8. Regional Dial-a-Ride Update
Staff will provide an update on the Oro Valley Sun Shuttle Dial-a-Ride system and present recommendations regarding the expansion of the optional ADA dial-a-ride service area and the upcoming transit service procurement. Discussion/Action: Staff recommends that the Committee approve the Transit Work Group recommendations for expanding the optional ADA service area in two phases and combining the RTA Special Needs Transportation services (Handicar) and Sun Shuttle (MV Transportation) services into the upcoming transit service procurement, and subsequently pass along these recommendations to the Management Committee and RTA Board for further consideration.
9. TIP Subcommittee Report including Amendment #1 to FY 2013 – 2017 TIP
The PAG TIP Subcommittee Chair or a Subcommittee representative will be available to report
on the August 21, 2012, PAG TIP Subcommittee meeting.

11. Road Maintenance in the PAG Region
A presentation will be provided on a paper prepared by PAG to address the current state of road
maintenance in the region, with emphasis on effective strategies for preventative maintenance
and funding availability.
Discussion/Action: The Committee is asked to review and discuss the item and its next steps.
12. MAP-21: Transportation Appropriation Bill Update
The president recently signed MAP-21, a new Transportation appropriation bill that funds
transportation through the end of fiscal year 2014. A PAG representative will discuss possible
impacts of the new bill on PAG regional funding.
Discussion/Action: This is an information item only.
13. Summary of Regional Transportation Studies
PAG provides quarterly updates to the Transportation Planning Committee on transportation-
related studies being conducted in the region. The update will include a brief summary of the
study and its goals, as well as a brief description of the project status.

14. TPC Finance Subcommittee Report

The meeting was called to order by Ms. Cornelio at 9:00 a.m. and introductions were made.

Mr. DeGrood announced that the RTA has been working with the Tucson Utility Contractors Association (TUCA) to hold a State of the RTA address, which will be held the evening of May 30 at the University Marriott. The TUCA web site has registration information.
5. Report on Regional Council’s Meeting Schedule
Mr. Liosatos reported that there were no TIP Amendments. A presentation on the Coordinated Plan was given and was approved. Updates were presented on the Social Services Block Grant Plan to adjust the budget and it was also approved. Mr. DeGrood reported that the RTA Board approved the IGA for Bus Pullouts Package #4, IGA with ADOT for SR86 Wildlife Crossings, transfer of title to the City of Tucson for seven bus pullout parcels and the reimbursement of the minimum local match requirements for projects that are successful in Transportation Enhancement Grant Cycle 19, and are eligible for RTA Categorical funds.
6. Approval of PAG and RTA TPC Minutes of April 4, 2012
ACTION: Mr. Civalier moved to approve the PAG and RTA TPC Minutes of April 4, 2012, minutes, seconded by Mr. Benavides and unanimously approved.

9. Consultant Selection for Tucson Modern Streetcar Land Use and Development Implementation Plan
Mr. de Leon stated that he is looking to get a recommendation from this committee to forward to Regional Council to allow the Executive Director to negotiate with the Planning Center for the land use and development study. ACTION Mr. Paez moved to forward the Consultant Selection for the Tucson Modern Streetcar Land Use and Development Implementation Plan to the Regional Council, seconded by Mr. Civalier and unanimously approved.

10. Consultant Selection for Routes of Regional Significance Study
Mr. Liosatos stated that problems that were identified have been addressed. Jurisdictions are supportive of the next go around of the Routes of Regional Significance and are ready to move forward. An RFP was released and one response was received. A consultant selection group consisting of representatives of ADOT, Pima County, Sahuarita, Oro Valley and the RTA recommend that the proposal from Kimley-Horn, PSOMAS and Curt Lueck and Associates be accepted and direct the Executive Director to enter into a contract for the study. ACTION: Mr. Civalier moved to approve the recommendation to Regional Council, seconded by Mr. Paez and unanimously approved.
11. JARC and New Freedom Project Recommendations Mr. Papuga reported that this is a result of an application process that began in March with PAG
and the City of Tucson, as the designated recipient for FTA funds. New Freedoms projects include: 1) Rider Training Videos; 2) Purchase of Software to Optimize Paratransit Performance; 3) Purchase of software to standardize ADA fare payment throughout the region; and 4)

