2011, he lashed at the attitude of
some people to politically warm up

by the mulai periyar dam row. He
stated that the dam problem was
projected as a fight between two
countries which would not augur
well for the National Integrationand the unity of Indian people.
He further emphasised that every
one should respect the verdict of
Supreme Court and the Report
of the Expert Committee on the
Mullai Periyar dam. In no way the
creation of difference between
the people of two states would
benefit any one and every one
should strive hard to preserve and
maintain at any cost the brotherly
bond between the Tamils and
Malayalis. He appealed to the Tamil
Nadu Chief Minister to convene All
Party Meeting to resolve the Mullai
Periyar Dam imbroglio.
Kudam kulam
Atomic Pow er Plant
He said that Tamil Nadu State
was facing worst power crisis
and many industries in the state
were limping for want of power.
He lamented that people were
put to untold sufferings due to
frequent power cut. He stressedthe necessity of the functioning
of Kudamn Kulam Power plant to
cope up with the power shortage
in the state. He was at loss to
understand the sudden agitation
by some people against the
kudam kulam project, after the
commencement of the functioning
of the plant. He said to oppose
the project was not only unwise
but would hamper the growth of
the state and in the same breathhe appealed to the Central Govt.
to commence the work forthwith
to generate power and urged the
State Govt. to fully co-operate
with the Central Government in its
efforts.

The Mandal Champion and the former Prime Minister of India V.P.Singhprovided 27% reservation to the Backward class in the Central Governmentemployment and education.
The Mandal Commission report stated the presence of 3647 backward classesin India. The 27% reservation is meant for all the backward communities.
Out of this 3647 backward classes roughly 130 backward classes belong tothe Muslim community. Similarly backward classes from Christian, Sikh, Persianand Buddhist communities find their place in the Mandal Report.
Majority of backward classes people belongs to the Hindu community. Theyare the major beneficiaries in the 27% reservation. The Scheduled Tribe whoenjoy 22% reservation also are Hindus.
The number of Muslim beneficiaries in the 49% quota are highly negligible.Different Commissions have disclosed that the social, education and economic
status of Muslims particularly in the North are far lower than that of otherdowntrodden. The Gopal Singh Commission in this regard is an importantone.
The Central Government has no stomach to accept the recommendations ofany one of the commissions.
It was during the period of 14th Parliament in the first U.P.A. Govt. headedby the Prime Minister Dr.Manmohan Singh that a Muslim Members Parliamentdelegation led by IUML leadership submitted demands based on which,
1. A separate Ministry for Minorities was born.
2. Justice Rajendra Sachar Commission was set up.
3. Justice Ranganath Misra Commission was formed
The important recommendation of all these commissions is to providereservation to minority community.
The improvement of the status of Muslims in the economic and educationfields will take the nation to progress. The country will not progress by making
a community to reel under backwardness. Hence the Central Govt. should takeefforts to provide reservation to Muslim community in the Govt. employment,education and election declared the Rajendra Sachar Commission.
The Misra Commission followed by sachar Commission clarified regarding thepercentage of quota to be given to the Muslim community. 18% Indians belongsto minority community . Out of this 13.5% are Muslims. Misra Commissionrecommended 10% reservation exclusively to the Muslims. Based on this IUML,DMK and some other political parties raised their supportive voice for reservationto Muslim community. Heeding to this demand the Central Govt Cabinet met on22 Dec. 2011 and decided to provide 4.5% sub-quota to the Minorities with inthe 27% backward quota and the Govt. has issued the order in this regard.
The credit of giving 3.5% sub-quota to Muslims with in the backward quota inthe state of Tamil Nadu goes to Dr.Kalainger Karunanidhi. The Central Governmenthas followed the path and the the principle enunciated by Dr.Kalainger. But ithas not been fully adopted.
It would have been a little bit consolatory had the Central Governmentseparated the Muslims from other backward class and given the 4.5% sub-quota exclusively to the Muslims.
But the Central Govt. announcement that 4.5% sub-quota for 18% Minorityin India has caused a great disappointment in the society.
Even this announcement too was made when the Assembly Elections in U.P.,Manipur, Punjab, Goa and Utterkhand are round the corner in the month ofFebruary.
As expected The BJP has unveiled its communal face and its coteries likeBajrang Dal and VHP have joined in chorus to oppose the reservation to theMuslims.
What ever may happen! Who ever may oppose! The time has come to proclaimin the people forum that Indian Muslims need 10% reservation. The CentralGovernment has now agreed that minorities require separate reservation and ithas accepted 4.5% reservation to minorities.
We have to realize soon that the same Central Government to provideseparate reservation to Muslim minority and that too 10% reservation to them.For that the only way is to raise our voice aloud in the people forum. Let ourvoice reverberate everywhere.

