44 & 45It is recommended to the Chief Executive Officers (CEOs) to approve the extension of the mandate of SATA Backhaul Working Group to cover the implementation of Digital SADC 2027 Regional and National Integrated Broadband Network

It is further recommended to the CEOs to consider and approve the Terms of Reference extending the SATA Backhaul Working Group’s mandate

The 10th Southern Africa Regional Backhaul and Submarine Networks Meeting was held in Zimbabwe, hosted by Tel●One from 27th to 29th of August 2014, at Rainbow Towers, Harare, Zimbabwe. The outcomes of the event are included under matters arising and new business.

46It is recommended to the Chief Executive Officers (CEOs) to urge SATA members working closely with respective stakeholders implement ITU Kigali Summit Goal 2 and report progress during the Backhaul Meetings

During the backhaul meetings, all members do present the Telecommunications and ICT infrastructure developments in their respective countries.

47It is recommended to the Chief Executive Officers (CEOs) to urge SATA Secretariat to make a close follow up with ITU and Telkom SA on the progress of establishing the Regional NGN Test Laboratory in South Africa

This programme is now being coordinated at SADC level and ITU since it involves regulatory authorities and other stakeholders. SATA will monitor and report the future progress.

48It is recommended to the Chief Executive Officers (CEOs) to extend the submission of the findings by this User Group to September 2014 and be presented during the combined 8th

African Service and Network Operations Meeting and ITU-T Service and Network Operations Conference going to be held in Tanzania

The Interest User Group on Network Management System focusing on Key Performance Indicators (KPIs) and other network and service parameters presented their work and this is included in the SNO 2014 report

It is recommended to the Chief Executive Officers (CEOs) to urge the African Service and Network Operations group to develop a general regional framework on the establishment of quality of service-based Network Operation Centres (NOCs)

It is recommended to the CEOs to urge SATA Members to provide the necessary support including financial resources to experts appointed to participate in the regional working groups

As operators migrate to NGN and other technologies there is equipment and spares that will be recovered and is reusable. It is recommended to the CEOs to urge SATA members to advise Secretariat on the availability of this equipment and spares for announcement to members

It is further recommended to the CEOs to urge the African Service and Network Operations group to invite expert(s) on “Electromagnetic Compatibility and Radiation” to make presentations during the combined 8th African Service and Network Operation Workshop and the ITU-T Service and Network Operation Conference

Furthermore, it is recommended to the CEOs that the 8th African Service and Network Operations (SNO) Workshop be combined and held together with the ITU-T Service and Network Operations Conference in Tanzania from 22nd – 26th September 2014 hosted by Tanzania Telecommunications Company Limited (TTCL)

It recommended to the CEOs that SATA co-hosts the 31st ITU – T Quality of Service Development Group (QSDG) Meeting together with ASCOM and the meeting is planned to take place in November 2014 in UAE hosted by ASCOM as the sponsor

59 It is recommended to the Chief Executive Officers (CEOs) to urge SATA Members that future upgrades and deployments should be based on 40Gbits/s DWDM Technology as a minimum upgradable to 100Gbits/s for national backbones, regional and international connectivity

60 It is recommended to the Chief Executive Officers (CEOs) to encourage SATA Members to deploy Network Operations Centres using the appropriate business models unique to the organisation needs

61Arising from the list of issues above pertaining to Lease and Indefeasible Right of Use (IRU), it is recommended to the Chief Executive Officers (CEOs) to urge SATA Members to give a careful consideration on Lease versus Indefeasible Right of Use (IRU) solution for each specific customer requirements

62It is recommended to the Chief Executive Officers (CEOs) to urge the Backhaul and Submarine Networks group to solicit the submarine cable operators to lead in the development of wholesale Capacity Web-based Tools to facilitate and expedite the sale and purchase of capacity

63 & 64On regional and international connectivity, it is recommended to the Chief Executive Officers (CEOs) to urge SATA Members and Cooperating partners to provide capacity information and statistics to the Secretariat

encouraged, it is recommended to the CEOs to urge SATA Members to see to it that implementation of sharing takes into account the necessity to protect the value of existing investment in infrastructures and services

It is also recommended to the CEOs to urge SATA Members to see to it that pricing for shared facilities provides the right economic signals to market players, assistingthem in making reasonable and commercial “build-or-buy” decisions. Commercially negotiated pricing should prevail

As for the Over-the-Top (OTT) players; it is recommended to the CEOs to urge the SATA Members to decide on the strategy they want to pursue into the future and that they have to be very fast in providing new innovative services

It is further recommended to the Chief Executive Officers (CEOs) to urge SATA Members to study and decide on the following approaches for a win-win situation with Over-the-Top (OTT) Players:

(a) Build a bespoke OTT application in-house. This offers complete control and full customisability, but at the potential expense of time-to-market and higher development costs.

