Dear Mr. Tagliaferro and Mr. Gorski:
Enclosed are copies of General Electric's (GE's) monthly
progress report for February 2011 activities conducted by GE at the
GE-Pittsfield/Housatonic River Site. This monthly repOJi is
submitted pursuant to Paragraph 67 of the Consent Decree (CD) for
this Site, which was entered by the U.S. District Court on October
27,2000.
The enclosed monthly repOJi includes not only the activities
conducted by GE under the CD, but also other activities conducted
by GE at the GE-Pittsfield/Housatonic River Site (as defined in the
CD). The report is formatted to apply to the various areas of the
Site as defined in the CD, and to provide for each area, the
information specified in Paragraph 67 of the CD. The activities
conducted specifically pursuant to or in connection with the CD are
marked with an asterisk. GE is submitting a separate monthly repOJi
to the Massachusetts Department of Environmental Protection (MDEP),
with a copy to the United States Environmental Protection Agency
(EPA), describing the activities conducted by GE at propeliies
outside the CD Site pursuant to GE's November 2000 Administrative
Consent Order from MDEP.
The enclosed monthly repOJi includes, where applicable, tables
that list the samples collected during the subject month, summarize
the analytical results received during that month from sampling or
other testing activities, and summarize other groundwater
monitoring and oil recovery information obtained during that month.
Also, enclosed for each of you (and for Weston) is a CD-ROM that
contains these same tables of the analytical data and monitoring
information in electronic form.

Background
The General Electric Company (GE), the United States
Environmental Protection Agency (EPA), the Massachusetts Department
of Environmental Protection (MDEP), and other governmental entities
have entered into a Consent Decree (CD) for the
GE-Pittsfield/Housatonic River Site, which was entered by the U.S.
Court on October 27, 2000. In accordance with Paragraph 67 of the
CD, GE is submitting this monthly report, prepared on GE’s behalf
by ARCADIS (formerly Blasland, Bouck & Lee, Inc.), which
summarizes the status of activities conducted by GE at the
GE-Pittsfield/Housatonic River Site ("Site") (as defined in the
CD).
This report covers activities in the areas listed below (as
defined in the CD and/or the accompanying Statement of Work for
Removal Actions Outside the River [SOW]). Only those areas that
have had work activities for the month subject to reporting are
included. The specific activities conducted pursuant to or in
connection with the CD are noted with an asterisk.

Sampling/Test Results Received
- Sample results were received for routine sampling conducted
pursuant to GE’s NPDES Permit for the GE facility. Sampling records
and results are provided in Attachment A to this report.
- NPDES Discharge Monitoring Reports (DMRs) for the period of
January 1 through January 31, 2011, are provided in Attachment B to
this report.

- Submitted to EPA and MDEP the 2011 revisions of the Stormwater
Pollution Prevention Plan (SWPPP) in accordance with GE’s NPDES
Permit.
- Submitted to EPA and MDEP the 2010 Baseline Monitoring Plan
Final Summary Report.
- Submitted to EPA and MDEP a summary of 2010 BMP and SWPPP
activities in accordance with GE’s NPDES Permit.
- Submitted to EPA and MDEP the 64G Groundwater Treatment
Facility PCB Optimization Study Report in accordance with GE’s
NPDES Permit.
- Submitted to MDEP revised draft sections of a license renewal
application for GE’s Building 78 under the Resource Conservation
and Recovery Act (RCRA).

- GE transferred the former 40s Complex to the Pittsfield
Economic Development Authority (PEDA) on February 16, 2011.
- GE worked with PEDA on development of a draft Grant of
Environmental Restriction and Easement (ERE) covering the portion
of Woodlawn Avenue adjacent to the former 20s Complex, combined
with the portion of that road within East Street Area 2-North.*
This ERE is discussed further under Item 3 (East Street Area
2-North) below.

- It is anticipated that PEDA will prepare draft amended EREs
for the former 20s Complex and the former 30s Complex.*

- Continued water sampling as part of the NPDES Permit-related
Optimization Study, as indicated in Table 2-1.
- Performed February 2011 dry weather flow inspection activities
associated with Drainage Basin 005 under GE’s NPDES Permit.
- Provided comments to EPA regarding the sampling plan developed
by the Massachusetts Department of Transportation (MassDOT) for its
planned widening of East Street.

ERE for the OPCAs (submitted on January 26, 2011) is acceptable to
them.
- Received subordination agreements for this ERE from Pittsfield
Generating Company (PGC) and the City of Pittsfield.

Impacts
GE’s Revised Post-Removal Site Control Plan for the OPCAs,
submitted in January 2011, is under EPA review. That plan includes
an OPCA Post-Closure Groundwater Monitoring Proposal. If that
proposal is approved by EPA in time, GE will conduct the spring
2011 groundwater sampling event at the OPCA monitoring wells as
part of the separate OPCA Post-Closure Groundwater Monitoring
Program (rather than the regular GMA 4 Interim Groundwater Quality
Monitoring Program), as discussed in Item 24.d below.

On GE’s behalf, ARCADIS performed one round of water column
monitoring at nine locations along the Housatonic River between
Coltsville and Great Barrington, MA, on February 3 and 4, 2011. Two
of these locations are situated in the 1½ Mile Reach: Lyman Street
Bridge (Location 4) and Pomeroy Avenue Bridge (Location 6A). A
composite grab sample was collected at each location and submitted
to Northeast Analytical for analysis of PCBs (total), TSS, POC, and
chlorophyll-a, as identified in Table 14-1. The sample collected at
Pomeroy Avenue Bridge was also analyzed for volatile suspended
solids (VSS). (The other seven locations are discussed under Items
15 and 20 below.)

