PERFORMANCE OF EXCELLENCE Robeson Elementary School Fifth Grader Jamie Nebo sang her three-minute rendition of Beyonce's famous song Halo, which was written and recorded using only vocals, keyboard synthesizer and a bass drum. Jamie was accompanied by her Music Teacher, Ms. Genevieve Costa. Following Jamie’s performance, the TCHS Main Music and Art Departments were highlighted. Under the instruction of Art Teachers Ms. Alexandra Cocuzza and Mr. Andrew Seabert, Trenton Chambers High School Students created khamsa hand designs, a palm-shaped amulet popular throughout the Middle East, believed to provide defense against evil. The students’ work was displayed throughout the lobby. Art students also developed black and white optical illusion cubes that, when connected, will visually lead viewers around a three-dimensional cube. The Trenton Chambers High School Orchestra and Band, under the direction of Mr. Joseph Pucciatti and Mr. Ted Plunkett, performed Cheerleader, See You Again and Stevie Wonder's best hits. The students will also be performing at Atlantic City's Convention Center for the New Jersey School Boards Association (NJBSA) Workshop, representing our District on October 27. While public education can present emotional and difficult issues, the Trenton Board of Education will strive to maintain a certain level of decorum at the meeting. Students often attend and participate in the meetings; as such, citizens are expected to maintain a tone of courtesy and civility. Policy 0171 states that the Board President is responsible for the orderly conduct of all Board Meetings and is charged with enforcing the Board Policies related to the conduct. Board Policy 0167 permits the fair and orderly expression of such comment. The policy states that the presiding officer may interrupt, warn or terminate a participant’s statement when the statement is too lengthy, abusive or obscene; may request that an individual leave the meeting when that person does not observe a reasonable decorum; or request the assistance of law enforcement in the removal of a disorderly person when that person’s conduct interferes with the orderly progress of the meeting. A call may be made for a recess or adjournment to another time when the lack of decorum not so interferes with the orderly conduct of the meeting as to warrant such action. This Board uses the public comment period as an opportunity to listen to concerns, but not to debate issues or enter into a question and answer session or cross examination between public and individual members. Please be aware that not all issues brought before the Board Meeting will be resolved this evening. The Board may respond to public comment by seeking additional information or by delegating the authority to investigate the issue to the Superintendent or her designee(s).
Principal Hope Grant from TCHS Main read the following statement on behalf of the administrative team at TCHS Main:
On Saturday, October 17, a transgender Trenton Central High School student was crowned homecoming queen. Over the last week, there have been negative comments made through social media and published in the newspaper that have detracted from the positive experience of being elected to the homecoming court. In today’s society, when teens are often struggling with the myriad of issues and problems, we proudly stand as an institution where this student is able to walk in her true identity every day without the fear of being bullied, harassed and physically assaulted or being discriminated against. This is one of the true stories that is happening every day at Trenton Central High School. As a school district, we recognize that topics regarding sexuality and gender identity can often be difficult. In order to protect the rights of students and guide the actions of district staff, the Trenton Board of Education has policies in place. One of the negative comments that has emerged through online conversations is that a person’s birth gender defines their identity. The District Policy states that the Trenton Public Schools will accept a student’s assertion of his or her gender identity when there is consistent and uniform assertion of his or her related gender identity. In essence, this means that students are recognized by the gender they identify with, and not the gender of their birth. Another vitriolic comment published both in the newspaper and on social media questions a student’s right to run for the homecoming court. Another District Policy states that pupils will not be separated or isolated by race, color, creed, religion, national origin, ancestry, age, marital status, affectation or sexual

