Our "Connection" series takes us further north in
this issue. This time after we have picked up a
nice bottle of wine in Lodi, we point northerly
beyond Sacramento to Yuba City, founded in
1849. Yuba City is the County Seat of Sutter
County, and has a 2010 census population of
64,925. In 1852 the populations was about 150,
and Yuba City had one hotel, a grocery store,
a post office and about 20 dwelling units. Yuba
City incorporated as a city in 1908.

Yuba City Connection
Yuba City is located on land granted by the
Mexican government to John Sutter. Yes! The
same John Sutter whose land produced the
1848 discovery of gold. John sold some of the
land to those who wanted to establish a town
near the confluence of the Yuba River and the
Feather River, which are tributaries to the
Sacramento River. The thought was to develop
a commercial center to serve many of those
answering the call of the California Gold Rush.
Yuba City saw its first major increase in
population following World War II. Orchards
were converted to residential areas to answer
the demand for post-war housing. Yuba City
was established as the Sutter County Seat in
1854 and again in 1856, and has remained the
county seat since.
Yuba City is home to the largest dried fruit
processing plant in the world, Sunsweet
Growers Incorporation. It is the former home of
the California Dried Plum Festival, which ended
a 15-year run in 2003.

began his working career
with a consulting
company in 1990. In 1993
he went to work for Forster
& Kroeger as the Chief
Financial Officer. He was appointed Finance
Director in the City of Live Oak in 1994, and in
1995 he was selected to serve as the Live Oak
City Manager. Steve left Live Oak in 1998 and
went to work for Sutter County as a Principal
Analyst. In 1999 he was appointed Deputy
County Administrator. Steve left Sutter County
in 2000 and took the Administrative Services
Director post in Yuba City. He was selected to
serve as Assistant City Manager in 2003, and in
November, 2013 he was appointed Interim City
Manager for Yuba City. Steve earned a BS
from Santa Clara University and an MPA from
the University of Southern California (USC). In
2007 Steve received a 10-year ICMA Service
Award.

Jeffrey G. Foltz began his public management
career in February, 1975 as an Administrative
Assistant in Los Alamitos. In November, 1978 he
was appointed Assistant to the City Manager in
Clovis. In September, 1982 Jeff was selected to
serve as the City Administrator in Susanville. He
left there in January, 1986 to accept the
appointment to serve as the City Administrator
in Yuba City and became City Manager during
a 20-year Yuba City tenure before retiring. He
earned a BBA from Western Washington State
University, and an MPA from the University of
Southern California (USC). Born in March, 1948,
Jeff is retired and lives in Rocklin. He served as
Interim City Administrator in Grass Valley on two
different occasions, the latest was when City
Administrator Dan Holler left the position in
2013. (Dan is currently the City Manager in
Mammoth Lakes.)

Dwane Milnes, born in August, 1945, started his
public management career in 1968 as an
Administrative Intern in the City of Burbank.
Dwane served in the U.S. Air Force between
1969 and 1972, and in 1973 he rejoined Burbank
as an Administrative Analyst II. Dwane left
Burbank in 1976 to become the Assistant City
Manager in Santa Cruz. In 1979 he was
selected to serve as the City Administrator in
Yuba City where he worked for a half-dozen
years. In 1985 Dwane was appointed City
Manager in the City of Merced, serving there
until 1991. He was named to the Stockton City
Manager post in 1991 and served there for 10-
years, leaving in 2001. Dwane earned a BA
from Occidental College, and an MPA and
DPA from the University of Southern California
(USC). In 2001 Dwane received a 30-year ICMA
Service Award.

Steven R. Jepsen, began his public
management career in 1975 as an Engineering
Technician in Lincoln, Nebraska. In 1978 he
took an Analyst position with the State of
Nebraska at the same time he was working for
the University of Nebraska Association. In 1979
Steve joined the Dubuque, Iowa staff in a
Traffic Engineer position. In 1982 he moved to
Boulder, Colorado to serve as the City Traffic
Engineer, and in 1984 Steve was promoted to
Director of Transportation. He left Boulder in
1985 and tried the private sector for about 3-
years. In 1988 Steve was appointed to be the
Director of Transportation in Concord, and in
1990 he was named to the Assistant City
Manager position. In 1994 Steve moved to
Oceanside to serve as the Director of
Communications/Public Works, and in 1999 he
was appointed Oceanside Deputy City
Manager. Steve was then selected to serve as
the Oceanside City Manager in 2000. After a
half-dozen years, Steve accepted the
appointment to serve as the City Manager in
Yuba City in 2006. In 2013 Steve left Yuba City
to return to the Oceanside City Manager post.
Steve earned a BS in Architecture &
Environmental, an MS in Civil Engineering and
an MS in Regional Planning from the University
of Nebraska. In 2010 he was the recipient of a
30-year ICMA Service Award.

