1. INTRODUCTION – This handbook is primarily for new

Ahmadi secretaries. But it is also essential reading for presidents,regionalmissionariesandotherofficebearerswhocomeintocontactwith new Ahmadis. This handbook aims to assist and guide thetrainingof,andcaringfor,NewAhmadisinlocalbranches(Jamaats).ItgivesguidanceonhowNewAhmadiscanbe integrated into localbranches.Much of this guidance has been given by Beloved Huzur(aba) directly. This includes instructions that each new Ahmadishould: be paired with a Jamaat member as a brother/sister(Mawakhaat);haveamulaqaatwithHuzur(aba);beinvitedtoattendtheannualconvention(JalsaSalana);beissuedanAIMSnumberandreceiveatemporaryAIMScard;be invitedtoparticipate in financialsacrifice(ZakaatandChanda).Eachlocalsecretaryshouldorganiseaweekly training (Tarbiyyat) class, to be taught by the nearestmissionary.WepraythatAllahAlmightywillenablethishandbooktoprovebeneficialforyouinyourserviceofnewAhmadis.Ameen.

3. WHOISANEWAHMADI–ANewAhmadiisonewho

has taken baiaatwithin the last 3 years. However, you should alsofocusonthoseconvertswhoarenotyetintegrated,eveniftheytookbaiaat more than 3 years ago. They should be treated as newAhmadis until the point that they are integrated e.g. treated withspecialcare,loveandsupportandinvitedtoallnewAhmadievents.

4. NEW AHMADI SECRETARY – Every local

Jamaat (branch) must have such a secretary. Huzur (aba)revisedtheconstitution in2015toprovidefurtherguidanceonthisrole:

Amendedruleno.425&426ofTehrik-e-Jadidconstitution–roleofAdditionalSecretaryTarbiyyatandWaqf-e-Jadid:

• Heshallberesponsibleformakingtheaims,objects,andsystemofthejamaatknowtoNewAhmadis.

• HeshallseethatNewAhmadireceivespropertarbiyaatandtheyareinformedoftheirobligationsandresponsibilitiesasNewAhmadis.

• HeshallberesponsiblefororganizingspecialreligioustrainingprogramsforTarbiyatofNewAhmadisforaninitialperiodof3years.

• HeshallarrangeaseparatemeetingofNewAhmadisforthepurposeofTarbiyaat.Apartfromthesespecialmeetings,NewAhmadisshouldalsoattendJammat’sgeneralmeeting.

• HeshallseethatthosenewAhmadiswhohaveconvertedfromreligionsotherthanIslamlearnbasicteachingsofIslame.g.dailyprayers(includingtheArabicwordingofSalaat,SurahFatihaetc.)memorizingpartsofHolyQuranincludingthelasttensurahs,fastingduringRamadhan,paymentofZakatandperformingofHajj.

• HeshallarrangethatNewAhmadilearnstherecitationandmeaningofHolyQuran.

• HeshallorganizeaseparateIjtemaofNewAhmadis.Thisshouldbeheldatleastonceayear.NewAhmadishouldbegivenresponsibilitiesregardingorganizingthisIjtema.

• HeshallpromoteharmonyandbrotherhoodamongstNewAhmadisandexistingmembersofthejamaatandeliminatealltypesofprejudices.

• HeshallberesponsibleformakingtheaimsandobjectsofWaqfeJadidknowtoNewAhmadis

• HeshallseethatNewAhmadisparticipateinthefinancialsacrificestowardsChandaWaqfeJadid.

5. BAIAATFORM–TheBaiaatformshouldbesignedbythe

President and Regional Missionary and sent to the NationalMissionary in Charge. However, the new procedure means that itmustbesentwithinonemonth.Itcanonlybeheldforlonger(upto3months)ifwrittenapprovalisobtainedfromNationalMissionaryinCharge. If either the Sadr or Regional Missionary are not satisfiedafterthis3-monthperiod,theymustsendtheBaiaatformalongwitha written report to Imam sb explaining the reason. RegionalMissionariesand localPresidentsshouldcontinuetokeepacopyofallsignedBai'atforms(withRegionalandlocalserialnumbers).

6. AIMS ID – All new Ahmadis, including those

claimingasylum, cannowget temporaryAIMS cards.Whensending the baiaat form to the centre, please send it alongwithacompletedTajneedform(normalyellowone),aphotoof the new Ahmadi, and their relevant immigrationdocuments (e.g. passport, visa etc.). If thenewAhmadi is alady,pleaseplacethephotoinamarkedenvelope.TheformwillbesignedbysecretariesTablighandNewAhmadis,andChairman of the Tajneed Committee. New Ahmadis will begiven an AIMS number (permanent) and a temporary AIMScard. A permanent AIMS cardwill be given after a periodicreview, usually after one-year. Temporary AIMS cards aremarkedwithadifferentcolortoidentifythecardholderasanewAhmadi. Thecardwill also includeaphotoof theNewAhmadi.