Purchase of Sun Shuttle Dial-a-ride Vehicles. JARC projects include: Purchase of Sun Shuttle Vehicles.
Ms. Cornelio questioned if the Transit Working Group has approved this. Mr. Papuga stated that it has not gone through the Working Group as the JARC and New Freedoms application process. These projects were discussed as part of the regional TIP process. Mr. Goff added that some of the elements have been through the Working Group and it was strongly supported. ACTION: Mr. Paez moved to approve the JARC and New Freedom project recommendations to Management Committee and Regional Council, seconded by Mr. Civalier and unanimously approved.
12. TIP Subcommittee Report including Amendment #8 to FY 2012-2016
Mr. Ruelas reported that the TIP Subcommittee last met on April 10 and he reviewed Amendment #8 items A-E. ACTION: Mr. Paez moved to approve TIP Amendment #8 Items A-E, seconded by Mr. Civalier and unanimously approved.
13. PAG’s FY 2013-2017 Transportation Improvement Program (TIP) Mr. Liosatos reported that Mr. Ruelas and the TIP Subcommittee had a difficult task
programming a limited amount of funds to an ever-growing amount of projects that need additional funding. The Subcommittee held quite a few meetings to derive at this program, several Open Houses were held and is currently in the public comment period.
Mr. Ruelas added that an approved project list was modeled for air quality conformity
determination and Title VI requirements. The Draft 2013 – 2017 PAG TIP is currently in the 30-day public comment period. Comment forms, 2013-2017 TIP and associated maps are available online on the PAG web site.
ACTION: Mr. Civalier moved to approve PAG’s FY 2013-2017 TIP, seconded by Mr. Benavides and unanimously approved.
14. RTA Report Mr. DeGrood reported that there are two action items: 1) Increase funding for SR77 Wildlife
Crossings. Increase the amount of funding for an approximate $3.005 million and relocate under crossing #1 to a revised location further to the south at approximately M.P. 82.06; and 2) Categorical Funding Change. This would expand the scope of the FY 09 City of Tucson HAWK Signal Project, to include the installation of a new HAWK signal at the intersection of Ocelot Road and la Cholla Blvd., adjacent to Cholla High School. Mr. DeGrood provided an RTA project update.
ACTION: Mr. Civalier moved to approve the two action items, seconded by Mr. Paez and unanimously approved.

14. TIP Subcommittee Report Mr. Gastelum reported that the March TIP meeting was canceled due to TIP Open Houses. There
are no TIP Amendment requests. The TIP Open Houses for the Draft 2013-2017 PAG TIP were held on March 20, 21 and 22. Thirty-two members of the public attended the Open House along with several transportation professionals representing the PAG member jurisdictions. The official 30-day comment period will commence later this month. The Draft 2013-2017 PAG TIP will be made available to the public and will be available on the PAG Web site. The next TIP meeting is Tues., April 10 at 9:00 a.m.
15. Summary of Regional Transportation Studies Mr. Barrett highlighted a few substantial updates. 1) Freight Train Work Study; 2) Pedestrian
Compatibility Study; and 3) Sahuarita Corridor Study. The Passenger Rail Study and the Arizona Sonoran Border Master Plan will be added to the monthly memos.
16. TPC Finance Subcommittee Report Mr. Goff reported that there were two consecutive months of revenue growth. We’re still short
on estimates, but not as bad as before. State budget was delivered yesterday and will be a slight bump for us. DPS sweeps are the same. Overall projection for next year looks positive. The Subcommittee is currently working on a new estimate for next fiscal year and Mr. Goff will provide an update at another TPC meeting.

Transportation Planning Committee Wednesday, September 5, 2012
The Transportation Enhancement (TE) program was funded under SAFETEA-LU through a 10 percent set aside from Surface Transportation Program (STP) funds. The TE process is conducted through a local project application review and ranking, with final recommendation of projects to be funded from the Statewide Transportation Enhancement Review Committee (TERC). This program was developed to enhance surface transportation activities by developing projects that go above and beyond what transportation departments typically do. This program has 12 eligible categories for funding that include alternative mode enhancements, historic preservation, landscaping and other beautification activities. Discussion Points:
The region received 10 local applications and 1 state application for the final submission to ADOT for consideration. Application funding requests total approximately $8 million. The combined regional total for the projects is under the estimated state cap and will be forwarded to the TERC for consideration. The applications were reviewed and ranked by the PAG Transportation Enhancement Task Force. The Task Force consists of members who represent the different eligible categories of TE funding. The Task Force ranking recommendation is attached. ADOT’s review committee will meet in early October to develop funding recommendations that will be sent to the Arizona State Transportation Board for final determination, most likely in November or December. NOTE: During the development of the Round 19 applications a new Surface Transportation bill was passed by Congress and signed into law by the president, called MAP-21. MAP-21 changes Transportation Enhancements into Transportation Alternatives. Transportation Alternatives reduces the eligible activities from 12 to 8 and also apportions TA funding directly to PAG. Because TE projects selected this year are placed on a schedule to be

constructed in three years, ADOT is still waiting for guidance as to which Surface Transportation bill, SAFETEA-LU or MAP-21, they should conduct round 19 under. Even after we know which bill we are going to be working off of, several questions of how the new MAP-21 will be interpreted will need to be answered. At this point, a full range of possibilities could still take place from:
• Round 19 moving forward under SAFTEA-LU
• Round 19 moving forward under MAP-21, with PAG projects still competing statewide. Under this scenario several projects would no longer be eligible.
• Round 19 moving forward under MAP-21, with PAG project being sent back to PAG to fund out of the PAG region’s direct apportionment. This scenario means PAG would be moving from a competitive grant process to a programming process. The region would need to agree on a process to program these TA funds.
o Process would more than likely include the PAG Bicycle and Pedestrian Working Group.
o TA funds combined Transportation Enhancements and Safe Routes to School, both processes need to be combined.
o MAP-21 is only a two year bill. Who know how many extensions we are likely to see but preference may need to be given to projects that are “ready to go”.

A ramp will be built for the path to travel under the vehicular bridge on SR 77. Upon exiting the wash on the east side of SR 77, a connection will be made to the existing path that connects to the Catalina State Park. The existing path will be widened to 12 foot to allow for two-way pedestrian and bicycle traffic.

