A. INTRODUCTION
A.I RoCondThe Philippines has a road network of about 200,000 kilometers of which 32,270 kilometers (atMay 201 ! are classified as "ational roads under the mana#ement of the $epartment of Public%orks and &i#hways ($P%&!' The remainin# roads are classified as local roads under themana#ement of ocal )o*ernment +nits concerned'
The $P%& Plannin# Process draws upon a number of types of data to determine works pro#ramsand strate#ies' ll these need to be maintained to suitable -uality le*el and kept up to date to playan effecti*e role in formulatin# work pro#rams that reflect the needs of the road users, and for monitorin# and reportin# the condition of national roads and brid#es to the public' )ood -ualitydata enables planners to make better plannin# decisions, allocate funds efficiently, and ultimatelyimpro*e the mana#ement of the road network'
Mana#ement of all the "ational road network data feedin# the plannin# process is a key functionof the .tatistics $i*ision (.$! of Plannin# .er*ice' The /oad and rid#e nformation pplication(/ l ! was established as the official repository of road and brid#e data in $P%& in $epartment
rder "o' of series 200 , throu#h which .$ are allocated responsibility for maintainin# the datainte#rity' ll road in*entory and condition data is stored and mana#ed in the / l '
The *isual condition assessment of the national network data has been conducted by manualmethods e*ery year since 200 , under the mana#ement of .$' 4or that purpose, the /o5ondManual was de*eloped from the /o5ond 60 manual of the /oad and Traffic uthority of "ew.outh %ales, ustralia' t has continued to be refined since that time, with many *ersionsintroducin# chan#es to ratin# methods that are better suited to Philippines 5onditions'
A.2 Outsourcing of surveys! s part of the "ational /oads mpro*ement and Mana#ement Pro#ram and in line with the second
phase of the /ationali8ation Plan, the $epartment of Public %orks and &i#hways ($P%&! plan tooutsource a certain amount of technical sur*eys from 201 onwards, includin# the /o5ond sur*eysfrom 201 '

D. TERMINOLOGY9 utomated $ata 5ollection: 4ully automatic measurement and stora#e of data throu#h
electronic or mechanical measurements (e'#' profilometer measurements!9 .emi;automated $ata 5ollection: Manual obser*ations which are recorded into a computer as
they are *iewed durin# sur*eyor from a di#ital ima#e (e'#' keyboard ratin# or *oice reco#nitionof defect!<
9 Manual $ata 5ollection: Manual obser*ations and manual recordin# on paper which are later entered into a computer<
9 /oad "etwork: lo#ical system of road sections and nodes9 /oad .ection: /oad .ection is a linear representation of a road s centerline and has a defined
len#th and direction (always in the direction of increasin# kilometer posts=stationin#!' t isassociated with one /oad "ame' >ach /oad .ection is associated with a ?.tart? "ode and an?>nd? "ode, and may also contain ? ntermediate? "odes'
9 "ode: "odes are connecti*ity elements defined and associated with locations alon# /oad.ections in the followin# instances: @unction between all national roads, @unction betweennational roads and other roads, end of a road, administrati*e boundary'
9 ocation /eference Point ( /P!: These are intermediate points between nodes' /P is a permanent ob@ect on or ad@acent to the road (usually a kilometre post! which has beenaccurately located in terms of #eo;coordinates and is used as a reference point for distancemeasurements'
9 .e#ment: se#ment is a len#th of road that is homo#enous in terms of its physical attributesor other features' t may also be defined for con*enience, for eAample by breakin# down a lon#link into a more mana#eable shorter sections' The start and end of a se#ment is defined with anode or a /P'
9 ccuracy: The ability of the sur*ey e-uipment to measure the true condition of the item bein#
sur*eyed' The aim is to reduce the e-uipment related bias or error in measurements if comparedto more accurate measurements that ha*e been taken before or ha*e been taken with e-uipment
bein# more accurate to that currently bein# used'9 Measurement nter*al: The physical measurement inter*al used by the e-uipment' 4or eAample
ruttin# measurement usin# the laser profilometer records and stores the profile at e*ery 1 mm'9 /eportin# inter*al: The minimum specified reportin# inter*al at which the data is summari8ed
for the 5lient' 4or eAample, ruttin# may be reported at 10 m or 20 m inter*als for the samee-uipment as abo*e'
9 .in#le lane road: road with one lane in accordance with the road markin#, or, in the absenceof markin#, a road with a carria#eway width smaller than B'1m
9 Multi;lane road: road with more than one lane as per the road markin#, or, in the absence of markin#, a road with a carria#eway width #reater than B'1' The number of lanes is recorded as
the carria#eway width di*ided by 3'0 (rounded to lower inte#er!'9 Multi;surface pa*ement: pa*ement that does not ha*e a consistent surface type o*er its entire
len#th (e'#' two inner lanes in sphalt, two outer lanes in concrete!'9 .in#le 5arria#eway /oad: sin#le or multi;lane road without any barrier or median separatin#
traffic tra*elin# in opposite directions'9 $ual 5arria#eway /oad: multi;lane road with a barrier or median separatin# traffic tra*elin#
in opposite directions'9 .plit road: road se#ment which on some part and at a particular location is split from a sin#le
carria#eway to dual=parallel carria#eway9 .urface rea: Total section len#th multiplied by the carria#eway width' This width eAcludes
the pa*ed shoulder width'