Retired Red Bluff City Manager Peter C. Harvey
started his public management career in 1964
as an Assistant to the City Manager in Salem,
Oregon. In1968 he was recruited to be the
Tacoma, Washington Assistant City Manager,
and in 1969 he was appointed City Manager in
Yuba City, where he served until 1978. In 1978
he took the City Manager position in Lake
Oswego, Oregon. He served in Lake Oswego
until 1992 when he was appointed City
Manager in Peoria, Arizona. In 1997 he returned
to California to serve as the Red Bluff City
Manager. He worked in Red Bluff until 2001. In
1999 he was the recipient of a 35-year ICMA
Service Award. Peter is an ICMA Life Member.
Peter earned a BA from Willamette University
and an MPA from the University of Southern
California (USC). He served as President of the
Oregon City/County Management Association
in 1987.

Eugene M. Palazzo started his public service
career as a Planning Technician in Nevada
County in 1988. In 1990 Gene moved to Folsom
where he served as an Associate Planner and
an Assistant Planner before he moved on to
Riverbank in 1993. In Riverbank Gene was
appointed to serve as the Director of Planning,
Building & Economic Development. In 1998
Gene was appointed Assistant to the City
Administrator in Yuba City where he served until
2003. Gene was recruited to take the Director
of Redevelopment/Housing in South Lake
Tahoe in 2003, where David Jinkens served as
City Manager. After about 8-years with South
Lake Tahoe, he was appointed City Manager in
Crescent City in 2011. He earned a BA from
Humboldt State University and an MPA from
Golden Gate University. He also earned a
Senior Executive Institute Certificate in 2008. In
2013 he received a 25-year ICMA Service
Award.

Scott W. Mitnick, who was born in November
1964, served as a Budget Analyst in the City of
Brea in 1987. In 1989 he moved to Burbank
where he served as a Financial Analyst until
1992 when he was appointed Assistant to the
City Manager. In 1994 he took the Budget
Administrator post, and Scott left Burbank in
1996 to join the Yuba City staff as the
Administrative Services Director. He moved on
from Yuba City in 2000 when he was selected
to serve as the Deputy City Manager in
Thousand Oaks. He was elevated to Assistant
City Manager in 2003 and Scott was appointed
to the Thousand Oaks City Manager post in
2005. Scott served as the Cal-ICMA President in
2011-2012. He earned a BA from California
State University and an MPA from Syracuse
University. He attend classes at Bristol University
in England. In 2012 Scott received a 25-year
ICMA Service Award. Scott has served as a
guest lecturer at Syracuse University, UCLA,
USC, and California Lutheran University.

Dixon Human Resources Director Steve Johnson
retired on May 1, 2014, after more than twenty-
seven years of service to the Cities of Fairfield,
Vacaville, Yuba City, and Dixon, and the
Sacramento Regional Transit District. Steve
joined the Dixon staff in 2007 as the Human
Resources Director. He served three-years as
the Dixon Acting City Clerk without any
additional compensation.
Laura Duncan served as the Yuba City Deputy
City Manager in 2006 under City Manager
Jeffrey Foltz. She also served as the Deputy
Director of the Yuba City Redevelopment
Agency. Laura served as Chair of the Nevada
County Planning Commission once retiring as a
community development consultant. Laura
was a candidate for the Nevada County Board
of Supervisor, District 2. She previously served
as Chair and as a public member on the
Nevada County LAFCO.
Robin Bertagna is a CPA and Finance
Director/IT Director for the City of Yuba City.
Robin joined the Yuba City staff in October,
1998; nearly 16-years ago. Prior to coming to
Yuba City Robin served as the Finance Director
for Gridley between January, 1994 and 1998.

