Working together with the Town, we deliver services efficiently, accurately, on-time and within budget. We have the flexibility, staff depth and ability to meet the unique needs presented by your community—our team currently provides similar services in many communities in Colorado.

As requested, below we detail our approach to the scope of services, as well as code interpretation, communication with applicants and the Town, and project tracking and reporting.

C o d e I n t e r p r e t a t i o n A p p r o a c h

Before starting any building consulting services work, all staff will familiarize themselves with the Town adopted codes and any Local amendments to make certain all compliance standards are met during both plan review and inspections. Our veteran staff have decades of experience and are particularly adept with all applicable Local, State and Federal codes and standards.

We recognize, however, that issues can arise when making code interpretations. Our experience is that these issues diminish greatly over time as Town staff and applicants come to trust our team. As partners with the Town, we will make every effort to resolve minor code interpretation issues on our own. When necessary, we will request assistance from Town staff if an interpretation issue we cannot resolve arises during the plan review or inspection process.

B u i l d i n g O f f i c i a l

SAFEbuilt’s Building Official is the primary point of contact for the Town. This position provides all of the support you have come to expect from a traditional Building Official position and reports directly to whomever you choose. This position works closely with your other departments to coordinate efforts and make sure we are acting as a seamless extension of your own staff. He or she attends staff, board, and council meetings as required and mutually agreed upon, as well as conducts the planning commission presentation. As the technical lead in the office, this individual is a resource for other SAFEbuilt team members, Town staff, and applicants to help guide citizens through the complexities of the codes. We closely monitor changes to the codes and any state or local requirements and determine how they may impact projects in the area. He or she oversees our quality assurance program and makes sure that we are meeting our agreed upon performance measurements and your expectations. Highlighted responsibilities include the following:

è Manage and help with administration of building department è Provide training for our inspectors on Milliken adopted codes and local amendments as needed è Make recommendations regarding local amendments è Coordinate with other Town Departments è Attend Town staff and council meetings as required and agreed upon è Responsible for reporting – frequency and content to be mutually agreed upon è Client and applicant satisfaction è Attend pre-submittal meetings as needed è Work with Town staff to establish and/or refine building department and rental housing processes è Provide Building Code interpretations for final approval è Serve as the main point of contact from SAFEbuilt for Milliken

P l a n R e v i e w

SAFEbuilt ensures submittals are properly coordinated and tracked by following an established internal plan check process in which each plan is entered into our database, processed and returned to the client on time. Our plan tracking procedures are designed to track each submittal throughout the review process and maintain accurate and comprehensive records for each submittal. We commit to the following items:

è Screen and log each submittal to ensure timely routing to all plan reviewers

è Double check each submittal when received from Town to make certain it is full and complete

è Review submittals for compliance with all relevant state and Town requirements. The log serves as a tracking device to ensure turnaround times and completeness of the review

è Plan reviews are conducted in accordance with Local, State and Federal regulations, as well as all codes and ordinances in effect. On larger more complex projects, preliminary consultations are provided to the applicant upon request to assist and guide them in the design and plans preparation process

è Information shown on each permit application is verified. Construction valuation is based on information provided by the Town and compared to estimates provided by the applicant, if requested by the Town.

è Provide management of SAFEbuilt plan review process and staff

è SAFEbuilt assures that corrections are handled within established timeframes and as succinctly and clearly as possible. We will help each applicant through the plan review process. All corrections are identified based on compliance with specified codes and regulations

è Written corrections will be issued. If desired by the Town. We can also redline plans.

• Provide oral and written communications with project representatives, as needed

• We can copy the Town’s designated point of contact on all communications with the applicant and/or design professional if requested.

I n s p e c t i o n s

Our team familiarizes themselves with the Town’s Local ordinances, conditions, and requirements before beginning services—mainly during our transition and learning phase. We know that technical competence, while expected, is not enough. Experience, together with careful and thorough consideration of issues and impacts, are critical as well. We know customer service is key.

Each of our inspectors adopts a thorough approach, informed by years of experience. We also recognize that an educational, informative approach is the most effective way to continue the Town’s customer-centered inspection experience.

SAFEbuilt provides vehicles, cell phones, laptops, as well as all materials, including safety equipment for our inspectors.

The following sections outline duties and responsibilities.

I n s p e c t i o n R e s p o n s e S c h e d u l e

Our inspection request time is by 4:00 PM on the prior business day. Our inspection staff will utilize the Town’s current software, CommunityCore, to result inspections in the field, as well as notify applicants in writing at the time of inspection.

SAFEbuilt uses a GPS routing program, ensuring that inspections are conducted efficiently and within the allotted time. Inspection checklists and building guides are accessible from the Inspector’s iPad to assist with customers in the field. Electronic versions of code books are uploaded on the iPad.

I n s p e c t i o n T y p e

SAFEbuilt operations conducts the typical inspections performed by your inspectors as requested: building, electrical, plumbing and mechanical inspections for building-related permits. Our inspections are based on your codes, adopted amendments, as well as specific additional requirements from the Town, throughout the various stages of construction.