orientation or sex, socio-economic status or disability within schools, courses, classes, programs or extracurricular activities. This is our policy, and this is the law. While many high schools in New Jersey and across the nation are struggling with providing a safe learning environment for students who are transgendered, Trenton Central High School is not. We are immensely proud of our students. Our students are developing into citizens who accept each other, support each other and respect our commonalities and our differences. These are lessons that adults most sometimes need to learn from students. Imagine a world where everyone was able to walk in their true self every day and be respected, loved and not judged. What a wonderful world that would be.
Ms. Cookie Irizarry, parent of Jae Irizarry who won homecoming queen, spoke about her daughter’s struggle and the support she received at Trenton Central High School. She discussed the personal impact of the negative comments in the newspapers. Ms. Angela Lewis, parent of a student at TCHS Main, discussed an assault on her son. She expressed concern about security, and also about being notified of the assault via Facebook. She stated that non-students are entering the building, and she asked where security is during these incidents. Ms. Rose Dawkins stated there are too many outsiders in administrative positions in the District. She also expressed concern about the privatization of security and substitute teachers. Mr. Tyrone Gaskins, principal of TAG Resources and board secretary for the Partnerships for Trenton, spoke about the changing demographics in the City and the need for special education services and supportive family services. He expressed concern about the privatization of special ed services, and he asked the Board to consider vendors whose employees reflect the demographics of the City. Ms. Debbie Turner spoke on behalf of her grandson, a student at P.J. Hill School. She said her grandson was to have attended Children’s Day School, and she asked that he be placed there instead of remaining at P. J. Hill. Superintendent Feria referred Ms. Turner to Elizabeth DeJesus, Assistant Superintendent for Special Education. Ms. Nicole Whitfield of the Special Parents Advocacy Group (SPAG), stated that Supervisors are illegally interfering with Child Study Team (CST) decisions. She said that parents have received phone calls in August letting them know that their students will not be sent out of district, but will remain in district on a 30-day trial. She asked that this issue be discussed in Executive Session. Ms. Gennara Crews discussed concerns with her child’s transportation. Mr. Frank Faras asked about Department of Education approval to close the 400 Chambers Street building.

Ms. Janeria Easley, 2007 graduate of TCHS West, wished to commend the Trenton Central High School community for their support of Ms. Irizarry as homecoming queen. She also addressed comments made on social media. Ms. Crystal Smith, Guidance Counselor, spoke on behalf of her special ed students not receiving the proper services or placements. Mr. Nana Manful discussed his qualifications for the head boys basketball coaching position. Mr. Jerell Blakeley also spoke about the head boys basketball coaching position. He attested to Mr. Manful’s qualifications. Ms. Janice Williams, Grievance Chair for the Trenton Education Association (TEA), discussed procedures for selecting the head boys basketball coach. She stated that when an employee is terminated, the position must be re-posted, and she said TEA will file an expedited arbitration. Ms. Naomi Johnson-Lafleur, TEA President, spoke about the basketball coaching position and the hiring process. She also discussed the EVVRS report being presented this evening, stating that proper reporting is not being done. SUPERINTENDENT’S REMARKS Ms. Feria read the following letter to the public:
At this time, I want to thank the board members and Dr. Durán for their leadership and support. I am incredibly honored to be serving as the Interim Superintendent, and I look forward to working with the board and all of the stakeholders (unions, community, parents, staff and students) toward the mission of graduating all students ready for college and a productive life. I am passionate about the work and our mission. I expect, with your support, to deliver on the mission of the Trenton Public Schools. It is my vision that every student thrives in every school, every moment. I plan to continue to build on the positive movement and accomplishments of the Trenton Public Schools. We are on-track toward meeting our goals. The district is meeting with progress in many areas: higher graduation rate, nationally recognized music and arts program, physics science initiative, and a new high school in the near future. It is because of this positive movement and energy, as well as my belief that we can and will do better for our students in Trenton, that I am excited about this coming year. I believe what we do matters. I believe leadership makes a difference. I believe that teaching matters greatly. I believe we have the talent to absolutely accelerate

It is our collective responsibility to ensure all students receive a holistic education that integrates the arts, athletics and academics. As interim superintendent I pledge to collaborate and lead. The stage is set to advance our district. Thank you all, for what you have done thus far for the children of Trenton and all that you will continue to do for our children. We had a good start to the school year and I know we will have a great rest of the year. Thank you again for all that you have done for the children, and I pledge to do more for the children.