On GE’s behalf, ARCADIS performed one round of water column
monitoring at nine locations along the Housatonic River between

Silver Lake and is discussed in Item 20 below. Of the remaining six
locations, two are located upstream of the 1½ Mile Reach: Hubbard
Avenue Bridge (Location 1) and Newell Street Bridge (Location 2).
The four remaining locations are situated in the Rest of the River:
Holmes Road Bridge (Location 7); New Lenox Road Bridge (Location
9); Schweitzer Bridge (Location 12); and Division Street Bridge
(Location 13). An additional location (Woods Pond Headwaters
[Location 10]), that is normally part of the monthly monitoring,
was not sampled during this monitoring event as the location was
inaccessible due to snow and ice. Composite grab samples were
collected at each location sampled and submitted to Northeast
Analytical for analysis of PCBs (total), TSS, POC, and
chlorophyll-a, as identified in Table 15-1.

a. Activities Undertaken/Completed
General:
- Conducted routine groundwater elevation monitoring and
non-aqueous-phase-liquid (NAPL) monitoring/recovery activities.
- Conducted sampling of well water generated from well 17N, as
indicated in Table 21-1.
- Conducted yearly waste analysis of dense NAPL (DNAPL) derived
from wells LSSC-07, LSSC-08I and LS-30, as indicated in Table
21-1.
East Street Area 1-North and South:
- Continued automated groundwater and NAPL pumping at North Side
and South Side Caissons. No light NAPL (LNAPL) was removed from the
North Side Caisson in February. No LNAPL was removed from the South
Side Caisson in February.
- Continued routine well monitoring and manual NAPL removal
activities. Approximately 1.102 liters (0.291 gallon) of LNAPL were
removed from this area during February.
East Street Area 2-South:
- Continued automated groundwater and LNAPL removal activities.
A total of approximately 3,507,825 gallons of groundwater was
recovered from pumping systems 64R, 64S, 64V, 64X, RW-1(S),
RW-1(X), and RW-2(X). In addition, approximately 489 gallons of
LNAPL were removed from pumping systems 64R, 64V, GMA1-17W,
RW-1(S), RW-2(X), RW-4, 64X, and 64S Caisson.
- Continued automated DNAPL removal activities. Approximately 25
gallons of DNAPL were removed from pumping system RW-3(X) during
February.
- Continued routine well monitoring and manual NAPL removal
activities. Approximately 23.830 liters (6.288 gallons) of LNAPL
were removed from wells in this area during February. Approximately
3.701 liters (0.977 gallon) of DNAPL were removed from wells in
this area during February.

- Treated/discharged approximately 3,426,846 gallons of water
through Building 64G Groundwater Treatment Facility.
East Street Area 2-North:
- Continued well monitoring and NAPL removal activities. No
LNAPL was removed from wells in this area in February.
20s, 30s, and 40s Complexes:
- Continued well monitoring and NAPL removal activities. No
LNAPL was recovered from this area during February.
Lyman Street Area:
- Continued automated groundwater and NAPL removal activities.
Approximately 127,311 gallons of groundwater were recovered from
pumping systems RW-1R, RW-2, and RW-3. No LNAPL was removed from
the automated recovery systems during February.
- Continued routine well monitoring and NAPL removal activities.
Approximately 0.308 liter (0.081 gallon) of LNAPL was removed from
wells in this area during February. Approximately 0.923 liter
(0.244 gallon) of DNAPL was removed from wells in this area during
February.
Newell Street Area II:
- Continued automated DNAPL removal activities. No DNAPL was
removed by System 2 in February.
- Continued routine well monitoring and NAPL removal activities.
No LNAPL was removed from this area during February. Approximately
1.073 liters (0.283 gallon) DNAPL were recovered from wells in this
area during February.

identifying all occupied (or potentially occupied) buildings in GMA
1 where the presence of LNAPL in the groundwater is less than 15
feet from the ground surface and within 30 feet laterally from the
buildings (due to EPA by March 14, 2011; see Item 21.f below).
- Conduct spring 2011 bailing round.
- Initiate preparations for spring 2011 sampling event and
groundwater elevation/NAPL monitoring round.
e. General Progress/Unresolved Issues/Potential Schedule
Impacts
The decommissioning of well ESA1N-52, located in East Street,
has been postponed pending discussions with the City of Pittsfield
to confirm the proper procedures needed to remove this well.

GE and EPA have agreed that GE will combine the Fall 2010 NAPL
Monitoring Report (originally due to EPA by February 28, 2011) and
the NAPL Volatilization Assessment Proposal (originally due to EPA
by March 15, 2011) into a single document, to be submitted to EPA
by March 14, 2011.

After treatment, the majority of the water processed at GE's
Building 64G groundwater treatment facility is discharged to the
Housatonic River through NPDES permitted Outfall 005. However, as
part of GE's overall efforts to contain NAPL within the site and to
optimize NAPL recovery operations, a portion of the treated water
discharged from the 64G facility is routed to GE's on-site recharge
pond located in East Street Area 2-South.