The project will construct a bicycle and pedestrian path along the Olive Road (250' long and 20' wide ) and Highland Avenue (540' long and 30' wide) alignments at their intersection with 2nd Street. Across 2nd Street at the intersections there will be high visibility pedestrian crosswalks and bicycle crossings of the new Tucson Modern Streetcar trackway that runs down the middle of 2nd Street. At Olive Road, the bicycle path will be brought through a rock wall to a shared use path in the alley. New trees at the outer edge of the paths will provide shade for users. The purpose of the project is to improve pedestrian and bicycle circulation efficiency and safety at these two locations which are intersections of the two highest volume north-south campus bicycle and pedestrian corridors with the new east-west Tucson Modern Streetcar route through campus.

2 Treat Ave Bicycle Boulevard (COT Treat BB)

Treat Bicycle Boulevard will improve an existing six-mile stretch of residential bicycle route to improve safety, comfort and convenience for bicycle travel, walking, and transit use in central Tucson. The project will involve improving six major crossings by installing bicycle/pedestrian signals and/or a refuge islands. Strategically placed traffic circles and speed humps will help to calm traffic. Treat BB passes through numerous residential and commercial areas and within a quarter mile of thirteen schools and five parks, but it provides a direct mid-town connection between three of the most popular existing bicycle routes in the city (3rd Street, Rillito and Aviation Pathways).

3 Summit View Safe Routes to School Project

(PC Summit) Street (classified by Pima County as a Minor Local Road) from Old Nogales Highway (Minor Local Road) to Epperson Lane (Minor Local Road) for a distance of 3,500 feet. The project includes construction of an eight-foot wide paved shared use pathway along the south side of Summit Street with associated native, drought-tolerant landscaping in front of the school. In addition, a school crosswalk with pedestrian safety lighting will be installed across Summit Street near the west end of the school property.

S. 12th Ave Pedestrian Safety & Beautification (COT 12th Ave)

This project will construct 2.4 miles of sidewalks on both sides of l2th Avenue to link intermittent stretches where none exist, and strategically place streetscape improvements, street trees and way-finding signs to attract pedestrian traffic on this busy road. The project aims to create a safe and pleasant environment for pedestrians, wheelchair users, and bus riders along 2.4 miles of busy arterial roadway between Drexel Road and 44th St. Improvements will support existing businesses, encourage new enterprise, provide better access to and from adjacent schools and neighborhoods, and improve the safety of all roadway users.
The project will improve conditions for pedestrians along 3,870 feet of the future Modern Streetcar route on Congress, including side streets between Congress and Broadway in Downtown Tucson. It replaces unsafe, non-ADA compliant sidewalks, adds pedestrian friendly amenities that include street furniture, information kiosks, lighting, water fountains, landscaping and trash and recycling receptacles and enhances multi-modal connections by linking transit to the complementary travel modes of walking and biking. The project will increase the viability of the Modern Streetcar providing a safe, aesthetically pleasing and unique urban oasis that will increase Streetcar ridership and creates a desirable urban core than maximizes economic development opportunity for Downtown Tucson.

Manzanita Elem Safe Routes to School Project (PC Manzanita)

This Safe Routes to School Project includes the provision of 5-foot paved pedestrian paths and 6-foot bicycle lanes on Campbell Avenue from 1,070 feet south of Manzanita School to East Plaza Encantada, a distance of 2,980 feet. The project also includes traffic calming on Campbell Avenue from the south project limit to Ina Road (north of Plaza Encantada) for a total distance of 3,560 feet, plus traffic calming on Manzanita Avenue from Campbell Avenue for 870 feet to the west side of Manzanita Elementary School. The traffic calming features include neighborhood traffic circles, speed tables, a pedestrian

refuge island, an elevated school crosswalk, and landscaped medians to help slow traffic and improve safety. Pima County has already completed a Project Assessment and 15% plans following the ADOT design process.
7 Restoration of Historic Neon Highway District (COT Neon)

The scope of this project is to rehabilitate and restore between 8 and 12 mid-century historic neon signs within the view shed and/or within a half mile of Tucson’s Historic Highway corridor in the City of Tucson and the City of South Tucson. The length of the project is 5.8 miles, following the historic alignment of old US Route 80, 89 and AZ 84 (Miracle Mile – Oracle Road – Drachman Street – Stone Avenue – South 6th Avenue). The restoration of these signs will have a powerful visual impact in redefining this historic significance of this disinvested highway corridor.

High Haven Ranch Scenic Easement Project (PC High Haven)

The High Haven Ranch Scenic Easement Project, located in Sonoita south of Tucson and directly visible and adjacent to 1 mile of Scenic State Route Highway 83 between mileposts 41 and 42, will permanently protect 236 acres of the Ranch from development. This project will complete the second and final phase of scenic easements on the Ranch. This project will permanently protect High Haven Ranch from development, sustaining its scenic values and local agriculture, maintaining the local rural economy and expanding a critical wildlife corridor by linking to protected lands of Las Cienegas National Conservation Area and Coronado National Forest, both bordering the property.