7. TARBIYYAT(TRAINING)COURSE

In 2014, Huzoor-e-Aqdas (aba) gave the following guidanceconcerningtheNewAhmadiTrainingcourse:

“ThenewAhmadiTarbiyyatclassesshouldbeheldonaweeklybasisineachlocalJamaatandthatamonthlyclasswouldbeinsufficient.Likeuntamedbirds,newAhmadiswillflyfromthe

Jamaatunlesstheyarecaredforonaregularbasis.Thustheclassesshouldbeonaweeklybasis.Huzur(aba)instructedthat

Missionaries,includingthosewhohavegraduatedfromJamiaAhmadiyyaUK,shouldactastutorsfortheseclasses.NewAhmadisshouldbecategorizedonthebasisoftheirparticularneeds,withregardtotheirknowledgeofIslam,andclassesshouldbeheldto

caterforalloftheseneeds.ThesyllabusshouldstartfromthebasicsoflearningtheSalaatandHolyQuranandshouldgraduallyrisetohigherlevelstocoverallnecessaryelementsofIslamicbeliefandpractice.Huzur(aba)advisedthatallnewAhmadisshouldbe

trainedinsuchamannerthattheyrealisetheimportanceoftheBaiaat,andliveaccordingtotrueteachingsofIslam,withlovefor

thePromisedMessiah(as)andKhalifa(at).”

Moreover,Huzoor-e-Aqdas(aba)hasalsoinstructedthat:

“YouwillhavetocategorizetheNewAhmadisbykeepingtheirreligiousbackgroundsinview.Forexample,ifaShiaMuslimhasacceptedIslamAhmadiyyat,hewouldnotneedtolearnthebasicssuchasSurahFatihaorNamaazwhereasaNewAhmadiconvertedfromChristianitywouldneedtolearnSurahFatihaandthebasicsof

Namaazetc.Soithastobecategorizedaccordingtoeveryindividual’sneed.”(18-7-2014)

The course should be on a weekly and local basis (notmonthly orregional). The course should be organised by the new Ahmadisecretary, taught by Missionaries or a delegated person, andoverseenbypresidents.

Syllabus: The syllabus brings together a number of differentresources covering many topics, including Salat (prayers), thefoundations of Islamic knowledge and practice, and the revival ofIslamduring the timeof thePromisedMessiah(as).All resources canbe accessed online at our website:http://www.ahmadiconverts.org.uk/training-course

Thestagesofthecourseareasfollows:

• Foundations of Islam: The initial stages focus on thefoundations of Islam, including the five pillars of Islam, theIslamicprayer,thearticlesofFaith;onwardstoIslamicissuesinthecontemporaryage,suchasJihad,equalityofmenandwomen, and Islamicmarriage. This is ideal for former non-Muslims(e.g.Christians,agnosticsetc.),aswellasactingasarefreshercourseforallMuslims;

• IslamAhmadiyyat:The higher stages covermore advanced

topics relating Islam Ahmadiyyat, including the Seal ofProphethood, the Death of Jesus(as), the truthfulness of thePromised Messiah (as), and the system of Khilafat in themodernage;

• The Holy Qur’an: Running alongside these courses, weprovide resources and training to enable new Ahmadis tolearnthetherecitationandmeaningoftheHolyQuran,usingthe the Yassurnal Qur’an (see link:https://www.alislam.org/quran/Yassarnal-Quran-EN.pdf) andonlineresources.

8. INDIVIDUAL MEETINGS WITH HUZUR (ABA) -EachNewAhmadishouldmeetwithHuzur(aba)ASAPwithoutdelay.Ifthere isaspecificsecurityrisk, then localsecretariesshouldcontactour department. Presidents can download and sign the form forMulaqaats from our website(http://www.ahmadiconverts.org.uk/guidance-and-forms/), andthensendtoourteam.ThelocalnewAhmadisecretary,Mawakhaatpartner,orlocalpresidentshouldaccompanythenewAhmadiduringthe Mulaqaat. Huzoor (aba) instructed as follows in July 2014concerningnewAhmadiMulaqaats:

“newAhmadisshouldhaveMulaqaatsassoonaspossibleafterBaiaat.Huzur(aba)alsoinstructedthat,ifitisnotpossibletoobtainaMulaqaatviaone'sPresident,thentheUKAdditional

SecretaryWaqfeJadidforNewAhmadisshouldtakenewAhmadistomeetHuzur(aba).[…]IfaNewAhmadiisserious,thenonecanassesstheirintentionswithinashortperiodoftime(e.g.3to6

months)andthenHuzoor(aba)instructedthattheUKNADshouldobtainapprovalforMulaqatsfromlocalPresidentswhichshouldthenbepresentedbyUKNADtoAmirsbUKforfinalsign-off.