(b) Buy a ready-developed OTT system, perhaps by acquiring an existing OTT player. This offers a fast solution, but integration may be complex

Partner with an established OTT player. A partnership requires less capital investment from the operator, but may create a conflict over customer ownership, especially when using a co-branding model

It is also recommended to the CEOs to urge SATA Members to review their business models on IP traffic pricing

implementation by members. This will be a hot topic during the 35th Annual Conference on how to deal with OTT voice services

70It is recommended to the CEOs that the 4th SATA Next Generation Networks (NGN) and Broadband Services Workshop be held in Zambia from 1st – 3rd October 2014 hosted by Zambia Telecommunications Limited (ZAMTEL)

The 4th Regional Next Generation Networks (NGN) and Broadband Services was hosted in South Africa by Broadband Infraco from 26th to 28th November 2014 as Zamtel could not host the event due to other prior commitments.

71,72,73&74 It is recommended to the CEOs to encourage SATA Members to lobby with their respective national authorities that “Vandalism of telecommunications infrastructure and telecom fraudulent activities are treated as acts of terrorism”

The workshop on Fraud Management, Revenue assurance and Network Security resolved to establish a SATA Group on “Customer Services and Billing”. The Chief Executive Officers (CEOs) are invited to consider and approve the establishment of the Group on Customer Services and Billing

It is recommended to the CEOs that the 8th SATA Workshop on Fraud Management, Revenue Assurance and Network Security takes place in Lesotho from 15th – 17th October 2014 hosted by Econet Telecom Lesotho (ETL)

It is further recommended to the CEOs that the 1st SATA Workshop on Customer Services and Billing takes place from 8th – 10th October 2014 in Swaziland host by Swaziland Posts and Telecommunications Corporation (SPTC)

The 8th Regional Fraud Management, Revenue Assurance and Network Security Workshop, was supposed to be held from 15th to 17th October 2014 in Lesotho hosted by Econet Telecom Lesotho. Due to the political climate in Lesotho, the event was postponed to 2015 as no alternative host was ready to host it.

The 1st Customer Services, Quality of Service and Billing workshop took place from 8th to 10th October 2014 in Swaziland host by Swaziland Posts and Telecommunications Corporation (SPTC)

75It is recommended to the Chief Executive Officers (CEOs) that the 15th SADC Telecom Operators’ Bilateral Meeting (STOBM-15) be held from 17th – 20th February 2015 in Port Louis, Mauritius under the auspices of Mauritius Telecom

1. NEW PROGRAMMES AND ACTIVITIES FROM MATTERS ARISING FROM THE 34TH

ANNUAL CONFERENCE IN LUANDA, ANGOLA

TECHNICAL ISSUES

1.1 TELECOMMUNICATIONS/ICTs INFRASTRUCTURE AND SERVICE

NOTED 1:

All SADC Landlocked/linked countries are now connected to the submarine cables on either or both the eastern and western coast of Africa under the SADC Region Information Infrastructure (SRII) Phase I Project.

NOTED 2:

The SRII Phase I Project was closed and the closure was approved by the 33rd SATA Chief Executive Officer’s meeting in Livingstone, Zambia. The few remaining missing links are being implemented by the respective members on bilateral basis.

NOTED 3:

SATA is implementing SRII Phase II Project also called the SADC Regional and NationalIntegrated Broadband Network, under the Digital SADC 2027, which consists of All IP-based networks, Next Generation Networks (NGN), National and Regional Internet Exchange Points (NIXPs, RIXP) and related Billing Systems.

RECOMMENDATION 1:

It is recommended to the Technology and Infrastructure Committee (T&IC) that all SATA members should participate in the regional events on infrastructure and services so as to present the progress in the respective countries on the migration to All IP-Networks and Services

2. NEW PROGRAMMES AND ACTITIVITIES FROM THE IMPLEMENTATION OF THE AGREEDS FROM THE 34TH ANNUAL CONFERENCE

These new programmes are the outcomes of the SATA Annual Action Plan for the year 2014/20145 as approved by the Chief Executive Officers of SATA. The Outcomes, Action Plan and Recommendations are drawn from the discussions of the various sessions as well as documents, presentations and contributions made during the plenary sessions of the meetings and workshops.

2.1 10th Southern Africa Regional Backhaul and Submarine Cable Networks Meeting

NOTED 4:

The 10thSouthern Africa Regional Terrestrial Backhaul and Submarine Cable Networks Meeting took place in Harare, Zimbabwe from 27th – 29th August 2014 hosted by TelOne, Zimbabwe in collaboration with the Southern Africa Telecommunications Association (SATA) Secretariat was attended by more than 80 participants. The meeting was officially opened by Honourable Minister of Information and Communication Technology, Postal and Courier Services, Webster Shamu following remarks by TelOne Vice Chairman - Retired Brigadier General Wekwete, Southern Africa Telecommunications Association (SATA) Executive Secretary- Jacob Munodawafa, Southern Africa Telecommunications Association (SATA) Chairman and Angola Telecom CEO - João Adolfo Martins, Acting Director General Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) –Afred Marisa, International Telecommunication Union (ITU) Area Representative –Chali Tumelo, Southern African Development Community (SADC) Representative -Cecilia Mamelodi-Onyadile and TelOne CEO – Chipo Mtasa.