Be Safe! UA Area Bike/Ped Safety Campaign (PC Education)

This project is an intensive education program that covers the UA and the area within two miles of campus. The project consists of education and enforcements to improve safety for persons walking and bicycling on campus as well as in surrounding areas. It will include PSAs, UAPD and TPD safety outreach and education, safety classes and provisions including helmets and lights, and other educational outreach activities. The project will also include the installation of striping, markings and signage on the UA campus.

Background: In January 2012, the RTA Board approved establishing regional dial-a-ride service polices and standards; amending the intergovernmental agreement (IGA) with the Town of Oro Valley to merge the Town’s Coyote Run service into the regional dial-a-ride system, and; using the name Sun Shuttle Dial-a-Ride as the initial regional dial-a-ride brand. These actions are part of a strategy of making incremental progress in developing a seamless regional dial-a-ride system. The RTA has three contracts/agreements for the provision of public transportation transit services, which will conclude on June 30, 2012. Those contracts/agreements include RTA Special Needs Transit (Handicar), Sun Shuttle (MV Transportation) and Sun Shuttle Dial-a-Ride (Town of Oro Valley). The procurement of these service contracts/agreements offers an opportunity to make additional regional dial-a-ride progress. Discussion Points: This memo provides an update on the following interrelated regional dial-a-ride items:
• Oro Valley Sun Shuttle Dial-a-Ride Results
• Optional Americans with Disabilities Act (ADA) Service Area Expansion
• Transit Service Procurement Oro Valley Sun Shuttle Dial-a-ride Results On Feb. 13, 2012, the Town of Oro Valley began transit service as part of the improved regional Sun Shuttle Dial-a-Ride system. Under the regional Sun Shuttle Dial-a-ride IGA , the RTA funds general public trips on the Sun Shuttle Dial-a-Ride Oro Valley and all regional ADA dial-a-ride trips originating in the Sun Shuttle Dial-a-Ride Oro Valley service area. At the Town’s discretion, it funds senior trips traveling outside of the general public Sun Shuttle Dial-a-Ride Oro Valley zone. The Town of Oro Valley agreed to operate these dial-a-ride services under the newly approved regional dial-a-ride service policies and regional system brand, eliminating the Town’s Coyote Run transit service brand.

The merger of the Town’s transit service into the Sun Shuttle Dial-a-Ride system was expected to improve operational efficiencies and reduce costs for the Town of Oro Valley thru the elimination of duplicative ADA trips operated by Handi-car. The merging was also expected to help the Town sustain its senior transit service and be cost neutral for the RTA. The initial results of the regional dial-a-ride improvements to the Oro Valley Sun Shuttle Dial-a-Ride system are promising. As shown in Attachment A, ridership has increased significantly from an average of 680 boardings per month to approximately an average of 1,050 boardings per month. In addition, the improvements have decreased costs to both the Town of Oro Valley and the RTA. The RTA estimated net savings to date is $89,582 ($162,000 annualized) compared to assigning the ADA trips to Handi-car. Given these initial results, the Town of Oro Valley staff has expressed their support for continuing the Sun Shuttle Dial-a-Ride IGA with the RTA beyond June 2013. Optional ADA Service Area Expansion Over the last nine months, the Transit Working Group has been evaluating the potential expansion of the optional ADA service area as part of a set of initial regional dial-a-ride objectives. This evaluation identified five areas for potential optional ADA service expansion, ranked these potential areas based on estimated ADA need, estimated the annual costs for providing services to these areas, compared the costs against the 20 year allocation for Special Needs Transit in the RTA Plan, and drafted potential implementation strategies. Based on this evaluation, the Transit Working Group is recommending that expansion of the optional ADA service area be phased as follows:
• Phase 1 - Implement service expansion in the Old Town Marana/Gladden Farms Area (shown in Attachment B as Expansion Area 1) in FY2012/2013.
• Phase 2 - Implement service expansion in the Dove Mountain Area (shown in Attachment B as Expansion Area 2) and the Green Valley Area (shown in Attachment B as Expansion Area 3) with improved efficiencies resulting from the re-procurement of transit services in June 2013.
With the savings from the Oro Valley Sun Shuttle Dial-a-Ride, the RTA has budget and contract capacity with Handicar to implement Phase 1, Old Town Marana/Gladden Farms service expansion. It is anticipated that this service expansion would occur in January 2013. Transit Service Procurement Given the above, staff has begun drafting a scope of work as part of request for proposal (RFP) for transit services contract beginning on July 1, 2013. It is anticipated that the RFP would be released in October 2012 and a recommendation for award would be forwarded to the RTA Board by January 2013. The Transit Working Group identified three goals for the development of the RFP:
• Integration. The RFP should continue the process of integrating services into the seamless regional dial-a-ride system.
• Efficiency. The RFP should improve efficiency and reduce costs by combining RTA service contracts.
• Flexibility. The RFP should provide flexibility for expanding the network of providers and partnering coordinated rides with human service agencies in a brokerage program.