9. FINANCIAL SACRIFICE (CHANDA AND

WAQFEJADID)–allnewAhmadisshouldbeencouraged

to engage in financial sacrifice (chandas) from Baiaat.However, this shouldbedonewithTaqwaandwisdom.Weshould not coerce or force people. Instead we shouldeducate and invite. If New Ahmadis have AIMS I.D., thenpleaseusetheAIMSno.toissuereceipts.Ifnot,thenusethecode‘999’andgivereceiptsintheirname.

ItisveryimportantthatweinvitenewAhmadistoparticipatein theWaqfe Jadid scheme. On January 12th, 2007 Huzoor(aba)inhisFridaySermonstated:

“Sincethisschemewasmadeworldwidein1985byHadhratKhalifatulMasihIV(mayAllahhavemercyonhim)Huzurgavethisbriefintroductionaimingitattheyoungerpeople

aswellasthosewhohavecomeintotheCommunityrecently.”

In other words, we must specifically aim to introduce newAhmadis to the schemes of financial sacrifice. (REMINDER:Seeabove,ruleno.426reChandaandWaqfeJadidduties).

10. MAWAKHAAT (BROTHERHOOD) - All newAhmadis should have a dedicated brother/sister to care forthem and support them. This is based on the Sunnah(practice) of the Holy Prophet(saw) inMedina. Huzur (aba)hasgivenspecificcriteriaonthesystemofMawakhaat:Huzoor(aba)(July2014)emphasizedthatMawakhaatisveryimportantforNewAhmadisandinstructedthata

Helpermusthavethefollowingqualities:a) They should be of a similar age to the respective

NewAhmadi,withcompatibleinterests;b) TheyshouldbewellversedintheteachingsofIslam

Ahmadiyyat;c) Theymustbehumbleandmodest,notarrogantor

proud;d) Theymusthaveanaturalinclinationtocarefornew

Ahmadis;e) They must develop personal contact with the new

Ahmadi,andlovethemasabrotherHuzoor(aba)alsoinstructedthatPresidentJamaatsshould

begivenguidanceontheabovepointsandthateachmemberoftheUKNADmustactasaHelperforanew

Ahmadi.Mawakhaat should be established for New Ahmadis as apriority and they should be given responsibilities such asbeing in contact with New Ahmadis, and enabling them tocometothemosque,attendJamaatfunctions,learntheHolyQuran, enter onto Chanda. They should also create afriendship with them so that they can know if the NewAhmadiishavinganyproblemswithintheJamaat.

11. JALSA SALANA (THE ANNUALCONVENTION) – Huzoor e Aqdas (aba), in July 2014,HuzoorgavethefollowingguidanceconcerningnewAhmadiattendanceatJalsaSalana:

• Huzur(at)instructedthatnewAhmadiscanbegivenguestpassestoattendJalsa.

• Huzur(at)instructedthattheUKNADwritetoeachlocalpresidentandrequestthemtoputtogetheranapprovedlistofallNewAhmadisintheirJamaatwhoshouldreceiveguestpassestoattendJalsa.

• ThefulllistofapprovedNewAhmadisshouldthenbetakentoAmirsbUKforfinalsign-off.

• NewAhmadisshouldthenbeseatedalltogetherinanallocatedareainthemainmarqueeduringtheJalsa.[…]

• Huzur(at)saidthateventhosewhohaveonlyrecentlytakenBaiaatshouldbeinvitedtoattend.

• Huzur(at)alsonotedthatnotonlyshouldnewAhmadisattend,butalsothoseTablighcontactswhoareabouttotakeBai’aatshouldattend.

11. JALSA SALANA (CONTINUED:) All New Ahmadis

shouldbeinvitedtoattendJalsaSalana.NonewAhmadisshouldbeleftwithoutaninvitation,unlessthereisaclearsecurityrisk,inwhichcase,themattershouldbediscussedwithourdeptASAP.EachNewAhamdisecretaryshouldensuretheirlocalPresidentgivesourdeptalistofallnewAhmadistoattendJalsa,at leastthreemonthsbeforeJalsa.Wewillthenverifythe listswithAmirsbUK.LocalsecretariesmustarrangetraveltoandfromJalsa,aswellasaccommodation,fornewAhmadis.Anycostsincurredcanbereimbursedviathenationaldepartment.

12. NEW AHMADI IJTEMAS - we need to hold annualIjtemasforthenewAhmadis,withaTarbiyyatfocus.TheremustbeonesuchIjtemaperyearineachJamaat(ifpossiblee.g.if10ormorenewAhmadis ina Jamaat),eachregionandalsonationally. Jamaatsmust invite newAhmadis to attend the national Ijtema and shouldtakecareoftransportationandaccommodationforNewAhmadis.