The committee appreciates thevarious measures taken by SelviJayalalitha govt to enhance thequality of Adi dravida, minorityand civic body schools and to
appoint Adequate number ofadditional graduate and secondarygrade teachers in the schools Thecommittee appeals the govt tostrictly observe the implementationof 3.5% quota to the muslims in thestate level. Further the committeeappeals the govt. to enhance themuslim quota.
5. Mullai Periyar Dam Affairs
The committee grieves to notethe mullaiperiyar dam affairsadversely affect the good andcordial relationship that existsbetween the people of tamil
Nadu and Kerala. Further theproblem is made to create aconfrontation attitude betweentwo states people, which is notgood for the maintenance andpreservation national integration.Every one should respect theverdict of supreme court and thedecision of the expert committee.The committee believes stronglythe dialogue between the partiesis the right approach to resolveimbroglio.
6. Kudankulam Atomic
power Plant
To cope up with the powershortage it is felt the functioningof atomic power plant is essential.The atomic power plant at kudankulam has been functioning sinceten years at the cost of Rs.13615crores . Two power plants witha capacity of 1000 mega wattwas expected to function fromthis month. Had the plant startedfunctioning, TN State would havegot 925 mega watt power daily ata lesser cost and the power cutwould have come to an end.
But some people have started
agitation after the commencementof the functioning of the plants.
The opposition to the functioningof the plants will hamper thegrowth of the nation and henceto oppose the plant is not a wisedecision. The committee appealsthe State govt. to co-operatewith the Central govt. to start the
operation of the plants.
7. Appointment of staff in
private schools.
The previous DMK Govt.headed by Kalaigner Karunanidhisanctioned 5499 staff in the privateschools and implemented thesame since 1-6-2011 incurring 131crore 13 lakh rupees . Further theprevious govt. agreed to sanction6456 teaching and non-teachingstaff to 476 minority and 467non-minority schools and agreedto allot 200 crore rupees for thesame vide Govt. G.O.dated 26-
2-2011. The minority communityaggrieved to note that this schemehas been put to freeze. Hencethe committee urges the govt. toimplement this scheme forthwith.
8 Qaid-E-milleth name to the
palayam kottai bus terminus
The Tirunelveli Corporationin 2000 passed a resolutionunanimously to name the palayam

10. Muslim prisoners in TN Jails
In the last time when life convicts were released from TN jails,
muslim convicts were made tomiss the chance. Appeals were made to govern
ment to release the convicts irrespective of their caste and religionwho are languishing in jail morethan ten years. Further muslimconvicts were often transferredfrom one jail to another jail puttingtheir kith and kin in to enormoustroubles. Hence this committeeappeals the govt. not to transferthe muslim convicts from one
jail to another and consider theirrelease from jails on humanitarianconsideration.

This committee acknowledgesand appreciates the resolutionpassed by the national WorkingCommittee held the presidentshipof party leader E.Ahamed in NewDelhi on 26-11-2011.
2. Muslim Youth League
The muslim youth leasgue
district and primaries to take upthe ishaat service and co-operatewhole heartedly for the success ofishaat service.
5. MSF and MYL
The committee appeals to the
MSF and MYL to enlighten thecommunity about the minorityquota in the govt.job andeducation and to chalk out planto inform the muslim youth aboutthe govt. opportunities and workeffectively in this regard.
6. Mahila league/ swatantra labor union
The mahila league shall beestablished in all the districts andit should work to enlighten themuslim women about the variouswelkfare schemes launched bythe state and central govt. for thecause of muslim women.
The swatantra labor union shallstrive to estabkish its branches inall the districts and work to getthe govt. benefits to the muslimlabors.
7. State wide public meetings.

