Jain Institute Of Technology, Management & Research, Nagpur Abstract: Research has shown that the highest rates of road accident are caused by high-speed vehicles. In an attempt to mitigate this problem, the authority has specified speed limits on the roads in order to regulate the speed of vehicles. To successfully enforce the speed limit law, a mechanism for monitoring a vehicle speed is required. There are numerous measures in use for detecting and monitoring the speed limit violators. Some of these methods include the use of speed cameras, radar, loop detector, police officers, and many more. These traditional methods are not effective due to their setbacks, which ranges from the cost of acquiring equipment, increase labor and manpower, and inadequacy of monitoring. As such, a simple, cost effective and easily deployed speed detection technique that can overcome the shortcomings of the traditional methods imperative. In this paper, we proposed an automatic speed violation detection. The proposed system is cost effective and user centered. Keywords: Haar-Cascade, Tesseract OCR, E-challan, vehicle-Speed. I. INTRODUCTION Traffic rule violation is leads to various road accidents so, the number of accidental deaths on highways causing by over speeding of vehicles. According to road transport and highways ministry report on ‘Road Accidents in India in year 2019, more than 1 lakh people die in accidents every year in India in Which More than 97000 people died due to accidents caused by over speeding. which is 64.4% of the total deaths in India. The number of private as well as public vehicles is increasing with a large rate. This increase in number of vehicles is serving a reason for increase in traffic rule violation and various crimes associated with it. Speed Limit violation detection system will be working as a violation warning for those vehicles which crosses the maximum allowed speed on that route. Road speed limits are used in most countries to set the legal maximum or minimum speed at which road vehicles may travel on a given stretch of road. Speed limits are generally indicated on a traffic sign reflecting the maximum or minimum permitted expressed as kilo-meters per hour (km/h) and/or miles per hour (mph). This system will be capturing the Speed of each vehicle and also will capture the Image for those vehicles which crosses the speed limit on that route and find the details and penalize the person to restrict them from repeating the same. Hence it will generate an e-challan. 1.1 Problem Statement Number of ways are being implemented to check and identify the over speeding vehicle. But no automatic system has been developed so far that can perform the task of speed detection and vehicle identification without human assistance so we are designing an Intelligent traffic control system to automate the traffic signal violation detection system and make it easy for the traffic police department to monitor the traffic and take action against the violated vehicle owner in a fast and efficient way. Detecting and tracking the vehicle and their activities accurately is the main priority of the system 1.2 Purpose of Study There are number of accidents happen on road due to high-speed vehicles, to improve this situation there are number of traffic rules have regulated but people are now to recklessly driving due to lack of supervision.