The Transit Working Group also discussed a number of major considerations regarding the scope of work and recommended the following:
• To improve efficiencies and reduce costs, there will be one provider in the ‘‘shared area’’ now served by both Sun Van, RTA Special Needs Transportation and Sun Shuttle Dial-a-Ride.
• To improve customer service, improve efficiencies and reduce costs, there will be one phone number for scheduling rides on Sun Shuttle Dial-a-Ride.
• To reduce costs and improve customer service, an electronic fare payment system will be implemented.
• To continue high quality services and efficiencies, the agreement with the Town of Oro Valley to provide Sun Shuttle Dial-a-Ride services in the Oro Valley area should continue beyond June 2013.
As a result of the above goals and recommendations, the RFP scope of work would combine the RTA Special Needs Transportation (Handicar) services and Sun Shuttle (MV Transportation) services. For the optional ADA service, the RFP would require that the service provider follow the regional dial-a-ride policies and Sun Shuttle Dial-a-Ride brand. The RFP would consolidate three customer call numbers, including Oro Valley, into one call number for scheduling all Sun Shuttle Dial-a-Ride services. The RFP would also provide an option for establishing a brokerage system, where dial-a-ride services could be purchased and sold from an expanded network of providers such as non-profit social service agencies. As a separate action, the RTA staff would work with the Town of Oro Valley to draft an IGA amendment to extend the Sun Shuttle Dial-a-Ride transit services beyond June 2013. It is anticipated that this amendment would be presented to the RTA Board for approval in January 2013. Recommendation: Staff recommends that the RTA TPC Committee approve the Transit Working Group recommendations for expanding the optional ADA service area in two phases and combining the RTA Special Needs Transportation services (Handicar) and Sun Shuttle (MV Transportation) services into the upcoming transit service procurement, and subsequently pass along these recommendations to the Management Committee and RTA Board for further consideration. Background: The Transportation Improvement Program (TIP), prepared by Pima Association of Governments (PAG), is a five-year schedule and budget of proposed transportation improvements within Pima County. The TIP is typically updated annually through a multi-step process in association with PAG’s member jurisdictions and other implementing agencies. The TIP addresses improvements to diverse elements of the regional transportation system including national, state and local highways, transit, aviation, ride sharing, bikeways and pedestrian facilities. The TIP also responds to various state and federal regulatory requirements for development of a transportation improvement program. Discussion Points: The PAG TIP Subcommittee Chair or a Subcommittee representative will be available to report on the August 21, 2012 PAG TIP Subcommittee meeting, including:
• TIP Amendment #1
Amendment #1 to the FY 2013-2017 TIP includes the following items: Item A: A request from the Town of Marana to transfer the project sponsor for the Ina Road Bridge from Marana to ADOT. Both jurisdictions are amenable to this transfer. No change in funding is necessary at this time. Item B: A request from the City of Tucson to combine three projects into a single project. Funding from the Liberty Ave Safe Routes to School project and the Liberty Bike Blvd Design project would be transferred to the Liberty Bike Blvd project and renamed ‘‘Liberty Bike Blvd and Safe Routes to School.’’

Item C: This item adds two new projects which have recently received a Safe Routes to School grant from ADOT. The Old Vail Middle School SRTS Project (sponsored by Pima County) and the Robison Elementary School Healthy Street project (sponsored by the City of Tucson) both received $400,000 from this grant source. Item D: A request from Tucson Transit to amend 15 transit projects to bring funding amounts in line with what is outlined in the respective project IGAs. There are also two new transit projects that are part of this item: Sun Tran Pima County Transit Services, and South Tucson Transit Services. Finally four projects have proposed name changes to more accurately reflect the project scope: Circulator Bus Service Name Change to: Sun Shuttle Base Transit

Item E: A request from ADOT to add $700,000 of 2.6% funding to the I-10: Prince to Ruthrauff project to cover unexpected expenses. Item F: A request from the City of Tucson to increase RTA funds on four projects: Fort Lowell / Campbell Intersection, Golf Links / Kolb Rd Intersection Improvements, Grant / Craycroft Intersection, and Speedway / Arcadia HAWK. Item G: A request from ADOT to move the I-10: Cortaro Rd to Ina Frontage Road into the reserve list, since the scope of this project is included in other fully-funded projects in that same area. In addition, ADOT requests additional 2.6% funding to two existing projects: State Route 77: Tangerine to Pinal County Line, and State Route 86: Valencia to Kinney. Item H: A request from PAG to correct an earlier error that had reduced funding levels for two programmatic line items (PAG Consultant Services, and Transportation Planning Program). Funding amount for these programs are normally $100,000 each, but had mistakenly been reduced to $80,000 each. The proposed changes will have no significant effect on the air quality conformity findings or fiscal constraint analysis of the TIP.

RTA Report
Report on the RTA Board: The RTA Board meets on Sept. 27, 2012. At that meeting the RTA Board will consider the following actions/presentations:
• Jurisdictional Project Updates
• Request for increased funding for SR-86
• Small Business Enterprise (SBE) Goals
• RTA Categorical Funding Reallocation
The RTA Board last met in Executive Session on Aug. 21, 2012. Prior to that meeting, the regular meeting was held on June 14th, at which time the following actions were taken:
• 13 Intergovernmental Agreements or amendments were approved
• The FY 2013 Budget was approved
• A HAWK signal was approved for La Cholla Blvd. at Ocelot Road
• The request to increase funding for the SR-77 Wildlife Crossing was referred back to the Wildlife Linkages Working Group
• A presentation was made on the RTA Project and Program Statutory Process by the RTA Legal Counsel
Jurisdictional Project Updates:
The RTA Jurisdictional Progress Reports are attached.
Request for increased funding for SR-86 Wildlife Crossings: The SR- 86 Wildlife Crossing Structures proposal was approved by the RTA Board in October 2011 and the IGA with ADOT was approved in April 2012. The original concept identified two under crossings, at an estimated cost of $746,280 to help restore wildlife connectivity in the Kitt Peak area, and reduce the accident rate due to wildlife collisions in the area. The project has been designed, and the current cost estimate is now $1,189,580, an increase of $433,300, an increase of over 58%. The increase is due, in part to the cost of detours that had