The nation is paying tributes
today to its Father and mostrevered, beloved and undisputedleader, Quaid-i-Azam Mohammad
Ali Jinnah, on his birthday.He was born on this day in 1876
in Karachi.It was entirely due to his
commitment, unflinching anddetermined efforts, iron will,steadfastness, wisdom as wellas dynamic, charismatic andgigantic leadership that the
Muslims of South Asia achieved anindependent and sovereign Stateof Pakistan on August 14, 1947,within seven years of the adoptionof Lahore Resolution, followingsuccessful culmination of theirhistoric struggle for a separatehomeland.
The freedom from colonial ruleand establishment of Pakistanwas our most outstanding, vitaland historic achievement, whichmarked the end of 350 years ofBritish presence in South Asia,commencing with the establishment
of East India Company in 1600.Mohammad Ali Jinnah,throughout his political lifeadvocated the cause of theMuslims strongly and eloquently,tried to improve their lot andgathered them under one flag ofMuslim League.
However, the sound principlesof governance, keeping nationalinterest upper most than provincial,regional interests and the traditionsof selflessness, honesty andintegrity, left behind by the greatleader, regrettably have not been
followed by the vested interestsand self-seeking ruling elite to thenational detriment.
The nation, which is deeplypained to watch current deplorableenvironment of lawlessness, actsof terrorism, corruption, politicalchaos as well as external andinternal dangers to its sovereignty,is absolutely justified to expresstheir sentiments that this is notthat strong and vigorous Pakistanas envisioned by the Quaid.
He was a modern, enlightenedand pragmatic statesman, whose
vision of Pakistan was underpinnedby Islamic values such as universal
brotherhood and equality of manregardless of caste, creed or
gender.It is pertinent to recall some of
sayings of the great leader, whohad gifted us a complete Pakistanand always held the cause of theMuslims dear to his heart.
He had forewarned in a statementon the 24th of August, 1947 thatPakistan should be kept absolutelyfree from disorder because theoutbreak of lawlessness is boundto shake its foundations and causeirreparable damage to its future.
The Quaid had also warned thecountrymen to be aware of their
enemies, who do not wish well toPakistan, and would not like it togrow strong and powerful.
In fact, they rather like to seeit destroyed and widespreaddisorders within its borders,thereby causing administrativedislocation.
The Quaid, on another occasion,had advised us that we can look tothe future with robust confidenceprovided we do not fritter away ourenergies in internal dissensions.
There never was greater needfor discipline in our ranks.
It is only with united effort andfaith in our destiny that we shallbe able to translate Pakistan of ourdreams into reality.
Quaid-i-Azam, in his first addressto the Constituent Assembly on11th August 1947, had emphasisedthat we must relentlessly putdown the biggest curses of briberyand corruption, black-marketing,nepotism and jobbery and solelyconcentrate on the well-being ofthe people.
Jinnah was a great politicalstrategist, constitutionalist, a
distinguished parliamentarian andone of the great nation-builders ofmodern times.
He was not only a great leaderand founder of Pakistan but he wasalso a great man, endowed with acharacter free from blemish, andhe personally followed a highlydisciplined regime of life.
The architect of Pakistan, whohad to fight thorough bouts ofillness from 1930s till his death onSeptember 11, 1948, never let hisstate of health and periodic illnessdampen his spirits or weaken his
willpower and determination touphold the cause of the Muslims.
The Quaid never cared fordifficulties and impediments
and carried forward the nationwith him and realised the dreamof the great poet-philosopher,
Allama Muhammad Iqbal who hadprovided us the concept of Pakistanin his monumental presidentialaddress to the 21st session of AllIndia Muslim League at Allahabadon 29th December 1930.
Allama Iqbal, who gave usideological exposition of a state,based on nationalism, and taughtus how to uphold self-respect andnational honour, was so muchappreciative of Jinnah that heimpressed upon the Muslims to jointhe Muslim League and strengthenhis hands.
He firmly believed that onlyMuhammad Ali Jinnah was apolitical leader capable of fulfillingthe Leagues objectives of Muslimpolitical empowerment, drawingIndian Muslims to the League andmaintaining party unity before theBritish and the Congress.
Quaid-i-Azam was also deeplyconcerned about the Muslim worldcauses, especially the Palestinequestion and played an importantrole in their struggle.
He wanted to establish a strongbloc; consisting of all Muslim statesof the world, to see that they wereunited under the banner of Islamas an efficient bulwark against theaggressive and evil designs of theirenemies.
In an Eid message, Quaid-i- Azam said: My Eid message toour brethren Muslim states is oneof friendship and goodwill.
We are all passing throughperilous times.
The drama of power politics thatis being staged in Palestine, India
and Kashmir should serve an eyeopener to us.It is only by putting up a United
Front that we can make our voicefelt in the councils of the world.
Quaid-i-Azam gave open supportto North African Arabs in theirstruggle to throw off the Frenchyoke.
He, therefore, provided allpossible diplomatic assistanceto the liberation movements inIndonesia, Malaya, Sudan, Libya,Tunisia, Morocco, Nigeria and
Algeria.He vehemently opposed
the partition of Palestine andcondemned the establishment of
Israel as a dagger in the heart ofthe Arab world.
He said: I do still hope thatpartition plan will be rejected,otherwise there is bound to be thegravest disaster and unprecedentedconflict.
The entire Muslim World willrevolt against such a decision.
Pakistan will have no othercourse left but to give its fullestsupport to the Arabs and willdo whatever lies in its power toprevent what in my opinion is anoutrage.
In an interview with a BBCcorrespondent on 19 December
1947, the Quaid said our sense ofjustice obliges us to help the Arabcause in Palestine in every way thatis open to us. In his telegram onDecember 24, 1947, to the King of
Yemen, Imam Yahya, in reply to histelegram of thanks for Pakistanssupport to Arabs on Palestineissue, the Quaid reiterated hisassurance that Pakistan will standby Arab brethren and do all that ispossible to support them.
In 1937, Quaid-i-Azam in hisPresidential address at the Leaguesession stated the question ofPalestine has moved the Muslims
all over India most deeply.Britain has dishonoured its
proclamation to the Arabs, whichhad guaranteed them completeindependence for the Arabhomelands.
Again in his presidential addressto the 26th session of the Leagueheld at Patna in December 1938,the Quaid stated, among theimmediate issues we have tograpple with is the question ofPalestine.
I know Muslims will not shirkfrom any sacrifice if required to
help the Arabs who are engagedin the fight for their nationalfreedom.
In the course of his Presidentialaddress at the historic Lahoresession of the League in March,1940, Quaid-i-Azam said theMuslims wanted that the Britishgovernment should in fact andactually meet the demands of the
Arabs in Palestine. Addressing the Aligarh Muslim
University Union on 9th March1944, the Quaid hoped that theUS will revise their attitude toward
Palestine.He warned that if President

