Training Division State Planning Institute, U.P. Kalankar Bhawan Lucknow State and its different departments and organizations play a pivotal role not only in efficient general administration but also for the integrated development of the State Economy. In view of the decentralization process and opening up of the economy, foundation and in-service- training is of paramount importance to bring forth positive attitudinal change of the officials engaged in planning process and developmental activities so that peoples participation could be ensured in Government plans and programmes. It has been emphasized that training, which can prove very useful in enhancing the administrative efficiency and effectiveness by simplifying systems, streamlining procedures, reducing delays and, in general, eliminating all possible waste of scarce resources, should be imparted to all the officials at regular intervals on priority basis. Training aims at fulfilling following major objectives: • To continually increase and update professional knowledge and skill of organizations and its personnel; • To enhance sensitivity of general administration towards changing socio- economic and political environment & laid down work procedures and enhancement of capacity building of the organizations; and • To continually inculcate positive and professional attitudinal change towards completion of the work. Keeping these objectives in view and since 1981, Training Division, State Planning Institute, U.P., Lucknow has been continuously organizing training courses to enhance skill and capacity of the Officials of the different departments and organisations engaged in planning process and developmental activities.
