of stuff in their attic/shop that belongs to the PNW and they would

like it picked up. (Rapid Print was our publisher of Tri-Power for many years). We need to go through the stuff and see just what we need to save, so Angie and

Dan Marek will make arrangements with Kyle and Marty to go through the stuff to decide what we need to save. Marty also said there has been an offer to buy

the business but nothing has happened yet, so we need to get our stuff out as soon as possible. Probably after Winter Convention, if we need to move sooner we

can.

Video Chairman – Don Jensen did not have a written report. Nothing is new.

Insurance – Carol Jensen did not have a written report. She said she has applications available and she would like them returned to her before Winter

Convention 2018 if you are planning an event. She said all events have not paid as there are 2 that haven’t taken place yet. Carol said when you fill out your

application be sure that you list a date and address where the event will take place, and the requirements that are needed at the event. Discussion followed on our

event insurance. She said don’t post pictures on your Web Site, U-Tube or Facebook. We have no coverage for food or alcohol.

Old Business

Washington State Trails Coalition – held a planning meeting November 2nd and they announced the next conference in 2018 would be in Wenatchee, time and

place to be announced.

WOHVA - Their annual meeting was held November 12, 2017 with 40 people attending and we had 8 from the PNW. Arlene Brooks submitted a written

report. Byron Stuck retired as President after seven years, four other terms ended this year also. A new face elected to the Board – Dave Walters (Tri-Cities Peak

CONTINUED FROM THE COVER......The Alaska Or Rust 2017 event was a great success, due in part to the support of the PNW4WDA and the Moonshiners. This is a summary of our experience.

Initially, Our goal had been to gather thirty jeeps together, but by the time we departed the list of people who wanted to go initially (more than 100) fell to eleven

jeeps and twenty-four people. That turned out to be a blessing, because the size made the event more easily managed. Those that took the brave step to join us—

knowing that we’d never put on anything like this—were a great bunch from all over the US and Brazil, with a wide range of experience and ages spanning

twenty-two to eighty-four years old. Everyone bonded well and, even one month after the trip, we are in constant communication on Facebook. Our hope is to

do another trip together, someday.

Highlights from the trip began the morning we grouped in Dawson Creek at our motel. There, a group of Canadian Mounties stopped to visit, take photos, and

sign our jeeps. They even cut some patches off their vests to trade for Alaska Or Rust shirts

Another favorite highlight was our stop in Fort Nelson, Canada, where Todd Penney hosted a dinner for us at his auto shop, Dalex Auto, and invited folks

from around the town to attend. We even landed on the front of the city’s newspaper!

The next day we headed for Watson Lake. As we summited a mountain pass, the temperatures dropped. Suddenly, the donated PNW4WDA hoodies

became very popular. Here’s a group of us wearing them.

Eventually, we made it to Watson Lake. There, the chamber of commerce was thrilled to see all the jeeps, so we all lined up in front of the sign

forest (with tens of thousands of signs) and took pictures. A truly unique spot!

In Whitehorse, the main capital of Yukon, we had rooms in a downtown hotel, where people could wander by, check out the jeeps, and sign them. Meanwhile,

we celebrated Hugo Vidal’s 84th birthday with a free dinner hosted by the Discovery Yukon, the tourism arm of Whitehorse. A few days later, Hugo was

featured in the Whitehorse Star newspaper.

When we left Whitehorse the next day, the group stopped for lunch at a small gas station along the Alaska Highway. As we walked inside, we were surprised to

hear Hugo’s voice. An interview he’d given the night before was broadcasting all over the Yukon! You can listen to it here:

Eventually, we reached Alaska, then Fairbanks. We celebrated with two public meet-n-greets, one at the Fountainhead Antique Auto Museum of Fairbanks and the

other at the local Jeep Dealership. At both stops we met followers of the trip and jeep enthusiasts.

In terms of visibility, Alaska Or Rust served up an average of 1000 pages a day over six months, meaning readers saw your logos over 180,000 times. Meanwhile,

eWillys received an average view-rate of 10,000 pages a day, meaning logos were seen 1.8 million times between April and September. Of course, we can’t possibly

count all the people who stopped to admire and sign jeeps along the way, but we certainly attracted attention wherever we went.

Our one disappointment was that service was so bad throughout Canada and into Alaska that we could not do the Facebook Live videos like we’d hoped. We

even had a radio personality along who could have done the spots well, but the technology failed us. In fact, updating the websites were a challenge at times, but

fortunately, we were able to hunt down enough bandwidth to do that.

So, from all of us who experienced Alaska Or Rust, we offer a hearty thanks for your support!