Roosevelt, under the pressure of
the powerful World Jewry, commits
the blunder of forcing the British
government to do injustice to the
Arabs in Palestine, this would set
the whole Muslim World ablaze
from one end to another.
In 1945, in a telegram to Prime
Minister Attlee, the Quaid said,
President Trumans reported
Palestine immigration proposal is
unwarranted, encroaching upon
another country, monstrous and
highly unjust.
It is my duty to inform you that
any surrender to appease Jewry
at the sacrifice of Arabs would be
deeply resented and vehemently
resisted by Muslim world and
Muslim India, and its consequences
will be most disastrous.While concluding I would like
to express my view that if the
Quaid`s grand vision is to be
realised, the nation will have to
galvanise itself into action for it
is only with unremitting vigour,
unity, renewed commitment and
unwavering dynamism that we can
make his dream come true.
We will have to mobilise all our
resources in a systematic and
organised way, and tackle the
current grave national issues that
confront us with grim determinationand discipline.

A Meeting of IUML Karnataka State Office bearers held on 17-12-2011 at 3.Pm, Hotel
Geo, Bangaluru in the presence of state election observers K.A.M. Muhammed Abubacker
and N.A. Abubacker. The Meeting was presided over by Aijaz Ahamed Ladhi, State Vice

middle of January, 2012.
Thirdly, the National convention of Muslim Youth League is scheduled to be held in
Kerala in April 2012. you are requested to send the name and address of Muslim Youth
League organizer of Your State. All the State Muslim Youth League conveners are to be
assembled by the end of this January 2012 in Kerala and chaulk out the plan and
programme of the National convention of Muslim Youth League of April 2012. This is
very urgent.
Fourthly you are requested to send the copy of this minutes to all the District, Primary
units in your state along with this letter of request.

