Enclosed in the agenda packet is a copy of the Executive Summary for the SR235 Corridor Management Study, which was completed and delivered to the staff on October 24. The full report, including all technical appendices, can be viewed on the TCC website in the reports library at: http://www.clarktcc.com/reportslibrary.htm. If you would like a hard copy of the full report, please contact Louis Agresta at 521-2134.
At the November 9 TCC meeting, staff and the consultant team will present the final report. At the conclusion of the presentation, staff will request TCC acceptance of the full planning document.

THE FY2012-FY2015 TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, the Clark County-Springfield Transportation Coordinating Committee (CCSTCC) is designated the Metropolitan Planning Organization (MPO) for the Springfield urbanized area in Clark County by the Governor of the State of Ohio, acting through the Ohio Department of Transportation (ODOT), and in cooperation with locally elected officials in the area pursuant to Agreement of Cooperation #16576 between ODOT and the Board of Commissioners of Clark County, Ohio; and
WHEREAS, the TCC is responsible for maintaining the area’s Transportation Improvement Program (TIP), in cooperation with local governments, transportation providers, and the Ohio Department of Transportation (ODOT); and
WHEREAS, ODOT has determined major safety improvement is needed for CLA 235 0.23 (PID 94632); and
WHEREAS, the project will add $105,000 for Preliminary Engineering ($94,500Highway Safety Improvement Program [HSIP] and $10,500 State Match) in FY2013,$195,000 for Preliminary Engineering ($175,500 HSIP and $19,500 State Match) in FY2014 and $2,488,500 HSIP for Construction in FY2015 and is fiscally constrained tothe Transportation Improvement Program; and
WHEREAS, the project is consistent with the 2040 Transportation Plan; and
WHEREAS, the next scheduled update of the biennial Transportation Improvement Program is not until SFY2014.
BE IT THEREFORE RESOLVED:
That the members of the Clark County-Springfield Transportation Coordinating Committee approve the amendment to the FY2012-FY2015 Transportation Improvement Program as shown on the reverse side of this resolution.

WHEREAS, the project will add $135,000 for Preliminary Engineering ($121,500Highway Safety Improvement Program [HSIP] and $13,500 State Match) in FY2013 and $1,300,050 HSIP for Construction in FY2014 and is fiscally constrained to theTransportation Improvement Program; and
WHEREAS, the project is consistent with the 2040 Transportation Plan; and
WHEREAS, the next scheduled update of the biennial Transportation Improvement Program is not until SFY2014.
BE IT THEREFORE RESOLVED:

COMMITTEE TO INCLUDE TAC INDUSTRIES, INC. IN THE LOCALLY DEVELOPED
COORDINATED PUBLIC TRANSIT-HUMAN SERVICES TRANSPORTATION PLAN ADOPTED
JUNE 8, 2007
WHEREAS, the Clark County-Springfield Transportation Coordinating Committee (CCSTCC) is
designated the Metropolitan Planning Organization (MPO) for the Springfield urbanized area in Clark
County by the Governor of the State of Ohio, acting through the Ohio Department of Transportation
(ODOT), and in cooperation with locally elected officials in the area pursuant to Agreement of
Cooperation #16576 between ODOT and the Board of Commissioners of Clark County, Ohio; and
WHEREAS, Congress passed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A
Legacy for Users (SAFETEA-LU) reauthorization, grantees under specific Federal Transit Authority
programs were required to be involved in coordination efforts outlined in the “locally developed
coordinated transit-human services transportation plan”. This plan is required to be developed through a
process that includes representatives of public, private and non-profit transportation services, human
services providers and the general public; and
WHEREAS, the 2012 Specialized Transportation Program (FTA 49 USC Section 5310) process starts
during the month of November 2012 with the Ohio Department of Transportation sending out
applications, guidelines, and program criteria to those agencies awarded vehicles in the past and first time
applying non-profit agencies ; and
WHEREAS, the non-profit agency TAC Industries, Inc., who contracts with the Board of Developmental
Disabilities of Clark County, wishes to be included in the CCSTCC’s COORDINATED PUBLIC
TRANSIT-HUMAN SERVICES TRANSPORTATION PLAN FY2008-FY2012 so they will be eligible
to apply for 2012 Specialized Transportation Program grant for elderly and disabled citizens that they
serve; and
WHEREAS, the 2012 specialized transportation program will provide Federal funds (80%) to assist
eligible applicants in purchasing vehicles, computers, radio equipment, and mobility management to
enhance the agency’s transportation services; and
BE IT THEREFORE RESOLVED:
That the Clark County-Springfield Transportation Coordinating Committee approves the addition of TAC
Industries, Inc. into the COORDINATED PUBLIC TRANSIT-HUMAN SERVICES
TRANSPORTATION PLAN FY2008-FY2012 for the Clark County-Springfield area.