not been addressed in the original cost estimate. Other costs increases are due to increased structure costs, as quoted by the manufacturer. Recommendation / Action Item: The RTA Wildlife Linkage Committee is requesting an amendment to the current IGA to do the following:
1. Increase the amount of RTA funding from $746,280 to $899,600, with ADOT committing to fund the remaining shortfall.
2. Cancel the SR 86, Kinney to T.O. Nation Wildlife study, releasing $79,000 programmed for the study, but not pursued by ADOT.
Small Business Enterprise (SBE) Goals
The RTA Board tabled a proposed limitation on SBE goals at the Jan. 26th meeting in order to allow staff from the City to work with the RTA staff, and representatives of the contractors and subcontractors associations on process changes within the framework of the existing City SBE Ordinance that would result in SBE goals all parties could support. The RTA Board agreed to support SBE goals for short term projects that had consensus support from the involved parties. Since January, the team has modified the way SBE Goals have been set, and have established a review process that involves the RTA, Subcontractors Associations and the Tucson Utility Contractors Association. SBE Goals have been established for the following projects, by consensus: 22nd /Kino Intersection: 19% Grant Road/Oracle Intersection: 14% St Marys (Downtown Links) 18% Houghton Road, Irvington-Valencia 19% The RTA-SBE Goal Setting Procedures summary is attached. Staff anticipates recommending the continuation of the committee review of SBE Goals on future RTA projects. Request for Categorical Funding Change RTA Staff has worked with the Jurisdictions to identify funding that could be released on projects that are now completed, and to make the released funding available to be reallocated. The jurisdictions have indentified approximately $3,300,000 of Intersection Safety and Capacity (RTA #36) project funding, $900,000 of Elderly and Pedestrian Safety Improvement Funding (RTA #37), $225,000 of Signal Technology Upgrade Funding (RTA #40) and $2,700,000 of Greenway, Pathways, Bikeways and Sidewalks funding (RTA #41) that can be released from completed projects and made available for reprogramming. A call for projects has announced for the amounts above, subject to RTA Board approval.

RTA Project Update (Construction, billings and IGAs):
To date, a total of 484 individual projects or service upgrades have been completed, including six Roadway Element projects. Another 22 projects are under construction, including 5 Roadway Element projects (2 more are mobilizing). The RTA has expended $435.2 million on project expenses thru July 31, 2012. The RTA collected $398.9 million in excise taxes over the same period. The RTA fund balance was $148.1 million on July. 31, 2012. Attachments:

by City at end of July and is complete. Beginning development of Community Character and Vitality Plan, which involves development of design guidelines, and overlay zone, and amendment of 7 area and
neighborhood plans to revitalize and reuse remnant properties, and to help realize the community's future vision for land use on Grant road. We have begun a land use outreach effort to build support and identify
specific changes and language will occur through 2011. Plan and overlay zone will be brought to City of Tucson Planning Commission and then Mayor and Council for Adoption. It is anticipated that this planning
effort will reduce R/W acquisition costs over the life of the project. Scheduling for Area and Neighborhood Plan Amendment public meetings ongoing & mtgs. are anticipated to start in Nov. after study session

complete. Project is complete. Walk-through inspections and close-out in progress. A few minor things to fix. FTA PMOC continues to receive regular updates. Grand opening held January 26th. Currently working
on close-out process with PMOC, contractor, and design consultant. Estimated completion in mid June, except for Runway Drive improvements. Meeting with FTA PMOC in late April. A few more items to provide.

Seamless Fare System MRC9 Sun Tran
Work on the ePay website by HS2 continues and is slightly ahead of schedule. Sun Tran is pleased with the work product being delivered.
System Integration Testing of the complete system is scheduled for August 20 through September 7, 2012 in Chicago. Upon successful completion of all testing, remaining equipment will be delivered to Sun Tran.
Instructor Guides and Student Material are being delivered to Sun Tran to prepare for mandatory training on all the components of the system. Sun Tran’s Training Director is preparing a schedule to coordinate all
the training activities.

While PAG owns no roadway infrastructure of its own, the agency coordinates a regional pavement management program. This role has included ensuring compatibility of pavement management databases and information collection techniques among PAG member agencies. This program has shown a proactive approach to coordinating regional pavement data collection among its member agencies. However, individual jurisdiction investment in pavement maintenance throughout the region has varied widely. Discussion Points: PAG has prepared a paper to address the current state of road maintenance in the region, with emphasis on effective strategies for preventative maintenance and funding availability. The paper describes current pavement management activities in the region, the general condition of public streets, and proposes recommendations for a regional approach to preventative maintenance for pavement. A presentation on the paper will be provided. Recommendation: The Committee is asked to review and discuss the item and its next steps.

