Requirements
Who is eligible?
• Any registered commissioner providing direct unit service– Unit commissioner works with
his/her assigned units– Other commissioners work with
the District Commissioner where the units are registered

Technical Skills
• The ability to use UVTS 2.0 to log visits
• The ability to provide UVTS 2.0 visit reports to an
ADC or DC

Required outcomes
• Demonstrated use of UVTS
• Improved retention of unit members
• On-time unit re-charter
• All over the course of two years

Participation
• Participate or staff ONE continuing education event for Commissioner Service

Exceptions
• “Participating or staffing in an applicable event prior to the start date of this award or instructing during a training session as part of a regular staff meeting may not be applied”

“Visits”
• The commissioner shall make at least (6) physical visits to each assigned unit per year
• The commissioner shall make at least (6) significant contacts in addition to the (6) physical visits
• All visits & contacts must be logged with UVTS

• Provide re-chartering service– Hold membership inventories– Training verification of unit leadership– Journey to Excellence progress review

Journey to Excellence
• Unit Service per JTE:– Unit “visits” are being made and are
entered into the Unit Visit Tracking System (UVTS)
– A unit should expect a minimum of six commissioner visits/contacts per year
– Criteria for JTE may change from year to year.
– Adjustments in the requirements for this award may be necessary by the Council Commissioner to reflect these changes.

Performance
• Performance Goal– Identify a specific goal in a specific unit that
will improve unit performance.– Utilize the Annual Unit Self-Assessment tool
• The goal should target improvement– In at least one of the unit self-assessment
target areas
• Action Plan– Provide a written plan approved and signed
by the unit leader

Results
• Unit Self-Assessment – Conducted twice a year for two years
• Unit Retention– On-time re-chartering for two
consecutive years
• Youth Retention– Youth retention percentages must show
improvement– Refer to the Journey to Excellence
form for guidelines
