• Past Performance Information– Should not be confused with the responsibility determination (FAR Part 9 Contractor

Qualifications)– Indicator of an offeror’s ability to perform successfully– A quantity of past performance efforts to be submitted may be defined in solicitation – Recency

• Gives the offeror an opportunity to identify past and/or current contracts• Recent performance is within the past three (3) years prior to the date of issuance

of the solicitation– Ensure the offeror’s references provide name and phone number on submission– The Government may obtain own information

• Subcontracting Plan Requirements identified in the FAR

– Percentage goals– Total dollars planned to be subcontracted– A description of supplies/services to be subcontracted– Describe how subcontractor goals were developed– How potential sources were identified– Were indirect costs included in establishing goals– Company point of contact who manages subcontracting program

» Description of individual’s duties

– Efforts the company makes for subcontractors to receive equitable opportunity to compete for subcontracts

– Include FAR Clause 52.219-8 Utilization of Small Business Concerns in all subcontracts

– The offeror will participate in studies and surveys– Submit periodic reports revealing subcontracting plan compliance– Submit annual subcontracting report in eSRS– Description of records maintained to validate compliance with FAR Part

• Firm-Fixed Price or Fixed Price with Economic Price Adjustment

– Competitive Environment - The Contracting Officer will normally use competition to determine price fair and reasonableness

• Comparison of proposed prices will be used as the method of price analysis*– Other methods of price analysis

• Historical prices of similar or same items/services*• Current market conditions; published price lists• Comparison of the Government estimate• Prices obtained through market research of similar or same items/services• * Denotes the preferred methods for determining fair and reasonableness• Certified cost and pricing requirements