The Bharatiya Janata Party-led Madhya Pradesh governmentsefforts to ban cow slaughter and conserve the cow progeny havereceived a shot in the arm following Presidential assent to the long-pending Madhya Pradesh Gau-Vansh Vadh Pratishedh (Sanshodhan)
Vidheyak (Madhya Pradesh prohibition of slaughter of cow-progeny(amendment) Bill).
The amended Act puts the responsibility of proving the prosecutionwrong on the accused in a cow slaughter case. A person found guiltyof cow slaughter would be liable for 7 years imprisonment, insteadof the present 3 years, besides a minimum fine of Rs. 5,000.
The government had passed the amendment Bill in the Assemblyin 2010 to strengthen the existing cow slaughter prohibition
Act (Madhya Pradesh Gauvansh Pratishedh Adhiniyam 2004) andforwarded it to the Union Home Ministry on September 3, 2010.
It received the Presidential assent on December 22, 2011 and
was published in the Madhya Pradesh gazette (extraordinary) onDecember 31, 2011. The Act will soon come into force through anofficial notification.
The amended Act provides that no person shall slaughter orcause to slaughter or offer for slaughter any cow progeny by anymeans.
Besides, no person, including a transporter, shall transport or offerto transport or cause to be transported any cow progeny, either byhimself or through an agent, servant or any other person acting onhis behalf, within the State or outside it, with the knowledge that thecalf would be or was likely to be slaughtered. The Act provides thatany police officer not below the rank of head constable or anyoneauthorised by a competent authority shall have the power of entry,inspection, search and seizure and to present the case in the court.

Passage of Lokpal bill in
House tricky
The fate of the Lokpal andLokayuktas Bill of 2011, to be takenup for consideration and passage inthe Lok Sabha on Tuesday, appearstricky if the main Opposition BJPand Left members press for adivision on their amendments.
Granting constitutional statusto the Lokpal would require aconstitutional amendment and anew bill would have to be passedby a two-thirds majority in the LokSabha. In the Rajya Sabha, theruling UPA lacks a majority.
The government on Mondaymade it clear that it would notmove any official amendmentto the bill since it was discussedthreadbare in the parliamentarystanding committee. Parliamentaryaffairs minister Pawan KumarBansal appealed to all politicalparties to help in the passage ofthe legislation which he said is astrong measure. In the NDA, theShiv Sena (11) has opposed thebill. The stands of the BJD (14),
AIADMK (nine), TDP (six), AkaliDal (four) and JD-S (three) on thefloor is also important.
The Congress party has issueda whip asking its MPs to remainpresent in the two Houses ofParliament from December 27 to29. Government sources claimedCongress allies DMK, NCP, NCand Muslim League Kerala State
Committee are backing the bill.They further said MPs mightmove amendments but could also
take them back. However, it wasindicated that even if they are putto vote it would not have mucheffect. In the Lok Sabha, financeminister Pranab Mukherjee isexpected to lead the UPA chargeduring the discussion. He isexpected to intervene, they said.It is not known whether or notPrime Minister Manmohan Singhwill intervene in the discussion.
About 30 Lok Sabha members fromthe Congress sent their names forparticipation in the discussion.But the government is optimistic
that the bill will be passed bya divided Parliament duringits three-day extended sessionbeginning Tuesday.
Mr Bansal wanted politicalparties not to press for anyamendment for the measure, whichhas been drafted after carefulconsideration and consultationswith all concerned. He brushed offspeculation that the Congress hasissued a three-line whip asking allMPs to be present in the Lok Sabhaas it was nervous. Issuing a whipis a legitimate exercise, he said.
A senior minister who declinedto be identified said the provisionin the bill for reservation forminorities was non-negotiable.He dismissed suggestions that theConstitution bars making any suchprovision.
In a related development,overseas Indian affairs minister
Vayalar Ravi on Mondaywarned that the anti-corruptionombudsman may become a toolof powerful corporates to getback at the political class andgovernment. Thats why the
talk of policy paralysis and othercomplaints. They feel they arenot benefiting from the policiesof the government... That iswhy there are efforts to limit thepowers of MPs and other electedrepresentatives, he said. Speakingto a news agency, Mr Ravi said:
Who will benefit from a Lokpal?Certainly the corporate houses.They have been very critical of thegovernment as they feel nothingis moving for them. They arebecoming very powerful and theymay misuse the Lokpal in future to
get back at the government.
