ETC• The Electronic toll Collection (ETC) is a type of

technology that allows for an electronic payment of tolls.

• The use of payment “terminals”(internal unit, IU) or on-board unit(OBU) that will work on rays to effect payment. These IUs will be on every registered car

• Corresponding terminal and CCTV on gantry• Vehicle classification; Vehicle license

verification and the Drivers’ license verification

LAGOS scenario• Conservatively, 70% of Coys in Nigeria have their H/Q in

Lagos. Office expansion (more cars), staff buying cars• Lagos having more water bodies than land for roads (roads

more expensive to build), • an estimated 80% of the private cars are not fully utilized,

(wasted space-more traffic, wasted man hours, wasted fuel, wasted time, economic loss because of wear and tear on the individual and cars;

• there is a need to indirectly discourage people from using cars when there are alternatives

• If not, checked, we may experience traffic right inside our Compounds all the way down to the offices.

Korea scenario• Automobile ownership in Korea increased from just over 2

million in 1988 to over 11 million in 1999 resulting in 40% annual increase.

• During the same time, the capacity of road expansion resulted in an annual average increase of 3% in highways, and close to 5% on the national roads.

• The above growth imbalance between road capacity and automobile increases resulted in severe traffic congestion on major highways in Korea

• 45% of National Highways have experienced heavy congestion• 28% of the National roads in a similar situation • Cost the Korean economy $13B in 1998 and further $1.5B

• Italy’s ETC programmes include as Viacard, Telepass and Fastpay systems.

• Viacard Plus can be used not only for motorway tolls but also to pay for oil and fuel at participating ESSO and AGIP service stations.

• (Autostrade S.p.A. issues holders of the card a monthly invoice and statement. Payments are charged to your bank account.)

Comments and Recommendations• KRV; Looking at smaller projects for a start., e.g.

Abuja and Lagos Airport. Also to work on Identity management and payment for a start.

• Since our aim is fee collection, payment could be tied to either drivers license or vehicle license.

• SOW; SuperCard already working on fare collection with the use of card.

• FE; Existence of too many influence groups might slow down the project, so we should focus on the basics (money collection)

Comments and Recommendations• CU; the Value Proposition in this project is the

security provided through Vehicle Identification, reducing car theft.

• Obinna; Introducing an incentive such that those who pay with card would spend less than those who pay with cash.