13. LocalVisits-We,thenationaldept,wantto,andmust,

regularly visit each local Jamaat with new Ahmadis. 14. NATIONAL MULAQAATS – UK New Ahmadi

Departmentseekstoorganiseat leastoneNationalgroupMulaqaatfor new Ahmadis per year. It is the duty of the local New AhmadiSecretarytoinviteandensureattendanceofallnewAhmadisattheNationalMulaqaat.TravellingandaccommodationarrangementscanbemadeforNewAhmadiswhoarecomingfromoutsideLondon.

15. OTHER FUNCTIONS (Eid, Ijtema,Khilaafatday,weddings,generalmeetings)–PleaseensurenewAhmadisare invited and enabled to attend all Jamaat events, functions,dinnersetc.Theymaynotknowwhentheseeventsaretakingplace,andmaynotfeelcomfortableattendingbythemselves.Itisourjobtoassist.Wemustinvitethemtoattend,andprovidetransportifitis necessary, as well as a host to guide them through when theyarrive.

16. LOCALSUPPORTGROUPS:

In2016,Huzur-e-AqdasapprovedthefollowingShurarecommendation:

“ItisnotjustthedutyofthePresidenttoreceivenewAhmadis.ThereshouldbeasupportgroupresponsibleforreceivingthenewAhmadiintotheJamaat,monitoringtheirintegrationandensuringtheaboveactivitiesarecompleted.ThisshouldbeformedofthelocalSadr,andlocalsecretariesNewAhmadis,TarbiyyatandTabligh(subjectto

exceptionalcircumstanceswhendifferentindividualsmayneedtobechosenbytheSadrtodothistask).”

As localnewAhmadi secretary, youshouldensure thisgroup is setupimmediatelyandmeetsonamonthlybasistoperformtheabovetask.

17. FREQUENTLYASKEDQUESTIONS(FAQS)

• Wehave a newAhmadi,what dowe do? Follow the checkliststepssetoutatpg.4above,and inshaAllah,AllahAlmightywillblessyouwithmanymore.

• Wedon't have any newAhmadis; dowe need a newAhmadisecretary? Yes, as Jamaat Ahmadiyya was established for thepurpose of Tabligh (preaching), then each local Jamaat shouldexpecttoreceivenewBai’aatsimminently.SoyourNAsecretaryneeds to be in place and fully trained to receive your newAhmadiswhentheyhavetakenBai’at.

• Whatdowedo ifournewAhmadisaredriftingaway,orhavebecome distant? Theremay be several reasons for this. Try toapproach themwith love, andagoodly reminder, toencouragethembackintoJamaatactivities.Alsotakeapersonalapproach.Invitethem(ifofthesamegender)foracoffee,orfordinneratyour home.Also give theman appropriate local duty to enablethemtofeelactiveandengagede.g. inanassistantcapacity.Aslongasyouprayandtakethestepssetoutinthishandbook,youwillbefulfillingyourduties,inshaAllah.

• CanpeopletakeBaiaatforthesakeofmarriage?NewAhmadisshould takeBaiaat forAllahAlmighty andnot formarriage.Weshouldadviseaccordingly.Butalldeedsarejudgedbyintention.Wecannotreadtheheartofanother.Alwaysusewisdomwhendealingwiththismatter.

• WhencannewAhmadisgetmarriedtootherAhmadis? Ladiestakingbaiaatcanmarrywithoutanintroductoryperiod.Brotherstaking baiaat canmarry after a one-year introductory period. Ifan individual wishes to marry sooner, permission can only begrantedbyHuzur(aba),viaAmirsbUK.CanwetaketheBaiaatofasylumseekers?Yes,asylumseekerscan take Baiaat. Their baiaat can be accepted. There is norestriction on this. In fact, many of the Prophets and Khulafa(Successors)soughtrefugefrompersecutioninforeignlands.AswithallBai’aats,however,wemustusewisdomandjudgment.

SeethenewBai’atformprocess(above)–wherebyBai’atformscanonlybeheldforaninitialperiodofonemonth,beforeImamsahibswrittenapprovalisneededtocontinueholdingtheform.

• Asylum - can the Jamaat provide a letter verifying the Baiaat

and activities of a New Ahmadi? The Jamaat cannot provideverification for any asylum case within the first two years ofbaiaat. After this point, new Ahmadis can obtain lettersconfirmingactivitiesviathenormal(Umurama)route.

• Chanda - cannewAhmadispay chanda?Yes, they can andweshouldhelpthemdoso.TheycanpayusingtheirAIMSnumber,oriftheydon'thaveone,viaa999code.
