CADCACommunity Anti-drug Coalitions of America

Training of Leaders to Build Community CoalitionsInitiative Overview

The goal of the Training of Leaders initiative is to increase the number of anti-drug community coalitions in more communities and countries around the world. To accomplish this goal, CADCA proposes to train individuals from communities currently not participating in CADCA’s trainings or other coalition activities to become coalition leaders. Through this Training of Leaders (TOL) initiative, CADCA will provide intensive training and technical assistance to a select number of individuals with the expectation that they will return to their communities and initiate the development of community coalitions. This will result in a multiplier effect for coalition development worldwide.

Based upon CADCA’s previous experience, CADCA will institute the TOL initiative in the following five countries:1. Republic of Mexico 2. Republic of Peru3. Republic of Ghana 4. Republic of Tajikistan 5. Republic of the Philippines

CADCA selected these countries based upon several important standards. First, CADCA chose these five countries because it has already received requests from several communities and partners within them that it has not been able to fulfill due to budgetary constraints. CADCA will reconnect with these individuals and organizations and offer them entry into the TOL initiative. Second, CADCA has selected areas that have been identified by as key target areas for demand reduction activities. Finally, CADCA is confident that its coalition / organizational partners in the countries selected have sufficient capacity to assist fully in the successful development of new coalitions. CADCA proposes to identify one hundred individuals in these five countries and invite them to participate in this initiative. Whenever possible, CADCA will identify two individuals from the same community for inclusion. In this manner, the two individuals can divide the coalition formation activities, mutually reinforce the training materials, and serve as companions who possess the same knowledge. Further, with two individuals, the coalition effort has the possibility of continuing if any unforeseen circumstance interferes with one of the individual’s ability to perform the assigned tasks.

The selection of coalition leaders to participate in the TOL project is of critical importance. CADCA will only invite individuals who have a commitment to addressing substance abuse issues and can demonstrate the capacity to spark coalition formation. To accomplish this objective, CADCA will request the assistance of coalitions, non-government organizational partners, coalition networks, national governments and others in the identification of persons from their country to participate in the TOL project. This approach will provide CADCA’s partners with the opportunity to reach out to persons outside their communities who may already be interested in applying the coalition approach or have the ability to do so.

The key activity of the TOL project will be participation in a weeklong training that CADCA will hold in a centralized area. This will be a residential experience in which all participants must attend for admittance into the project. This intense training will provide participants with the knowledge, skills, and abilities necessary to develop a community coalition. A maximum of twenty participants will participate in each training. They will learn the basic elements of a community coalition, how to conduct a community assessment, how to build a coalition, how to implement evidence-based strategies, and how to evaluate community-level initiatives. CADCA senior staff and trainers will conduct this training.

CADCA will collaborate with existing coalitions and coalition networks on the development and execution of the TOL Project. The organizations will assist CADCA in many tasks; the identification of TOL participants, the development of TOL trainings, and the provision of follow-up support to TOL participants within their countries. CADCA will also request that they serve as liaisons between CADCA and the TOL communities. Finally, the existing groups will provide on-site technical assistance and serve as resources to TOL leaders and the new coalitions being formed.

CADCA realizes that providing a weeklong training experience will not be sufficient to ensure the successful development of new anti-drug coalitions. Therefore, it proposes to provide on-going support to the community teams for several months after the training. This support will take place in multiple forms. First, CADCA senior staff and trainers will check in with the training teams on a periodic basis to monitor their progress and provide technical assistance. Second, the in-country partners will also contract the training teams to monitor their progress and provide specific examples as to how community formation occurred in their community. Finally, the in-country partners themselves will help the training teams transfer the knowledge into practice and adapt the coalition strategy to their society.

Community Assessment Committee Member Description

Description

The Community Assessment Committee operates as an “ad hoc” Committee of the ABC Coalition. Members of the Community Assessment Committee will work together to collect and analyze data to address the Substance Abuse problem in the ABC Community. The Community Assessment Committee is composed of 5 – 10 individuals from the community interested in addressing collecting qualitative and quantitative information about the substance abuse issue. Specific sectors will be recruited to the Community Assessment Committee including: youth, parents, law enforcement, health care providers, education, treatment providers, government, faith community, recovery community, and others.

Time Commitment

Members of the Community Assessment Committee are asked to work together for a 1 – 3 month period. The Community Assessment Committee will schedule meetings on an “as needed” basis depending on the specific tasks to be accomplished. It is anticipated that the Community Assessment Committee will meet at least once per month, or three times over the 3 month period. Members may be asked to engage in activities outside of the Committee meetings.

