ECONOMIC DEVELOPMENT COMMITTEE MEETING MINUTES
Monday, November 4, 2019
The Township of Rideau Lakes Economic Development Committee held
a meeting on Monday, November 4, 2019 at the Municipal Office in
Chantry, Ontario.
Chair Claire Smith called the meeting to order at 9:05 a.m.
ROLL CALL
The following Committee members were in attendance: Chair Claire
Smith, Mayor Arie Hoogenboom, Councillors Bob Lavoie, Cathy
Livingston and Marcia Maxwell and Public Representative Sharen
Symondson. Public Representative Jennifer Campbell was absent with
prior notice. Staff CAO Mike Dwyer and Meg McCallum, Development
and Emergency Management Coordinator were also in attendance.
ADOPTION OF THE AGENDA:
RECOMMENDATION #1 Moved By: Sharen Symondson Seconded By: Arie
Hoogenboom
That this Committee adopt the Agenda as submitted.
Carried.
DECLARATION OF PECUNIARY INTEREST & GENERAL NATURE
THEREOF:
Chair Smith asked if anyone had a pecuniary interest and the
general nature thereof and none were declared.
ADOPTION OF THE MINUTES:
Minutes of the September 9, 2019 Economic Development Committee
Meeting were distributed to the Committee. Chair Smith asked for
any errors, omissions or questions. None were noted.
RECOMMENDATION #2 Moved By: Cathy Livingston Seconded By: Bob
Lavoie
That this Committee approve the Economic Development Committee
Meeting Minutes of October 15, 2019 as amended: - Note that
Councillor Maxwell was absent with prior notice - Replace Gunnewiek
with Smith - Recommendation #7: moved by Cathy Livingston, not
Marcia Maxwell.

BR+E PROJECT:
LEEDS GRENVILLE BR+E REPORT:
Committee members discussed the draft Action Items from the
report, noting much overlap with items identified for Rideau Lakes.
Committee members commented on the need to delineate actions best
suited to a regional level response and not overstep. After
discussion, the following recommendation was moved:
RECOMMENDATION #3 Moved By: Arie Hoogenboom Seconded By: Sharen
Symondson
That the Economic Development Committee acknowledge the
discussion on the Leeds Grenville BR+E Report and that the Leeds
Grenville BR+E Report be posted on the Township website.
Carried.
ACTION PLAN PRIORITIZATION
Committee members reviewed the Action Items and gave direction
to staff to assist in developing the draft 2020 workplan and
budget. After discussion, the following recommendation was
moved:
RECOMMENDATION #4 Moved By: Cathy Livingston Seconded By: Arie
Hoogenboom
That the Economic Development Committee acknowledge the
discussion on the Action Plan prioritization.

NEW BUSINESS
CONSULTANT SELECTION: BRANDING GUIDE AND MARKETING STRATEGY
Committee members reviewed the written report provided by Meg
McCallum. After discussion, the following recommendation was
moved:
RECOMMENDATION #5 Moved By: Sharen Symondson Seconded By: Arie
Hoogenboom
That the Economic Development Committee recommend to Council
that staff be directed to finalize the contract for consultant
services for the Branding Guide and Marketing Strategy with TD
Graham + Associates.

COMMERCIAL RETIREMENT HOUSING OPTIONS
Councillor Lavoie provided background information on the
discussion from the Elgin Seniors Housing Board. Committee members
discussed possible actions. After discussion, the following
recommendation was moved:
RECOMMENDATION #6 Moved By: Arie Hoogenboom Seconded By: Cathy
Livingston
That the Economic Development Committee acknowledge the
discussion on commercial retirement housing options and direct
staff to follow up with local commercial operators and report
back.
Carried.
ACTION LISTING: There were no updates noted.
CORRESPONDENCE/ INFORMATION: none noted
NEXT MEETING DATE AND AGENDA ITEMS: The Committee agreed to move
the next meeting date to Monday, December 2 due to conflicts with
other special Council meetings.