Resolution and Proposal for Young Audiences of New Jersey Arts for Learning Adopt-A-School Initiative Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution and Proposal for Young Audiences of New Jersey Arts for Learning Adopt-A-School Initiative for the 2015/2016 school year at no cost to the Board. This extension of the existing program will provide yearlong Arts programming in all the District’s elementary and middle schools.

Resolution Approving Planning and Preparation for Recognition of National Parental Involvement Day Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for Planning and Preparation for Recognition of National Parental Involvement Day on November 19, 2015. The Trenton Public Schools Board of Education hereby proclaims National Parental Involvement Week in Trenton, New Jersey, November 16-20, 2015. The District recognizes and celebrates “Strong Families, Schools and Community Partners Together.”
f. Proposal for Beat the Streets Philadelphia Wrestling Program (BTSP) at Hedgepeth Williams, Dunn and Jefferson Schools Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Beat the Streets Philadelphia Wresting Program (BTSP) at Hedgepeth Williams, Dunn and Jefferson Schools for the period October 27, 2015 through March 31, 2016 at no cost to the Board. The program will serve students in Grades 3-8. BTSP-Trenton believes that pairing athletics and mentoring combines two effective means of engaging children in their most formative years.
g. Proposal for Implementation of the Lexia Program District-Wide Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Implementation of the Lexia Program District-Wide for the 2015-2016 school year at a cost not to exceed $15,750.00 for 350 student licenses. Students who participated in the pilot program at Robbins School made growth in Reading. Lexia will be used in all elementary schools to provide additional support to students who are reading below grade level. Students will utilize the park for academic studies and physical education. The Seventh Grade students will be engaged in an interdisciplinary study of the park and its history, the natural resources, and its symbolism in the City of Trenton for a unit entitled “It’s My Park.”

A-149 Treasurer’s Report – August 2015 WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending August 31, 2015, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. Professional Services Contract – PowerSchool Technical Solutions Group BE IT RESOLVED; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves a Professional Services Contract with PowerSchool Technical Solutions Group to provide Enterprise Management Services including: PowerSchool Environment Monitoring, Software Update Service, Offsite Data Backup, Data Migration, Server Restoration, Server Migration Events, and PowerSchool Infrastructure Support, for the period July 1, 2015 to June 30, 2016 at a cost not to exceed $8,500.00. WHEREAS the following district employees are funded through the Preschool Budget, NOW BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to Pay Employees and Benefits Under Schedule A of the Preschool Budget as follows:
q. Professional Services Contract – Robert Wood Johnson University Hospital
BE IT RESOLVED; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves a Professional Services Contract with Robert Wood Johnson University Hospital to be a medical provider for corporate health services for the 2015-2016 at a cost not to exceed $45,000.00. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. Joint Agreement – Central Jersey Program for Recruitment of Diverse Educators (CJ PRIDE) BE IT RESOLVED; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Joint Agreement with Central Jersey Program for Recruitment of Diverse Educators (CJ PRIDE) for a one-time initial fee of $2,000.00, as per the terms and conditions of the agreement. WHEREAS, The Open Public Meetings Act, codified as N.J.S.A. § 10:4-6, et seq., permits the exclusion of the public from a meeting under certain circumstances; and, WHEREAS, the Trenton Board of Education is of the opinion that such circumstances presently exist, indicated as follows:

NOW THEREFORE, BE IT RESOLVED, by the Trenton Board of Education, County of Mercer, State of New Jersey, that an Executive Session will be held on October 26, 2015 for the statutorily permissible purposes indicated in this resolution. BE IT FURTHER RESOLVED that action may be taken by the Board when it reconvenes in Open Session.