Specific Responsibilities

Attend Community Assessment Committee meetings. Participate in the data collection process including collecting data, conducting interviews and conducting

scans of community conditions. If appropriate, represent their organization and sector in the Community Assessment Committee’s

activities. As appropriate, provide specific resources to support the Community Assessment Committee’s efforts. Engage and recruit community members to participate in the Committee’s efforts

Serving as a member of the coalition will provide you with the opportunities to:

Strategies for Community Change

1. Providing Information – Educational presentations, workshops or seminars or other presentations of data (e.g., public announcements, brochures, dissemination, billboards, community meetings, forums, web-based communication).

2. Enhancing Skills – Workshops, seminars or other activities designed to increase the skills of participants and members needed to achieve population level outcomes (e.g., training, technical assistance, distance learning, strategic planning retreats, curricula development).

3. Providing Support – Creating opportunities to support people to participate in activities that reduce risk or enhance protection (e.g., providing alternative activities, mentoring, referrals, support groups or clubs).

4. Enhancing Access/Reducing Barriers- Improving systems and processes to increase the ease, ability and opportunity to utilize those systems and services (e.g., assuring healthcare, childcare, transportation, housing, justice, education, safety, special needs, cultural and language sensitivity).

5. Changing Consequences (Incentives/Disincentives) – Increasing or decreasing the probability of a specific behavior that reduces risk or enhances protection by altering the consequences for performing that behavior (e.g., increasing public recognition for deserved behavior, individual and business rewards, taxes, citations, fines, revocations/loss of privileges).

6. Physical Design – Changing the physical design or structure of the environment to reduce risk or enhance protection (e.g., parks, landscapes, signage, lighting, outlet density).

Step 1: Prioritize Strategies to Implement1a. Schedule Coalition meeting to plan implementation

Schedule this meeting in advance sets a deadline for the Coalition to draft the Comprehensive Strategies.

Some strategies must be put in place before other strategies can be started. The coalition must think about the sequence of strategies.

Coalitions are most successful when the work is shared among the volunteers. Action planning identifies what work will be done, by whom, by when, what resources are needed and who should know.

2b. Identify resources required to implement Action Steps

The Coalition must identity and obtain the resources necessary to do the work. Based on the Action Plan, the Resource Plan provides a tool to identify what resources are needed and how they will be obtained.

Step 3: Implement Action Plan – for Strategies to Address Local Conditions3a. Review criteria for “good implementation”

It is important to ensure the coalition has the ability to implement the proposed strategies. The Strategy Implementation Worksheet provides a tool for the coalition to determine if the strategy is correct to change the Local Condition. Based on the Worksheet responses, the coalition should alter the plans as needed.

3b. Implement Action Plans The Committees have all the tools needed to implement the strategies.

3c. Monitor implementation As the Committees implement the strategies they should be prepared to make changes as needed depending on their experiences. The Committee should adjust the Action Plan as needed.

Description

The ___________________________ Committee operates as an “ad hoc” Committee of the ABC Coalition. Members of the Committee will work together to plan and recruit new members to join the ABC Coalition. The Committee is composed of 5 – 10 individuals from the community interested in working on specific tasks of the coalition. Specific sectors will be recruited to the Committee including: youth, parents, law enforcement, health care providers, education, treatment providers, government, faith community, recovery community, and others.

Time Commitment

Members of the __________________________________ Committee are asked to work together for a limited period of time. The Committee will schedule meetings on an “as needed” basis depending on the specific tasks to be accomplished. It is anticipated that the Committee will meet at least once per month, or three times over the 3 month period. Members may be asked to engage in activities outside of the Committee meetings.

South Kingstown Community Partnership For Prevention (SKCPP) is a new volunteer organization composed of community members dedicated to making South Kingstown a safe, healthy and drug-free community.

The Coalition is hosting a community-wide substance abuse prevention strategic planning event on 9/26 from 4:00 to 8:00 PM at Peace Dale Library in the Peace Dale room on the lower level.

Although, this event is open to the public we are asking key community members to attend, and due to your position/influence/status in the community we would very much like you to participate in this very important planning event for the South Kingstown community

We are inviting you to learn about the Coalition and its goals. Our goal is to create the foundation of a long-term plan identifying prevention strategies for South Kingstown to address substance abuse in the community. The plans will build on South Kingstown existing strengths and addressing the challenges.

This is an opportunity for SKCPP coalition [the experts in South Kingstown] and key community people to create this plan together. We need your insight, expertise and experience!