Subject: MAP-21
Background:
The Moving Ahead for Progress in the 21st Century Act (MAP-21) is the new transportation funding bill that will govern United States federal surface transportation spending for the next two years. It was passed by Congress on June 29, 2012, and signed by the president on July 6.
Discussion Points:
The bill provides for the use of $105 billion through the end of the 2014 fiscal year, and does not significantly alter total transportation funding from the previous transportation bill. It does, however, include many significant reforms and changes from the previous funding bill, SAFETEA-LU.
Some of these differences include:
• a reduction in the total number of funding programs
• reforms aimed at making the environmental review process more streamlined
• consolidation of bicycle and pedestrian transportation funding into a single program called Transportation Alternatives
• the development of a national freight policy. Specific impacts to the PAG region are still being evaluated. PAG staff will present on possible MAP-21 impacts to the region. Recommendation: This is a discussion item only.

SUMMARY OF REGIONAL TRANSPORTATION STUDIES
Background:
PAG provides quarterly updates to the Transportation Planning Committee on
transportation related studies being conducted in the region. The update will include a
brief summary of the study and its goals, as well as a brief description of the project status.
If you know of any current studies that are not listed here, and that may be of interest on a
regional level, please let us know and we will include the study in the next update.
Discussion and Recommendation:
This is an information item.
ADOT Statewide Bicycle and Pedestrian Plan:
Summary:
The Arizona Statewide Bicycle and Pedestrian Plan serves to provide a long-term plan for a
system of shared roadways and bicycle and pedestrian facilities for the ADOT State
Highway System. The Plan will guide ADOT in making transportation decisions, which
impact bicycling and pedestrian activities, and improve the accommodation of non-
motorized modes of transportation throughout the state. In addition, the Plan will
recommend policies, design, and maintenance guidelines for consideration by all
implementing agencies in Arizona.
Status:
TAC meeting #2 was held in early April to finalize the goals of the study and discuss needs
and deficiencies of the statewide system and programs. The consultants are currently
compiling the current conditions. The next major component of the study will be public
outreach. There will be an online survey that can be completed by anyone during the
month of May to gather input on bicycle and pedestrian issues statewide. The next
working paper will contain recommendations on activities that will help achieve the vision
and goals identified in as part of the plan update.
Freight Framework Study:
Summary:
The freight framework study is a joint effort between MAG, CAAG, and PAG. The study will
identify current trends in freight transportation in the Sun Corridor, and recommend ways
to improve freight transportation capacity and efficiency throughout the mega-region
between Phoenix and Tucson. MAG is lead agency on this project.
Status:
The Study has identified 15 freight ‘‘hot spots,’’ defined as areas with current or future
potential for heavy freight use. Of the 15 hot spots, the study team has chosen 4 for
further analysis and including transportation infrastructure, land use, commodity flows,
market analysis, and so forth. This deeper analysis will include the area around Tucson
International Airport.
ADOT Route Transfer Procedures Study
Summary:
The Arizona State Highway System includes a number of routes that do not function as
State Highways. ADOT has indicated that state highways that do not contribute to the
mission and purpose of the system create problems for ADOT and for transportation in
Arizona because they use resources that could be used to meet statewide needs, generate
administrative and liability costs, and may interfere with the vision and goals of local
jurisdictions.
The overall goal of the project is to develop a process that identifies eligible routes for
transfer from the State highway system to a local jurisdiction. The study will also develop
a process for identifying the jurisdiction responsible for specific improvements prior to
route transfer and on-going maintenance after the transfer. Finally, the study will
recommend policies that will clarify how ADOT and the State Transportation Board will
deal with key issues in route transfers.
Status:
A draft manual has been completed and has been reviewed by stake holders (including
PAG). The manual includes consideration of transfers in both directions------from state to
local jurisdiction, and from local to state jurisdiction. The manual is being presented to
each of the ADOT Engineering Districts in the state. The project is scheduled to be
complete by mid-September.
Pedestrian Compatibility Study: SR86 from MP112 to MP115 (Sells):
Summary:
This study will examine SR 86 through the Town of Sells with the goal of improving overall
pedestrian safety. The study will analyze the best location to place bridges over a
drainage channel, appropriate crossing treatments and the need and feasibility of
sidewalks or a shared-use path along the roadway.
Status:
The final draft of this study was available to the TAC members with some TAC members
expressing concerns with the final product. The consultant team is setting up a meeting to
discuss the final draft.
North-South Corridor Study (Pinal County)
Summary:
The Arizona Department of Transportation and Federal Highway Administration are
studying the area between US 60 in Apache Junction and I-10 near Eloy and Marana. The
purpose of the study is to identify and evaluate a possible route to provide a connection
between these two areas.
This study has elicited significant interest from the public and other stakeholders.
Approximately 55,000 post cards were sent out and over 400 responses have been
received.
Currently there are several alignments being considered. The goal is to narrow it down to
three or four options. There is also communication taking between the FTA and FRA and
the ADOT Intercity Rail Study.
Status:
The last team meeting for the project was held March 6, 2012. Currently, the team is
working on consensus on which route alternatives to move forward with for the EIS.