Marysville City Administrator where he worked

Manager post, and in 1997 he served as the
Interim City Manager in Cotati for a few
months. Later that year (1997) he was
appointed to the Mendota City Manager job.
In 1999 he became the Ione City Administrator
and 2001 he became the Town Administrator in
the Town of Fairfax where he served until 2004.
In 2005 he joined the Huron city staff, first as the
Interim City Manager, and then in 2006 as City
Manager. In 2008 he returned to Orange Cove
to serve as City Manager, and he served there
until 2011. Alan earned an AA degree from
Yuba College, a BA and an MPA from
California State University. In 2007 he received
a 25-year ICMA Service Award.

Picking Up the Pieces: Modesto Interim
City Manager Jim Holgersson, 63,
stepped in when City Manager Greg
Nyhoff left Modesto to accept the Oxnard City
Manager position. Bob Murray & Associates has
been retained by Modesto to help the city recruit a
new permanent City Manager. Jim has 37-years of
public sector experience, including serving as City
Manager in Arlington, Texas, and as Deputy City
Manager in San Jose. Senior Management Analyst
Gary Thompson, 63, has been tapped to serve as
Interim City Manager in Jurupa Valley, as City
Manager Stephen Harding leaves July 31. Gary is a
former City Council Member and Mayor in Rancho
Santa Margarita, where he served on the Cityhood
Committee leading to the City of Rancho Santa
Margarita's incorporation in 2000. Gary resigned
from the City Council in 2011. He also serves as the
President of a Home Owner's Association in Rancho
Santa Margarita, the Rancho Santa Margarita
Landscape and Recreation Corporation. Newport
Beach lifeguard Ben Carlson, 32, drowned while
trying to rescue a swimmer of Sunday, July 6, 2014.
Ben was pulled from the water by fellow lifeguards
following a 90-minute search. Ben was a 15-years
department veteran. He went into the water to help
a swimmer when they were hit by what has been
estimated to be a 10-foot wave. The swimmer
made it to shore, but Ben, the lifeguard, went
missing. The incident is the first time in the Newport
Beach department's 100-year history that a
lifeguard has died in the line of duty, according to
Newport Beach Police Department representative
Jennifer Manzella. According to his father, Chris
Carlson, Ben was a passionate surfer and one of the
fastest swimmers on the 200-person lifeguard staff.
Retiring Solana Beach City Manager David Ott
came to the city in 2003 from Imperial Beach as the
Fire Chief and Director of Public Safety. In Imperial
Beach he served as the Assistant City Manager, Fire
Chief and Public Safety Director. Soon after joining
the Solana Beach staff, David took on the added
duties as the Fire Chief in Del Mar. He kept the duel
duties until 2009. He added the Solana Beach
Deputy City Manager titles in 2005. He became City
Manager in 2006. Arcata City Manager Randy
Mendosa has retired. He joined the Arcata staff in
1980 as a bus driver. He later became a police
officer and rose through the ranks to become the
Chief of Police in 2002. He was appointed City
Manager in 2008. In Randy's absence, Arcata
Finance Director Janet Luzzi has been appointed to
serve as the Interim City Manager.

More Pieces Picked Up: Jenny Haruyama
has been appointed Interim Assistant City
Manager in the City of Tracy. Jenny has
served as the Tracy Administrative Services
Director since 2012. Between 2008 and
2012 she was the Assistant Budget Director in Los
Gatos. Jenny joined the Los Gatos staff in 2001 as
the Assistant to the Town Manager. Previous to that
she worked as a Management Analyst in Rancho
Cucamonga, and she served as Management
Interns in Mountain View, San Leandro and Milpitas
between 1991 and 1993. Jenny was the 2003
MMANC West McClure Management Assistant
Award, and the 2007 MMANC Women's Leadership
Summit Rising Star Award. Thank you to Tom Lando
for the note informing us that Rancho Cordova City
Manager Brian Nakamura was raised in Lodi, the
subject of our July issue. Tom tells us that Brian's folks
still live in Lodi. Tom is a former Chico City Manager
who is currently a principal with the Tom Lando
Consulting firm. Saratoga City Manager Dave
Anderson, 61, announced his retirement in January,
indicating that he will retire in July after nearly 14-
years as the Saratoga City Manager. Before joining
the Saratoga staff Dave served as the Assistant City
Manager in Danville between 1994 and 2000, and
he was the Assistant to the City Manager in San
Jacinto between 1991 and 1994. Dave earned a BA
in Urban Planning from The Evergreen State College
and an MPA from the University of Washington.
Dave is a native of Everett, Washington where his
father served as Mayor for 9-years. Former Martinez
City Manager Phil Vince earned a BA from Saint
Mary's College of California, and an MPA from San
Francisco State University. Vince served as the
Martinez City Manager for a little more than six-
years. Previous to that he was the Town Manager in
Moraga from 2004 to 2008, and he served in various
capacities in Novato prior to his Moraga service. Phil
worked in Novato for more than 17-years. He is a
past President of MMANC. Hercules Interim City
Manager Phil Batchelor was recently presented with
a proclamation of appreciation for his six-months of
interim service. Phil's last day in Hercules was June 30
when newly appointed City Manager David Biggs
started work.

