APPOINTMENT OF TEMPORARY SUBSTITUTES FOR MUNICIPAL BACKUP PUBLIC DEFENDER

WHEREAS, N.J.S.A.2B:24-4(c) requires a municipality to

appoint additional municipal public defenders, as necessary, to

administer justice in a timely and effective manner in its

municipal court; and

WHEREAS, by Resolution No. 11-2021, the Township Council of

the Township of Evesham appointed its Primary Municipal Public

Defender for a one year term to expire on December 31, 2021, with

an option to rescind after completion of the first six months of

appointment; and

WHEREAS, the Municipal Public Defender may from time to time

be unavailable to serve as Municipal Public Defender at certain

court sessions; and

WHEREAS, N.J.S.A.2B:24-4(c) requires the Township Council to

appoint temporary substitutes for the Municipal Public Defender

for those occasions when the Municipal Public Defender is

unavailable.

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the

WHEREAS, the regulations established for insuring compliance

with the Affirmative Action Law, Public Law 1975, Chapter 127,

require the appointment of a Public Agency Compliance Officer to

perform the duties and to have the responsibilities set forth in

the aforementioned regulations including, but not limited to,

acting as liaison official between the Township and Contractors

and the Department of the Treasury and to recommend to the Township

Council any and all necessary action with respect to insuring that

ESTABLISHING A CASH MANAGEMENT PLANPURSUANT TO N.J.S.A. 40A:5-14 ET. SEQ.

(THE LOCAL FISCAL AFFAIRS LAW)

BE IT RESOLVED by the Township Council of the Township of

Evesham, County of Burlington, that the following Cash Management

Plan is hereby adopted for the term ending December 31, 2021.

This plan is intended to guide the Chief Financial Officer in the

investment of funds during periods that said funds are not needed

to meet obligations. In selecting among investments options, the

Chief Financial Officer shall consider the following factors in

the following order of importance:

-Security of the investment

-Liquidity of the investment

-Yield or return on investment

-Diversification

-Maturity requirements

-Cost and fees

1. The following are authorized for the investment of the

Township funds:

DESIGNATION OF OFFICIAL TOWNSHIP NEWSPAPERS

WHEREAS, N.J.S.A. 40:53-1 states that the governing body of

every municipality may designate official newspapers for publication

of all advertisements and notices required by law to be published

by the municipality; and

WHEREAS, N.J.S.A. 40:53-2 states that all ordinances or other

public notices which any municipality may be required by any law to

publish, where the manner of publication is not otherwise

specifically provided for, shall be published in at least one

newspaper, published and circulating in the municipality and if

there be no such newspaper, then in at least one newspaper published

in the county in which the municipality is located and circulated

in the municipality; and

WHEREAS, the Township Council has been unable to locate a

newspaper which is both published and circulated in the municipality

and therefore desires to designate certain newspapers which are

published in the county and circulated in the municipality as

primary and secondary newspapers.

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the

Township of Evesham, County of Burlington, State of New Jersey,

that The Burlington County Times is hereby designated the primary

newspaper; the Courier Post is hereby designated as the secondary

newspaper; and The Central Record is hereby designated as the

tertiary newspaper, for a term to expire December 31, 2021.

TOWNSHIP OF EVESHAM RESOLUTION NO. 27-2021

DESIGNATION OF TOWNSHIP SIGNATORIES

WHEREAS, the New Jersey Department of Community Affairs,

Division of Local Finance, has issued regulations concerning the

signatures on checks of local government units; and

WHEREAS, N.J.S.A. 52:27 BB-10 authorizes said board to

promulgate these rules and regulations with the force and effect

of law; and

WHEREAS, pursuant to those rules and regulations, the

Township Council of the Township of Evesham in the County of

Burlington, State of New Jersey declares that that there are two

(2) signatures required, and that the Township Manager or in his

absence the Township Clerk, and the Township Finance Director or

in her absence the Township Business Manager are the required

signatories to all Township checks with the exception of the

payroll account; and

BE IT FURTHER RESOLVED that one (1) signature is required,

and that the Township Manager, or in his absence the Township

Clerk, is the required signatory to all Township payroll account

checks.

I HEREBY CERTIFY that the foregoing Resolution was adopted

ESTABLISHMENT OF CALENDAR OF TOWNSHIP COUNCIL MEETINGS

WHEREAS, N.J.S.A. l0:4-6 et seq., indicates that the governing

body of a municipality may designate a schedule of their meetings

by publishing a yearly calendar; and

WHEREAS, the Township Council has determined that it shall meet

regularly at such dates and times as shall be set forth by resolution

establishing that year’s meetings as adopted at their organization

meeting; and

WHEREAS, said Township Council Meetings will be held in the

Meeting Room of the Municipal Complex, 984 Tuckerton Road, Marlton,

New Jersey 08053 and shall commence on such dates and times as

indicated above; and

WHEREAS, that pursuant to N.J.S.A. 10:4-13 the Township may

conduct closed or executive sessions on the meeting dates stated

above, to discuss any matter described in N.J.S.A. 10:4-12b. A

Resolution shall be adopted prior to commencement of the closed or

executive session complying with N.J.S.A. 10:4-13; and

WHEREAS, should any amendments or revisions to said schedule

be made, notice of same shall be given in accordance with the

provisions of the Open Public Meetings Act, N.J.S.A 10:4-6 et

seq.

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the

Township of Evesham, County of Burlington, State of New Jersey, that

the above meeting date schedule is hereby established and that the

same shall be published according to law.