Seventeen impact criteria have been established for choosing the route alternatives.
Those with the lowest ratings based on the established criteria will be eliminated from
consideration.
The corridor will be split into 6 zones for consideration in to the EIS:
a. Zone 1: US 60 to Ocotillo Road
b. Zone 2: Ocotillo Road to Arizona Farms Road
c. Zone 3: Arizona Farms Road to SR 287
d. Zone 4: SR 287 to Martin Road
e. Zone 5: Martin Road to Florence Boulevard
f. Zone 6: Florence Boulevard to I-10
The study team plans to finalize the Alternative Selection Process at the April meeting. The
April meeting was subsequently canceled.
I-10: Junction I-19 to SR 83 and
SR 210: Golf Links Road to I-10
Summary:
Improving mobility along I-10 southeast of downtown Tucson has been a major goal of
ADOT, the City of Tucson, Pima County and PAG. This project consists of two phases; the
first phase will examine many alternatives, study each one closely, and identify those
which will be carried forward into the next phase. Phase two will advance the study to the
DCR and EA stages focusing on I-10 from I-19 to SR 83, an area expected to become more
urbanized in the future.
Status:
A meeting with project partners and DM Air Force Base was held on March 14, 2012. DM
Air Force Base presented several concerns regarding security concerns and the clearances
required for their airfield on the proposed System Alternatives in the initial report by the
consulting team. Several potential solutions were discussed with DM Air Force Base
Engineers. The project team will consider the issues brought forward by the DM Air Force
Base and work on the alignments on the System Alternatives that minimally impact
DMAFB. At the next stages of the project, the DCR, further analysis of the envelope
required by DMAFB will be provided along with more detailed maps of System
Alternatives.
Status:
The final DCR and EA report is complete and available on the ADOT website.
I-10: Tangerine Road to Ina Road corridor study
Summary:
The Arizona Department of Transportation and Federal Highway Administration are
beginning an engineering and environmental study of Interstate 10 between Tangerine
Road and Ina Road. The goal for this study is to develop a long-range plan for providing an
improved roadway for general traffic, commuters and truck traffic traveling along this
portion of the I-10 corridor. To support that goal, the study will:
• Develop and evaluate possible alternatives for widening I-10.
• Develop and evaluate possible alternatives for reconstructing the Cortaro Road
and Avra Valley Road interchanges to provide grade-separated crossings with the
Union Pacific Railroad (UPRR).
• Look at potential improvements to frontage roads in the study area.
The study will include:
• An Alternative Selection Report (ASR) to identify and assess possible alternatives,
including the consequences of not making any improvements along this corridor
(no-build alternative).
• A Design Concept Report (DCR) to document the preferred alternative.
• An Environmental Assessment (EA) to document public and agency outreach and
the potential impacts to the social, economic and natural environments.
• A Corridor Implementation Plan for recommended improvements.
Status:
A public meeting will be held on May 2, 2012 to introduce the study alternatives, present
information, and provide the opportunity for the public to ask questions and provide
input.
SR 77: Tangerine to Pinal County Line (Oro Valley)
Summary:
ADOT, the Federal Highway Administration and the Regional Transportation Authority are
working together to improve traffic flow and enhance safety along State Route 77, also
known as Oracle Road. This study is evaluating improvements, including widening the
road from two lanes to three lanes in each direction, on Oracle Road between Tangerine
Road and the Pinal County Line.
These new improvements will tie into the recently completed improvements on Oracle
Road between Calle Concordia and Tangerine Road. The current phase for this project
began in 2004, and public meetings were held on June 28, 2005, and January 27, 2009.
Input from these meetings and other contacts were used in the development of the
design concept report and environmental assessment documents.
Status:
The project has commenced Stage IV design.
The issue of constructing a noise wall was voted on by residents being affected. In January
2012, voting was closed after a reasonable attempt to gather votes from all resident
abutting the noise wall. The vote was to construct a noise barrier wall with the project
along the stretch where homes will be affected. A meeting was held April 18, 2012 to
review sound wall plans and preview renderings.
A team progress meeting was held on April 2, 2012. Cultural clearances are still under
review.
On April 10, 2012 an amendment to increase funding for the Wildlife Crossings by $3.005
was recommended for approval. This item will be covered by the TIP Subcommittee report
to the TPC.
This project is scheduled to start construction in mid calendar year 2013. The draft STIP
moved construction on this project to FY 2014. This action should only cause a month or
delay for the project.
Sahuarita Corridor Study
Summary:
The Sahuarita Corridor study will examine possible east-west corridor alignments in
Sahuarita, including El Toro Road, from Mission Road to SR 89. The study is the direct
result of a 2010 Small Area Transportation Study conducted by Kimley-Horn on behalf of
the Town of Sahuarita. .
The result of the new Study will set the stage for a future preliminary design of an east-
west corridor, and will assist in justifying funding for additional corridor planning and
engineering. Additionally, the Study will enable the Town to initiate other planning
assessments for the region, including the preservation of right of way, a critical factor to
the preferred alternative.
Status:
The project team is currently evaluating possible corridor alternatives
and developing performance measures to compare the various
alternatives.
University of Arizona Bicycle and Pedestrian Study
Summary:
In partnership with UA, Pima County, and the City of Tucson, PAG has contracted with a
consultant to produce a comprehensive study to enhance bicycle and pedestrian
circulation within the U of A campus, while creating seamless links with the surrounding
community.
The goals of the study are to reduce the risk of collision, improve existing infrastructure,