Quan earned a BA from the University of
California, Irvine and an MPPA at the
University of Southern California (USC). She has
worked with the League of California Cities since
December, 2001, and recently became the
Executive Director of the League's Los Angeles
County Division. Jennifer's hometown is Diamond
Bar. Mark Linder was appointed City Manager in
Campbell in February, 2013 after serving as the Parks
and Recreation Director in Cupertino starting in
2008. Prior to that he worked in San Jose in a
number of positions, including Deputy City
Manager, and he was the Assistant Town Manager
in Los Gatos between 1991 and 1995. He began his
career as an Assistant General Manager for Santa
Cruz Metro Transit. Harvard Business Review Senior
Associate Editor Sarah Green says that studies show
that top performers are especially vulnerable to
major criticisms. Bad news should always be given
straight up, and then provide for some breathing
room. Frame critiques in terms of the positive results
that are desired, rather than what is wrong with the
person. San Ramon City Manager Greg Rogers
earned a BA from the University of California, Davis
and an MBA from Santa Clara University's Leavey
School of Business. Prior to his appointment to the
City Manager post in April, 2011, Greg served as the
San Ramon Administrative Services Director from
2003 to 2011. San Francisco, San Jose, Oakland,
Santa Rosa, Fremont, Concord, the Sonoma County
Water Agency, the Marin Municipal Water District,
and Alameda and Sonoma Counties joined
together to purchase 90-electric vehicles with the
assistance of a $2.8 million grant from the
Metropolitan Transportation Commission, a regional
transportation agency. Bay Area Climate
Collaborative Executive Director Rafael Reyes
estimates that the vehicles will save more than
$500,000 in fuel costs and about 2 million pounds of
carbon dioxide emission over five years. Yuba City is
the home town of Jill Meyer of the Joe A. Gonsalves
& Son Sacramento lobbying firm. Newman City
Manager Michael E. Holland was recently awarded
with a new five-year employment agreement with
the City. Mike has served as the Newman City
Manager for the past 8-years. Previous to that he
was the City's Community Development Director.
Crescent City Finance Director Kenneth McDonald
has been appointed to the Firebaugh City Manager
position. He takes over in Firebaugh from Interim City
Manager Ron Manfredi. Ken earned a MBA from
the University of Nevada, Las Vegas. He previously
served as the City Administrator in Biggs, and in Brian
Head, Utah. Saratoga Community Development
Director James Lindsay has been appointed to the
Saratoga City Manager's post replacing the retiring
City Manager Dave Anderson. Jim has 22-years of
local government experience. Prior to joining the
Saratoga staff in 2011, he was the Planning and
Neighborhood Services Director in Milpitas. He
earned a BA from San Jose State University. Mark
Sorensen is the City Administrator and Utility Director
in Biggs, California. Mark was appointed City
Administrator in August, 2012. He is a former Chico
City Council Member. Darrin W. Jenkins was
appointed to the Rohnert Park City Manager post in
December, 2013. Previous to his appointment he
served as the Rohnert Park Director of Development
Services and City Engineer. He was the Assistant City
Manager for about a year previous to becoming
the City Manager. Darrin earned a BS and MS in Civil
Engineering from the University of California,
Berkeley. Former Blythe Finance Director Frank
Luckino is the Interim City Manager in Blythe. Before
joining the Blythe city staff, Frank served as the
Assistant General Manager/Chief Financial Officer
for Hi-Desert Water District in Yucca Valley. He is a
former Yucca Valley City Council Member (2004-
2011).