A p p r o a c h t o C o m m u n i c a t i n g w i t h A p p l i c a n t s a n d T o w n

Our priority is to ensure the best possible experience working with our team—with minimum impact on the Town and its citizens. Face-to-face meetings are an integral part of the plan, especially at contract start-up, and involve all applicable staff from the Town and SAFEbuilt. The team must be aware of progress and changes they can expect going forward. We will prepare communications that can be shared with all Town staff, detailing what to expect during contract transition and moving forward.

We work meticulously to minimize delays and provide helpful advice and counsel to Town staff and applicants, including builders, owners, engineers, and architects, enhancing the orderly flow of the construction process, and maintaining an effective level of enforcement. SAFEbuilt believes in a proactive approach and we are available for preliminary review consultations, design meetings, questions and inquiries. We may be contacted via email and telephone—all inquiries will be returned within one business day.

A p p l i c a n t N o t i f i c a t i o n – P l a n R e v i e w

We notify applicants of plan review results in writing. For more detail, please see the section on Plan Review.

A p p l i c a n t N o t i f i c a t i o n – I n s p e c t i o n

Applicants receive results notification, in writing, at the time of inspection. Inspectors can also email results when applicants provide an email address. These details will be mutually agreed upon with Town staff during the contract phase.

We also provide technology for inspectors—iPads and GPS—to result inspections in the field and efficiently route and track inspections.

P l a n R e v i e w T r a c k i n g a n d R e p o r t i n g

Every plan we receive is entered into our database and tracked throughout the review process by number. The tracking process allows us to maintain accurate records and keep plain reviews on schedule.

Written corrections are issued once plan reviews are completed. Thorough comments are sent to applicants including references to specified codes and regulations.

I n s p e c t i o n T r a c k i n g a n d R e p o r t i n g

All SAFEbuilt inspections are tracked by permit number, type, and trade. Each trade inspector enters his or her results into reporting software at the time of inspection, attaching external reports, pictures, or documents, as needed. We verify that all inspection records, including daily records are correct.

Inspectors review permit packages to verify that onsite conditions are consistent with appropriate records for square footage, setbacks, heights, and other applicable requirements such as construction plans. Inspectors ensure that any construction changes are documented and approved by appropriate Town staff. Our team complies with Town procedures for reporting inspection results, uses Town inspection correction forms, makes appropriate entries onto permit documents, and follows Town procedures to finalize building permits.

T r a c k i n g S y s t e m s

Through our dealings with other client building departments, our plan review and inspection staff is well trained in the use of multiple building permit software programs and permit application processes. If you have your own permitting, tracking and reporting system, we are happy to use it.

R e p o r t i n g

We will work with you to develop a reporting schedule and format to meet your needs. Formats may include monthly, quarterly and annual reports summarizing activity levels, adherence to performance metrics, and other items of special interest to the Town. Throughout the life of the contract, we ensure our work effort is clearly communicated to the Town, adjusting as necessary.

C o m m u n i t y C o r e

CommunityCore is SAFEbuilt’s proprietary online community development software tool, which manages permitting, plan reviews and approvals, and inspection activities. The system, which integrates with other government software systems, is designed to streamline and automate building department processes; ensure compliance, manage workflows, generate activity reporting, and provide transparency to all stakeholders.

E r i c P e n d l e y , R e g i o n a l D i r e c t o r , was in the construction industry as a carpenter and builder for many years before changing roles into the building code consulting industry in 2001. We are skilled at assessing time commitments, developing an accurate work plan, assigning personnel, and quickly fine-tune staffing levels to always maintain the highest level of customer service. SAFEbuilt hand-picks staff uniquely qualified and experienced to deliver the exact services requested. Once assigned to a project, our team members are dedicated to that project until completion. We employee all proposed staff full time, providing all of the requested services.

SAFEbuilt has a large workforce within the state of Colorado and significant resources. Our map shows our presence and indicates our availability throughout the state.

Our work model provides flexibility when managing workloads. As a result, we have never missed agreed upon plan review or inspection times. We can call upon plan reviewers and inspectors from our other offices in Colorado, if need be, to meet the Town’s short-term needs. In addition, for longer term needs, we can hire additional staff within 45 days.

We have adequate resources to conduct all of your inspections. SAFEbuilt’s plan review team has ample resources to perform any plan reviews that you would like us to perform. To help us plan ahead, we would like to better determine anticipated workload during our transition phase, early on in the learning process.

We believe that on-going staff training is imperative for the accuracy and reliability of our inspections and plan reviews. Every SAFEbuilt inspector has gone through the applicable ICC training and certification, which we require during the hiring phase of our talented staff. The same applies to plans examiners. Given our team’s credentials and collective work on thousands of plan reviews and inspections each year in Colorado, we have comprehensive knowledge of many different versions of the ICC building codes, as well as the National Electrical Code (NEC). We also stay up to date when the code cycle changes and apprise our clients of any that may affect them. With our depth and breadth of experience in Colorado, we are well-versed with both the 2018 ICC family of codes and 2017 NEC.

Many of our clients in Colorado have adopted the 2018 version of the ICC family of codes; many of those were/are on the 2015 version of the codes. SAFEbuilt will work very closely with your building department staff to learn all of your Local amendments and your plans for adopting newer versions of the codes. In your community, our team performs inspections and plan review to your adopted codes and your Local amendments.