NOTED 5:

Challenges and Business OpportunitiesThe following were highlighted challenges where business opportunities could be derived:

a. The charges of transiting traffic are very high and have an impact on the consumer and on the use of the telecommunications service.

b. International Companies have a tendency of forcing traffic to transit via their home countries where they belong i.e. group headquarters, although they are operating in the SADC Region.

c. We do have the infrastructure in place between SADC countries. d. Routing traffic from SADC to SADC via a different destination deteriorates the

quality of service (QoS) and quality of experience (QoE) despite the perceived Least Cost Routing (LCR).

e. Cost of ICTs equipment and solutions and also as compared to other parts of the world.

f. Technology becomes obsolete before payback period.g. There is Infrastructure duplication at national level especially using rights of

way (ducts).h. IP Skills is a challenge among operatorsi. Visibility and participation by Operators in regional and international forumsj. Development of local content and hosting by Operators and Service

Providersk. Internet (IP) is a Network of Networks and Operators and Service Providers

not fully exploiting its potential for traffic stimulation and generationl. Users as the drivers of technological changes

NOTED 6:

It is recommended to the Technology and Infrastructure Committee (T&IC) that SADC, CRASA and SATA consider drafting a recommendation to the SADC ICT Ministers Meeting 2014 to keep SADC to SADC traffic local and utilize the regional infrastructure and connectivity.

RECOMMENDATION 2:

It is recommended to the Technology and Infrastructure Committee (T&IC) that infrastructure sharing based on open access principle taking into account the cost of the infrastructure development be adopted at national level as it is one of the ways to bring down costs and thus lower tariffs to the end-user.

RECOMMENDATION 3:

It is recommended to the Technology and Infrastructure Committee (T&IC) that SADC, CRASA, SATA and the National Regulatory Authorities (NRAs) and Operators jointly come up with national and regional infrastructure databases providing “ICT Infrastructure Almanac” which should be updated bi-annually. SATA will coordinate the development of the “ICT Infrastructure Almanac”.

RECOMMENDATION 4:

It is recommended to the Technology and Infrastructure Committee (T&IC) that, Operators, Service Providers ad ISPs should consider taking the initiative to facilitate creation of local content such as email, hosting and caching.

RECOMMENDATION 5:

It is recommended to the Technology and Infrastructure Committee (T&IC) that, the 11th

Southern Africa Regional Backhaul and Submarine Networks Meeting be held from 27th to 29th of May 2015 in Lilongwe, Malawi hosted by Malawi Telecom Limited.

2.2 IMPLEMENTATION OF ITU KIGALI SUMMIT GOALS 1 AND 2

NOTED 9:

Goal 1: Interconnect all African capitals and major cities with ICT broadband infrastructure and strengthen connectivity to the rest of the world by 2012. This Goal has been greatly achieved at regional level with very few areas left for attention at national levels.

Goal 2: Connect Villages to broadband ICT services by 2015 and implement shared access initiatives such as community Tele-centres and village phones. This is on-going and SATA expects to achieve by its deadline.

RECOMMENDATION 6:

It is recommended to the Technology and Infrastructure Committee to urge SATA Members to submit to SATA, the respective broadband connectivity status in the respective countries by 31st August 2015 for compilation into the SADC Broadband Connectivity Status 2015

2.3 8th Regional Workshop on Fraud Management, Revenue Assurance and Network Security

NOTED 18:

The 8th Regional Workshop on Fraud Management, Revenue Assurance and Network Security which was scheduled to take place in Lesotho from 15th to 17th October 2014 hosted by Econet Telecom Lesotho (ETL) was postponed to 2015 due to the political climate in Lesotho and also as there was no alternative members which was ready to host the event during the same year.

NOTED 19:

Communications fraud is the use of telecommunications/ICT products or services without intention to pay.

NOTED 20:

Many operators have increased measures to minimize fraud and reduce their losses. Communications operators tend to keep their actual loss figures and plans for corrective measures confidential.

NOTED 21:

According to a 2011 survey by CFCA, an industry group created to reduce fraud against carriers, the five top fraud loss categories reported by operators were:

The 15th SADC Telecom Operators’ Bilateral Meeting (STOBM-15) was held from 17 th to 20th

February 2015 in Port Louis, Mauritius hosted by Mauritius Telecom

STOBM 2015 identified the challenges of traffic routing within SADC transiting through other parts of the world yet SADC is fully surrounded by submarine optic fibre cables and fully interconnected with terrestrial optic fibre cables implemented through the SADC Region Information Infrastructure (SRII) and Back Haul Links initiatives and these initiatives were financially supported by the International Telecommunication Union and the African Development Bank

STOBM 2015 recommended for the establishment of the SADC Traffic Hub for Interconnection and Traffic Exchange

Four telecom operators namely Mauritius Telecom (Sewkumar DHOOMON and Nirmala RAMJHURIA), Bofinet (Morongwa MOLOI), Angola Cables (Pedro Jose MANUEL and Artur MENDES) and Telkom South Africa (Lerato BOIYANE and Victor Phenyo MOKGOTHU) were appointed to lead the implementation of this recommendation. Mauritius Telecom (SewkumarDHOOMON) was tasked to chair the committee with Bofinet (Morongwa MOLOI) being the Rapportuer.
